		<section id="H150D431F3C6949E59071D8A5514A6DEB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Autism Spectrum Disorders
			 Initiative Act of 2011</short-title></quote>.</text>
		</section><section id="HAFB5986D0B084F38B2AF168760184C2B"><enum>2.</enum><header>Establishment of
			 the national autism spectrum disorders initiative</header><text display-inline="no-display-inline">Part R of title III of the Public Health
			 Service Act (42 U.S.C. 280i et seq.) is amended—</text>
			<paragraph id="HEDC75A6B9724493E9992D87B27CFA8F3"><enum>(1)</enum><text>by redesignating
			 section 399E (42 U.S.C. 280i–4) as section 399FF; and</text>
			</paragraph><paragraph id="HDBAEA43C7F9F43F5AB91A38B04C1ABC3"><enum>(2)</enum><text>by inserting after
			 section 399DD the following:</text>

					<section id="HD600CFAD8C5C4829B0A4E922F22E81FF"><enum>399EE.</enum><header>Establishment
				of the national autism spectrum disorders initiative</header>
						<subsection id="H92EB5756EC9346A699F8E94285A92750"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">There is established
				in the Office of the Secretary of Health and Human Services the National Autism
				Spectrum Disorders Initiative (referred to in this Act as the
				<quote>Initiative</quote>). The principal goal of the Initiative is to improve
				the lives of persons with autism spectrum disorders through research focused on
				prevention, treatment, services, and cures.</text>
						</subsection><subsection id="H2ECE4178E54748F2AF2A72C13A1BCB8C"><enum>(b)</enum><header>Duties of the
				Secretary under the initiative</header><text>The Secretary (or the Secretary’s
				designee) shall—</text>
							<paragraph id="H12623082B223429D8B4728CD7AEE5AAE"><enum>(1)</enum><text>act as the primary
				Federal official with responsibility for overseeing all research on autism
				spectrum disorders conducted or supported by the National Institutes of
				Health;</text>
							</paragraph><paragraph id="H79DC11420FA84258B7497EE9AC5C1C0E"><enum>(2)</enum><text>approve the
				strategic plan described in section 399CC(b)(5) and be responsible for its
				implementation;</text>
							</paragraph><paragraph id="H0DD46C1AB6824303BAD920612A74E936"><enum>(3)</enum><text>receive directly
				from the President and the Director of the Office of Management and Budget all
				funds available for autism spectrum disorder activities of the National
				Institutes of Health;</text>
							</paragraph><paragraph id="H00D8C37364C1419B8DBC6BA0AB60DE8F"><enum>(4)</enum><text>from the amounts
				received under paragraph (3) for the fiscal year, allocate, in consultation
				with the Director of the National Institutes of Health, to the agencies of the
				National Institutes of Health in accordance with the strategic plan all amounts
				available for such year for carrying out autism spectrum disorder
				activities;</text>
							</paragraph><paragraph id="H2C1DA13749424465A2BB19777733AF06"><enum>(5)</enum><text>to the extent
				practicable, allocate amounts under paragraph (4) not later than 30 days after
				the date on which the Secretary receives the amounts described under paragraph
				(3);</text>
							</paragraph><paragraph id="HEE952FD9A29D4BF89B44508AEB3FE82E"><enum>(6)</enum><text>have authority to
				reallocate up to 3 percent of the total amount allocated under paragraph (4) as
				needs change and opportunities arise;</text>
							</paragraph><paragraph id="HC88392B3C85B4D2D8AC2F5018BB72E2C"><enum>(7)</enum><text>plan and evaluate
				research and other activities related to autism spectrum disorders conducted or
				supported by the agencies of the National Institutes of Health, evaluating the
				activities of each of such agencies and providing for the periodic reevaluation
				of such activities;</text>
							</paragraph><paragraph id="HA39A468B283E4C459041F85F10F33DF9"><enum>(8)</enum><text>maintain
				communications with all relevant departments and agencies of the Federal
				Government to ensure the timely transmission of information concerning autism
				spectrum disorders; and</text>
							</paragraph><paragraph id="H61CB31B7508C44E6B217EF57C5CDD427"><enum>(9)</enum><text>carry out this
				subsection in consultation with the heads of the agencies of the National
				Institutes of Health, with the advisory councils of such agencies, and with the
				Interagency Autism Coordinating Committee.</text>
							</paragraph></subsection><subsection id="HE068FF6E1DAB44AD9FF15B80971D61F9"><enum>(c)</enum><header>Sunset
				provision</header><text>This section shall not apply after the date that is 7
				years after the date of the enactment of this
				section.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HA218F446DF534480A47F77757314E258"><enum>3.</enum><header>Activities of the
			 national institutes of health with respect to autism spectrum
			 disorders</header><text display-inline="no-display-inline">Section 409C of the
			 Public Health Service Act (42 U.S.C. 284g) is amended—</text>
			<paragraph id="H411AD84E1E65431B828C9E961C61FF1F"><enum>(1)</enum><text>in subsection
			 (a)(1), by striking <quote>basic and clinical research</quote> and inserting
			 <quote>basic, clinical, and translational research</quote>;</text>
			</paragraph><paragraph id="H0509E7DD34FE4367AC935A7AEB26D720"><enum>(2)</enum><text>in subsection
			 (b)—</text>
				<subparagraph id="HCFDF9AADE6624AACA0EA4583A651081C"><enum>(A)</enum><text>in paragraph
			 (2)—</text>
					<clause id="H5A5F9AE42F804605BEB34C8D2C9ECEBE"><enum>(i)</enum><text>by
			 striking <quote>basic and clinical research</quote> and inserting <quote>basic,
			 clinical, and translational research</quote>; and</text>
					</clause><clause id="HFCAECF7464884C1B921791909B27E6B7"><enum>(ii)</enum><text>by
			 inserting <quote>, building upon the recommendations set forth in the most
			 recent strategic plan for autism spectrum disorders of the Interagency Autism
			 Coordinating Committee established under section 399CC</quote> before the
			 period at the end of the second sentence; and</text>
					</clause></subparagraph><subparagraph id="H0134233AC038404A9148D5061AF170ED"><enum>(B)</enum><text>by adding at the
			 end the following:</text>

						<paragraph id="HA31998FF52A24D27B11BEA77A655EB3A"><enum>(6)</enum><header>Definition</header><text>In
				this section, the term <term>translational</term>, with respect to research,
				means emphasizing the development and delivery of effective new therapies to
				patients.</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H4E66DE3D0D534E8290153E4E1B33C6AC"><enum>(3)</enum><text>in subsection (c),
			 by inserting <quote>, biosamples relevant to environmental exposures,</quote>
			 after <quote>tissues</quote>.</text>
			</paragraph></section><section id="HEAFF78AD556A44FD9D08B10E18A47A89"><enum>4.</enum><header>Clarifying
			 amendments with respect to autism intervention</header><text display-inline="no-display-inline">Section 399BB(f) of the Public Health
			 Service Act (42 U.S.C. 280i–1(f)) is amended—</text>
			<subsection id="H56D9560D4E8C44E18868C1BCF4209C33"><enum>(a)</enum><text>by inserting
			 <quote>to research networks</quote> after <quote>contracts</quote>; and</text>
			</subsection><subsection id="H8EBD2B0BA84B4C219C22DBBF0DA9F068"><enum>(b)</enum><text>by striking
			 <quote>interventions for individuals</quote> and inserting <quote>interventions
			 to improve the physical and behavioral health and well-being of
			 individuals</quote>.</text>
