		  and maintain a website accessible to the public that allows the public to
		  obtain electronic copies of all congressionally mandated reports in one place,
		  and for other purposes.<pagebreak></pagebreak></official-title>

	<legis-body id="H41CD0086B0A44FFEAB3442A21111B114" style="OLC">
		<section id="H1BE1E4D8958E42AA9081699532CD004B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Access to Congressionally Mandated
			 Reports Act</short-title></quote>.</text>
		</section><section id="HAC4E352516DC4A12A52A49A4010FEEB7"><enum>2.</enum><header>Establishment of
			 website for congressionally mandated reports</header>
			<subsection id="H794B0DC61F814A3F95F427D4AE46B474"><enum>(a)</enum><header>Requirement To
			 establish website</header><text>Not later than one year after the date of the
			 enactment of this Act, the Public Printer shall establish and maintain a
			 website accessible by the public that allows the public to obtain electronic
			 copies of all congressionally mandated reports in one place. The Public Printer
			 may publish other reports on such website.</text>
			</subsection><subsection id="H7C351B746AB14E319843611703949A20"><enum>(b)</enum><header>Content and
			 function</header><text>The Public Printer shall ensure that the website
			 required under subsection (a) includes the following:</text>
				<paragraph id="HC91F4693A3114CDF9C021C3D33AB43A2"><enum>(1)</enum><text>With respect to
			 each congressionally mandated report, each of the following:</text>
					<subparagraph commented="no" id="H08C12371E4E341A4A3C01A4E4177FCEA"><enum>(A)</enum><text>A citation to the
			 statute or conference report requiring the report.</text>
					</subparagraph><subparagraph id="H0D2E4193EB95438DA6EDCC5ED9F31E66"><enum>(B)</enum><text>An electronic copy
			 of the report, including any transmittal letter associated with the report, in
			 an open format that is platform independent and that is available to the public
			 without restrictions, including restrictions that would impede the re-use of
			 the information in the report.</text>
					</subparagraph><subparagraph id="HC7F6F0D0F63E424ABD0EFA08B11746D7"><enum>(C)</enum><text>The ability to
			 retrieve a report, to the extent practicable, through searches based on each,
			 and any combination, of the following:</text>
						<clause id="HEF329997165749788D19A02A156D6EEF"><enum>(i)</enum><text>The
			 title of the report.</text>
						</clause><clause id="H10AE7811BE594ADBA4286D5CCA2A4477"><enum>(ii)</enum><text>The
			 reporting Federal agency.</text>
						</clause><clause id="H9B75521ED49E451FBF7DA3D918B151A0"><enum>(iii)</enum><text>The date of
			 publication.</text>
						</clause><clause id="H86EAB95B51E44DFA874D064108E2FE6F"><enum>(iv)</enum><text>Each
			 congressional committee receiving the report, if applicable.</text>
						</clause><clause id="H15E0BB8175364C2291A6A20211DEF931"><enum>(v)</enum><text>Subject
			 tags.</text>
						</clause><clause id="H48F7347BB7FC4F338A831650F6DE485A"><enum>(vi)</enum><text>The
			 serial number, Superintendent of Documents number, or other identification
			 number for the report, if applicable.</text>
						</clause><clause id="HEF5FA3BBBE24437F83070DE7E0404780"><enum>(vii)</enum><text>The statute or
			 conference report requiring the report.</text>
						</clause><clause commented="no" id="HF62F4739453D42B9886C24A2B8D1BCF7"><enum>(viii)</enum><text>Key
			 words.</text>
						</clause><clause id="H6C621A2B15884C78992452A5CB62B979"><enum>(ix)</enum><text>Full text
			 search.</text>
						</clause><clause id="HF59D81BA16AF4EE487C932A5513F46F3"><enum>(x)</enum><text>Any
			 other relevant information specified by the Public Printer.</text>
						</clause></subparagraph><subparagraph id="H7D91AAC2AC28462A91ECDECA33AA8517"><enum>(D)</enum><text>The time and date
			 when the report was required to be submitted, and when the report was
			 submitted, to the website.</text>
					</subparagraph><subparagraph id="HF79DD110E3AB4F64B61A35D0880F4550"><enum>(E)</enum><text>Access to the
			 report not later than 30 calendar days after its submission to Congress.</text>
					</subparagraph><subparagraph id="H4F57648C083A4524A3396715198CF143"><enum>(F)</enum><text>To the extent
			 practicable, a permanent means of accessing the report electronically.</text>
					</subparagraph></paragraph><paragraph commented="no" id="H33C26607576D409DBD74958AFCB77BE2"><enum>(2)</enum><text>A means for bulk
			 download of all congressionally mandated reports or a selection of reports
			 retrieved using a search.</text>
				</paragraph><paragraph commented="no" id="HDCA1BB8F07FA4FCFB0EE9AD83C974808"><enum>(3)</enum><text>A means for the
			 head of each Federal agency to publish on the website each congressionally
			 mandated report of the agency, as required by section 3.</text>
				</paragraph><paragraph commented="no" id="H6E2AD1156A6F4F04945044BFA4D494B9"><enum>(4)</enum><text>A list form for
			 all congressionally mandated reports that can be searched, sorted, and
			 downloaded by—</text>
					<subparagraph commented="no" id="HF1DEE9A4842244AC8D6D67E02025C723"><enum>(A)</enum><text>reports submitted
			 within the required time;</text>
					</subparagraph><subparagraph commented="no" id="HA9139C3AB5744071BDC427E3760BF36D"><enum>(B)</enum><text>reports submitted
			 after the date on which such reports were required to be submitted; and</text>
					</subparagraph><subparagraph commented="no" id="H8A702E3565174E32B42715E16DF510E9"><enum>(C)</enum><text>reports not
			 submitted.</text>
					</subparagraph></paragraph></subsection><subsection id="H5E0CE674687E421A8699E34D2F988D6A"><enum>(c)</enum><header>Free
			 access</header><text>The Public Printer may not charge a fee, require
			 registration, or impose any other limitation in exchange for access to the
			 website required under subsection (a).</text>
			</subsection><subsection id="H7CE09E48824042E782EA11B6386E1F85"><enum>(d)</enum><header>Upgrade
			 capability</header><text>The website required under subsection (a) shall be
			 enhanced and updated as necessary to carry out the purposes of this Act.</text>
			</subsection></section><section id="H2F3754E9558940339D233F475FBFA2CD"><enum>3.</enum><header>Federal agency
			 responsibilities</header>
			<subsection id="H76E1195913954E74BA868AF56115D343"><enum>(a)</enum><header>Submission of
			 electronic copies of reports</header><text display-inline="yes-display-inline">The head of each Federal agency shall
			 publish congressionally mandated reports of the agency on the website required
			 under section 2(a)—</text>
				<paragraph id="H443A39ED2BA64E5F8C171AB342369A5A"><enum>(1)</enum><text>in an open format
			 that is platform independent, machine readable, and available to the public
			 without restrictions (except the redaction of information described under
			 section 5), including restrictions that would impede the re-use of the
			 information in the reports; and</text>
				</paragraph><paragraph id="HEAFAFD02FE6A48B98B5157492BBEC25E"><enum>(2)</enum><text>in accordance with
			 the guidance issued under subsection (c).</text>
				</paragraph></subsection><subsection id="H478CB33A0E174803A7A53154C3359EEB"><enum>(b)</enum><header>Submission of
			 additional information</header><text display-inline="yes-display-inline">The
			 head of each Federal agency shall submit to the Public Printer the information
			 required under subparagraphs (A) through (D) of section 2(b)(1) with respect to
			 each congressionally mandated report published pursuant to subsection
			 (a).</text>
			</subsection><subsection id="HA9515FE62750411BB8B522F93201766F"><enum>(c)</enum><header>Guidance</header><text display-inline="yes-display-inline">Not later than eight months after the date
			 of the enactment of this Act, the Director of the Office of Management and
			 Budget, in consultation with the Public Printer, shall issue guidance to
			 agencies on the implementation of this Act.</text>
			</subsection></section><section display-inline="no-display-inline" id="HC7412782CB4641EFA308EE17DDDA99F7" section-type="subsequent-section"><enum>4.</enum><header>Relationship to
			 requirements to submit reports to Congress</header>
			<subsection id="H3B8BE67D2FC344FE8AB7A9DF39B45BE7"><enum>(a)</enum><header>Compliance with
			 statutory requirement To submit reports</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
			 a Federal agency is deemed to have complied with a statutory requirement to
			 submit a report to Congress if the agency completes each of the following, with
			 respect to such report:</text>
				<paragraph id="HA5ED00AE63FB4F258B9D295175B13402"><enum>(1)</enum><text>Publishes a
			 complete and unredacted copy on the website required under section 2(a).</text>
				</paragraph><paragraph id="HF24251D118F247BBA1619433D5675465"><enum>(2)</enum><text>Notifies the Clerk
			 of the House of Representatives, the Secretary of the Senate, and each
			 congressional committee to which a report must be submitted of the report’s
			 availability on the website.</text>
				</paragraph></subsection><subsection commented="no" id="H54550B3EFB52452CAE30A71F566A3E24"><enum>(b)</enum><header>Removing and
			 altering reports</header><text>A report submitted to be published to the
			 website required under section 2(a) may only be changed or removed<added-phrase committee-id="HGO00" reported-display-style="italic">, with the exception of
			 technical changes,</added-phrase> by the Federal agency with the express,
			 written consent of each congressional committee to which the report must be
			 submitted.</text>
			</subsection></section><section commented="no" id="H8A4CE4122671484CBE4919C2F7C3C2F6"><enum>5.</enum><header>Relationship to
			 Freedom of Information Act</header><text display-inline="no-display-inline">Nothing in this Act shall be construed to
			 require the disclosure of information or records that are exempt from public
			 disclosure under section 552 of title 5, United States Code. If any information
			 in a congressionally mandated report may not be publicly released under section
			 552(b) of title 5, United States Code, the Federal agency concerned shall
			 redact from the report submitted to be published on the website established
			 under section 2 only such information, shall indicate where such redactions
			 were made in the report, and shall identify the exemption under which each such
			 redaction is made.</text>
		</section><section id="H8D304F96E41C46A2999C8527CFD0FBF8"><enum>6.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HE711D183D4654C8F871CA39938C9512F"><enum>(1)</enum><header>Congressionally
			 mandated report</header><text display-inline="yes-display-inline">The term
			 <term>congressionally mandated report</term> means a report that is required to
			 be submitted to either House of Congress or any committee of Congress by
			 statute or by a conference report that accompanies legislation enacted into
			 law.</text>
			</paragraph><paragraph id="H2A45CD71E5FF49EEBA4FA510FE0FD88B"><enum>(2)</enum><header>Federal
			 agency</header><text display-inline="yes-display-inline">The term <term>Federal
			 agency</term> has the meaning given that term under section 102 of title 40,
			 United States Code, but does not include the Government Accountability
			 Office.</text>
			</paragraph></section><section id="H0510471D5EC84F51986C78C49D50B984"><enum>7.</enum><header>Implementation</header><text display-inline="no-display-inline">Except as provided in section 3(c), this Act
			 shall be implemented not later than one year after the date of the enactment of
			 this Act and shall apply with respect to congressionally mandated reports
			 submitted to Congress on or after the date occurring one year after such date
			 of enactment.</text>
