		<official-title>To amend the Energy Employees Occupational Illness
		  Compensation Program Act of 2000 to extend and increase the authority for the
		  ombudsman under the Energy Employees Occupational Illness Compensation

		<section id="H650C6340E53144D2A4A57DD846E95568" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>EEOICPA Ombudsman Extension and
			 Enhancement Act of 2011</short-title></quote>.</text>
		</section><section display-inline="no-display-inline" id="H3DD3AA71FB52488CB60DD6D3673A2073"><enum>2.</enum><header>Increased
			 authority for ombudsman under Energy Employees Occupational Illness
			 Compensation Program</header><text display-inline="no-display-inline">Section
			 3686 of the Energy Employees Occupational Illness Compensation Program Act of
			 2000 (42 U.S.C. 7385s–15) is amended—</text>
			<paragraph id="H6D8F3543E0E942759ED134DE1DD02264"><enum>(1)</enum><text>by amending
			 subsection (c) to read as follows:</text>
				<quoted-block id="HBD84A5C098134CAE994A1BF6BF55388C" style="OLC">
					<subsection id="H41C806C391D54CA384CB16C75410CFAA"><enum>(c)</enum><header>Duties</header><text>The
				duties of the Office shall be as follows:</text>
						<paragraph id="HAD52E141C94348758137EE7104A9F55A"><enum>(1)</enum><text>To assist
				individuals in making claims under this title.</text>
						</paragraph><paragraph id="HD279BFE63A1349E590983C37A898C860"><enum>(2)</enum><text>To provide
				information on the benefits available under this title and on the requirements
				and procedures applicable to the provision of such benefits.</text>
						</paragraph><paragraph id="H3F20706BC7A8445F8173C4ED3CDC97D8"><enum>(3)</enum><text display-inline="yes-display-inline">To act as an advocate under this title in
				appropriate instances, as determined by the Ombudsman.</text>
						</paragraph><paragraph id="HADF0E361861D4CE6BE88CD7279A05127"><enum>(4)</enum><text>To make
				recommendations to the Secretary regarding the location of centers (to be known
				as <quote>resource centers</quote>) for the acceptance and development of
				claims for benefits under this title.</text>
						</paragraph><paragraph id="H64C354FBA1004520B33478BF8887171B"><enum>(5)</enum><text>To carry out such
				other duties as the Secretary shall
				specify.</text>
						</paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H00B5950307B541EA9C1793EC8A6E8FE3"><enum>(2)</enum><text>in subsection
			 (e)(2), by adding at the end the following new subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="H569B0308FC3B43938C894C6586DF6C01" style="OLC">
					<subparagraph id="HF0C3BD0A845E47729CBC35377D250921"><enum>(C)</enum><text display-inline="yes-display-inline">Proposed changes in the administrative
				practices of the Department of Labor to mitigate difficulties identified under
				subparagraph (B) and potential legislative changes which may be appropriate to
				mitigate such difficulties.</text>
					</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HA1910E6A31C24D4AA47E6A11B26FEF65"><enum>(3)</enum><text>by striking
			 subsection (g) (establishing a sunset date) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="HF0C963226B254EEC9715980860AA0EF0" style="OLC">
					<subsection id="H8DF62ABF730341DF82122943D411B42D"><enum>(g)</enum><header>Contract
				authority</header><text display-inline="yes-display-inline">The Ombudsman shall
				have authority to hire or contract for any supplies or services including the
				services of individuals with expertise in relevant disciplines, including
				health physics, medicine, industrial hygiene, and toxicology, as the Ombudsman
				may from time to time consider
				appropriate.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
