		  certain requirements relating to the immunization of veterans, and for other

		<section id="H458F45CF38EE4E6DB23AEBA4FB970BF0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Access to Appropriate Immunizations
			 for Veterans Act of 2011</short-title></quote>.</text>
		</section><section id="H5A2DE752F4A642319101625B2BB7F877"><enum>2.</enum><header>Ensuring Veteran
			 Access to Appropriate Immunizations</header>
			<subsection id="H7FD2A46FACBD469AAEF56415EE6B0176"><enum>(a)</enum><header>Inclusion of
			 recommended adult vaccinations as medical services</header>
				<paragraph id="H7D9AC2ADDC904FD8BFCE93C672413F63"><enum>(1)</enum><header>Covered
			 benefit</header><text>Subparagraph (F) of section 1701(9) of title 38, United
			 States Code, is amended to read as follows:</text>
					<quoted-block id="H75A2EE8F67564C4A8C5DF82C7415003D" style="OLC">
						<subparagraph id="H4DC5052C73B34F51BBE2494A854FD02C"><enum>(F)</enum><text>immunizations
				against infectious diseases, including each immunization on the recommended
				adult immunization schedule at the time such immunization is indicated on that
				schedule;</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H7C8CD6E22837405E931E710A66419EC8"><enum>(2)</enum><header>Definition</header><text>Section
			 1701 of title 38, United States Code, is amended by adding after paragraph (9)
			 the following new paragraph:</text>
					<quoted-block id="HFB9501E187914AB7A70AB6C879106F06" style="OLC">
						<paragraph id="HB5EC5ED66DC149139026D9EB8206AE51"><enum>(10)</enum><text>The term
				<term>recommended adult immunization schedule</term> means the schedule
				established (and periodically reviewed and, as appropriate, revised) by the
				Advisory Committee on Immunization Practices established by the Secretary of
				Health and Human Services and delegated to the Centers for Disease Control and
				Prevention.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H3FD0285624A44BD9855BD3FE16E1AADE"><enum>(b)</enum><header>Report to
			 Congress</header><text>Section 1704(1)(A) of title 38, United States Code, is
			 amended—</text>
				<paragraph id="H7503D87C598546009F33D8A3D5D33442"><enum>(1)</enum><text>in clause (i), by
			 striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="H24C3626BD44549118208582C3FDAB7C2"><enum>(2)</enum><text>in clause (ii), by
			 striking the period at the end and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="HEA91883975B047718136B4B7169CA8C2"><enum>(3)</enum><text>by inserting after
			 clause (ii) the following new clause:</text>
					<quoted-block id="H53F1CF1E9AD24BBAAADAD8EBD133C936" style="OLC">
						<clause id="HF8C15713195D4346BAFD9E77E6EBFE19"><enum>(iii)</enum><text display-inline="yes-display-inline">to ensure that veterans have received each
				immunization on the recommended adult immunization schedule at the time such
				immunization is indicated on that
				schedule.</text>
						</clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H7B7EE5AA562744B594537AF203107250"><enum>(c)</enum><header>Assurance that
			 administration of vaccinations constitutes appropriate management and
			 cost-Effective delivery of health care services</header>
				<paragraph id="H7F893BD7527E430B97FEE1EDEA7C2B6B"><enum>(1)</enum><header>In
			 general</header><text>Section 1706(a) of title 38, United States Code, is
			 amended—</text>
					<subparagraph id="H8D8A451097334CF29FB6FCFE942C6A28"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>In managing the
			 provision</quote> and inserting <quote>(1) In managing the provision</quote>;
			 and</text>
					</subparagraph><subparagraph id="H9003809BA04A4BDCA3E2DFCDD91E86DE"><enum>(B)</enum><text>by adding at the
			 end the following new paragraph:</text>
						<quoted-block id="H281F53D2E5E94850BB1B5281A7B291DF" style="OLC">
							<paragraph id="HAB553C2AC33449858C196DE62DD675D9" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">In managing the provision of medical
				services under such section, the Secretary shall develop and implement quality
				measures and metrics to ensure that veterans receiving medical services under
				this title receive each immunization on the recommended adult immunization
				schedule at the time such immunization is indicated on that schedule. Such
				quality measures and metrics shall include targets for compliance. The
				Secretary shall, to the maximum extent feasible, develop and implement such
				measures and metrics concurrently and consistently with the metrics in place,
				as of the date of the enactment of this paragraph, with respect to influenza
				and pneumococcal vaccinations.</text>
							</paragraph><after-quoted-block></after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H27DF1D62314D43FFAD7BB0FDE734B66C"><enum>(2)</enum><header>Report to
			 Congress</header><text>Section 1704(1) of title 38, United States Code, as
			 amended by subsection (c)(1)(C), is further amended by adding after
			 subparagraph (G) the following new subparagraph:</text>
					<quoted-block id="H682710857644407BAD2C6C77448C8BDE" style="OLC">
						<subparagraph id="HCA808CF0835E49D1A6C591A7971BE97D"><enum>(H)</enum><text>Statistics related
				to the quality measures and metrics established under section 1706(a)(2) of
				this
				title.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HEDCA84781421401D92B81B3C6997E36E"><enum>(3)</enum><header>Effective
			 dates</header>
					<subparagraph id="H78E6720AD5784B7699927D8FF97D3075"><enum>(A)</enum><header>Development of
			 initial schedule</header><text>The Secretary shall establish the quality
			 measures and metrics described in paragraph (2) of subsection (a) of section
			 1706 of title 38, United States Code, as added by paragraph (1), through notice
			 and comment rulemaking in the Federal Register. The Secretary shall cause to
			 have published in the Federal Register proposed measures and metrics by no
			 later than July 1, 2011, and shall finalize such measures and metrics by no
			 later than December 31, 2011.</text>
					</subparagraph><subparagraph id="H201879B6A03B458FBED5D63BCAC867BE"><enum>(B)</enum><header>Implementation
			 of measures and metrics</header><text display-inline="yes-display-inline">The
			 Secretary shall implement paragraph (2) of subsection (a) of section 1706 of
			 title 38, United States Code, as added by paragraph (1) on January 1,
			 2012.</text>
					</subparagraph><subparagraph id="H7844555BFC87449E98CFE1AF6A02C671"><enum>(C)</enum><header>Report to
			 Congress</header><text display-inline="yes-display-inline">Subparagraph (H) of
			 paragraph (1) of section 1704 of title 38, United States Code, as added by
			 paragraph (2), shall apply with respect to the first report submitted under
			 such section after January 1, 2012.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
