		<official-title>To provide for free mailing privileges for personal
		  correspondence and parcels sent to members of the Armed Forces serving on
		  active duty in Iraq or Afghanistan.</official-title>

		<section display-inline="no-display-inline" id="HDEE529B1EA354C758AFE75F13411F0B1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Supply Our Soldiers Act of
			 2011</short-title></quote>.</text>
		</section><section id="H2751B4E8BFA649F6A6DB9A9DCACFC3F2"><enum>2.</enum><header>Postal benefits
			 program for members of the Armed Forces</header>
			<subsection id="H5EA0981EA76047659EABB792B17E39A5"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of
			 Defense, in consultation with the United States Postal Service, shall provide
			 for a program under which postal benefits shall be provided to qualified
			 individuals in accordance with succeeding provisions of this Act.</text>
			</subsection><subsection id="H6E1A75A4C9B545A9A8970BFCA0E970B8"><enum>(b)</enum><header>Qualified
			 individual</header><text>For purposes of this Act, the term <term>qualified
			 individual</term> means an individual who is—</text>
				<paragraph id="H47A2799CCE4548D29FF1B78D41461059"><enum>(1)</enum><text>a
			 member of the Armed Forces of the United States on active duty (as defined in
			 section 101 of title 10, United States Code); and</text>
				</paragraph><paragraph id="H8AD58918EF9F4495A23430EFCF9A6B95"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H53D446EBF521436A81243A31025B6DCE"><enum>(A)</enum><text display-inline="yes-display-inline">serving in Iraq or Afghanistan; or</text>
					</subparagraph><subparagraph id="H3C0AF784CAD84DEBA117713979995DB4" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">hospitalized at a facility under the
			 jurisdiction of the Armed Forces of the United States as a result of a disease
			 or injury incurred as a result of service in Iraq or Afghanistan.</text>
					</subparagraph></paragraph></subsection><subsection id="HFDBF8F55CF584A1BA080B1369E08B955"><enum>(c)</enum><header>Postal benefits
			 described</header>
				<paragraph id="H1287853C9B2B41A0BC6AC3C1D53AAA36"><enum>(1)</enum><header>In
			 general</header><text>The postal benefits provided under this Act shall consist
			 of such coupons or other similar evidence of credit (whether in printed,
			 electronic, or other format, and hereinafter in this Act referred to as
			 <quote>vouchers</quote>) as the Secretary of Defense (in consultation with the
			 Postal Service) shall determine, entitling the bearer or user to make qualified
			 mailings free of postage.</text>
				</paragraph><paragraph id="H66CB6FC6856D40838EDEBC6D8D98C91A"><enum>(2)</enum><header>Qualified
			 mailing</header><text>For purposes of this Act, the term <term>qualified
			 mailing</term> means the mailing of a single mail piece which—</text>
					<subparagraph id="HE7D46199264C4D34B0E161A3991DB27E"><enum>(A)</enum><text>is described in
			 subparagraph (A) or (B) of paragraph (3);</text>
					</subparagraph><subparagraph id="H0FD81EC8B2A1425FB21556A08907E1E5"><enum>(B)</enum><text>is sent from
			 within an area served by a United States post office; and</text>
					</subparagraph><subparagraph id="H237333ED8F534CCEB6BF3ABF0FE5ED50"><enum>(C)</enum><text>is addressed to a
			 qualified individual.</text>
					</subparagraph></paragraph><paragraph id="H4C5410896C364ACEA2F201F70F337951"><enum>(3)</enum><header>Mail
			 described</header><text>Mail described in this paragraph is—</text>
					<subparagraph id="H67CCF2B76F7946EC813641672CD65762"><enum>(A)</enum><text display-inline="yes-display-inline">any first-class mail (including any sound-
			 or video-recorded communication) not exceeding 13 ounces in weight and having
			 the character of personal correspondence; and</text>
					</subparagraph><subparagraph id="HDF2996F0E79745E4B9A08B122F9C243A"><enum>(B)</enum><text>parcel post not
			 exceeding 15 pounds in weight.</text>
					</subparagraph></paragraph><paragraph id="H91810DC5F85A469ABD1A012639B83BCB"><enum>(4)</enum><header>Limitations</header>
					<subparagraph id="H5DADBE78C85F4F75BDD8194148A62616"><enum>(A)</enum><header>Number</header><text>An
			 individual shall be eligible for 1 voucher for each month in which such
			 individual is a qualified individual.</text>
					</subparagraph><subparagraph id="HDB489D2C13714C06B874222AA5E3273F"><enum>(B)</enum><header>Use</header><text>Any
			 such voucher may not be used—</text>
						<clause id="H57D7115746104FC798F8AE3F379E9040"><enum>(i)</enum><text>for
			 more than a single qualified mailing; or</text>
						</clause><clause id="HB2E0881754524CCAB172AC21EE6C8D66"><enum>(ii)</enum><text>the
			 expiration date of such voucher, as designated by the Secretary of
			 Defense.</text>
						</clause></subparagraph></paragraph><paragraph id="H47EB519A67AC44A9867BD6F306125821"><enum>(5)</enum><header>Coordination
			 rule</header><text>Postal benefits under this Act shall be in addition to, and
			 not in lieu of, any reduced rates of postage or other similar benefits which
			 might otherwise be available by or under law, including any rates of postage
			 resulting from the application of section 3401(b) of title 39, United States
			 Code.</text>
				</paragraph></subsection><subsection id="H30D307FFA4E4401C84820BBF2D75608D"><enum>(d)</enum><header>Regulations</header><text>Not
			 later than 30 days after the date of the enactment of this Act, the Secretary
			 of Defense (in consultation with the Postal Service) shall prescribe any
			 regulations necessary to carry out this Act, including—</text>
				<paragraph id="H7DBB69527ECA4E428806E04F523EB8E3"><enum>(1)</enum><text>procedures by
			 which vouchers will be provided or made available in timely manner to persons
			 duly identified by qualified individuals to receive those vouchers; and</text>
				</paragraph><paragraph id="HBB1987D5813C42C29AA1118B0A97D4D8"><enum>(2)</enum><text>procedures to
			 ensure that the number of vouchers provided or made available with respect to
			 any qualified individual complies with subsection (c)(4)(A).</text>
				</paragraph></subsection></section><section id="H8751F89F8C054A08A559FB1930BA2E4C"><enum>3.</enum><header>Funding</header>
			<subsection commented="no" id="H490AA075F59C430ABBD47F7EEE3FCD9A"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">There is authorized
			 to be appropriated to the Department of Defense, for fiscal years 2012 through
			 2017, a sum determined by the Department of Defense to be equal to the expenses
			 incurred by the Department in providing the benefits described in
			 <internal-xref idref="H669E04E1AC7749588ECE8FE7463EA9F7" legis-path="598.(b)(3)">subsection (b)(3)</internal-xref> for such fiscal
			 years. Such sum shall be derived from amounts appropriated in each such fiscal
			 for the Operation and Maintenance, Defense-wide, for the Office of the
			 Secretary of Defense, and shall not to exceed $75 million for the total period
			 beginning with fiscal year 2012 and ending with fiscal year 2017.</text>
			</subsection><subsection id="H192D01C4976546E98EAA7F589432651B"><enum>(b)</enum><header>Transfers to
			 Postal Service</header>
				<paragraph id="HD39BB6AC8F9349BB8AEC3D1985A6B262"><enum>(1)</enum><header>Based on
			 estimates</header><text>The Department of Defense shall transfer to the Postal
			 Service, out of any amount so appropriated and in advance of each calendar
			 quarter during which postal benefits under this Act may be used, an amount
			 equal to the amount of postal benefits that the Department of Defense estimates
			 will be used during such quarter, reduced or increased (as the case may be) by
			 any amounts by which the Department finds that a determination under this
			 section for a prior quarter was greater than or less than the amount finally
			 determined for such quarter.</text>
				</paragraph><paragraph commented="no" id="H5BBE0E97DE644577A1F8D65C065CCB8D"><enum>(2)</enum><header>Based on annual
			 determination</header><text display-inline="yes-display-inline">For each of the
			 fiscal years 2012 through 2016, an annual determination of the amount necessary
			 to correct any previous determination under this section during such fiscal
			 year, and any transfer of amounts between the Postal Service and the Department
			 of Defense based on that annual determination, shall be made not later than 6
			 months after the end of such fiscal year.</text>
				</paragraph><paragraph id="H9FA836A0BBCF49168C381E3F99A1B421"><enum>(3)</enum><header>Based on final
			 determination</header><text>A final determination of the amount necessary to
			 correct any previous determination under this section, and any transfer of
			 amounts between the Postal Service and the Department of Defense based on that
			 final determination, shall be made not later than 6 months after the end of
			 fiscal year 2017.</text>
				</paragraph></subsection><subsection id="HB28E58B5200240C080B34BACB1308B95"><enum>(c)</enum><header>Consultation
			 required</header><text>All estimates and determinations under this section of
			 the amount of postal benefits under this Act used in any period shall be made
			 by the Department of Defense in consultation with the Postal Service.</text>
			</subsection></section><section commented="no" id="H2EE755E224524085924046880C40B038"><enum>4.</enum><header>Duration</header><text display-inline="no-display-inline">The postal benefits under this Act shall
			 apply with respect to mail matter sent during the period beginning on October
			 1, 2011, and ending on September 30, 2017.</text>
