			</subsection></section><section id="H11DF36FE65AE466EA7C5390C9A76BAD9"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph id="H60AF93EAA51F4B97836E41624F9E5113"><enum>(1)</enum><text>Successive
			 administrations have clearly identified the unacceptability of the Iranian
			 regime’s pursuit of nuclear weapons capabilities and the danger that pursuit
			 presents to the United States, to our friends and allies, and to global
			 security.</text>
			</paragraph><paragraph id="HFB525B1AD90F4963B3D2FA8B6F05C15B"><enum>(2)</enum><text>In May 1995,
			 President Clinton stated that <quote>The specter of an Iran armed with weapons
			 of mass destruction and the missiles to deliver them haunts not only Israel but
			 the entire Middle East and ultimately all the rest of us as well. The United
			 States and, I believe, all the Western nations have an overriding interest in
			 containing the threat posed by Iran.</quote>.</text>
			</paragraph><paragraph id="H41B138150BD445C2B7297684221186AF"><enum>(3)</enum><text>In the 2006 State
			 of the Union Address, President Bush stated that <quote>The Iranian government
			 is defying the world with its nuclear ambitions, and the nations of the world
			 must not permit the Iranian regime to gain nuclear weapons. America will
			 continue to rally the world to confront these threats.</quote>.</text>
			</paragraph><paragraph id="HFDBA017A7840462B8F709E4DDC05D861"><enum>(4)</enum><text>In February 2009,
			 President Obama committed the Administration to <quote>developing a strategy to
			 use all elements of American power to prevent Iran from developing a nuclear
			 weapon</quote>.</text>
			</paragraph><paragraph id="HA27BDDC1ED7940BEB221E2F5247DB926"><enum>(5)</enum><text>Iran is a major
			 threat to United States national security interests, not only exemplified by
			 Tehran’s nuclear program but also by its material assistance to armed groups in
			 Iraq and Afghanistan, to the Palestinian group Hamas, to Lebanese Hezbollah,
			 the Government of Syria, and to other extremists that seek to undermine
			 regional stability. These capabilities provide the regime with potential
			 asymmetric delivery vehicles and mechanisms for nuclear or other unconventional
			 weapons.</text>
			</paragraph><paragraph id="H183F2BE6413F4701AE0245D8B2DA7540"><enum>(6)</enum><text>Iran’s growing
			 inventory of ballistic missile and other destabilizing types of conventional
			 weapons provides the regime the capabilities to enhance its power projection
			 throughout the region and undermine the national security interests of the
			 United States and its friends and allies.</text>
			</paragraph><paragraph id="HE7CF56B8A3DD4A5B9E6EE569980698A7"><enum>(7)</enum><text>Were Iran to
			 achieve a nuclear weapons capability, it would, inter alia—</text>
				<subparagraph id="H4563CC3C7C14443BB54ED36FB9A67529"><enum>(A)</enum><text>likely lead to the
			 proliferation of such weapons throughout the region, where several states have
			 already indicated interest in nuclear programs, and would dramatically undercut
			 60 years of United States efforts to stop the spread of nuclear weapons;</text>
				</subparagraph><subparagraph id="H1AF36AB3F4774CB4B742DBB975F9D07D"><enum>(B)</enum><text>greatly increase
			 the threat of nuclear terrorism;</text>
				</subparagraph><subparagraph id="HE1F1D300D2E7429FA3D6A21E1F0E83BE"><enum>(C)</enum><text>significantly
			 expand Iran’s already-growing influence in the region;</text>
				</subparagraph><subparagraph id="HF673921D9C214542AE0DE91E243B8E6E"><enum>(D)</enum><text>insulate the
			 regime from international pressure, giving it wider scope further to oppress
			 its citizens and pursue aggression regionally and globally;</text>
				</subparagraph><subparagraph id="HE2C0DB22109C420999F9D930A2B38528"><enum>(E)</enum><text>embolden all
			 Iranian-supported terrorist groups, including Hamas and Hezbollah; and</text>
				</subparagraph><subparagraph id="H4A40A5C07B7244998238FE7918E9E4FA"><enum>(F)</enum><text>directly threaten
			 several United States friends and allies, especially Israel, whose very right
			 to exist has been denied successively by every leader of the Islamic Republic
			 of Iran and which Iranian President Ahmadinejad says should be <quote>wiped off
			 the map</quote>.</text>
				</subparagraph></paragraph><paragraph id="H2D47DF9EE1F342DD8E4A8232D7F9E052"><enum>(8)</enum><text>Successive
			 Congresses have clearly recognized the threat that the Iranian regime and its
			 policies present to the United States, to our friends and allies, and to global
			 security, and responded with successive bipartisan legislative
			 initiatives.</text>
			</paragraph><paragraph id="H08819BF7F1BE4DB49C4608D37405FEBB"><enum>(9)</enum><text>The extent of the
			 Iranian threat is greater today than when the Iran and Libya Sanctions Act of
			 1996 was signed into law, now known as the Iran Sanctions Act of 1996. That
			 landmark legislation imposed sanctions on foreign companies investing in Iran’s
			 energy infrastructure in an effort to undermine the strategic threat from Iran,
			 by cutting off investment in its petroleum sector and thereby denying the
			 regime its economic lifeline and its ability to pursue a nuclear
			 program.</text>
			</paragraph><paragraph id="HD7DE24E09AC842E996EAB8476E8A6364"><enum>(10)</enum><text display-inline="yes-display-inline">Laws such as the Iran and Libya Sanctions
			 Act of 1996, which was retitled the Iran Sanctions Act of 1996, paved the way
			 for the enactment of similar laws, such as the Iran, North Korea and Syria
			 Nonproliferation Act, the Iran-Iraq Arms Non-Proliferation Act of 1992, the
			 Iran Freedom Support Act, and the Comprehensive Iran Sanctions, Accountability,
			 and Divestment Act of 2010.</text>
			</paragraph><paragraph id="H2B731194E57A425784E5AAEC68B113A3"><enum>(11)</enum><text>United States
			 sanctions on Iran have hindered Iran’s ability to attract capital, material,
			 and technical support for its petroleum sector, creating financial difficulties
			 for the regime.</text>
			</paragraph><paragraph id="H5FEB31D44CF34EEBB92215C9E684F364"><enum>(12)</enum><text>In the Joint
			 Explanatory Statement of the Committee of Conference to the Comprehensive Iran
			 Sanctions, Accountability, and Divestment Act of 2010 (Public Law 111–195; 50
			 U.S.C. 1701 note) issued on June 23, 2010, the Members of the Committee of
			 Conference noted that <quote>Although [the Iran Sanctions Act] was enacted more
			 than a decade ago, no Administration has sanctioned a foreign entity for
			 investing $20 million or more in Iran’s energy sector, despite a number of such
			 investments. Indeed, on only one occasion, in 1998, did the Administration make
			 a determination regarding a sanctions-triggering investment, but the
			 Administration waived sanctions against the offending persons. Conferees
			 believe that the lack of enforcement of relevant enacted sanctions may have
			 served to encourage rather than deter Iran’s efforts to pursue nuclear
			 weapons.</quote>.</text>
			</paragraph><paragraph id="H4A8519F2C5DD4C598FE79B5BA410CA2F"><enum>(13)</enum><text>The Joint
			 Explanatory Statement also noted that <quote>The effectiveness of this Act will
			 depend on its forceful implementation. The Conferees urge the President to
			 vigorously impose the sanctions provided for in this Act.</quote>.</text>
			</paragraph><paragraph id="H604013A1B81D41B08A68BE88C3704E5D"><enum>(14)</enum><text display-inline="yes-display-inline">The Comprehensive Iran Sanctions,
			 Accountability, and Divestment Act of 2010 mandates among other provisions that
			 the President initiate investigations of potentially sanctionable activity
			 under the Iran Sanctions Act of 1996. Although more than 16 months have passed
			 since enactment of this legislation, Congress has not received notice of the
			 imposition of sanctions on any entities that do significant business in the
			 United States, despite multiple reports of potentially sanctionable activity by
			 such entities. Although, in accordance with the Comprehensive Iran Sanctions,
			 Accountability, and Divestment Act of 2010, some potentially sanctionable
			 entities have been persuaded to wind down and end their involvement in Iran,
			 others have not.</text>
			</paragraph><paragraph id="H573375AD26EE4C7B899F17034EE97D33"><enum>(15)</enum><text>It is unlikely
			 that Iran can be compelled to abandon its pursuit of nuclear weapons unless
			 sanctions are fully and effectively implemented.</text>
			</paragraph></section><section id="HF0BD381829CB416E9B878E2D2456E10D"><enum>3.</enum><header>Statement of
			 policy</header><text display-inline="no-display-inline">It shall be the policy
			 of the United States to—</text>
			<paragraph id="H2BF67E5A738248919C56273CE56AA155"><enum>(1)</enum><text>prevent Iran
			 from—</text>
				<subparagraph id="H03BB2EC1F69545B3B904DEDEE04A8065"><enum>(A)</enum><text>acquiring or
			 developing nuclear weapons and associated delivery capabilities;</text>
				</subparagraph><subparagraph id="HC1ADC3B56FBD4FD784C7907A3482226E"><enum>(B)</enum><text>developing its
			 unconventional weapons and ballistic missile capabilities; and</text>
				</subparagraph><subparagraph id="HDB834D58FC054FE7ABB569F1E8F72369"><enum>(C)</enum><text>continuing its
			 support for foreign terrorist organizations and other activities aimed at
			 undermining and destabilizing its neighbors and other nations; and</text>
				</subparagraph></paragraph><paragraph id="HD147E3937A4E4167BF93D6EBA486411E"><enum>(2)</enum><text display-inline="yes-display-inline">fully implement all multilateral and
			 bilateral sanctions against Iran in order to deprive the Government of Iran of
			 necessary resources and to compel the Government of Iran to—</text>
				<subparagraph id="H0DC40C9E9E684E3293295F749FB349BB"><enum>(A)</enum><text>abandon and
			 verifiably dismantle its nuclear capabilities;</text>
				</subparagraph><subparagraph id="H738D2DDFCAB94C0F9598125D3D0E1CA7"><enum>(B)</enum><text>abandon and
			 verifiably dismantle its ballistic missile and unconventional weapons programs;
			 and</text>
				</subparagraph><subparagraph id="HF556AAFB579C4D548BEB07A10D389DD4"><enum>(C)</enum><text>cease all support
			 for foreign terrorist organizations and other activities aimed at undermining
			 and destabilizing its neighbors and other nations.</text>
				</subparagraph></paragraph></section><title id="HC42924D6407246A8887C2F2BACDAFEA6"><enum>I</enum><header>Iran
			 energy sanctions</header>
			<section id="H248077AE47DF486AAC61CE034D733310"><enum>101.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
				<paragraph id="HFA4D5449F1834C6D87119B1B3CB4F1F4"><enum>(1)</enum><text>The efforts of the
			 Government of Iran to achieve nuclear weapons capability and to acquire other
			 unconventional weapons and the means to deliver them, both through ballistic
			 missile and asymmetric means, and its support for foreign terrorist
			 organizations and other extremists endanger the national security and foreign
			 policy interests of the United States and those countries with which the United
			 States shares common strategic and foreign policy objectives.</text>
				</paragraph><paragraph id="H79F1DE00666344B5BB002DD89D1B8AB1"><enum>(2)</enum><text>The objectives of
			 preventing the proliferation of nuclear and other unconventional weapons and
			 countering the activities of foreign terrorist organizations and other
			 extremists through existing multilateral and bilateral initiatives require
			 further efforts to deny Iran the financial means to sustain its nuclear,
			 chemical, biological, and missile weapons programs and its active support for
			 terrorism.</text>
				</paragraph><paragraph id="H5F3200DFEF7B42429B53B4ADB7F303BD"><enum>(3)</enum><text>The Government of
			 Iran uses its diplomatic facilities and quasi-governmental institutions outside
			 of Iran to support foreign terrorist organizations and other extremists, and
			 assist its unconventional weapons and missile programs, including its nuclear
			 program.</text>
				</paragraph></section><section id="HA1FDEE92E05F4096ADA56AB3AC3B9038"><enum>102.</enum><header>Sense of
			 Congress</header><text display-inline="no-display-inline">It is the sense of
			 Congress that the goal of compelling Iran to abandon its pursuit of nuclear
			 weapons and other threatening activities can be achieved most effectively
			 through full implementation of all sanctions enacted into law, including those
			 sanctions set out in this title.</text>
			</section><section id="H40A719D17BE3402D8B94399A4485CEEE"><enum>103.</enum><header>Declaration of
			 policy</header><text display-inline="no-display-inline">Congress declares that
			 it is the policy of the United States to deny Iran the ability to support acts
			 of foreign terrorist organizations and extremists and develop unconventional
			 weapons and ballistic missiles. A critical means of achieving that goal is
			 sanctions that limit Iran’s ability to develop its energy resources, including
			 its ability to explore for, extract, refine, and transport by pipeline its
			 hydrocarbon resources, in order to limit the funds Iran has available for
			 pursuing its objectionable activities.</text>
			</section><section id="H983A40C73E974B67ACD2782D68B576A2"><enum>104.</enum><header>Multilateral
			 regime</header>
				<subsection id="H96D9059A33104F40A729D5089A0F0846"><enum>(a)</enum><header>Multilateral
			 negotiations</header><text>In order to further the objectives of section 103 of
			 this Act, Congress urges the President immediately to initiate diplomatic
			 efforts, both in appropriate international fora such as the United Nations, and
			 bilaterally with allies of the United States, to expand the multilateral
			 sanctions regime regarding Iran, including—</text>
					<paragraph id="HE765CF43598743BC82F88CAFADEB8067"><enum>(1)</enum><text>qualitatively
			 expanding the United Nations Security Council sanctions regime against
			 Iran;</text>
					</paragraph><paragraph id="H88B38110C765436AA8391AC8DB98ACAC"><enum>(2)</enum><text>qualitatively
			 expanding the range of sanctions by the European Union, South Korea, Japan,
			 Australia, and other key United States allies;</text>
					</paragraph><paragraph id="H4C985823B81F47A593F5EFD12A763E41"><enum>(3)</enum><text>further efforts to
			 limit Iran’s development of petroleum resources and import of refined
			 petroleum; and</text>
					</paragraph><paragraph id="HF6029A3466F34CC19577EA3D78D7BC44"><enum>(4)</enum><text>initiatives aimed
			 at increasing non-Iranian crude oil product output for current purchasers of
			 Iranian petroleum and petroleum byproducts.</text>
					</paragraph></subsection><subsection id="H5090C9F6953746638BB0D9D415DE205E"><enum>(b)</enum><header>Reports to
			 congress</header><text>Not later than 180 days after the date of the enactment
			 of this Act, and annually thereafter, the President shall submit to the
			 appropriate congressional committees a report on the extent to which diplomatic
			 efforts described in subsection (a) have been successful. Each report shall
			 include—</text>
					<paragraph id="HACEE4018E06248418D678DFD17474900"><enum>(1)</enum><text display-inline="yes-display-inline">the countries that have agreed to undertake
			 measures to further the objectives of section 103 of this Act with respect to
			 Iran, and a description of those measures; and</text>
					</paragraph><paragraph id="H6BBBFF89FAF144A39F1999AFCFDC76EB"><enum>(2)</enum><text display-inline="yes-display-inline">the countries that have not agreed to
			 measures described in paragraph (1), and, with respect to those countries,
			 other measures the President recommends that the United States take to further
			 the objectives of section 103 of this Act with respect to Iran.</text>
					</paragraph></subsection><subsection id="HB164C67E9F0840DCA4152C0A587C03D1"><enum>(c)</enum><header>Interim report
			 on multilateral sanctions; monitoring</header><text>Not later than 90 days
			 after the date of the enactment of this Act, the President shall submit to the
			 appropriate congressional committees a report on—</text>
					<paragraph id="H01F47169C5CE45D38B869CE50F0CAD8F"><enum>(1)</enum><text>the countries that
			 have established legislative or administrative standards providing for the
			 imposition of trade sanctions on persons or their affiliates that conduct
			 business or have investments in Iran;</text>
					</paragraph><paragraph id="H9A337DF6AABA4725859A1C663ABA8163"><enum>(2)</enum><text>the extent and
			 duration of each instance of the application of such sanctions; and</text>
					</paragraph><paragraph id="HF800C75DB3B94CAB8F9D1B7969C82C25"><enum>(3)</enum><text>the disposition of
			 any decision with respect to such sanctions by the World Trade Organization or
			 its predecessor organization.</text>
					</paragraph></subsection><subsection id="H3D25B314D13640A5843F02E7CF570A73"><enum>(d)</enum><header>Investigations</header>
					<paragraph id="HE86DA8BDE13F46349B812C2B9EEB7AA0"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The President shall
			 initiate an investigation into the possible imposition of sanctions under
			 section 105 of this Act against a person upon receipt by the United States of
			 credible information indicating that such person is engaged in an activity
			 described in such section.</text>
					</paragraph><paragraph id="HEE9266B11C42401CB707BA6252765A71"><enum>(2)</enum><header>Determination
			 and notification</header><text display-inline="yes-display-inline">Not later
			 than 180 days after the date on which an investigation is initiated under
			 paragraph (1), the President shall (unless paragraph (6) applies) determine,
			 pursuant to section 105 of this Act, if a person has engaged in an activity
			 described in such section and shall notify the appropriate congressional
			 committees of the basis for any such determination.</text>
					</paragraph><paragraph id="H812D93281D364E5E83CC477D7B7CEF9F"><enum>(3)</enum><header>Briefing</header>
						<subparagraph id="H90AC11EB86FA404C8200A9924293EA44"><enum>(A)</enum><header>In
			 general</header><text>Not later than 30 days after the date of the enactment of
			 this Act, and at the end of every 3-month period thereafter, the President,
			 acting through the Secretary of State, shall brief the appropriate
			 congressional committees regarding investigations initiated under this
			 subsection.</text>
						</subparagraph><subparagraph id="HC08182C47F89466CB9C9ABDE13AD1558"><enum>(B)</enum><header>Form</header><text>The
			 briefings required under subparagraph (A) shall be provided in unclassified
			 form, but may be provided in classified form.</text>
						</subparagraph></paragraph><paragraph id="HC40D3AD69EBC4B61859DEBAF3FC63E0D"><enum>(4)</enum><header>Submission of
			 information</header>
						<subparagraph id="H97DFFA61F1FD466DBD96AAC5FE5CFA5E"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of
			 State shall, in accordance with section 15(b) of the State Department Basic
			 Authorities Act of 1956 (22 U.S.C. 2680(b)), provide to the appropriate
			 congressional committees all requested information relating to investigations
			 or reviews initiated under this title, including the number, scope, and dates
			 of such investigations or reviews.</text>
						</subparagraph><subparagraph id="HC4C9C56259274DAC9647666E84675E08"><enum>(B)</enum><header>Form</header><text>The
			 information required under subparagraph (A) shall be provided in unclassified
			 form, but may contain a classified annex.</text>
						</subparagraph></paragraph><paragraph id="HBFB52B4BA28D428F81A6FDC415166510"><enum>(5)</enum><header>Termination</header><text>Subject
			 to paragraph (6), the President may, on a case-by-case basis, terminate an
			 investigation of a person initiated under this subsection.</text>
					</paragraph><paragraph id="HC0B0E466E807477EABC4D158D60DE747"><enum>(6)</enum><header>Special
			 rule</header>
						<subparagraph id="H099635B460AA4B7D8AD3552EB3A7D99E"><enum>(A)</enum><header>In
			 general</header><text>The President need not initiate an investigation, and may
			 terminate an investigation, on a case-by-case basis under this subsection if
			 the President certifies in writing to the appropriate congressional committees
			 15 days prior to the determination that—</text>
							<clause id="HAC251C2355AC46FFA29B0D5D0564C63E"><enum>(i)</enum><text>the
			 person whose activity was the basis for the investigation is no longer engaging
			 in the activity or is divesting all holdings and terminating the activity
			 within one year from the date of the certification; and</text>
							</clause><clause id="HD3BDDE8F151F47DDB29CBA6B9A631148"><enum>(ii)</enum><text display-inline="yes-display-inline">the President has received reliable
			 assurances that the person will not knowingly engage in an activity described
			 in section 105(a) of this Act in the future.</text>
							</clause></subparagraph><subparagraph commented="no" id="H26C2676F2A6D439AA13470E2AF0ED9BD"><enum>(B)</enum><header>Application of
			 sanctions</header><text display-inline="yes-display-inline">The President shall
			 apply the sanctions described in section 106(a) of this Act in accordance with
			 section 105(a) of this Act to a person described in subparagraph (A) if—</text>
							<clause commented="no" id="HFD5006C23A1E457CAE7B362EB2492E90"><enum>(i)</enum><text>the person fails
			 to verifiably divest all holdings and terminate the activity described in
			 subparagraph (A) of this paragraph within one year from the date of
			 certification of the President under subparagraph (A); or</text>
							</clause><clause commented="no" id="HF10294F9D219424B89D6F14ADCE0BCF4"><enum>(ii)</enum><text>the person has
			 been previously designated pursuant to section 4(e)(3) of the Iran Sanctions
			 Act of 1996, as in effect on the day before the date of the enactment of this
			 Act, and fails to verifiably divest all holdings and terminate the activity
			 described in subparagraph (A) within 180 days from the date of enactment of
			 this Act.</text>
							</clause></subparagraph><subparagraph display-inline="no-display-inline" id="HED3E042F69AF47F1AF557A11F92DA5BA"><enum>(C)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 90 days after the date of
			 enactment of this Act, the President shall transmit to the appropriate
			 congressional committees a report on the actions taken by persons previously
			 designated pursuant to section 4(e)(3) of the Iran Sanctions Act of 1996, as in
			 effect on the day before the date of the enactment of this Act, to verifiably
			 divest all holdings and terminate the activity described in subparagraph (A).</text>
						</subparagraph></paragraph></subsection></section><section id="H7BFFDDEABF144FC39311325FAE4328FE"><enum>105.</enum><header>Imposition of
			 sanctions</header>
				<subsection id="H14F36031AC2345E9BE25A19E1FAA4034"><enum>(a)</enum><header>Sanctions with
			 respect to the development of petroleum resources of Iran, production of
			 refined petroleum products in Iran, and exportation of refined petroleum
			 products to Iran</header>
					<paragraph id="HE329B9EEBF6241ECB9A2C8737A0BCCF3"><enum>(1)</enum><header>Development of
			 petroleum resources of Iran</header>
						<subparagraph id="HD467D07CFFA549C6BD93D01A13AC6FE5"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Except as provided in
			 subsection (f), the President shall impose a majority of the sanctions
			 described in section 106(a) of this Act with respect to a person if the
			 President determines that the person knowingly, on or after the date of the
			 enactment of this Act—</text>
							<clause id="H4757935419654AA58023A9C03F941A37"><enum>(i)</enum><text>makes an
			 investment described in subparagraph (B) of $20,000,000 or more; or</text>
							</clause><clause id="HEE71A878CFB84ADF97AE08FAFE31A9A5"><enum>(ii)</enum><text>makes a
			 combination of investments described in subparagraph (B) in a 12-month period
			 if each such investment is of at least $5,000,000 and such investments equal or
			 exceed $20,000,000 in the aggregate.</text>
							</clause></subparagraph><subparagraph id="H8EAB7EE2B6544305B5B2FD3C4782A00B"><enum>(B)</enum><header>Investment
			 described</header><text>An investment described in this subparagraph is an
			 investment that directly and significantly contributes to the enhancement of
			 Iran’s ability to develop petroleum resources.</text>
						</subparagraph></paragraph><paragraph id="H2CE8A3D2F128485CB3321A8CAE0EB3A5"><enum>(2)</enum><header>Production of
			 refined petroleum products</header>
						<subparagraph id="HBA6DBEDFF2B547F5B0CEA176AD5033A6"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Except as provided in
			 subsection (f), the President shall impose a majority of the sanctions
			 described in section 106(a) of this Act with respect to a person if the
			 President determines that the person knowingly, on or after the date of the
			 enactment this Act, sells, leases, or provides to Iran goods, services,
			 technology, information, or support described in subparagraph (B)—</text>
							<clause id="H29A429C4496048A28DCD5B1D296C1B46"><enum>(i)</enum><text>any
			 of which has a fair market value of $1,000,000 or more; or</text>
							</clause><clause id="H27700D40FD3C476F9462CF90456DFAD6"><enum>(ii)</enum><text>that, during a
			 12-month period, have an aggregate fair market value of $5,000,000 or
			 more.</text>
							</clause></subparagraph><subparagraph id="H1A87EAB3FC9C4B9A8582194F5A758B3A"><enum>(B)</enum><header>Goods, services,
			 technology, information, or support described</header><text>Goods, services,
			 technology, information, or support described in this subparagraph are goods,
			 services, technology, information, or support that could directly and
			 significantly facilitate the maintenance or expansion of Iran’s domestic
			 production of refined petroleum products, including any direct and significant
			 assistance with respect to the construction, modernization, or repair of
			 petroleum refineries or associated infrastructure, including construction of
			 port facilities, railways, and roads, the primary use of which is to support
			 the delivery of refined petroleum products.</text>
						</subparagraph></paragraph><paragraph id="HB6E8819F00EA4821884DAC687AC330E3"><enum>(3)</enum><header>Exportation of
			 refined petroleum products to Iran</header>
						<subparagraph id="H8BF952AF6BAE4C6A80DDE45C7C9F3A36"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Except as provided in
			 subsection (f), the President shall impose a majority of the sanctions
			 described in section 106(a) of this Act with respect to a person if the
			 President determines that the person knowingly, on or after the date of the
			 enactment of this Act—</text>
							<clause id="H6B8ABA2F3BD84320AF8A88D1C72394B5"><enum>(i)</enum><text>sells or provides
			 to Iran refined petroleum products—</text>
								<subclause id="H955AFA7D520546A38B1C090ACA37473B"><enum>(I)</enum><text>that have a fair
			 market value of $1,000,000 or more; or</text>
								</subclause><subclause id="HC7832B44107C4F93B7B56942CCC9146B"><enum>(II)</enum><text>that, during a
			 12-month period, have an aggregate fair market value of $5,000,000 or more;
			 or</text>
								</subclause></clause><clause id="H5A8D5630357A4F6C84A7DB4979220EF1"><enum>(ii)</enum><text>sells, leases, or
			 provides to Iran goods, services, technology, information, or support described
			 in subparagraph (B)—</text>
								<subclause id="H286FD14303484BA48755D5C6DD4CABA8"><enum>(I)</enum><text>any of which has a
			 fair market value of $1,000,000 or more; or</text>
								</subclause><subclause id="H8AA34B44539540E4BFF9ED8A68694CAE"><enum>(II)</enum><text>that, during a
			 12-month period, have an aggregate fair market value of $5,000,000 or
			 more.</text>
								</subclause></clause></subparagraph><subparagraph id="H3CCFD0681AB14F83BF7C57968C7D6911"><enum>(B)</enum><header>Goods, services,
			 technology, information, or support described</header><text>Goods, services,
			 technology, information, or support described in this subparagraph are goods,
			 services, technology, information, or support that could directly and
			 significantly contribute to the enhancement of Iran’s ability to import refined
			 petroleum products, including—</text>
							<clause id="HC039F571BBE14AC6B8BFC0F30B7421BC"><enum>(i)</enum><text>except as provided
			 in subparagraph (C), underwriting or entering into a contract to provide
			 insurance or reinsurance for the sale, lease, or provision of such goods,
			 services, service contracts, technology, information, or support;</text>
							</clause><clause id="H3355DA1536964CD6961B127AA9AF2D99"><enum>(ii)</enum><text>financing or
			 brokering such sale, lease, or provision;</text>
							</clause><clause id="H58DAC3010E634310A81374F027C2F51D"><enum>(iii)</enum><text display-inline="yes-display-inline">bartering or contracting by which the
			 parties exchange goods for goods, including the insurance or reinsurance of
			 such exchanges;</text>
							</clause><clause id="H514E305AA8704481A3883B680F3643E2"><enum>(iv)</enum><text>purchasing,
			 subscribing to, or facilitating the issuance of sovereign debt of the
			 Government of Iran, including governmental bonds; or</text>
							</clause><clause id="H212F816DB9AF499FADC26C28AAC9CBDC"><enum>(v)</enum><text>providing ships or
			 shipping services to deliver refined petroleum products to Iran.</text>
							</clause></subparagraph><subparagraph id="H95B61F0855F043A68E2183C5D4BD8709"><enum>(C)</enum><header>Exception for
			 underwriters and insurance providers exercising due diligence</header><text>The
			 President may not impose sanctions under this paragraph with respect to a
			 person that provides underwriting services or insurance or reinsurance if the
			 President determines that the person has exercised due diligence in
			 establishing and enforcing official policies, procedures, and controls to
			 ensure that the person does not underwrite or enter into a contract to provide
			 insurance or reinsurance for the sale, lease, or provision of goods, services,
			 technology, information, or support described in subparagraph (B).</text>
						</subparagraph></paragraph><paragraph id="HFED9FE5F5BF249F88BC1A365FB1AC2EB"><enum>(4)</enum><header>Purchase,
			 subscription to, or facilitation of the issuance of Iranian sovereign
			 debt</header><text display-inline="yes-display-inline">Except as provided in
			 subsection (f), the President shall impose a majority of the sanctions
			 described in section 106(a) of this Act with respect to a person if the
			 President determines that the person knowingly, on or after the date of the
			 enactment of this Act, purchases, subscribes to, or facilitates the issuance
			 of—</text>
						<subparagraph id="HB5B26578D25D4622959FC73E8F076DF3"><enum>(A)</enum><text>sovereign debt of
			 the Government of Iran, including governmental bonds; or</text>
						</subparagraph><subparagraph id="HCC38DC2369CD4D3DAB93BDF33B528026"><enum>(B)</enum><text>debt of any entity
			 owned or controlled by the Government of Iran, including bonds.</text>
						</subparagraph></paragraph></subsection><subsection id="HC6666280FAFF4E8CBD8DCFB98B45FD7E"><enum>(b)</enum><header>Mandatory
			 sanctions with respect to development of weapons of mass destruction or other
			 military capabilities</header>
					<paragraph id="H178D99F79918466994741EB78D712A91"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The President shall
			 impose a majority of the sanctions described in section 106(a) of this Act if
			 the President determines that a person, on or after the date of the enactment
			 of this Act, has knowingly exported, transferred, permitted, hosted, or
			 otherwise facilitated transshipment that may have enabled a person to export,
			 transfer, or transship to Iran or otherwise provided to Iran any goods,
			 services, technology, or other items that would contribute materially to the
			 ability of Iran to—</text>
						<subparagraph id="H806993BF418D4BB0A171102AFB9719F4"><enum>(A)</enum><text>acquire or develop
			 chemical, biological, or nuclear weapons or related technologies; or</text>
						</subparagraph><subparagraph id="H4E95DCE897B047B69C00DF1753F2C661"><enum>(B)</enum><text>acquire or develop
			 destabilizing numbers and types of advanced conventional weapons.</text>
						</subparagraph></paragraph><paragraph id="H123F1696B400402C9DD3139EB7311453"><enum>(2)</enum><header>Additional
			 mandatory sanctions relating to transfer of nuclear technology</header>
						<subparagraph id="H085CE574393D4153B4C0F712FCE57C43"><enum>(A)</enum><header>In
			 general</header><text>Except as provided in subparagraphs (B) and (C), in any
			 case in which a person is subject to sanctions under paragraph (1) because of
			 an activity described in that paragraph that relates to the acquisition or
			 development of nuclear weapons or related technology or of missiles or advanced
			 conventional weapons that are designed or modified to deliver a nuclear weapon,
			 no license may be issued for the export, and no approval may be given for the
			 transfer or retransfer to the country the government of which has primary
			 jurisdiction over the person, of any nuclear material, facilities, components,
			 or other goods, services, or technology that are or would be subject to an
			 agreement for cooperation between the United States and that government.</text>
						</subparagraph><subparagraph id="HA9FDC3D8245E47A58F77CE8A9179218D"><enum>(B)</enum><header>Exception</header><text>The
			 sanctions described in subparagraph (A) shall not apply with respect to a
			 country the government of which has primary jurisdiction over a person that
			 engages in an activity described in that subparagraph if the President
			 determines and notifies the appropriate congressional committees that the
			 government of the country—</text>
							<clause id="H7CD5C0BBEAE4491B9EE5C807B7B850C3"><enum>(i)</enum><text>does
			 not know or have reason to know about the activity; or</text>
							</clause><clause id="HECAD8A701B1B46F6AABF0834BC09029A"><enum>(ii)</enum><text>has
			 taken, or is taking, all reasonable steps necessary to prevent a recurrence of
			 the activity and to penalize the person for the activity.</text>
							</clause></subparagraph><subparagraph id="HADE0A0E46881474AA89E50C228CC3056"><enum>(C)</enum><header>Individual
			 approval</header><text>Notwithstanding subparagraph (A), the President may, on
			 a case-by-case basis, approve the issuance of a license for the export, or
			 approve the transfer or retransfer, of any nuclear material, facilities,
			 components, or other goods, services, or technology that are or would be
			 subject to an agreement for cooperation, to a person in a country to which
			 subparagraph (A) applies (other than a person that is subject to the sanctions
			 under paragraph (1)) if the President—</text>
							<clause id="HA1B6281EC8D7428D827567B845AB37EE"><enum>(i)</enum><text>determines that
			 such approval is vital to the national security interests of the United States;
			 and</text>
							</clause><clause id="HC209EA94F4234603BBFDA2D705E094DD"><enum>(ii)</enum><text>not
			 later than 15 days before issuing such license or approving such transfer or
			 retransfer, submits to the Committee on Foreign Affairs of the House of
			 Representatives and the Committee on Foreign Relations of the Senate the
			 justification for approving such license, transfer, or retransfer.</text>
							</clause></subparagraph><subparagraph id="HB2D8BB3E705A453D9EE86318B430A314"><enum>(D)</enum><header>Construction</header><text>The
			 restrictions in subparagraph (A) shall apply in addition to all other
			 applicable procedures, requirements, and restrictions contained in the Atomic
			 Energy Act of 1954 and other related laws.</text>
						</subparagraph><subparagraph id="H7763B7E8E09B401B8EEBBE80124A5402"><enum>(E)</enum><header>Definition</header><text>In
			 this paragraph, the term <term>agreement for cooperation</term> has the meaning
			 given that term in section 11 b. of the Atomic Energy Act of 1954 (42 U.S.C.
			 2014(b)).</text>
						</subparagraph><subparagraph id="H1C3B8351683E45DF92E6F4D9D2FBEFF5"><enum>(F)</enum><header>Applicability</header><text>The
			 sanctions described in subparagraph (A) shall apply only in a case in which a
			 person is subject to sanctions under paragraph (1) because of an activity
			 described in such paragraph in which such person engages on or after the date
			 of the enactment of this Act.</text>
						</subparagraph></paragraph></subsection><subsection id="H22288669DF6A47F8B57363E1ABDE76BA"><enum>(c)</enum><header>Persons against
			 which the sanctions are to be imposed</header><text>The sanctions described in
			 subsections (a) and (b)(1) shall be imposed on—</text>
					<paragraph id="H723821DF671E4F6EA16EBC52F4F1BBD1"><enum>(1)</enum><text>any person the
			 President determines has carried out the activities described in subsection (a)
			 or (b), respectively; and</text>
					</paragraph><paragraph id="HAA22DC5EF9EC49EDB84D48D9BB90C64B"><enum>(2)</enum><text>any person
			 that—</text>
						<subparagraph id="H40ABD8C7CD67448A8BF1CAA611E42D47"><enum>(A)</enum><text>is a successor
			 entity to the person referred to in paragraph (1);</text>
						</subparagraph><subparagraph id="HD765DFA28BC949C1B6B8A644A7C19C45"><enum>(B)</enum><text>owns or controls
			 the person referred to in paragraph (1), if the person that owns or controls
			 the person referred to in paragraph (1) had actual knowledge or should have
			 known that the person referred to in paragraph (1) engaged in the activities
			 referred to in that paragraph; or</text>
						</subparagraph><subparagraph id="H7C5F4A6AB48E4CBAB7CED897900F60BE"><enum>(C)</enum><text>is owned or
			 controlled by, or under common ownership or control with, the person referred
			 to in paragraph (1), if the person owned or controlled by, or under common
			 ownership or control with (as the case may be), the person referred to in
			 paragraph (1) knowingly engaged in the activities referred to in that
			 paragraph.</text>
						</subparagraph><continuation-text continuation-text-level="paragraph">For purposes
			 of this title, any person or entity described in this subsection shall be
			 referred to as a <quote>sanctioned person</quote>.</continuation-text></paragraph></subsection><subsection id="H3E2E48B69BDA44C5B2426C497796B6C0"><enum>(d)</enum><header>Publication in
			 federal register</header><text>The President shall cause to be published in the
			 Federal Register a current list of persons and entities on whom sanctions have
			 been imposed under this title. The removal of persons or entities from, and the
			 addition of persons and entities to, the list, shall also be so
			 published.</text>
				</subsection><subsection id="H56F4480E75864E018927A4ACE3DEDABC"><enum>(e)</enum><header>Publication of
			 projects</header><text>The President shall cause to be published in the Federal
			 Register a list of all significant projects that have been publicly tendered in
			 the oil and gas sector in Iran.</text>
				</subsection><subsection id="H04B106E54AF54FB4B072FA9E2721EDFE"><enum>(f)</enum><header>Exceptions</header><text>The
			 President shall not be required to apply or maintain the sanctions under
			 subsection (a) or (b)—</text>
					<paragraph id="H10AE6318107F4824A66A82F3636DF52E"><enum>(1)</enum><text>in the case of
			 procurement of defense articles or defense services—</text>
						<subparagraph id="H485343BC044B474F8D47863B2507DDC5"><enum>(A)</enum><text>under existing
			 contracts or subcontracts, including the exercise of options for production
			 quantities to satisfy requirements essential to the national security of the
			 United States;</text>
						</subparagraph><subparagraph id="H51E838DC3D26459AADC453779251EB07"><enum>(B)</enum><text>if the President
			 determines in writing that the person to which the sanctions would otherwise be
			 applied is a sole source supplier of the defense articles or services, that the
			 defense articles or services are essential, and that alternative sources are
			 not readily or reasonably available; or</text>
						</subparagraph><subparagraph id="HC1D1CC2089734E86A4967E60B5B5A4A4"><enum>(C)</enum><text>if the President
			 determines in writing that such articles or services are essential to the
			 national security under defense coproduction agreements;</text>
						</subparagraph></paragraph><paragraph id="H76C71CF718D8462B8A5BBA1E780A4D29"><enum>(2)</enum><text>in the case of
			 procurement, to eligible products, as defined in section 308(4) of the Trade
			 Agreements Act of 1979 (19 U.S.C. 2518(4)), of any foreign country or
			 instrumentality designated under section 301(b) of that Act (19 U.S.C.
			 2511(b));</text>
					</paragraph><paragraph id="HEB1C4A020B1D4A429473C42A4DEEE04D"><enum>(3)</enum><text>to products,
			 technology, or services provided under contracts entered into before the date
			 on which the President publishes in the Federal Register the name of the person
			 on whom the sanctions are to be imposed;</text>
					</paragraph><paragraph id="H5D9495D1B20144DAAC4AEB0BB58BE4DF"><enum>(4)</enum><text>to—</text>
						<subparagraph id="H3478D612E91D4C2092789AA040CAC09D"><enum>(A)</enum><text>spare parts which
			 are essential to United States products or production;</text>
						</subparagraph><subparagraph id="H7173E9A7D6504FC396802922901277D1"><enum>(B)</enum><text>component parts,
			 but not finished products, essential to United States products or production;
			 or</text>
						</subparagraph><subparagraph id="HFF7BAC36B4D6489DAFD5D97D9F68C90A"><enum>(C)</enum><text>routine servicing
			 and maintenance of products, to the extent that alternative sources are not
			 readily or reasonably available;</text>
						</subparagraph></paragraph><paragraph id="HD5DB67BAABA3442591D0C520ECB883C8"><enum>(5)</enum><text>to information and
			 technology essential to United States products or production; or</text>
					</paragraph><paragraph id="H0906D4F148EA4F51801E99A14969D129"><enum>(6)</enum><text>to medicines,
			 medical supplies, or other humanitarian items.</text>
					</paragraph></subsection></section><section id="H262ED9EE5DF94152B6320077166F4C52"><enum>106.</enum><header>Description of
			 sanctions</header>
				<subsection id="H4174943B6E564BCF981F2365365C846F"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The sanctions to be
			 imposed on a sanctioned person under section 105 of this Act are as
			 follows:</text>
					<paragraph id="H50DE9B2FD4BC4780A9785DC2E855EB2E"><enum>(1)</enum><header>Export-import
			 bank assistance for exports to sanctioned persons</header><text>The President
			 may direct the Export-Import Bank of the United States to not give approval to
			 for the issuance of any guarantee, insurance, extension of credit, or
			 participation in the extension of credit in connection with the export of any
			 goods or services to any sanctioned person.</text>
					</paragraph><paragraph id="H8D52C39A6A0B4DF1BE7AAD2F7AD5E417"><enum>(2)</enum><header>Export
			 sanction</header><text>The President may order the United States Government not
			 to issue any specific license and not to grant any other specific permission or
			 authority to export any goods or technology to a sanctioned person
			 under—</text>
						<subparagraph id="H1654BEA10B7B42DC9F8CD07395E693C3"><enum>(A)</enum><text>the Export
			 Administration Act of 1979 (as continued in effect pursuant to the
			 International Emergency Economic Powers Act);</text>
						</subparagraph><subparagraph id="HDEC41E1A361E463ABF6AE104DCA1F430"><enum>(B)</enum><text>the Arms Export
			 Control Act;</text>
						</subparagraph><subparagraph id="H41651AA4F5524085AE5E784642E49D8E"><enum>(C)</enum><text>the Atomic Energy
			 Act of 1954; or</text>
						</subparagraph><subparagraph id="HAA7208878C0E4CF29641DCF37F61B6C4"><enum>(D)</enum><text>any other law that
			 requires the prior review and approval of the United States Government as a
			 condition for the export or reexport of goods or services.</text>
						</subparagraph></paragraph><paragraph id="HB90835ED3DAE4526BE440E417CADC3AC"><enum>(3)</enum><header>Loans from
			 united states financial institutions</header><text>The United States Government
			 may prohibit any United States financial institution from making loans or
			 providing credits to any sanctioned person totaling more than $10,000,000 in
			 any 12-month period unless such person is engaged in activities to relieve
			 human suffering and the loans or credits are provided for such
			 activities.</text>
					</paragraph><paragraph id="HF8A5F98BABB84DE5B0C3A34138CCD211"><enum>(4)</enum><header>Prohibitions on
			 financial institutions</header><text>The following prohibitions may be imposed
			 against a sanctioned person that is a financial institution:</text>
						<subparagraph id="HE54F2D7BAC9E4FCCAF514CCC0BE558FE"><enum>(A)</enum><header>Prohibition on
			 designation as primary dealer</header><text>Neither the Board of Governors of
			 the Federal Reserve System nor the Federal Reserve Bank of New York may
			 designate, or permit the continuation of any prior designation of, such
			 financial institution as a primary dealer in United States Government debt
			 instruments.</text>
						</subparagraph><subparagraph id="HCC34F88DB0FB4643AF0C1D467187E56B"><enum>(B)</enum><header>Prohibition on
			 service as a repository of government funds</header><text>Such financial
			 institution may not serve as agent of the United States Government or serve as
			 repository for United States Government funds.</text>
						</subparagraph><continuation-text continuation-text-level="paragraph">The
			 imposition of either sanction under subparagraph (A) or (B) shall be treated as
			 one sanction for purposes of section 105 of this Act, and the imposition of
			 both such sanctions shall be treated as 2 sanctions for purposes of section 105
			 of this Act.</continuation-text></paragraph><paragraph id="HEF4A533A74BA4F3EB29B784DF75CA68B"><enum>(5)</enum><header>Procurement
			 sanction</header><text>The United States Government may not procure, or enter
			 into any contract for the procurement of, any goods or services from a
			 sanctioned person.</text>
					</paragraph><paragraph id="H722399D6988A49EFBE57BF4A578DA0C0"><enum>(6)</enum><header>Foreign
			 exchange</header><text>The President may prohibit any transactions in foreign
			 exchange that are subject to the jurisdiction of the United States and in which
			 the sanctioned person has any interest.</text>
					</paragraph><paragraph id="H7F74DC721EEB48EAAEF01FE5233E52AB"><enum>(7)</enum><header>Banking
			 transactions</header><text>The President may prohibit any transfers of credit
			 or payments between financial institutions or by, through, or to any financial
			 institution, to the extent that such transfers or payments are subject to the
			 jurisdiction of the United States and involve any interest of the sanctioned
			 person.</text>
					</paragraph><paragraph id="H31713760B5784E21981E3FA50D8EAC3F"><enum>(8)</enum><header>Property
			 transactions</header><text>The President may prohibit any person from—</text>
						<subparagraph id="H59B9519F8B1C4D1CBA2B4D268DF9ADCB"><enum>(A)</enum><text>acquiring,
			 holding, withholding, using, transferring, withdrawing, transporting, or
			 exporting any property that is subject to the jurisdiction of the United States
			 and with respect to which a sanctioned person has any interest;</text>
						</subparagraph><subparagraph id="H46B3D9A474C140C99574F0D8A040D267"><enum>(B)</enum><text>dealing in or
			 exercising any right, power, or privilege with respect to such property;
			 or</text>
						</subparagraph><subparagraph id="HB259A350EF6F44B38C9DDDECDFA056F0"><enum>(C)</enum><text>conducting any
			 transaction involving such property.</text>
						</subparagraph></paragraph><paragraph id="H00861A3207AD468D9B95C258DAD27010"><enum>(9)</enum><header>Grounds for
			 exclusion</header><text>The Secretary of State may deny a visa to, and the
			 Secretary of Homeland Security may deny admission into the United States to,
			 any alien whom the Secretary of State determines is an alien who, on or after
			 the date of the enactment of this Act, is a—</text>
						<subparagraph id="H052DFB0EDD504EAABDDFFF926C65DD37"><enum>(A)</enum><text>corporate officer,
			 principal, or shareholder with a controlling interest of a person against whom
			 sanctions have been imposed under subsection (a) or (b);</text>
						</subparagraph><subparagraph id="H6C2B1E22ABBC4F2CB27FD4DB0812D36B"><enum>(B)</enum><text>corporate officer,
			 principal, or shareholder with a controlling interest of a successor entity to
			 or a parent or subsidiary of such a sanctioned person;</text>
						</subparagraph><subparagraph id="HBB3FF98026734DA49DD325C67A5B5488"><enum>(C)</enum><text>corporate officer,
			 principal, or shareholder with a controlling interest of an affiliate of such a
			 sanctioned person, if such affiliate engaged in a sanctionable activity
			 described in subsection (a) or (b) and if such affiliate is controlled in fact
			 by such sanctioned person; or</text>
						</subparagraph><subparagraph id="H7367618BA79C44F5BB3CE11790DE315C"><enum>(D)</enum><text>spouse, minor
			 child, or agent of a person inadmissible under subparagraph (A), (B), or
			 (C).</text>
						</subparagraph></paragraph><paragraph id="HF02D5CF9B82C432D92345326C93A0EF9"><enum>(10)</enum><header>Sanctions on
			 principal executive officers</header><text display-inline="yes-display-inline">The President may impose on the principal
			 executive officer or officers of any sanctioned person, or on persons
			 performing similar functions and with similar authorities as such officer or
			 officers, any of the sanctions under this subsection. The President shall
			 include on the list published under section 105(d) of this Act the name of any
			 person against whom sanctions are imposed under this paragraph.</text>
					</paragraph><paragraph id="H7197905F4DCC4C558D0C3FF48F0C0E39"><enum>(11)</enum><header>Additional
			 sanctions</header><text>The President may impose additional sanctions, as
			 appropriate, in accordance with the International Emergency Economic Powers Act
			 (50 U.S.C. 1701 et seq.).</text>
					</paragraph></subsection><subsection id="H2571B7DE57304C57B885A7C162D8622F"><enum>(b)</enum><header>Additional
			 measure relating to government contracts</header>
					<paragraph id="H2704C8D4645349B18E297D0277F6D3FB"><enum>(1)</enum><header>Modification of
			 federal acquisition regulation</header><text display-inline="yes-display-inline">The Federal Acquisition Regulation issued
			 pursuant to section 1303 of title 41, United States Code, shall require a
			 certification from each person that is a prospective contractor that such
			 person and any person owned or controlled by the person does not engage in any
			 activity for which sanctions may be imposed under section 105 or section 304 of
			 this Act.</text>
					</paragraph><paragraph id="HD19FBB7EB3D44CA094B3764692102806"><enum>(2)</enum><header>Remedies</header>
						<subparagraph id="HF8D652825D2C42B78B45207C3E75AAC7"><enum>(A)</enum><header>In
			 general</header><text>If the head of an executive agency determines that a
			 person has submitted a false certification under paragraph (1) after the date
			 on which the Federal Acquisition Regulation is revised to implement the
			 requirements of this subsection, the head of that executive agency shall
			 terminate a contract with such person or debar or suspend such person from
			 eligibility for Federal contracts for a period of not less than 2 years. Any
			 such debarment or suspension shall be subject to the procedures that apply to
			 debarment and suspension under the Federal Acquisition Regulation under subpart
			 9.4 of part 9 of title 48, Code of Federal Regulations.</text>
						</subparagraph><subparagraph id="HB818F4CF8D9944ADB7C9E901A70BEBC0"><enum>(B)</enum><header>Inclusion on
			 list of parties excluded from federal procurement and nonprocurement
			 programs</header><text>The Administrator of General Services shall include on
			 the List of Parties Excluded from Federal Procurement and Nonprocurement
			 Programs maintained by the Administrator under part 9 of the Federal
			 Acquisition Regulation issued pursuant to section 1303 of title 41, United
			 States Code, each person that is debarred, suspended, or proposed for debarment
			 or suspension by the head of an executive agency on the basis of a
			 determination of a false certification under subparagraph (A).</text>
						</subparagraph></paragraph><paragraph id="HDA225D62824C4DFD9B1E6537DFE80F6C"><enum>(3)</enum><header>Clarification
			 regarding certain products</header><text>The remedies specified in paragraph
			 (2) shall not apply with respect to the procurement of eligible products, as
			 defined in section 308(4) of the Trade Agreements Act of 1974 (19 U.S.C.
			 2518(4)), of any foreign country or instrumentality designated under section
			 301(b) of such Act (19 U.S.C. 2511(b)).</text>
					</paragraph><paragraph id="HC8594A2730BD48B5A2DFE2FD768A3CF4"><enum>(4)</enum><header>Rule of
			 construction</header><text>This subsection shall not be construed to limit the
			 use of other remedies available to the head of an executive agency or any other
			 official of the Federal Government on the basis of a determination of a false
			 certification under paragraph (1).</text>
					</paragraph><paragraph id="HC075CE450CA84FCFA812D59EDCD807D7"><enum>(5)</enum><header>Waiver</header><text>The
			 President may, on a case-by-case basis, waive the requirement that a person
			 make a certification under paragraph (1) if the President determines and
			 certifies in writing to the appropriate congressional committees that failure
			 to exercise such waiver authority would pose an unusual and extraordinary
			 threat to the vital national security interests of the United States.</text>
					</paragraph><paragraph id="H8D734C2554EA4EB0AB3C25B0BA51E129"><enum>(6)</enum><header>Executive agency
			 defined</header><text>In this subsection, the term <term>executive
			 agency</term> has the meaning given such term in section 133 of title 41,
			 United States Code.</text>
					</paragraph><paragraph id="HF719C77ECC2E4F51A41380ED17560A33"><enum>(7)</enum><header>Applicability</header><text>The
			 revisions to the Federal Acquisition Regulation required under paragraph (1)
			 shall apply with respect to contracts for which solicitations are issued on or
			 after the date that is 90 days after the date of the enactment of this
			 Act.</text>
					</paragraph></subsection></section><section id="H790512D0BE314180A38B86F5209BDBBC"><enum>107.</enum><header>Advisory
			 opinions</header><text display-inline="no-display-inline">The Secretary of
			 State may, upon the request of any person, issue an advisory opinion to such
			 person as to whether a proposed activity by such person would subject such
			 person to sanctions under this title. Any person who relies in good faith on
			 such an advisory opinion which states that such proposed activity would not
			 subject such person to such sanctions, and any such person who thereafter
			 engages in such activity, shall not be made subject to such sanctions on
			 account of such activity.</text>
			</section><section id="HC32D73F0162B454183812EDE2F5B7034"><enum>108.</enum><header>Termination of
			 sanctions</header>
				<subsection id="H6B77764C20A54EBE9E884EFC7593E6D5"><enum>(a)</enum><header>Certification</header><text display-inline="yes-display-inline">The requirement under section 105 of this
			 Act to impose sanctions shall no longer have force or effect with respect to
			 Iran if the President determines and certifies to the appropriate congressional
			 committees that Iran—</text>
					<paragraph id="H416932EB5F5D45D48F0D79EACCD294AA"><enum>(1)</enum><text>has ceased and
			 verifiably dismantled its efforts to design, develop, manufacture, or
			 acquire—</text>
						<subparagraph id="HAA062C6369B54616AFFF5FD51B45B1CA"><enum>(A)</enum><text>a nuclear
			 explosive device or related materials and technology;</text>
						</subparagraph><subparagraph id="H53AB6AA3852C4F48851EF19C285AADBB"><enum>(B)</enum><text>chemical and
			 biological weapons; and</text>
						</subparagraph><subparagraph id="H85FE0CCF86D44B9EAB3CD7D33E86E70A"><enum>(C)</enum><text>ballistic missiles
			 and ballistic missile launch technology;</text>
						</subparagraph></paragraph><paragraph id="H4A0F721770BE4E7DB989ADF0BCE0116F"><enum>(2)</enum><text>no longer provides
			 support for acts of international terrorism; and</text>
					</paragraph><paragraph id="HDC17BA4F1CB043519E4329531173D822"><enum>(3)</enum><text>poses no threat to
			 the national security, interests, or allies of the United States.</text>
					</paragraph></subsection><subsection id="HEB5E598CFDAB4FA2879EC691E06D1642"><enum>(b)</enum><header>Notification</header><text>The
			 President shall notify the appropriate congressional committees not later than
			 15 days before making the certification described in subsection (a).</text>
				</subsection></section><section id="HD0C9562BE89A477F9A8B6EA1D92650C8"><enum>109.</enum><header>Duration of
			 sanctions</header>
				<subsection id="HE8D429391114427797A55593F4A41F33"><enum>(a)</enum><header>Delay of
			 sanctions</header>
					<paragraph id="H7A3A385C04E140E1AF128C75637114E5"><enum>(1)</enum><header>Consultations</header><text display-inline="yes-display-inline">If the President makes a determination
			 described in section 105 of this Act with respect to a foreign person, Congress
			 urges the President to initiate consultations immediately with the government
			 with primary jurisdiction over such foreign person with respect to the
			 imposition of sanctions under such section.</text>
					</paragraph><paragraph id="HFA51A21783334931BBA19F5DDC84E27F"><enum>(2)</enum><header>Actions by
			 government of jurisdiction</header><text display-inline="yes-display-inline">In
			 order to pursue consultations under paragraph (1) with the government
			 concerned, the President may delay for up to 90 days the imposition of
			 sanctions under section 105 of this Act. Following such consultations, the
			 President shall immediately impose on the foreign person referred to in
			 paragraph (1) such sanctions unless the President determines and certifies to
			 Congress that the government has taken specific and effective actions,
			 including, as appropriate, the imposition of appropriate penalties to terminate
			 the involvement of the foreign person in the activities that resulted in the
			 determination by the President under section 105 of this Act concerning such
			 foreign person and the foreign person is no longer engaged in such
			 activities.</text>
					</paragraph></subsection><subsection id="HA2676E220A1E41F6871EE27F36F5E3B6"><enum>(b)</enum><header>Duration of
			 sanctions</header><text display-inline="yes-display-inline">A sanction imposed
			 under section 105 of this Act shall remain in effect—</text>
					<paragraph id="H805FFB41631547C3B4C51A65776B33F0"><enum>(1)</enum><text>for a period of
			 not less than 2 years beginning on the date on which such sanction is imposed;
			 or</text>
					</paragraph><paragraph id="H1D1BAF0EAE0D4D0DB4D22C14CB2D6AB7"><enum>(2)</enum><text>until such time as
			 the President determines and certifies to Congress that the person whose
			 activities were the basis for imposing such sanction is no longer engaging in
			 such activities and that the President has received reliable assurances that
			 such person will not knowingly engage in such activities in the future, except
			 that such sanction shall remain in effect for a period of at least one
			 year.</text>
					</paragraph></subsection><subsection id="H0519F0BC4FBB45E8BC660D23F433347F"><enum>(c)</enum><header>Waiver</header>
					<paragraph id="HA2A33829B3F9464080A28FD2D4318AE1"><enum>(1)</enum><header>Authorization</header>
						<subparagraph id="H1A9A87FE86644B12BC0D184F7D1E7163"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The President may
			 waive the requirements in section 105(a) or 105(b)(2) of this Act to impose a
			 sanction or sanctions, and may waive, on a case-by-case basis, the continued
			 imposition of a sanction or sanctions under subsection (b) of this section, if
			 the President determines and so reports to the appropriate congressional
			 committees 15 days prior to the exercise of waiver authority that failure to
			 exercise such waiver authority would pose an unusual and extraordinary threat
			 to the vital national security interests of the United States.</text>
						</subparagraph><subparagraph id="HABBB359E645F4FF2B3E34B2633DFAA58"><enum>(B)</enum><header>Contents of
			 report</header><text>Any report under subparagraph (A) shall provide a specific
			 and detailed rationale for a determination made pursuant to such paragraph,
			 including—</text>
							<clause id="H0B0BA5E219FA4BBCBBC80AE7C3584465"><enum>(i)</enum><text display-inline="yes-display-inline">a description of the conduct that resulted
			 in the determination under section 105(a) or section 105(b)(2) of this Act, as
			 the case may be;</text>
							</clause><clause id="HA11E63C69AE24BD78DBED3BF9A31D08C"><enum>(ii)</enum><text display-inline="yes-display-inline">in the case of a foreign person, an
			 explanation of the efforts to secure the cooperation of the government with
			 primary jurisdiction over such person to terminate or, as appropriate, penalize
			 the activities that resulted in the determination under section 105(a) or
			 105(b)(2) of this Act, as the case may be;</text>
							</clause><clause id="H6588483C77DE44F6BDA3837669B89D50"><enum>(iii)</enum><text>an
			 estimate of the significance of the conduct of the person concerned in
			 contributing to the ability of Iran to develop petroleum resources, produce
			 refined petroleum products, or import refined petroleum products; and</text>
							</clause><clause id="H5B22B15C266F4EFB8AAE8BD0DFA8DE98"><enum>(iv)</enum><text display-inline="yes-display-inline">a statement as to the response of the
			 United States in the event that the person concerned engages in other
			 activities that would be subject to a sanction or sanctions under section
			 105(a) or 105(b)(2) of this Act, as the case may be.</text>
							</clause></subparagraph></paragraph><paragraph id="HB4C182F295884D6E931EDF2074337FD9"><enum>(2)</enum><header>Waiver with
			 respect to persons in countries that cooperate in multilateral efforts with
			 respect to Iran</header>
						<subparagraph id="H6744F3C29B1D44E1A07CEE2080FCCDEA"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The President may, on
			 a case-by-case basis, waive for a period of not more than 12 months the
			 application of section 105(a) of this Act with respect to a person if the
			 President, at least 30 days before the waiver is to take effect—</text>
							<clause id="H57706A484AB34265897F83E0510FCF2D"><enum>(i)</enum><text>certifies to the
			 appropriate congressional committees that—</text>
								<subclause id="H3EDEBEC21718402F82087159CA7254B7"><enum>(I)</enum><text>the government
			 with primary jurisdiction over the person is closely cooperating with the
			 United States in multilateral efforts to prevent Iran from—</text>
									<item id="H1E53AEDA77F845F2824857EF43D56749"><enum>(aa)</enum><text>acquiring or
			 developing chemical, biological, or nuclear weapons or related technologies;
			 or</text>
									</item><item id="H26C6EB4475134D3A902C33E4F5D1A472"><enum>(bb)</enum><text>acquiring or
			 developing destabilizing numbers and types of advanced conventional weapons;
			 and</text>
									</item></subclause><subclause id="HBB516B4D5B944D40B38AEC6CDBC2F60F"><enum>(II)</enum><text>such a waiver is
			 vital to the national security interests of the United States; and</text>
								</subclause></clause><clause id="H79459CC706EC4FDCA24111ECDA9DCDC9"><enum>(ii)</enum><text>submits to the
			 appropriate congressional committees a report identifying—</text>
								<subclause id="H50F8650F44734F55B82494674E5EC407"><enum>(I)</enum><text>the person with
			 respect to which the President waives the application of sanctions; and</text>
								</subclause><subclause id="HB2C620C5F39A453CB4EEA17653699A58"><enum>(II)</enum><text>the actions taken
			 by the government described in clause (i)(I) to cooperate in multilateral
			 efforts described in that clause.</text>
								</subclause></clause></subparagraph><subparagraph id="HB86AD40CE9A341F2BCF20E1A9E5E64A2"><enum>(B)</enum><header>Subsequent
			 renewal of waiver</header><text>At the conclusion of the period of a waiver
			 under subparagraph (A), the President may renew the waiver—</text>
							<clause id="HEF2483CDA39D490FA612B5D1ED71669E"><enum>(i)</enum><text>if
			 the President determines, in accordance with subparagraph (A), that the waiver
			 is appropriate; and</text>
							</clause><clause id="H20BFE7A1EE854228B4E954021C3A0D61"><enum>(ii)</enum><text>for
			 subsequent periods of not more than 12 months each.</text>
							</clause></subparagraph></paragraph><paragraph display-inline="no-display-inline" id="HF3C026AE65494D93AE549E3EB328287E"><enum>(3)</enum><header>Publication in
			 the Federal Register</header><text display-inline="yes-display-inline">Not
			 later than 15 days after any waiver authority is exercised pursuant to
			 paragraph (1) or (2) of this subsection, the name of the person or entity with
			 respect to which sanctions are being waived shall be published in the Federal
			 Register.</text>
					</paragraph></subsection></section><section id="H804EE710410441F58683A3911A243632"><enum>110.</enum><header>Reports
			 required</header>
				<subsection id="H35262C56B8AB4852A5F218549E0CA1EA"><enum>(a)</enum><header>Report on
			 certain international initiatives</header><text>Not later than 180 days after
			 the date of the enactment of this Act and every 180 days thereafter, the
			 President shall transmit to the appropriate congressional committees a report
			 describing—</text>
					<paragraph id="H8A1ACD572C7B46188769ADF347AAB290"><enum>(1)</enum><text>the efforts of the
			 President to mount a multilateral campaign to persuade all countries to
			 pressure Iran to cease its nuclear, chemical, biological, and missile weapons
			 programs and its support of acts of international terrorism;</text>
					</paragraph><paragraph id="H7509C51BDF624D9A8B18F31B3AD898D6"><enum>(2)</enum><text>the efforts of the
			 President to persuade other governments to ask Iran to reduce in the countries
			 of such governments the presence of Iranian diplomats and representatives of
			 other government and military or quasi-governmental institutions of Iran, and
			 to withdraw any such diplomats or representatives who participated in the
			 takeover of the United States Embassy in Tehran, Iran, on November 4, 1979, or
			 the subsequent holding of United States hostages for 444 days;</text>
					</paragraph><paragraph id="HE805F4372ABA4AB99AE0D55146F1C9DD"><enum>(3)</enum><text>the extent to
			 which the International Atomic Energy Agency has established regular
			 inspections of all nuclear facilities in Iran, including those facilities
			 presently under construction; and</text>
					</paragraph><paragraph id="HEF5D6C848B324DEDAA21D6639E78ECD2"><enum>(4)</enum><text>Iran’s use of
			 Iranian diplomats and representatives of other government and military or
			 quasi-governmental institutions of Iran to promote acts of international
			 terrorism or to develop or sustain Iran’s nuclear, chemical, biological, or
			 missile weapons programs.</text>
					</paragraph></subsection><subsection id="H30132DC190D84821B74187AB444F7C05"><enum>(b)</enum><header>Report on
			 effectiveness of actions under this act</header><text>Not later than 180 days
			 after the date of the enactment of this Act and annually thereafter, the
			 President shall transmit to Congress a report that describes—</text>
					<paragraph id="HC8240093C2D646918B3A4136DB27E831"><enum>(1)</enum><text>the extent to
			 which actions relating to trade taken pursuant to this title have—</text>
						<subparagraph id="HB28BB0A3D5FB47F19A9A410874E03E30"><enum>(A)</enum><text display-inline="yes-display-inline">been effective in achieving the policy
			 objective described in section 103 of this Act and any other foreign policy or
			 national security objectives of the United States with respect to Iran;
			 and</text>
						</subparagraph><subparagraph id="H469FFE23BC5C4090989EDEC5183C9592"><enum>(B)</enum><text>affected
			 humanitarian interests in Iran, the country in which a sanctioned person is
			 located, or in other countries; and</text>
						</subparagraph></paragraph><paragraph id="H7B2E42CD411E461A81A0F4F611E361C7"><enum>(2)</enum><text>the impact of
			 actions relating to trade taken pursuant to this title on other national
			 security, economic, and foreign policy interests of the United States,
			 including relations with countries friendly to the United States, and on the
			 United States economy.</text>
					</paragraph><continuation-text continuation-text-level="subsection">The
			 President may include in such reports the President’s recommendation on whether
			 or not this Act should be terminated or modified.</continuation-text></subsection><subsection id="H5A714614F57F4990B7671307CAE57305"><enum>(c)</enum><header>Other
			 reports</header><text>The President shall ensure the continued transmittal to
			 Congress of reports describing—</text>
					<paragraph id="HE72467D3D2BE449AA3201B87D9CDB6B4"><enum>(1)</enum><text>the nuclear and
			 other military capabilities of Iran, as required under section 601(a) of the
			 Nuclear Non-Proliferation Act of 1978 and section 1607 of the National Defense
			 Authorization Act for Fiscal Year 1993; and</text>
					</paragraph><paragraph id="HFA0BA4F57230419A89373CDFAE1CA374"><enum>(2)</enum><text>the support
			 provided by Iran for acts of international terrorism, as part of the Department
			 of State’s annual reports on international terrorism.</text>
					</paragraph></subsection><subsection id="HEB40490E5F4949FABAAF60B2BD0E6553"><enum>(d)</enum><header>Reports on
			 global trade relating to iran</header><text>Not later than 180 days after the
			 date of the enactment of the this Act and annually thereafter, the President
			 shall transmit to the appropriate congressional committees a report, with
			 respect to the most recent 12-month period for which data are available, on the
			 dollar value amount of trade, including in the energy sector, between Iran and
			 each country maintaining membership in the Group of 20 Finance Ministers and
			 Central Bank Governors.</text>
				</subsection></section><section id="H752A58830F624800A9E78AC6F6C98E97"><enum>111.</enum><header>Determinations
			 not reviewable</header><text display-inline="no-display-inline">A determination
			 to impose sanctions under this title shall not be reviewable in any
			 court.</text>
			</section><section id="H08514E578F5D46E3B943CA2649B71146"><enum>112.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text>
				<paragraph id="H34EE840C4EAD4B85848AC412CBD17455"><enum>(1)</enum><header>Act of
			 international terrorism</header><text>The term <term>act of international
			 terrorism</term> has the meaning given such term in section 2331 of title 18,
			 United States Code.</text>
				</paragraph><paragraph id="H57C31DF144544ACBA9C883A33054F6F7"><enum>(2)</enum><header>Appropriate
			 congressional committees</header><text>The term <term>appropriate congressional
			 committees</term> means—</text>
					<subparagraph id="HC91B7D07CEA2435A9A5E10D8EC2795B0"><enum>(A)</enum><text>the Committee on
			 Ways and Means, the Committee on Banking and Financial Services, the Committee
			 on Financial Services, and the Committee on Foreign Affairs of the House of
			 Representatives; and</text>
					</subparagraph><subparagraph id="HC1F0081BE498479BBBAD4517DB514EE3"><enum>(B)</enum><text>the Committee on
			 Finance, the Committee on Banking, Housing, and Urban Affairs, and the
			 Committee on Foreign Relations of the Senate.</text>
					</subparagraph></paragraph><paragraph id="H8E84CFCB75064EFE9F1E5D1C7F6618C7"><enum>(3)</enum><header>Component
			 part</header><text>The term <term>component part</term> has the meaning given
			 such term in section 11A(e)(1) of the Export Administration Act of 1979 (50
			 U.S.C. App. 2410a(e)(1)).</text>
				</paragraph><paragraph id="H60A6A32DCAAE4D4EB729A86EBCEA45EE"><enum>(4)</enum><header>Credible
			 information</header><text display-inline="yes-display-inline">The term
			 <term>credible information</term> means, with respect to a person, such
			 person’s public announcement of an investment described in section 105 of this
			 Act, Iranian governmental announcements of such an investment, reports to
			 stockholders, annual reports, industry reports, Government Accountability
			 Office products, State and local government reports, and trade
			 publications.</text>
				</paragraph><paragraph id="HE79F5DFF2ABB4A99993AEDD6D5C9CB5C"><enum>(5)</enum><header>Develop and
			 development</header><text>The terms <term>develop</term> and
			 <term>development</term> mean the exploration for, or the extraction, refining,
			 or transportation by pipeline of, petroleum resources.</text>
				</paragraph><paragraph id="HBFB327E5DEEC4763A64AFB7A1B3DF6DB"><enum>(6)</enum><header>Financial
			 institution</header><text>The term <term>financial institution</term>
			 includes—</text>
					<subparagraph id="HEEACCECBC2F04986BBAFA69DCF5ABD52"><enum>(A)</enum><text>a depository
			 institution (as defined in section 3(c)(1) of the Federal Deposit Insurance
			 Act), including a branch or agency of a foreign bank (as defined in section
			 1(b)(7) of the International Banking Act of 1978);</text>
					</subparagraph><subparagraph id="H45E6779E354B41A59033311F9397BF9D"><enum>(B)</enum><text>a credit
			 union;</text>
					</subparagraph><subparagraph id="H26FF95E1B94C4DC28AFA9ACE0C6C09E0"><enum>(C)</enum><text>a securities firm,
			 including a broker or dealer;</text>
					</subparagraph><subparagraph id="H2FBB746B29AD43A7A537CC4F9E100267"><enum>(D)</enum><text>an insurance
			 company, including an agency or underwriter; and</text>
					</subparagraph><subparagraph id="H5C03870CBBE34B20BB95BF77C5149BF7"><enum>(E)</enum><text>any other company
			 that provides financial services including joint ventures with Iranian entities
			 both inside and outside of Iran and partnerships or investments with Iranian
			 government-controlled entities or affiliated entities.</text>
					</subparagraph></paragraph><paragraph id="HE07593F6A9CC426292B9449F87629E7C"><enum>(7)</enum><header>Finished
			 product</header><text>The term <term>finished product</term> has the meaning
			 given such term in section 11A(e)(2) of the Export Administration Act of 1979
			 (50 U.S.C. App. 2410a(e)(2)).</text>
				</paragraph><paragraph id="H1C005F6D00384ABCB956038BF0543C7D"><enum>(8)</enum><header>Foreign
			 person</header><text>The term <term>foreign person</term> means—</text>
					<subparagraph id="H2451A5E8FB9D499DA1AB9796938A3626"><enum>(A)</enum><text>an individual who
			 is not a United States person or an alien lawfully admitted for permanent
			 residence into the United States; or</text>
					</subparagraph><subparagraph id="H17DF1E0694204E85B2785A8F46FF36CE"><enum>(B)</enum><text>a corporation,
			 partnership, joint venture, cooperative venture, or other nongovernmental
			 entity which is not a United States person.</text>
					</subparagraph></paragraph><paragraph id="H0106165E9042450DA005412ECCB29AEB"><enum>(9)</enum><header>Foreign
			 terrorist organization</header><text>The term <term>foreign terrorist
			 organization</term> means an organization designated by the Secretary of State
			 as a foreign terrorist organization in accordance with section 219(a) of the
			 Immigration and Nationality Act (8 U.S.C. 1189(a)).</text>
				</paragraph><paragraph id="HEFD76802012441F49B0F012999F033A9"><enum>(10)</enum><header>Goods and
			 technology</header><text>The terms <term>goods</term> and
			 <term>technology</term> have the meanings given such terms in section 16 of the
			 Export Administration Act of 1979 (50 U.S.C. App. 2415).</text>
				</paragraph><paragraph id="H42A05A7143D7406C9D6CCE90749AB4C7"><enum>(11)</enum><header>Investment</header><text>The
			 term <term>investment</term> means any of the following activities if any of
			 such activities is undertaken pursuant to an agreement, or pursuant to the
			 exercise of rights under such an agreement, that is entered into with the
			 Government of Iran or a nongovernmental entity in Iran, on or after the date of
			 the enactment of this Act:</text>
					<subparagraph id="H3B3343372B8549DEA08E5E2534AAA003"><enum>(A)</enum><text>The entry into a
			 contract that includes responsibility for the development of petroleum
			 resources located in Iran, or the entry into a contract providing for the
			 general supervision and guarantee of another person’s performance of such a
			 contract.</text>
					</subparagraph><subparagraph id="HC5F42AD6E57D417AA01C862A1782F5A8"><enum>(B)</enum><text>The purchase of a
			 share of ownership, including an equity interest, in the development described
			 in subparagraph (A).</text>
					</subparagraph><subparagraph id="H974307EC3D9B419DA2730373EC6DC149"><enum>(C)</enum><text>The entry into a
			 contract providing for the participation in royalties, earnings, or profits in
			 the development described in subparagraph (A), without regard to the form of
			 such participation.</text>
					</subparagraph><subparagraph id="H240AFBEFAEB44CCDA3D54C31BF86E44A"><enum>(D)</enum><text>The provision of
			 goods, services, or technology related to petroleum resources.</text>
					</subparagraph></paragraph><paragraph id="H65966CCB59CD4BD2AABE72E7651BB8D8"><enum>(12)</enum><header>Iran</header><text>The
			 term <term>Iran</term> includes any agency or instrumentality of Iran.</text>
				</paragraph><paragraph id="H2DCCDF487E9F4FA3B1B054DC3A4FD555"><enum>(13)</enum><header>Iranian
			 diplomats and representatives of other government and military or
			 quasi-governmental institutions of iran</header><text>The term <term>Iranian
			 diplomats and representatives of other government and military or
			 quasi-governmental institutions of Iran</term> includes employees,
			 representatives, or affiliates of Iran’s—</text>

			 term <term>knowingly</term>, with respect to conduct, a circumstance, or a
			 result means that a person has actual knowledge, or should have known, of the
			 conduct, the circumstance, or the result of such conduct, circumstance, or
			 result.</text>
				</paragraph><paragraph id="HEA1F960973DA47B9AAD80EF553D53454"><enum>(15)</enum><header>Nuclear
			 explosive device</header><text>The term <term>nuclear explosive device</term>
			 means any device, whether assembled or disassembled, that is designed to
			 produce an instantaneous release of an amount of nuclear energy from special
			 nuclear material (as defined in section 11(aa) of the Atomic Energy Act of 1954
			 (42 U.S.C. 2014(aa))) that is greater than the amount of energy that would be
			 released from the detonation of one pound of trinitrotoluene (TNT).</text>
				</paragraph><paragraph id="HFCD2F8C447374B2A9B9D979503A10E50"><enum>(16)</enum><header>Person</header>
					<subparagraph id="H7FC13C9B561343EBA0637C742F6FBE2A"><enum>(A)</enum><header>In
			 general</header><text>The term <term>person</term> means—</text>
						<clause id="HF858478EF5EC487D8602DAE0BE2503E7"><enum>(i)</enum><text>a
			 natural person;</text>
						</clause><clause id="H814D01D2642140079BE79B136138B3E4"><enum>(ii)</enum><text>a
			 corporation, business association, partnership, society, trust, financial
			 institution, insurer, underwriter, guarantor, or any other business
			 organization, any other nongovernmental entity, organization, or group, and any

			 resources</header><text>The term <term>petroleum resources</term> includes
			 petroleum and natural gas resources, refined petroleum products, oil or
			 liquefied natural gas, oil or liquefied natural gas tankers, and products used
			 to construct or maintain pipelines used to transport oil or liquefied natural
			 gas.</text>
				</paragraph><paragraph id="H4D22AAEFFDE14F2395D014F4D28E5A86"><enum>(18)</enum><header>Refined
			 petroleum products</header><text>The term <term>refined petroleum
			 products</term> means diesel, gasoline, jet fuel (including naphtha-type and
			 kerosene-type jet fuel), and aviation gasoline.</text>
				</paragraph><paragraph id="HC2C083E6D834461595D82BC0FDB82700"><enum>(19)</enum><header>United states
			 or state</header><text>The terms <term>United States</term> and
			 <term>State</term> mean the several States, the District of Columbia, the
			 Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands,
			 American Samoa, Guam, the United States Virgin Islands, and any other territory
			 or possession of the United States.</text>
				</paragraph><paragraph id="H0CA351730DDF429F8D303723478D5962"><enum>(20)</enum><header>United states
			 person</header><text>The term <term>United States person</term> means—</text>
					<subparagraph id="H747655667759412D8CA32800BE7FF062"><enum>(A)</enum><text>a natural person
			 who is a citizen of the United States or who owes permanent allegiance to the
			 United States; and</text>
					</subparagraph><subparagraph id="H4DEAB0C49F214938A675B9CDCD31ECAE"><enum>(B)</enum><text>a corporation or
			 other legal entity that is organized under the laws of the United States or any
			 State if a natural person described in subparagraph (A) owns more than 50
			 percent of the outstanding capital stock or other beneficial interest in such
			 corporation or legal entity.</text>
					</subparagraph></paragraph></section><section id="HDA543F30B7754991BF09E0AC1573E3E7"><enum>113.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">This title shall take
			 effect on the date of the enactment of this Act and shall apply with respect to
			 an investment or activity described in subsection (a) or (b) of section 105 of
			 this Act that is commenced on or after such date of enactment.</text>

				<subsection id="H0A77BBF50CED497FBE1E50E699B00AB6"><enum>(a)</enum><header>In
			 general</header><text>The Iran Sanctions Act of 1996 (50 U.S.C. 1701 note) is
			 repealed.</text>
				</subsection><subsection id="H5DA4F062576A42F7942B59AAEF3F9371"><enum>(b)</enum><header>Conforming
			 amendments</header><text>The Comprehensive Iran Sanctions, Accountability, and
			 Divestment Act of 2010 (Public Law 111–195; 22 U.S.C. 8501 et seq.) is
			 amended—</text>
					<paragraph id="H1ED28832BCCD472AAF78F9251732F74C"><enum>(1)</enum><text>in section
			 103(b)(3)(E), by striking <quote>section 14 of the Iran Sanctions Act of 1996
			 (Public Law 104–172; 50 U.S.C. 1701 note)</quote> and inserting <quote>section
			 112 of the Iran Threat Reduction Act of 2011</quote>;</text>
					</paragraph><paragraph id="H51C6E389F71A4228AC468EEF5D0D28CE"><enum>(2)</enum><text>in section

			 reference in a law, regulation, document, or other record of the United States
			 to the Iran Sanctions Act of 1996 shall be deemed to be a reference to this
			 title.</text>
				</subsection><subsection id="HA433EFB0F6204AD58FFAC1C48E1E4475"><enum>(d)</enum><header>Federal
			 acquisition regulation</header><text>Notwithstanding the repeal made by
			 subsection (a), the modification to the Federal Acquisition Regulation made
			 pursuant to section 6(b)(1) of the Iran Sanctions Act of 1996 shall continue in
			 effect until the modification to such Regulation that is made pursuant to
			 section 106(b)(1) of this Act takes effect.</text>

			 parent companies for violations of sanctions by foreign subsidiaries</header>
				<subsection id="H0177935EB39C4919A6651708B16315FC"><enum>(a)</enum><header>Definitions</header><text>In
			 this section:</text>
					<paragraph id="HD2E84A3C39A742DD99C3A963A99570A2"><enum>(1)</enum><header>Entity</header><text>The
			 term <quote>entity</quote> means a partnership, association, trust, joint
			 venture, corporation, or other organization.</text>
					</paragraph><paragraph id="H155CD0C38A6D4D1B8BD923218AFE1A11"><enum>(2)</enum><header>Own or
			 control</header><text>The term <quote>own or control</quote> means, with
			 respect to an entity—</text>

						</subparagraph><subparagraph id="H60DD7E47414B4EFAB86C08F236B3A916"><enum>(B)</enum><text>to hold a majority
			 of seats on the board of directors of the entity; or</text>
						</subparagraph><subparagraph id="HCE957E48E43E4DF8BE429BCC43B4A53C"><enum>(C)</enum><text>to otherwise
			 control the actions, policies, or personnel decisions of the entity.</text>
						</subparagraph></paragraph><paragraph id="H32CA5DCB90CF426AA6FC96E2D87B54E5"><enum>(3)</enum><header>Subsidiary</header><text>The
			 term <quote>subsidiary</quote> means an entity that is owned or controlled by a
			 United States person.</text>
					</paragraph><paragraph id="H54DB982FD12C4B0FA6A43819191314CD"><enum>(4)</enum><header>United states
			 person</header><text>The term <quote>United States person</quote> means—</text>
						<subparagraph id="HB82EA63424684F48BF6359CA7C179EFA"><enum>(A)</enum><text>a natural person
			 who is a citizen, resident, or national of the United States; and</text>
						</subparagraph><subparagraph id="H934F8179E6694AA19931864CF852B687"><enum>(B)</enum><text>an entity that is
			 organized under the laws of the United States, any State or territory thereof,
			 or the District of Columbia, if natural persons described in subparagraph (A)
			 own or control the entity.</text>
						</subparagraph></paragraph></subsection><subsection id="H4974DCD208324ECCAD39A22B159BFDE4"><enum>(b)</enum><header>In
			 general</header><text display-inline="yes-display-inline">A United States
			 person shall be subject to a penalty for a violation of the provisions of
			 Executive Order No. 12959 (50 U.S.C. 1701 note) or Executive Order No. 13059
			 (50 U.S.C. 1701 note), or any other prohibition on transactions with respect to
			 Iran imposed under the authority of the International Emergency Economic Powers
			 Act (50 U.S.C. 1701 et seq.), if the President determines that a subsidiary of
			 the United States person that is established or maintained outside the United
			 States engages in an act that, if committed in the United States or by a United
			 States person, would violate such provisions.</text>
				</subsection><subsection id="H403B3C96DC8D468EAC33050B4D9D0519"><enum>(c)</enum><header>Effective
			 date</header>
					<paragraph id="H99C0360EC38D467E9169C80A19C87367"><enum>(1)</enum><header>In
			 general</header><text>Subsection (b) shall take effect on the date of the
			 enactment of this Act and apply with respect to acts described in subsection
			 (b)(2) that are—</text>
						<subparagraph id="H04DB290BDAE548ED94276C4F559B1FD7"><enum>(A)</enum><text>commenced on or
			 after the date of the enactment of this Act; or</text>
						</subparagraph><subparagraph id="HED88F18EADCE45E7B69195B676A795AD"><enum>(B)</enum><text>except as provided
			 in paragraph (2), commenced before such date of enactment, if such acts
			 continue on or after such date of enactment.</text>
						</subparagraph></paragraph><paragraph id="H3ABEC61061794D06AE136B3FF79C1147"><enum>(2)</enum><header>Exception</header><text>Subsection
			 (b) shall not apply with respect to an act described in paragraph (1)(B) by a
			 subsidiary owned or controlled by a United States person if the United States
			 person divests or terminates its business with the subsidiary not later than 90
			 days after the date of the enactment of this Act.</text>
					</paragraph></subsection></section><section id="H3B8E3FE23F354B4DA6525A487C03555B"><enum>203.</enum><header>Declaration of
			 Congress regarding United States policy toward Iran</header><text display-inline="no-display-inline">It shall be the policy of the United States
			 to support those individuals in Iran seeking a free, democratic government that
			 respects the rule of law and protects the rights of all citizens.</text>
			</section><section id="HDDF37152D8354C67B72233A3B7404003"><enum>204.</enum><header>Assistance to
			 support democracy in Iran</header>
				<subsection id="HD701B128E1774282B4082D85A77453F3"><enum>(a)</enum><header>Assistance
			 authorized</header><text>The President is authorized to provide financial and
			 political assistance (including the award of grants) to foreign and domestic
			 individuals, organizations, and entities that support democracy and the
			 promotion of democracy in Iran. Such assistance may include the award of grants
			 to eligible independent prodemocracy broadcasting organizations and new media
			 that broadcast into Iran.</text>
				</subsection><subsection id="HDD5298F14FAD4EF6A998FFC3786247E9"><enum>(b)</enum><header>Eligibility for
			 assistance</header><text>Financial and political assistance authorized under
			 this section shall be provided only to an individual, organization, or entity
			 that—</text>
					<paragraph id="H3C5B6DE6F4E648CD94A5AA5F00B97F16"><enum>(1)</enum><text>officially opposes
			 the use of violence and terrorism and has not been designated as a foreign
			 terrorist organization under section 219(a) of the Immigration and Nationality
			 Act (8 U.S.C. 1189(a)) at any time during the preceding 4 years;</text>
					</paragraph><paragraph id="H0A31AA8AB4A74801B62D942930DCEEBE"><enum>(2)</enum><text>advocates the
			 adherence by Iran to nonproliferation regimes for nuclear, chemical, and
			 biological weapons and materiel;</text>
					</paragraph><paragraph id="HA9418EE9291842949A1133E38B118BA0"><enum>(3)</enum><text>is dedicated to
			 democratic values and supports the adoption of a democratic form of Government
			 in Iran;</text>
					</paragraph><paragraph id="HB43D86A8F34F43B2A064F2A024ECE309"><enum>(4)</enum><text>is dedicated to
			 respect for human rights, including the fundamental equality of women;</text>
					</paragraph><paragraph id="H841645181747420FB01C22B276F8BE97"><enum>(5)</enum><text>works to establish
			 equality of opportunity for all people; and</text>
					</paragraph><paragraph id="H529FEC6CE3334088AAC4A049224DE293"><enum>(6)</enum><text>supports freedom
			 of the press, freedom of speech, freedom of association, and freedom of
			 religion.</text>
					</paragraph></subsection><subsection id="HA261D228022F4441AB6A6501AD1FCF58"><enum>(c)</enum><header>Funding</header><text>Financial
			 and political assistance authorized under this section may only be provided
			 using funds available to the Middle East Partnership Initiative (MEPI), the
			 Broader Middle East and North Africa Initiative, the Human Rights and Democracy
			 Fund, and the Near East Regional Democracy Fund.</text>
				</subsection><subsection id="HA39D303D352449028CD32BC3CAD412E8"><enum>(d)</enum><header>Notification</header><text>Not
			 later than 15 days before each obligation of assistance under this section, and
			 in accordance with the procedures under section 634A of the Foreign Assistance
			 Act of 1961 (22 U.S.C. 2394–l), the President shall notify the Committee on
			 Foreign Affairs and the Committee on Appropriations of the House of
			 Representatives and the Committee on Foreign Relations and the Committee on
			 Appropriations of the Senate of such obligation of assistance. Such
			 notification shall include, as practicable, a description of the types of
			 programs supported by such assistance and an identification of the recipients
			 of such assistance.</text>
				</subsection><subsection id="H38EEB1A9E8BE402292326D9C3C2F714D"><enum>(e)</enum><header>Sense of
			 congress regarding diplomatic assistance</header><text>It is the sense of
			 Congress that—</text>
					<paragraph id="H53A80E1583DD489EBDD7C4255A220A0D"><enum>(1)</enum><text>contacts should be
			 expanded with opposition groups in Iran that meet the criteria for eligibility
			 for assistance under subsection (b);</text>
					</paragraph><paragraph id="HA2C12F62FAD648E38C8DF5E132FA3132"><enum>(2)</enum><text>support for those
			 individuals seeking democracy in Iran should be expressed by United States
			 representatives and officials in all appropriate international fora; and</text>
					</paragraph><paragraph id="HD247FE506F0A45B792CF5C8502543295"><enum>(3)</enum><text>officials and
			 representatives of the United States should—</text>
						<subparagraph id="HFDDB69305E0A4ABAA0F2FC1F856DB35D"><enum>(A)</enum><text>strongly and
			 unequivocally support indigenous efforts in Iran calling for free, transparent,
			 and democratic elections; and</text>
						</subparagraph><subparagraph id="H25F1BDE3C48244819BCAE8FAEA768B71"><enum>(B)</enum><text>draw international
			 attention to violations by the Government of Iran of human rights, freedom of
			 religion, freedom of assembly, and freedom of the press.</text>
						</subparagraph></paragraph></subsection></section><section id="H1B35BB18A84446C09C11428E2EE30997"><enum>205.</enum><header>Imposition of
			 sanctions on certain persons who are responsible for or complicit in human
			 rights abuses committed against citizens of Iran or their family members after
			 the June 12, 2009, elections in Iran</header>
				<subsection id="HDB6EFEF47E10479396AC384F06C4DC3E"><enum>(a)</enum><header>List of persons
			 who are responsible for or complicit in certain human rights abuses; sanctions
			 on such persons</header>
					<paragraph id="H9C1DC3E39CC24B43BE6635B2469FED74"><enum>(1)</enum><header>In
			 general</header><text>Not later than 90 days after the date of the enactment of
			 this Act, the President shall transmit to the appropriate congressional
			 committees a list of all persons who are senior officials of the Government of
			 Iran, including the Supreme Leader, the President, Members of the Cabinet,
			 Members of the Assembly of Experts, Members of the Ministry of Intelligence
			 Services, or any Member of the Iranian Revolutionary Guard Corps with the rank
			 of brigadier general and above, including members of paramilitary organizations
			 such as Ansar-e-Hezbollah and Basij-e Mostaz’afin.</text>
					</paragraph><paragraph id="H638C7827C7BA4A72AC5227893B62334F"><enum>(2)</enum><header>Certification</header><text>The
			 President shall impose on the persons specified in the list under paragraph (1)
			 the sanctions described in subsection (b). The President shall exempt any such
			 person from such imposition if the President determines and certifies to the
			 appropriate congressional committees that such person, based on credible
			 evidence, is not responsible for or complicit in, or responsible for ordering,
			 controlling, or otherwise directing, the commission of serious human rights
			 abuses against citizens of Iran or their family members on or after June 12,
			 2009, regardless of whether such abuses occurred in Iran.</text>
					</paragraph><paragraph id="H6BBBA31808C745D1A039BA73F4297184"><enum>(3)</enum><header>Updates of
			 list</header><text>The President shall transmit to the appropriate
			 congressional committees an updated list under paragraph (1)—</text>
						<subparagraph id="H4AE7CC98BB5D43ED90A5CE2B4CB393FA"><enum>(A)</enum><text>not later than
			 every 60 days beginning after the date of the initial transmittal under such
			 paragraph; and</text>
						</subparagraph><subparagraph id="HE8D4F28422494119BAD3722D4381F89D"><enum>(B)</enum><text>as new information
			 becomes available.</text>
						</subparagraph></paragraph><paragraph id="HE54C93E872A74BFB9D185F8BD850A3F7"><enum>(4)</enum><header>Form of report;
			 public availability</header>
						<subparagraph id="H4A80E773E71D4312BDB1F67072DEBA1E"><enum>(A)</enum><header>Form</header><text>The
			 list required under paragraph (1) shall be submitted in unclassified form but
			 may contain a classified annex.</text>
						</subparagraph><subparagraph id="H7C5F5197F4B4405A90FF159FC466E6F6"><enum>(B)</enum><header>Public
			 availability</header><text>The unclassified portion of the list required under
			 paragraph (1) shall be made available to the public and posted on the Web sites
			 of the Department of the Treasury and the Department of State.</text>
						</subparagraph></paragraph><paragraph id="HCF243C28EFFF449F9538333FD0A93D27"><enum>(5)</enum><header>Consideration of
			 data from other countries and nongovernmental organizations</header><text>In
			 preparing the list required under paragraph (1), the President shall consider
			 credible data already obtained by other countries and nongovernmental
			 organizations, including organizations in Iran, that monitor the human rights
			 abuses of the Government of Iran.</text>
					</paragraph></subsection><subsection commented="no" id="HEE5F5781B34A41A1A1651CF1E8B0C472"><enum>(b)</enum><header>Sanctions
			 described</header><text display-inline="yes-display-inline">The sanctions
			 described in this subsection are ineligibility for a visa to enter the United
			 States and sanctions described in section 106 of this Act, subject to such
			 regulations as the President may prescribe, including regulatory exceptions to
			 permit the United States to comply with the Agreement between the United
			 Nations and the United States of America regarding the Headquarters of the
			 United Nations, signed June 26, 1947, and entered into force November 21, 1947,
			 and other applicable international obligations</text>
				</subsection><subsection id="H00AF704A4A7741EF94463393437601F8"><enum>(c)</enum><header>Termination of
			 sanctions</header><text>The provisions of this section shall terminate on the
			 date on which the President determines and certifies to the appropriate
			 congressional committees that the Government of Iran—</text>
					<paragraph id="HED60D076147B4A4E820067E8057E3829"><enum>(1)</enum><text>has
			 unconditionally released all political prisoners, including the citizens of
			 Iran detained in the aftermath of the June 12, 2009, presidential election in
			 Iran;</text>
					</paragraph><paragraph id="H0DC7A8BE3DAB499A9E1536025D18D2EC"><enum>(2)</enum><text>has ceased its
			 practices of violence, unlawful detention, torture, and abuse of citizens of
			 Iran while engaging in peaceful political activity;</text>
					</paragraph><paragraph id="HFD11651D09EF47C6BBAEA31C090125FB"><enum>(3)</enum><text>has conducted a
			 transparent investigation into the killings, arrests, and abuse of peaceful
			 political activists that occurred in the aftermath of the June 12, 2009,
			 presidential election in Iran and prosecuted the individuals responsible for
			 such killings, arrests, and abuse; and</text>
					</paragraph><paragraph commented="no" id="H800DDE84600045448C7566A23E7E3701"><enum>(4)</enum><text>has—</text>
						<subparagraph commented="no" id="H4561D1118F2A428883464CA4F1719314"><enum>(A)</enum><text>established an
			 independent judiciary; and</text>
						</subparagraph><subparagraph commented="no" id="HBB9C9B6E667C42B1BD208EAC1531E883"><enum>(B)</enum><text>is respecting the
			 human rights and basic freedoms recognized in the Universal Declaration of
			 Human Rights.</text>
						</subparagraph></paragraph></subsection></section><section id="H50A6F431FF1B4ADD828A60B757167BC8"><enum>206.</enum><header>Clarification
			 of sensitive technologies for purposes of procurement ban</header><text display-inline="no-display-inline">The Secretary of State shall—</text>
				<paragraph id="H604C140157B04023865431D3DEFCC3CE"><enum>(1)</enum><text>not later than 90
			 days after the date of the enactment of this Act, issue guidelines to further
			 describe the goods, services, and technologies that will be considered
			 <quote>sensitive technologies</quote> for purposes of section 106 of the
			 Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 (22
			 U.S.C. 8515), and publish those guidelines in the Federal Register;</text>
				</paragraph><paragraph id="H1C96C05334544A3192F1A3D273E64598"><enum>(2)</enum><text>determine the
			 types of goods, services, and technologies that enable any indigenous
			 capabilities that Iran has to disrupt and monitor information and
			 communications in that country, and consider adding descriptions of those items
			 to the guidelines; and</text>
				</paragraph><paragraph id="H52E51CA16F41430F89E7CA2706D05AC3"><enum>(3)</enum><text>periodically
			 review, but in no case less than once each year, the guidelines and, if
			 necessary, amend the guidelines on the basis of technological developments and
			 new information regarding transfers of goods, services, and technologies to
			 Iran and the development of Iran’s indigenous capabilities to disrupt and
			 monitor information and communications in Iran.</text>
				</paragraph></section><section id="H1B1855E810E043DAB5B4FA34F364A941"><enum>207.</enum><header>Comprehensive
			 strategy to promote internet freedom and access to information in Iran</header>
				<subsection id="H017C5DE9ED904E8C88A0A0FCF6B2DFF3"><enum>(a)</enum><header>In
			 general</header><text>Not later than 90 days after the date of the enactment of
			 this Act and annually thereafter, the Secretary of State shall submit to the
			 Committee on Foreign Affairs and the Committee on Appropriations of the House
			 of Representatives and the Committee on Foreign Relations and the Committee on
			 Appropriations of the Senate a comprehensive strategy to—</text>
					<paragraph id="H85398B135C0E4257884B688C81C1134A"><enum>(1)</enum><text>help the people of
			 Iran produce, access, and share information freely and safely via the Internet,
			 including in Farsi and regional languages;</text>
					</paragraph><paragraph id="H2B1BA6EC543C424F8FD2A85FA0B1A6CF"><enum>(2)</enum><text>support the
			 development of counter-censorship technologies that enable the citizens of Iran
			 to undertake Internet activities without interference from the Government of
			 Iran;</text>
					</paragraph><paragraph id="H9CC3E796CE21456B848AA937CEC3F8A1"><enum>(3)</enum><text>increase the
			 capabilities and availability of secure mobile communications among human
			 rights and democracy activists in Iran;</text>
					</paragraph><paragraph id="H1C7A91ECFC6B481ABA9859ABFE55438F"><enum>(4)</enum><text>provide resources
			 for digital safety training for media, unions, and academic and civil society
			 organizations in Iran;</text>
					</paragraph><paragraph id="H729A83D9A97D4C18A74820E96D0B4FBB"><enum>(5)</enum><text>increase the
			 amount of accurate Internet content in local languages in Iran;</text>
					</paragraph><paragraph id="H0549E49180954DFC9841BE6C0DDD247D"><enum>(6)</enum><text>increase emergency
			 resources for the most vulnerable human rights advocates seeking to organize,
			 share information, and support human rights in Iran;</text>
					</paragraph><paragraph id="H03F89A92F54344B185648EC53109EFF9"><enum>(7)</enum><text display-inline="yes-display-inline">expand surrogate radio, television, live
			 stream, and social network communications inside Iran, including by assisting
			 United States telecommunications and software companies to comply with the
			 United States export licensing process for such purposes;</text>
					</paragraph><paragraph id="HDC94E39FB3764FBDAA13745606D140DA"><enum>(8)</enum><text>expand activities
			 to safely assist and train human rights, civil society, and union activists in
			 Iran to operate effectively and securely;</text>
					</paragraph><paragraph id="HC1AA069BC964488B83AABC0971FFC20B"><enum>(9)</enum><text display-inline="yes-display-inline">defeat all attempts by the Government of
			 Iran to jam or otherwise deny international satellite broadcasting signals,
			 including by identifying foreign providers of jamming technology;</text>
					</paragraph><paragraph id="HE7175B04825141E0B0D161EEDAB29AD7"><enum>(10)</enum><text>expand worldwide
			 United States embassy and consulate programming for and outreach to Iranian
			 dissident communities;</text>
					</paragraph><paragraph id="HE3CC3324E08840DE98626F3E0206DFC6"><enum>(11)</enum><text display-inline="yes-display-inline">expand access to proxy servers for
			 democracy activists in Iran; and</text>
					</paragraph><paragraph id="H81601DBD30C24B1FA5DD93EDB5C538D0"><enum>(12)</enum><text>discourage
			 telecommunication and software companies from facilitating Internet censorship
			 by the Government of Iran.</text>
					</paragraph></subsection><subsection id="HEE170BB0CB504E0F95783AFAC2D5C97F"><enum>(b)</enum><header>Eligibility for
			 assistance</header><text display-inline="yes-display-inline">Assistance
			 authorized under the comprehensive stategy required under subsection (a) shall
			 be provided only to an individual, organization, or entity that meets the
			 eligibility criteria in section 204(b) of this Act for financial and political
			 assistance authorized under section section 204(a) of this Act.</text>
				</subsection><subsection commented="no" id="HA5CCF3FB805040CA8C5110D27974D39D"><enum>(c)</enum><header>Form</header><text>The
			 comprehensive strategy required under subsection (a) shall be submitted in
			 unclassified form and may include a classified annex.</text>
				</subsection></section></title><title id="H7DE9093BCBEF421583F75A0D246ECA7A"><enum>III</enum><header>Iran regime and
			 Iran’s Islamic Revolutionary Guard Corps accountability</header>
			<section id="H2211AE24A1B540FCA0A63156B57CE404"><enum>301.</enum><header>Iran’s Islamic
			 Revolutionary Guard Corps</header>
				<subsection id="H55730CA6CA33468D99EB7E101D9D676F"><enum>(a)</enum><header>Transactions
			 with Iran’s Islamic Revolutionary Guard Corps</header><text display-inline="yes-display-inline">No United States person shall knowingly
			 conduct any commercial transaction or financial transaction with, or make any
			 investment in—</text>
					<paragraph id="H2D33420EAFBC4C38919DA689AF54BE33"><enum>(1)</enum><text>any person or
			 entity owned or controlled by Iran’s Islamic Revolutionary Guard Corps;</text>
					</paragraph><paragraph id="HE055F05B5C004BCF97254694A3E4459D"><enum>(2)</enum><text>any
			 instrumentality, subsidiary, affiliate, or agent of Iran’s Islamic
			 Revolutionary Guard Corps; or</text>
					</paragraph><paragraph id="H469475386611472484C29BFB12FD37B3"><enum>(3)</enum><text>any project,
			 activity, or business owned or controlled by Iran’s Islamic Revolutionary Guard
			 Corps.</text>
					</paragraph></subsection><subsection id="H71C070F05AF341248C828344BDBA42D7"><enum>(b)</enum><header>Transactions
			 with certain foreign persons</header><text display-inline="yes-display-inline">No United States person shall knowingly
			 conduct any commercial transaction or financial transaction with, or make any
			 investment in, any foreign person or foreign entity that conducts any
			 transaction with or makes any investment with Iran’s Islamic Revolutionary
			 Guard Corps, which, if conducted or made by a United States person, would
			 constitute a violation of subsection (a).</text>
				</subsection><subsection commented="no" id="H2C184747C2F9439683796116105DD194"><enum>(c)</enum><header>Penalties</header><text>Any
			 United States person who violates subsection (a) or (b) shall be subject to 1
			 or more of the criminal penalties under the authority of section 206(c) of the
			 International Emergency Economic Powers Act (50 U.S.C. 1705).</text>
				</subsection><subsection id="H4DA01F562F1D48C9B8DC56B2A2679932"><enum>(d)</enum><header>Waiver</header>
					<paragraph id="H8D73D512BF774A4FAFC5BBAE9589525D"><enum>(1)</enum><header>In
			 general</header><text>The President is authorized to waive the restrictions in
			 subsection (a) or (b) on a case-by-case basis if the President determines and
			 notfies the appropriate congressional committees that failure to exercise such
			 waiver authority would pose an unusual and extraordinary threat to the national
			 security interests of the United States.</text>
					</paragraph><paragraph id="H3AC27B6BD8BB44EDB5AEE59A540ABA13"><enum>(2)</enum><header>Publication in
			 the Federal Register</header><text display-inline="yes-display-inline">Not
			 later than 15 days after any waiver authority is exercised pursuant to
			 paragraph (1) of this subsection, the name of the person with respect to which
			 sanctions are being waived shall be published in the Federal Register.</text>
					</paragraph></subsection><subsection commented="no" id="H5901673B6E5B49D28C597E5D9E529E8F"><enum>(e)</enum><header>Amendments to
			 Code of Federal Regulations</header><text>Not later than 30 days after the date
			 of the enactment of this Act, the President shall amend part 544 of title 31,
			 Code of Federal Regulations (<quote>Weapons of Mass Destruction Proliferators
			 Sanctions Regulations</quote>), to incorporate the provisions of this section.</text>
				</subsection><subsection id="H7083BD68D64E4E26B4B1D92F3CD3A872"><enum>(f)</enum><header>Definitions</header><text>In
			 this section, the terms <quote>foreign person</quote>,
			 <quote>knowingly</quote>, and <quote>United States person</quote> have the
			 meanings given such terms in section 112 of this Act.</text>
				</subsection></section><section id="HFE30122C401246498237450738F30AF7"><enum>302.</enum><header>Additional
			 export sanctions against Iran</header>
				<subsection id="H490BD7B9C23D48639711B7C638EC5407"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Notwithstanding
			 section 103(b)(2)(B)(iv) of the Comprehensive Iran Sanctions, Accountability,
			 and Divestment Act of 2010 (Public Law 111–195; 22 U.S.C. 8512(b)(2)(B)(iv)) or
			 section 1606 of the Iran-Iraq Arms Non-Proliferation Act of 1992 (Public Law
			 102–484; 50 U.S.C. 1701 note) or any other provision of law, effective on the
			 date of the enactment of this Act—</text>
					<paragraph id="H8B0C77AA5B184C9E83FE89E62252661B"><enum>(1)</enum><text>licenses to export
			 or reexport goods, services, or technology for the repair or maintenance of
			 aircraft of United States origin to Iran may not be issued, and any such
			 license issued before such date of enactment is no longer valid; and</text>
					</paragraph><paragraph id="HB4B94C5EE2104275B7A68DBA633F4374"><enum>(2)</enum><text>goods, services,
			 or technology described in paragraph (1) may not be exported or reexported to
			 Iran.</text>
					</paragraph></subsection><subsection id="HED68842D1BA549F5B4BB98EF8EEB6E3A"><enum>(b)</enum><header>Rule of
			 construction</header><text>Nothing in this section shall be construed to repeal
			 or otherwise supersede the requirements of section 740.15(d)(4) of title 15,
			 Code of Federal Regulations (relating to reexports of vessels subject to the
			 Export Adminstration Regulations).</text>
				</subsection></section><section id="H6B469D5662B94CD5A3E554CAE706C1DB"><enum>303.</enum><header>Sanctions
			 against affiliates of Iran’s Islamic Revolutionary Guard Corps</header>
				<subsection id="HD8E25518DB974242AC08645ED42CB1ED"><enum>(a)</enum><header>In
			 general</header><text>Not later than 90 days after the date of the enactment of
			 this Act, and as appropriate thereafter, the President shall identify in, and,
			 in the case of a foreign person or foreign entity not already so designated,
			 shall designate for inclusion in the Annex to Executive Order No. 13382 (70
			 Fed. Reg. 38567; relating to blocking property of weapons of mass destruction
			 proliferators and their supporters) and shall apply all applicable sanctions of
			 the United States pursuant to Executive Order No. 13382 to each foreign person
			 or foreign entity for which there is a reasonable basis for determining that
			 the person or entity is as an agent, alias, front, instrumentality, official,
			 or affiliate of Iran’s Islamic Revolutionary Guard Corps or is an individual
			 serving as a representative of Iran’s Islamic Revolutionary Guard Corps.</text>
				</subsection><subsection id="H6D915298222F46D88321F512EB8356F8"><enum>(b)</enum><header>Priority for
			 investigation</header><text>In carrying out this section, the President shall
			 give priority to investigating foreign persons and foreign entities identified
			 under section 560.304 of title 31, Code of Federal Regulations (relating to the
			 definition of the Government of Iran) and foreign persons and foreign entities
			 for which there is a reasonable basis to suspect that the person or entity has
			 conducted or attempted to conduct one or more sensitive transactions or
			 activities described in subsection (c).</text>
				</subsection><subsection id="H5F2CF314BC234C6186C7B814773A8F73"><enum>(c)</enum><header>Sensitive
			 transaction or activity</header><text>A sensitive transaction or activity
			 referred to in subsection (b) is—</text>
					<paragraph id="H43340847A9EE4AB7B7B8734728A6A20B"><enum>(1)</enum><text>a
			 transaction to facilitate the manufacture, import, export, or transfer of items
			 needed for the development of nuclear, chemical, biological, or advanced
			 conventional weapons, including ballistic missiles;</text>
					</paragraph><paragraph id="H880F03CBF9E14412933EABEA9C5F28D4"><enum>(2)</enum><text>an attempt to
			 interfere in the internal affairs of Iraq or Afghanistan, or equip or train, or
			 encourage violence by, individuals or groups opposed to the governments of
			 those countries;</text>
					</paragraph><paragraph id="H7879B72DD06243E09E7BB6F5E2F1D26D"><enum>(3)</enum><text>a
			 transaction relating to the manufacture, procurement, or sale of goods,
			 services, and technology relating to Iran’s energy sector, including the
			 development of the energy resources of Iran, export of petroleum products, and
			 import of refined petroleum and refining capacity available to Iran;</text>
					</paragraph><paragraph id="HA605E169DE694FB4994DF32280CAA221"><enum>(4)</enum><text>a
			 transaction relating to the procurement of sensitive technologies (as defined
			 in section 106(c) of the Comprehensive Iran Sanctions, Accountability, and
			 Divestment Act of 2010 (Public Law 111–195; 22 U.S.C. 8515(c)); or</text>
					</paragraph><paragraph id="H40E4D06D672B464D865C2A9C2976CAFA"><enum>(5)</enum><text>a
			 financial transaction or series of transactions valued at more than $1,000,000
			 in the aggregate in any 12-month period involving a non-Iranian financial
			 institution.</text>
					</paragraph></subsection><subsection id="HCBCB87310842436FAB88888F622D2CCA"><enum>(d)</enum><header>Inadmissiblity
			 to United States</header><text>The Secretary of State shall deny a visa to, and
			 the Secretary of Homeland Security shall deny admission into the United States
			 to, any alien who, on or after the date of the enactment of this Act, is a
			 foreign person designated for inclusion in the Annex to Executive Order No.
			 13382 pursuant to subsection (a).</text>
				</subsection><subsection id="H07C0A03E7BAF4A54A6534B7611FF9EF8"><enum>(e)</enum><header>Rule of
			 construction</header><text>Nothing in this section shall be construed to remove
			 any sanction of the United States in force against Iran’s Islamic Revolutionary
			 Guard Corps as of the date of the enactment of this Act by reason of the fact
			 that Iran’s Islamic Revolutionary Guard Corps is an entity of the Government of
			 Iran.</text>
				</subsection></section><section id="H874E97A3E91F4E3390F0845FB7D5AC74"><enum>304.</enum><header>Measures
			 against foreign persons or entities supporting Iran’s Islamic Revolutionary
			 Guard Corps</header>
				<subsection id="H2B4DA742BD1A4082B470B90DED7701CB"><enum>(a)</enum><header>Identification
			 and notification</header><text>The President shall notify the appropriate
			 congressional committees in any case in which the President determines that
			 there is credible information indicating that a foreign person or foreign
			 entity, on or after the date of the enactment of this Act, knowingly—</text>
					<paragraph id="H559F80CF1AE548278363C0218DD12131"><enum>(1)</enum><text display-inline="yes-display-inline">provides material support to Iran’s Islamic
			 Revolutionary Guard Corps or any foreign person or foreign entity that is
			 identified pursuant to section 303(a) of this Act as an agent, alias, front,
			 instrumentality, official, or affiliate of Iran’s Islamic Revolutionary Guard
			 Corps or an individual serving as a representative of Iran’s Islamic
			 Revolutionary Guard Corps; or</text>
					</paragraph><paragraph id="HB50E8797484A41559AC820C886AF539D"><enum>(2)</enum><text>conducts any
			 commercial transaction or financial transaction with Iran’s Islamic
			 Revolutionary Guard Corps or any such person or entity.</text>
					</paragraph></subsection><subsection id="H287673C4BCC4489B9ED419ECB465C5EA"><enum>(b)</enum><header>Waiver</header>
					<paragraph id="HF5FC45D9A2A44D8ABBC9E53B2B882768"><enum>(1)</enum><header>In
			 general</header><text>Notwithstanding any other provision of this title and
			 subject to paragraph (2), the President is not required to make any
			 identification or designation of or determination with respect to a foreign
			 person or foreign entity for purposes of this title if doing so would cause
			 damage to the national security of the United States through the divulgence of
			 sources and methods of intelligence or other critical classified
			 information.</text>
					</paragraph><paragraph id="H6421CBE9BFB249E28ED2CB3FCFE71885"><enum>(2)</enum><header>Notice to
			 Congress</header><text>The President shall notify Congress of any exercise of
			 the authority of paragraph (1) and shall include in the notification an
			 identification of the foreign person or foreign entity, including a description
			 of the activity or transaction that would have caused the identification,
			 designation, or determination for purposes of this title.</text>
					</paragraph></subsection><subsection id="H036EDDB2C866447D97ACCC5273612A20"><enum>(c)</enum><header>Sanctions</header>
					<paragraph id="H1ADC1A3D8D734C4581815E78C319DA07"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The President shall
			 apply to each foreign person or foreign entity identified in a notice under
			 subsection (a) for a period determined by the President a majority of the
			 sanctions described in section 106(a) of this Act.</text>
					</paragraph><paragraph id="H68C52DD9FEA9413EB6810D0C51398B3A"><enum>(2)</enum><header>Termination</header><text>The
			 President may terminate the sanctions applied to a foreign person or foreign
			 entity pursuant to paragraph (1) if the President determines that the person or
			 entity no longer engages in the activity or activities for which the sanctions
			 were imposed and has provided assurances to the United States Government that
			 it will not engage in the activity or activities in the future.</text>
					</paragraph></subsection><subsection id="H77B5159E73A846C499C1776A20951FF2"><enum>(d)</enum><header>IEEPA
			 sanctions</header><text>The President may exercise the authorities provided
			 under subparagraphs (A) and (C) of section 203(a)(1) of the International
			 Emergency Economic Powers Act (50 U.S.C. 1702(a)(1)) to impose additional
			 sanctions on each foreign person or foreign entity identified pursuant to
			 subsection (a), for such time as the President may determine, without regard to
			 section 202 of that Act.</text>
				</subsection><subsection id="H83E2451C8D7E4F7CB69A1ECD7C7ADDD7"><enum>(e)</enum><header>Waiver</header><text>The
			 President may waive the application of any measure described in subsection (c)
			 with respect to a foreign person or foreign entity if the President—</text>
					<paragraph id="H49417B12AFB24BBEA424DFC174CFCD39"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HAC663C3CD7994C35873C6015B0C6FC26"><enum>(A)</enum><text>determines that the
			 person or entity has ceased the activity that resulted in the notification
			 under subsection (a) with respect to the person or entity (as the case may be)
			 and has taken measures to prevent its recurrence; or</text>
						</subparagraph><subparagraph id="HBF5CF6A8F4744BD09284730096A908DD" indent="up1"><enum>(B)</enum><text>determines and so reports to the
			 appropriate congressional committees 15 days prior to the exercise of waiver
			 authority that failure to exercise such waiver authority would pose an unusual
			 and extraordinary threat to the vital national security interests of the United
			 States; and</text>
						</subparagraph></paragraph><paragraph id="H2EFFACF2578548CBB6CC5555FE31C866"><enum>(2)</enum><text>submits to the
			 appropriate congressional committees a report that contains the reasons for the
			 determination.</text>
					</paragraph></subsection><subsection id="H8B8A21722BD64FD59E6FCB1EF95CFD27"><enum>(f)</enum><header>Foreign person
			 defined</header><text display-inline="yes-display-inline">In this section, the
			 term <quote>foreign person</quote> has the meaning given the term in section
			 112 of this Act.</text>
				</subsection></section><section id="H6DEB19F60743446B970A782938092267"><enum>305.</enum><header>Special
			 measures against foreign countries supporting Iran’s Islamic Revolutionary
			 Guard Corps</header>
				<subsection id="H70FE9323E4034ACFBBAB897D0DAFC078"><enum>(a)</enum><header>Sanctions</header><text>With
			 respect to any foreign entity identified pursuant to section 304(a) of this Act
			 that is an agency of the government of a foreign country, the President shall,
			 in addition to applying to the entity the sanctions described in section 304(c)
			 of this Act, apply to the agency of the government of the foreign country the
			 following measures:</text>
					<paragraph id="H073618E4F2374F0698CD3709CE41BE71"><enum>(1)</enum><text>No assistance
			 shall be provided to the agency of the government of the foreign country under
			 the Foreign Assistance Act of 1961, or any successor Act, or the Arms Export
			 Control Act, or any successor Act, other than assistance that is intended to
			 benefit the people of the foreign country directly and that is not provided
			 through governmental agencies or entities of the foreign country.</text>
					</paragraph><paragraph id="HF40F08D5448C415B86064B679732691E"><enum>(2)</enum><text>The United States
			 shall oppose any loan or financial or technical assistance to the agency of the
			 government of the foreign country by international financial institutions in
			 accordance with section 701 of the International Financial Institutions Act (22
			 U.S.C. 262d).</text>
					</paragraph><paragraph id="HA510AD2BBF7347F0AAA41F503AF59BBF"><enum>(3)</enum><text>The United States
			 shall deny to the agency of the government of the foreign country any credit or
			 financial assistance by any department, agency, or instrumentality of the
			 United States Government.</text>
					</paragraph><paragraph id="H44CA6B30F8064B0C8E8074A5F785B836"><enum>(4)</enum><text display-inline="yes-display-inline">The United States Government shall not
			 approve the sale to the agency of the government of the foreign country any
			 defense articles or defense services or issue any license for the export of
			 items on the United States Munitions List.</text>
					</paragraph><paragraph id="H6E31F642E460428987574ECB980161D3"><enum>(5)</enum><text display-inline="yes-display-inline">No exports to the agency of the government
			 of the foreign country shall be permitted of any goods or technologies
			 controlled for national security reasons under the Export Administration
			 Regulations.</text>
					</paragraph><paragraph id="H89E2364570CB4799987AE4D0EFE46E7B"><enum>(6)</enum><text>At the earliest
			 practicable date, the Secretary of State shall terminate, in a manner
			 consistent with international law, the authority of any air carrier that is
			 controlled in fact by the agency of the government of the foreign country to
			 engage in air transportation (as defined in section 40102(5) of title 49,
			 United States Code).</text>
					</paragraph><paragraph id="HA998397F604C49BDAB1B532B28C63F79"><enum>(7)</enum><text display-inline="yes-display-inline">Additional restrictions may be imposed in
			 accordance with the International Emergency Economic Powers Act (50 U.S.C. 1701
			 et seq.).</text>
					</paragraph></subsection><subsection id="H622CF08BA1A6452E9E1FCDF906541C46"><enum>(b)</enum><header>Termination</header><text display-inline="yes-display-inline">The President may terminate the sanctions
			 applied to an entity or government of a foreign country pursuant to subsection
			 (a) if the President determines that the entity or government, as the case may
			 be, no longer engages in the activity or activities for which the sanctions
			 were imposed and has provided assurances to the United States Government that
			 it will not engage in the activity or activities in the future.</text>
				</subsection><subsection id="H9E13A7F9F3314A8495CE31B68E09A937"><enum>(c)</enum><header>Waiver</header><text display-inline="yes-display-inline">The President may waive the application of
			 any measure described in subsection (a) with respect to an entity or government
			 of a foreign country if the President—</text>
					<paragraph id="HE39A6E4A3A3D47BE84958912E4FC5FF6"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H41FB5D8EFDE04F118024DBF02D49E141"><enum>(A)</enum><text display-inline="yes-display-inline">determines that the entity or government,
			 as the case may be, has ceased the activity that resulted in the notification
			 under section 304(a) of this Act with respect to the entity or government and
			 has taken measures to prevent its recurrence; or</text>
						</subparagraph><subparagraph id="H3EEF1B138F004AC288CEE0AC984C08EA" indent="up1"><enum>(B)</enum><text>determines and so reports to the
			 appropriate congressional committees 15 days prior to the exercise of waiver
			 authority that failure to exercise such waiver authority would pose an unusual
			 and extraordinary threat to the vital national security interests of the United
			 States; and</text>
						</subparagraph></paragraph><paragraph id="HB9517DD2635A40EAB28152327A3458FB"><enum>(2)</enum><text>submits to the
			 appropriate congressional committees a report that contains the reasons for the
			 determination.</text>
					</paragraph></subsection></section><section id="H47A196E0DC6E46ED935AC3ECB9991169"><enum>306.</enum><header>Authority of
			 State and local governments to restrict contracts or licenses for certain
			 sanctionable persons</header><text display-inline="no-display-inline">Notwithstanding any other provision of law,
			 a State or local government may adopt and enforce measures to prohibit the
			 State or local government, as the case may be, from entering into or renewing
			 any contract with, or granting to or renewing any license for persons that
			 conduct business operations in Iran described in section 309 of this
			 Act.</text>
			</section><section id="H1155E100FA0C4BA582814799103F1E7C"><enum>307.</enum><header>Iranian
			 activities in Iraq and Afghanistan</header>
				<subsection id="H60A39147F2C54C32AE2624A79C6C9B7C"><enum>(a)</enum><header>Freezing of
			 assets</header><text display-inline="yes-display-inline">In accordance with
			 subsection (b), all property and interests in property of the foreign persons
			 described in Executive Order No. 13382 and Executive Order No. 13224, or their
			 affiliates, that are in the United States, that on or after the date of the
			 enactment of this Act come within the United States, or that on or after the
			 date of the enactment of this Act come within the possession or control of
			 United States persons, are blocked and may not be transferred, paid, exported,
			 withdrawn, or otherwise dealt in with respect to any such person determined by
			 the Secretary of State, in consultation with the Secretary of the Treasury and
			 the Secretary of Defense to—</text>
					<paragraph id="HF04BD49FE449480E94B4D921C1057BD5"><enum>(1)</enum><text display-inline="yes-display-inline">have committed, or to pose a significant
			 risk of committing, an act or acts of violence that have the purpose or effect
			 of threatening United States efforts to promote security and stability in Iraq
			 and Afghanistan;</text>
					</paragraph><paragraph id="H73AC5CB11E7A4ADA9768FE2735EEF6BD"><enum>(2)</enum><text>have knowingly and
			 materially assisted, sponsored, or provided financial, material, logistical, or
			 technical support for, or goods or services in support of, such an act or acts
			 of violence or any person or entity whose property and interests in property
			 are blocked pursuant this subsection; or</text>
					</paragraph><paragraph id="H4C2FA58516BA4612AA292788204E0EE9"><enum>(3)</enum><text>be owned or
			 controlled by, or to have acted or purported to act for or on behalf of any
			 person whose property and interests in property are blocked pursuant to this
			 subsection.</text>
					</paragraph></subsection><subsection id="H4257E77CBDC34AE2BEBF1EFDEC642D3E"><enum>(b)</enum><header>Description of
			 prohibitions</header><text>The prohibitions described in subsection (a)
			 include—</text>
					<paragraph id="H5F5AB789EF504297A96CF17146F62810"><enum>(1)</enum><text>the making of any
			 contribution or provision of funds, goods, or services by, to, or for the
			 benefit of any person whose property and interests in property are blocked;
			 and</text>
					</paragraph><paragraph id="HBE7A5108CE734936854E6599DBCB7DC9"><enum>(2)</enum><text>the receipt of any
			 contribution or provision of funds, goods, or services from any such
			 person.</text>
					</paragraph></subsection><subsection display-inline="no-display-inline" id="H10839FD5D3C840EABE0F0E76C86BD941"><enum>(c)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds that—</text>
					<paragraph id="H9C4AEA81127145A68D70576BC2D6B68D"><enum>(1)</enum><text display-inline="yes-display-inline">an increase in both the quantity and
			 quality of Iranian arms shipments and technological expertise to the Iraqi
			 insurgents, the Taliban, other terrorist organizations and criminal elements
			 has the potential to significantly change the battlefield in both Iraq and
			 Afghanistan, and lead to a large increase in United States, International
			 Security Assistance Force, Coalition and Iraqi and Afghan casualties; and</text>
					</paragraph><paragraph id="H3BFC4C31F6BB4F31A94521E09842031B"><enum>(2)</enum><text>an increase in
			 Iranian activity and influence in Iraq threatens the safety and welfare of the
			 residents of Camp Ashraf.</text>
					</paragraph></subsection><subsection display-inline="no-display-inline" id="HFB9E38CD96F24905A56C01B7613069F7"><enum>(d)</enum><header>Statement of
			 policy</header><text display-inline="yes-display-inline">It shall be the policy
			 of the United States to urge the Government of Iraq to—</text>
					<paragraph id="H7488488799984707AE0CD6450649C1F8"><enum>(1)</enum><text display-inline="yes-display-inline">uphold its commitments to the United States
			 to ensure the continued well-being of those individuals living in Camp
			 Ashraf;</text>
					</paragraph><paragraph id="HC75CA51B6FF343FB9FE7E55435AB647B"><enum>(2)</enum><text>prevent the
			 involuntary return of such individuals to Iran in accordance with the United
			 States Embassy Statement on Transfer of Security Responsibility for Camp Ashraf
			 of December 28, 2008; and</text>
					</paragraph><paragraph id="H8BBBFB0C885F4C9F9A749BE7E8296AB2"><enum>(3)</enum><text>not close Camp
			 Ashraf until the United Nations High Commission for Refugees can complete its
			 process, recognize as political refugees the residents of Camp Ashraf who do
			 not wish to go back to Iran, and resettle them in third countries.</text>
					</paragraph></subsection><subsection id="H5FD93AF51BEE45EEB78145514CCEFD90"><enum>(e)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section, the terms <quote>foreign
			 person</quote> and <quote>United States person</quote> have the meanings given
			 such terms in section 112 of this Act.</text>
				</subsection></section><section id="HE50275FA2CD945EAA113E7B74B96C2C0"><enum>308.</enum><header>United States
			 policy toward Iran</header>
				<subsection id="HCD28BE911C2840718ECD14047B507A15"><enum>(a)</enum><header>National
			 strategy required</header><text>The President shall develop a strategy, to be
			 known as the <quote>National Strategy to Counter Iran</quote>, that provides
			 strategic guidance for activities that support the objective of addressing,
			 countering, and containing the threats posed by Iran.</text>
				</subsection><subsection id="HB7FA4E8CFB5A4C5B8E0AD2C523EAC873"><enum>(b)</enum><header>Annual
			 report</header>
					<paragraph id="H832CA961CAA84FBBA5818B7B4E0C824F"><enum>(1)</enum><header>In
			 general</header><text>Not later than January 30 of each year, the President
			 shall transmit to the appropriate congressional committees a report on the
			 current and future strategy of the United States toward Iran, and the
			 implementation of the National Strategy to Counter Iran required under
			 subsection (a).</text>
					</paragraph><paragraph id="H8A5614392F4D4C6CAF640C328D8E35EC"><enum>(2)</enum><header>Form</header><text>If
			 the President considers it appropriate, the report required under this
			 subsection, or appropriate parts thereof, may be transmitted in classified
			 form.</text>
					</paragraph></subsection><subsection id="H53AB10F35D194E39BAEC3AA214F63AAC"><enum>(c)</enum><header>Matters to be
			 included</header><text>The report required under subsection (b) shall include a
			 description of the security posture and objectives of Iran, including at least
			 the following:</text>
					<paragraph id="H6EF2F031C32349F792A2BFE0DAC6B0FC"><enum>(1)</enum><text>A
			 description and assessment of Iranian grand strategy and security strategy,
			 including—</text>
						<subparagraph id="HD864849E32F84AE2BD1E00D60859997B"><enum>(A)</enum><text>the goals of
			 Iran’s grand strategy and security strategy, and strategic objectives;
			 and</text>
						</subparagraph><subparagraph id="HD2E8D9F130A542D1A45AF23F93B482E0"><enum>(B)</enum><text>Iranian strategy
			 to achieve such objectives in the Middle East, Europe, Africa, Western
			 Hemisphere, and Asia.</text>
						</subparagraph></paragraph><paragraph id="HF25AFF772D944BEBA87C98EA88E2E986"><enum>(2)</enum><text>An assessment of
			 the capabilities of Iran’s conventional forces and Iran’s unconventional
			 forces, including—</text>
						<subparagraph id="HAAED18CECAAA4FE4859ECEF35F9300E7"><enum>(A)</enum><text>the size and
			 capabilities of Iran’s conventional forces and Iran’s unconventional
			 forces;</text>
						</subparagraph><subparagraph id="HB841038CD810464484668CB755B2C730"><enum>(B)</enum><text>an analysis of the
			 formal and informal national command authority for Iran’s conventional forces
			 and Iran’s unconventional forces;</text>
						</subparagraph><subparagraph id="H2A9F9AE3CC1549E18EA7909370C48897"><enum>(C)</enum><text>the size and
			 capability of Iranian foreign and domestic intelligence and special operations
			 units, including the Iranian Revolutionary Guard Corps-Quds Force;</text>
						</subparagraph><subparagraph id="H9FBD102CF2904FA9871150EEB800953F"><enum>(D)</enum><text>a description and
			 analysis of Iranian military doctrine;</text>
						</subparagraph><subparagraph id="HC7E2A221D3464DA4A4E80A36F4DA03C4"><enum>(E)</enum><text>the types and
			 amount of support, including funding, lethal and nonlethal supplies, and
			 training, provided to groups designated by the United States as foreign
			 terrorist organizations and regional militant groups; and</text>
						</subparagraph><subparagraph id="H2E9AD6BD734B49EFAED64A428D389A53"><enum>(F)</enum><text>an estimate of the
			 levels of funding and funding and procurement sources by Iran to develop and
			 support Iran’s conventional forces and Iran’s unconventional forces.</text>
						</subparagraph></paragraph><paragraph id="H04BC7C1537864E2A881D928AA1F4587B"><enum>(3)</enum><text>An assessment of
			 Iranian strategy and capabilities related to nuclear, unconventional, and
			 missile forces development, including—</text>
						<subparagraph id="HA4A484A0F92047D7A707B838E913363C"><enum>(A)</enum><text>a summary and
			 analysis of nuclear weapons capabilities;</text>
						</subparagraph><subparagraph id="H1B26778940BE4D7DA7152B726CDDA68E"><enum>(B)</enum><text>an estimate of the
			 amount and sources of funding expended by, and an analysis of procurement
			 networks utilized by, Iran to develop its nuclear weapons capabilities;</text>
						</subparagraph><subparagraph id="HE5743E3E764A43EF8092390E89F88238"><enum>(C)</enum><text>a summary of the
			 capabilities of Iran’s unconventional weapons and Iran’s ballistic missile
			 forces and Iran’s cruise missile forces, including developments in the
			 preceding year, the size of Iran’s ballistic missile forces and Iran’s cruise
			 missile forces, and the locations of missile launch sites;</text>
						</subparagraph><subparagraph id="H96F7758D93664F7083B0F22218B94545"><enum>(D)</enum><text>a detailed
			 analysis of the effectiveness of Iran’s unconventional weapons and Iran’s
			 ballistic missile forces and Iran’s cruise missile forces; and</text>
						</subparagraph><subparagraph id="HCD0CF34FE9894E91AB422718C28D7DF8"><enum>(E)</enum><text>an estimate of the
			 amount and sources of funding expended by, and an analysis of procurement
			 networks utilized by, Iran on programs to develop a capability to develop
			 unconventional weapons and Iran’s ballistic missile forces and Iran’s cruise
			 missile forces.</text>
						</subparagraph></paragraph><paragraph id="H3CB43486A72C4FEB91B1D8C44D6B9253"><enum>(4)</enum><text>The Government of
			 Iran’s economic strategy, including—</text>
						<subparagraph id="HB4282A6F6CBF45E89B218F49FDD96EB3"><enum>(A)</enum><text>sources of funding
			 for the activities of the Government of Iran described in this section;</text>
						</subparagraph><subparagraph id="H3187427FF0C04BF4BA27647681BA0847"><enum>(B)</enum><text>the role of the
			 Government of Iran in the formal and informal sector of the domestic Iranian
			 economy;</text>
						</subparagraph><subparagraph id="HCEBB1E856C69451B997A71FED2B3ADB7"><enum>(C)</enum><text>evasive and other
			 efforts by the Government of Iran to circumvent international and bilateral
			 sanctions regimes;</text>
						</subparagraph><subparagraph id="H6B5B4FA3C7C74354A264D14445C81D52"><enum>(D)</enum><text>the effect of
			 bilateral and multilateral sanctions on the ability of Iran to implement its
			 grand strategy and security strategy described in paragraph (1); and</text>
						</subparagraph><subparagraph id="H8ABE8828204A4B8FB27394A1F2CB3171"><enum>(E)</enum><text>Iran’s strategy
			 and efforts to leverage economic and political influence, cooperation, and
			 activities in the Middle East Europe, Africa, Western Hemisphere, and
			 Asia.</text>
						</subparagraph></paragraph><paragraph id="HF79BE954BA9946ABBDF9CCAA3046787B"><enum>(5)</enum><text>Key
			 vulnerabilities identified in paragraph (1), and an implementation plan for the
			 National Strategy to Counter Iran required under subsection (a).</text>
					</paragraph><paragraph id="HEAECD77EC53749F398E2DBDC43986D8E"><enum>(6)</enum><text>The United States
			 strategy to—</text>
						<subparagraph id="H33B940DB8ED14222BF0F4E3B4FA34C59"><enum>(A)</enum><text>address and
			 counter the capabilities of Iran’s conventional forces and Iran’s
			 unconventional forces;</text>
						</subparagraph><subparagraph id="HA19E591361384A608AA19DE2903BEEDA"><enum>(B)</enum><text>disrupt and deny
			 Iranian efforts to develop or augment capabilities related to nuclear,
			 unconventional, and missile forces development;</text>
						</subparagraph><subparagraph id="H0341EFD1FC16428999EE103A7158CE18"><enum>(C)</enum><text>address the
			 Government of Iran’s economic strategy to enable the objectives described in
			 this subsection; and</text>
						</subparagraph><subparagraph id="HBB11FB637395450783F203A4FF71136E"><enum>(D)</enum><text>exploit key
			 vulnerabilities identified in this subsection.</text>
						</subparagraph></paragraph><paragraph id="HAED288572EC24BB38A2F004EDB28124A"><enum>(7)</enum><text>An implementation
			 plan for United States strategy described in under paragraph (6).</text>
					</paragraph></subsection><subsection id="H95FB4BEBF7DC4C3293C925057F9DF296"><enum>(d)</enum><header>Classified
			 annex</header><text>The reports required under subsection (b) shall be in
			 unclassified form to the greatest extent possible, and may include a classified
			 annex where necessary.</text>
				</subsection><subsection id="H189F4D1F61994B0ABB5DCA9B74BCF890"><enum>(e)</enum><header>Appropriate
			 congressional committees</header><text>In this section, the term
			 <quote>appropriate congressional committees</quote> means—</text>
					<paragraph id="HC55BF1FCD11245CC85A350411E74EC54"><enum>(1)</enum><text>the Committee on
			 Foreign Affairs, the Committee on Armed Services, the Committee on
			 Appropriations, the Committee on Ways and Means, and the Permanent Select
			 Committee on Intelligence of the House of Representatives; and</text>
					</paragraph><paragraph id="H69832B5A76914AE08C626A3506F084B6"><enum>(2)</enum><text>the Committee on
			 Foreign Relations, the Committee on Armed Services, the Committee on
			 Appropriations, the Committee on Finance, and the Permanent Select Committee on
			 Intelligence of the Senate.</text>
					</paragraph></subsection></section><section id="H2B0DA56E244D45609EAE0B843029DAA4"><enum>309.</enum><header>Definitions</header><text display-inline="no-display-inline">Except as otherwise provided, in this title:</text>
				<paragraph id="HDA07163E548D40A5B1B998ADF6C70622"><enum>(1)</enum><header>Appropriate
			 congressional committees</header><text>The term <quote>appropriate
			 congressional committees</quote> means—</text>
					<subparagraph id="H8BFF38F274784F1FBB2AF3984EE3797D"><enum>(A)</enum><text>the Committee on
			 Foreign Affairs, the Committee on Appropriations, the Committee on Ways and
			 Means, and the Permanent Select Committee on Intelligence of the House of
			 Representatives; and</text>
					</subparagraph><subparagraph id="H215E61898097470BBD6E86D14CC40F99"><enum>(B)</enum><text>the Committee on
			 Foreign Relations, the Committee on Appropriations, the Committee on Finance,
			 and the Permanent Select Committee on Intelligence of the Senate.</text>
					</subparagraph></paragraph><paragraph commented="no" id="H10FB7935DFD04DCB90FF3106E2086C3A"><enum>(2)</enum><header>Iran’s ballistic
			 missile forces</header><text>The term <quote>Iran’s ballistic missile
			 forces</quote> includes ballistic missiles, goods, and associated equipment and
			 those elements of the Government of Iran that employ such ballistic missiles,
			 goods, and associated equipment.</text>
				</paragraph><paragraph id="HF53B81DCEE934656A63FF3E985C003B1"><enum>(3)</enum><header>Iran’s ballistic
			 missile and unconventional weapons</header><text>The term <quote>Iran’s
			 ballistic missile and unconventional weapons</quote> means Iran’s ballistic
			 missile forces and chemical, biological, and radiological weapons
			 programs.</text>
				</paragraph><paragraph commented="no" id="HD9EAEB02348C4B99851225BF887805C4"><enum>(4)</enum><header>Iran’s cruise
			 missile forces</header><text>The term <quote>Iran’s cruise missile
			 forces</quote> includes cruise missile forces, goods, and associated equipment
			 and those elements of the Government of Iran that employ such cruise missiles
			 capable of flights less than 500 kilometers, goods, and associated
			 equipment.</text>
				</paragraph><paragraph id="HF8E0D3C815CC495F8D7A4F1518CFE74D"><enum>(5)</enum><header>Iran’s
			 conventional forces</header><text>The term <quote>Iran’s conventional
			 forces</quote>—</text>
					<subparagraph id="HA642A4089B324ED786AACC15DF4C92CE"><enum>(A)</enum><text>means military
			 forces of Iran designed to conduct operations on sea, air, or land, other than
			 Iran’s unconventional forces and Iran’s ballistic missile forces and Iran’s
			 cruise missile forces; and</text>
					</subparagraph><subparagraph id="H74CEFD49C0AF4FFEB4CA8D7B34920281"><enum>(B)</enum><text>includes Iran’s
			 Army, Air Force, Navy, domestic law enforcement, and elements of the Iran’s
			 Islamic Revolutionary Guard Corps, other than Iran’s Islamic Revolutionary
			 Guard Corps-Quds Force.</text>
					</subparagraph></paragraph><paragraph id="H499B300CCAB54E5297BB177D81310191"><enum>(6)</enum><header>Iran’s
			 unconventional forces</header><text>The term <quote>Iran’s unconventional
			 forces</quote>—</text>
					<subparagraph id="H6C96D5992C444553A424B3174C7339BE"><enum>(A)</enum><text>means forces of
			 Iran that carry out missions typically associated with special operations
			 forces; and</text>
					</subparagraph><subparagraph id="H8097A582561C423CB7294DF65AC16310"><enum>(B)</enum><text>includes—</text>
						<clause id="HCE7F6BE21567437D8AE15110285BFBF7"><enum>(i)</enum><text>the
			 Iran’s Islamic Revolutionary Guard Corps-Quds Force;</text>
						</clause><clause id="HE102969D9F0645F985DE089D3C871F32"><enum>(ii)</enum><text>paramilitary
			 organizations;</text>
						</clause><clause id="HA4E06553DC8647BBA615A9073D4835C0"><enum>(iii)</enum><text>formal and
			 informal intelligence agencies and entities; and</text>
						</clause><clause id="H7025D3095AAC4B7AA254A02C87695215"><enum>(iv)</enum><text>any
			 organization that—</text>
							<subclause id="HF33C577903C14233B1696E0C2753096B"><enum>(I)</enum><text>has been
			 designated as a foreign terrorist organization under section 219(a) of the
			 Immigration and Nationality Act (8 U.S.C. 1189(a));</text>
							</subclause><subclause id="H238E5F08383A44E5B8627F8633C41C65"><enum>(II)</enum><text>receives
			 assistance from Iran; and</text>
							</subclause><subclause id="HA615EC847AA0425F9FE688BD1345E448"><enum>(III)</enum><text>is
			 assessed—</text>
								<item id="HF9026338D3D044BFA00465758CBF9BF1"><enum>(aa)</enum><text>as
			 being willing in some or all cases of carrying out attacks on behalf of Iran;
			 or</text>
								</item><item id="H1279AC71C5B840A1ACFF254DB967BB0C"><enum>(bb)</enum><text>as
			 likely to carry out attacks in response to an attack by another country on Iran
			 or its interests.</text>
								</item></subclause></clause></subparagraph></paragraph><paragraph id="H25ADFD9102BB43CEAAD517C873642D8B"><enum>(7)</enum><header>Affiliate</header><text>The
			 term <quote>affiliate</quote> means any individual or entity that controls, is
			 controlled by, or is under common control with, the company, including without
			 limitation direct and indirect subsidiaries of the company.</text>
				</paragraph><paragraph id="H218AE86502174AC6882BF4598B8762EC"><enum>(8)</enum><header>Business
			 operations</header><text>The term <quote>business operations</quote>
			 means—</text>
					<subparagraph id="H5B4D24DC9FC645C6A17261D52BCF1F61"><enum>(A)</enum><text>carrying out any
			 of the activities described in section 105(a) and (b) of this Act that are
			 sanctionable under such section;</text>
					</subparagraph><subparagraph id="H57CB70AAA9D647BF9C57F725D4124A80"><enum>(B)</enum><text>providing
			 sensitive technology (as defined in section 106(c) of the Comprehensive Iran
			 Sanctions, Accountability, and Divestment Act of 2010 (Public Law 111–195; 22
			 U.S.C. 8515(c))) to the Government of Iran; and</text>
					</subparagraph><subparagraph id="HDE6071D3A2144470A676841EC7E74423"><enum>(C)</enum><text>carrying out any
			 of the activities described in section 304(a) of this Act .</text>
					</subparagraph></paragraph><paragraph id="H4F373174759D41CE9721D3E34260370F"><enum>(9)</enum><header>Company</header><text>The
			 term <quote>company</quote> means—</text>
					<subparagraph id="H02BDE97503AF40ADB9E26454881A02DE"><enum>(A)</enum><text>a sole
			 proprietorship, organization, association, corporation, partnership, limited
			 liability company, venture, or other entity, its subsidiary or affiliate;
			 and</text>
					</subparagraph><subparagraph id="HB16F56C303F34D088FB3DFE38BA50BDB"><enum>(B)</enum><text>includes a company
			 owned or controlled by the government of a foreign country, that is established
			 or organized under the laws of, or has its principal place of business in, such
			 foreign country and includes United States subsidiaries of the same.</text>
					</subparagraph></paragraph><paragraph id="HCB7253B7A69F4650A910F5DDB23BEBDC"><enum>(10)</enum><header>Entity</header><text>The
			 term <quote>entity</quote> means a sole proprietorship, a partnership, limited
			 liability corporation, association, trust, joint venture, corporation, or other
			 organization.</text>
				</paragraph><paragraph id="H0216399B90D041DE9E2F1A3464BDEE24"><enum>(11)</enum><header>Executive
			 agency</header><text>The term <quote>executive agency</quote> has the meaning
			 given the term in section 133 of title 41, United States Code.</text>
				</paragraph><paragraph id="HD6EE0D6629C144369FC3EA678C262523"><enum>(12)</enum><header>Government of
			 iran</header><text>The term <quote>Government of Iran</quote> includes the
			 Government of Iran, any political subdivision, agency, or instrumentality
			 thereof, and any person owned or controlled by, or acting for or on behalf of,
			 the Government of Iran.</text>
				</paragraph><paragraph commented="no" id="HD9ABE2B5235F48A49264A812CB244A72"><enum>(13)</enum><header>Petroleum
			 resources</header><text display-inline="yes-display-inline">The term
			 <quote>petroleum resources</quote> has the meaning given the term in section
			 112 of this Act.</text>
				</paragraph><paragraph id="H8EDBA1FD2B05492AAD2EBC30803BDAD9"><enum>(14)</enum><header>Sensitive
			 technology</header><text>The term <quote>sensitive technology</quote> has the
			 meaning given the term in section 106(c) of the Comprehensive Iran Sanctions,
			 Accountability, and Divestment Act of 2010 (Public Law 111–195; 22 U.S.C.
			 8515(c)).</text>
				</paragraph></section><section id="H5CDF2D1B32584C46B18895337415DD40"><enum>310.</enum><header>Rule of
			 construction</header><text display-inline="no-display-inline">Nothing in this
			 title shall be construed to limit the authority of the President to otherwise
			 designate foreign persons or foreign entities for inclusion in the Annex to
			 Executive Order No. 13382 (70 Fed. Reg. 38567; relating to blocking property of
			 weapons of mass destruction proliferators and their supporters).</text>
			</section></title><title id="HF7F1C7D17FAD431B813F9393605531F8"><enum>IV</enum><header>Iran
			 financial sanctions; divestment from certain companies that invest in Iran; and
			 prevention of diversion of certain goods, services, and technologies to
			 Iran</header>
			<section id="HC1501A5CBF17478FBB42654295493724"><enum>401.</enum><header>Iran financial
			 sanctions</header>
				<subsection id="HB7A30C86102C458C818A8E7E06A5B30F"><enum>(a)</enum><header>Financial
			 institution certification</header><text>Section 104(e) of the Comprehensive
			 Iran Sanctions, Accountability, and Divestment Act of 2010 (Public Law 111–195;
			 22 U.S.C. 8513(e)) is amended by adding at the end the following new
			 paragraph:</text>
					<quoted-block id="H4E7B97DE0CB54B479C99B67E6F965DC3" style="OLC">
						<paragraph id="H18F87FED3B1E42CFB3AC7910DD98994A"><enum>(3)</enum><header>Certification</header><text>Not
				later than 90 days after the date of the enactment of this paragraph, the
				Secretary of the Treasury shall prescribe regulations to require any person
				wholly owned or controlled by a domestic financial institution to provide
				positive certification to the Secretary if such person is engaged in
				corresponding relations or business activity with a foreign person or financial
				institution that facilitates transactions from persons and domestic financial
				institutions described in subsection
				(d).</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection display-inline="no-display-inline" id="H6A7D4F02C0424D8C9C2FF1A511F8627B"><enum>(b)</enum><header>Central Bank of
			 Iran</header><text display-inline="yes-display-inline">Section 104(c) of the
			 Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 (22
			 U.S.C. 8513(a)) is amended by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HDE394C5C0A6E431FB906D7BC3B711D28" style="OLC">
						<paragraph id="HE0E4A67FF2704D79BC5E29DEB1A6A5D7"><enum>(4)</enum><header>Central bank of
				iran</header>
							<subparagraph id="HE79297485CF0485B9F97B15D7C7F158C"><enum>(A)</enum><header>Determination</header><text display-inline="yes-display-inline">Not later than 30 days after the date of
				the enactment of this paragraph, the President shall determine whether the
				Central Bank of Iran has—</text>
								<clause id="H173D082CE2114EED8497C903B9F43A4C"><enum>(i)</enum><text>provided financial
				services in support of, or otherwise facilitated, the ability of Iran
				to—</text>
									<subclause id="H13B037D2E4504648B00DB48DD6F8B7D3"><enum>(I)</enum><text>acquire or develop
				chemical, biological or nuclear weapons, or related technologies;</text>
									</subclause><subclause id="H6E6436B7BB554EBC93CF2E9421AA9C00"><enum>(II)</enum><text>construct, equip,
				operate, or maintain nuclear enrichment facilities; or</text>
									</subclause><subclause id="H2A2818F77736487B85EC104642F76DA6"><enum>(III)</enum><text>acquire or
				develop ballistic missiles, cruise missiles, or destabilizing types and amounts
				of conventional weapons; or</text>
									</subclause></clause><clause id="H91498BB8D53E433B8C85163ADCCE9D21"><enum>(ii)</enum><text>facilitated a
				transaction or provided financial services for—</text>
									<subclause id="HAD497FD2F70F4992B7842D7C4242AB9E"><enum>(I)</enum><text>Iran’s Islamic
				Revolutionary Guard Corps; or</text>
									</subclause><subclause id="H935B5FF92B2B4B5CB3DB072D605B83F6"><enum>(II)</enum><text>a financial
				institution whose property or interests in property are subject to sanctions
				imposed pursuant to the International Emergency Economic Powers Act—</text>
										<item id="HFED31D1CF40C48A0A394542F6688F35D"><enum>(aa)</enum><text>in
				connection with Iran’s proliferation of weapons of mass destruction or delivery
				systems for weapons of mass destruction; or</text>
										</item><item id="H812F4883C0364911892805827D14A510"><enum>(bb)</enum><text>Iran’s support
				for acts of international terrorism.</text>
										</item></subclause></clause></subparagraph><subparagraph id="HA6283D9B08814A54ABC06566D17277E3"><enum>(B)</enum><header>Submission to
				congress</header><text display-inline="yes-display-inline">The President shall
				submit the determination made under subparagraph (A) in writing to the
				Congress, together with the reasons therefor.</text>
							</subparagraph><subparagraph id="HD599E7AD3FDF42C0A03FC69409E630C5"><enum>(C)</enum><header>Imposition of
				sanctions</header>
								<clause id="H8AFAD5C815A54D1CB4B47039C178C6B9"><enum>(i)</enum><header>In
				general</header><text display-inline="yes-display-inline">If the President
				determines under subparagraph (A) that the Central Bank of Iran has engaged in
				any of the activities described in that paragraph, the President shall apply to
				the Central Bank of Iran sanctions pursuant to the International Economic
				Powers Act (50 U.S.C. 1701 et seq.), including blocking of property and
				restrictions or prohibitions on financial transactions and the exportation of
				property.</text>
								</clause><clause id="H4DD80543D83D4F3BAE739FC0D9568C98"><enum>(ii)</enum><header>Effective
				period of designation</header><text>The President shall maintain the sanctions
				imposed under clause (i) until such time as the President determines and
				certifies in writing to the Congress that the Central Bank of Iran is no longer
				engaged in any of the activities described in subparagraph
				(A).</text>
								</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H9CE61BA9BEF840079FB30D6DF7FB5830"><enum>(c)</enum><header>Continuation in
			 effect</header><text>Sections 104, 106, 107, 108, 109, 110, 111, and 115 of the
			 Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 shall
			 remain in effect until the President makes the certification described in
			 section 606(a) of this Act.</text>
				</subsection></section><section id="HD8F2E569C5554304BB4C2A2AF583FCC5"><enum>402.</enum><header>Divestment from
			 certain companies that invest in Iran</header><text display-inline="no-display-inline">Title II of the Comprehensive Iran
			 Sanctions, Accountability, and Divestment Act of 2010 shall remain in effect
			 until the President makes the certification described in section 606(a) of this
			 Act.</text>
			</section><section id="HD252BE8DB33E4F8BA049FDB7DE437F94"><enum>403.</enum><header>Prevention of
			 diversion of certain goods, services, and technologies to Iran</header><text display-inline="no-display-inline">Title III of the Comprehensive Iran
			 Sanctions, Accountability, and Divestment Act of 2010 shall remain in effect
			 until the President makes the certification described in section 606(a) of this
			 Act.</text>
			</section></title><title id="HC2E583BBC70C4F55B64EFE38E7EBFB91"><enum>V</enum><header>Securities and
			 Exchange Commission</header>
			<section id="H2067F2D804D94AB3A02C5B871C68FD57"><enum>501.</enum><header>Disclosures to
			 the Securities and Exchange Commission relating to sanctionable
			 activities</header>
				<subsection id="HD0591430E59849BFB39098F15847611F"><enum>(a)</enum><header>In
			 General</header><text>Section 13 of the Securities Exchange Act of 1934 (15
			 U.S.C. 78m) is amended by adding at the end the following new
			 subsection:</text>
					<quoted-block id="H7D82D4994C614465A0A810A11EE50756" style="OLC">
						<subsection id="H7B0AD0486BEE4D0D826E166EE1C40E2B"><enum>(r)</enum><header>Disclosure of
				certain activities relating to Iran, terrorism, and the proliferation of
				weapons of mass destruction</header>
							<paragraph id="H0DA6C2B0C21B4BFCA048A3D5ACEC6C0A"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Commission shall,
				by rule, require any issuer described in paragraph (2) to disclose on a
				quarterly basis a detailed description of each activity described in paragraph
				(2) engaged in by the issuer or its affiliates during the period covered by the
				report, including—</text>
								<subparagraph id="H64AAA8C21C354683AA78BDA57BFF4597"><enum>(A)</enum><text>the nature and
				extent of the activity;</text>
								</subparagraph><subparagraph id="H2D68222B866B4B60803A378DCADC651E"><enum>(B)</enum><text>the revenues, if
				any, attributable to the activity; and</text>
								</subparagraph><subparagraph id="H60BBCC94D87045AAB3AE47B4605FE3DE"><enum>(C)</enum><text>whether the issuer
				or the affiliate of the issuer (as the case may be) intends to continue the
				activity.</text>
								</subparagraph></paragraph><paragraph id="HFC5CE7DB1E6745519A5A2E999346452F"><enum>(2)</enum><header>Issuer
				described</header><text display-inline="yes-display-inline">An issuer is
				described in this paragraph if the issuer is required to file reports with the
				Commission under subsection (a) and the issuer or any of its affiliates has,
				during the period covered by the report—</text>
								<subparagraph id="HD36AE7289E36493FA86B8400FE2D8FBF"><enum>(A)</enum><text>engaged in an
				activity described in section 105 of the Iran Threat Reduction Act of 2011 for
				which sanctions may be imposed;</text>
								</subparagraph><subparagraph id="HDF87A993A1B1418A9E701E099B09029D"><enum>(B)</enum><text>knowingly engaged
				in an activity described in subsection (c)(2) of section 104 of the
				Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010
				(Public Law 111–195; 22 U.S.C. 8513) or knowingly violated regulations
				prescribed under subsection (d)(1) or (e)(1) of such section 104; or</text>
								</subparagraph><subparagraph id="H8C9BCDF521154A7796C67919CCB394B9"><enum>(C)</enum><text>knowingly
				conducted any transaction or dealing with—</text>
									<clause id="HDCB5EC31F48042A295ECF6B6FFC36FB6"><enum>(i)</enum><text>any person the
				property and interests in property of which are blocked pursuant to Executive
				Order No. 13224 (66 Fed. Reg. 49079; relating to blocking property and
				prohibiting transacting with persons who commit, threaten to commit, or support
				terrorism);</text>
									</clause><clause id="H67CD93FB9CFD45498EAFACD73B86EA8A"><enum>(ii)</enum><text>any person the
				property and interests in property of which are blocked pursuant to Executive
				Order No. 13382 (70 Fed. Reg. 38567; relating to blocking of property of
				weapons of mass destruction proliferators and their supporters); or</text>
									</clause><clause id="H9E1FE82DC83E4B64BE2328C5BD968672"><enum>(iii)</enum><text>any person on
				the list contained in Appendix A to part 560 of title 31, Code of Federal
				Regulations (commonly known as the <quote>Iranian Transactions
				Regulations</quote>).</text>
									</clause></subparagraph></paragraph><paragraph id="H1B9759EE76F74502B1D85E8556BDFC2B"><enum>(3)</enum><header>Sunset</header><text display-inline="yes-display-inline">The provisions of this subsection and the
				rules issued by the Commission under paragraph (1) shall terminate on the date
				that is 30 days after the date on which the President makes the certification
				described in section 401(a) of the Comprehensive Iran Sanctions,
				Accountability, and Divestment Act of 2010 (22 U.S.C. 8551(a)).</text>
							</paragraph><paragraph id="H566C50102ACC45D29A48BE040B3656EF"><enum>(4)</enum><header>Investigation of
				disclosures</header><text>When an issuer reports, pursuant to this subsection,
				that it or any of its affiliates has engaged in any activity described in
				paragraph (2), the President shall—</text>
								<subparagraph id="HBB28C1F1E83E45F083DABA49C0F95FE0"><enum>(A)</enum><text>initiate an
				investigation into the possible imposition of sanctions under the Iran Threat
				Reduction Act of 2011, section 104 of the Comprehensive Iran Sanctions,
				Accountability, and Divestment Act of 2010 (22 U.S.C. 8513), the Executive
				orders or regulations specified in paragraph (2)(C), or any other provision of
				law; and</text>
								</subparagraph><subparagraph id="H0A6FE4D11E234D9A81D68BA3D2052D06"><enum>(B)</enum><text>not later than 180
				days after initiating such an investigation, make a determination with respect
				to whether sanctions should be imposed with respect to the issuer or the
				affiliate of the issuer (as the case may
				be).</text>
								</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HACFC6D8BB8C04155931622427D7456C2"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendment made by
			 subsection (a) shall take effect with respect to reports required to be filed
			 with the Securities and Exchange Commission after the date that is 90 days
			 after the date of the enactment of this Act.</text>
				</subsection></section></title><title id="H14EB944CE7E14B3BA3CD21BE4E9A1593"><enum>VI</enum><header>General
			 provisions</header>
			<section id="H9E80B5F0A69249CBBB1C377DDEB181D6"><enum>601.</enum><header>Denial of visas
			 for certain persons of the Government of Iran</header>
				<subsection id="H88C3AA12DE8F467EA370BFDA179A3C55"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Except as necessary
			 to meet United States obligations under the Agreement between the United
			 Nations and the United States of America regarding the Headquarters of the
			 United Nations, signed June 26, 1947, and entered into force November 21, 1947,
			 and other applicable international treaty obligations, the Secretary of State
			 shall deny a visa to, and the Secretary of Homeland Security shall deny
			 admission into the United States to, a person of the Government of Iran
			 pursuant to section 6(j)(1)(A) of the Export Administration Act of 1979 (as in
			 effect pursuant to the International Emergency Economic Powers Act; 50 U.S.C.
			 1701 et seq.), section 40(d) of the Arms Export Control Act (22 U.S.C.
			 2780(d)), and section 620A of the Foreign Assistance Act of 1961 (22 U.S.C.
			 2371), including a person who is a senior official of the Government of Iran
			 who is specified in the list under section 205(a)(1), if the Secretary
			 determines that such person—</text>
					<paragraph id="HC637EFE22D80404A8237BCAED0590220"><enum>(1)</enum><text>is an agent,
			 instrumentality, or official of, is affiliated with, or is serving as a
			 representative of the Government of Iran; and</text>
					</paragraph><paragraph id="H74CC28C4BBB34BBC9F215E0BB6F169B1"><enum>(2)</enum><text>presents a threat
			 to the United States or is affiliated with terrorist organizations.</text>
					</paragraph></subsection><subsection id="H5C8EC5BE589E4FEB96A92E2BEF2042FC"><enum>(b)</enum><header>Restriction on
			 movement</header><text>The Secretary of State shall restrict in Washington,
			 D.C., and at the United Nations in New York City, the travel to only within a
			 25-mile radius of Washington, D.C., or the United Nations headquarters
			 building, respectively, of any person identified in subsection (a).</text>
				</subsection><subsection id="HC3F0CBE4BF8747448B8C10E0ECF0A6DB"><enum>(c)</enum><header>Restriction on
			 contact</header><text display-inline="yes-display-inline">No person employed
			 with the United States Government may contact in an official or unofficial
			 capacity any person that—</text>
					<paragraph id="H1A2D1CA95DD0418498B7AAB480101D11"><enum>(1)</enum><text display-inline="yes-display-inline">is an agent, instrumentality, or official
			 of, is affiliated with, or is serving as a representative of the Government of
			 Iran; and</text>
					</paragraph><paragraph id="HAC6B370A5FFB4D488741193F5ABFADD6"><enum>(2)</enum><text>presents a threat
			 to the United States or is affiliated with terrorist organizations.</text>
					</paragraph></subsection><subsection id="HB5DC49AFF76E419890F6A8B06BF9BEF7"><enum>(d)</enum><header>Waiver</header><text>The
			 President may waive the requirements of subsection (c) if the President
			 determines and so reports to the appropriate congressional committees 15 days
			 prior to the exercise of waiver authority that failure to exercise such waiver
			 authority would pose an unusual and extraordinary threat to the vital national
			 security interests of the United States.</text>
				</subsection></section><section id="H69084E10B7834EF2B2E1AD0934C64602"><enum>602.</enum><header>Inadmissibility
			 of certain aliens who engage in certain activities with respect to
			 Iran</header>
				<subsection id="HCABB32FD2E314FB581A0ED63FEACBEE0"><enum>(a)</enum><header>In
			 general</header><text>Section 212(a)(3) of the Immigration and Nationality Act
			 (8 U.S.C. 1182(a)(3)) is amended by adding at the end the following:</text>
					<quoted-block id="H7FCD442E2BFA4565B96BBDB11CFD87FD" style="OLC">
						<subparagraph id="H68E492E273E848138D49D3C638E1877C"><enum>(H)</enum><header>Individuals who
				engage in certain activities with respect to Iran</header>
							<clause id="H34D9328E823F4E40847FFD71718BAD75"><enum>(i)</enum><header>In
				general</header><text>Subject to clause (iii), any alien described in clause
				(ii) is inadmissible.</text>
							</clause><clause id="HA35F8D7674944661986D78F010751FFE"><enum>(ii)</enum><header>Aliens
				described</header><text>An alien described in this clause is an alien who the
				Secretary of State determines—</text>
								<subclause id="H16C21DF9D81245A1B79190089421DA11"><enum>(I)</enum><text>engages in—</text>
									<item id="HC0382423EB2E45A6BB601E18035E4FD8"><enum>(aa)</enum><text display-inline="yes-display-inline">an activity for which sanctions may be
				imposed pursuant to section 105(a) of the Iran Threat Reduction Act of
				2011;</text>
									</item><item id="H96210F12AAB64FC6B42018169A01BBF0"><enum>(bb)</enum><text>an
				activity—</text>
										<subitem id="HDA5CEFA315E249FB8B1129F14E1BE98C"><enum>(AA)</enum><text>relating to the
				proliferation by Iran of weapons of mass destruction or the means of delivery
				of such weapons; and</text>
										</subitem><subitem id="HE32117EC673846DAB222DCCB748C8C6D"><enum>(BB)</enum><text>for which
				sanctions may be imposed pursuant to Executive Order No. 13382 (70 Fed. Reg.
				38567) (or any successor thereto);</text>
										</subitem></item><item id="H1C9EE7FDCAB744FA897F47D157B9D787"><enum>(cc)</enum><text>an
				activity—</text>
										<subitem id="H0D6E0D6E3B6F46B2A005F6CFB9F09759"><enum>(AA)</enum><text>relating to
				support for international terrorism by the Government of Iran; and</text>
										</subitem><subitem id="H71D04D15F8F34277B86DAE57AF8A1F0D"><enum>(BB)</enum><text>for which
				sanctions may be imposed pursuant to Executive Order No. 13224 (66 Fed. Reg.
				49079) (or any successor thereto); or</text>
										</subitem></item><item id="H5FC60F4E2C4D4E978C597CCECC930963"><enum>(dd)</enum><text>any
				other activity with respect to Iran for which sanctions may be imposed pursuant
				to any other provision of law;</text>
									</item></subclause><subclause id="HF35197E52DC447E38228CF96A3B7F181"><enum>(II)</enum><text>is the chief
				executive officer, president, or other individual in charge of overall
				management of, a member of the board of directors of, or a shareholder with a
				controlling interest in, an entity that engages in an activity described in
				subclause (I); or</text>
								</subclause><subclause id="HC690D73F93F54548A6F422888774937A"><enum>(III)</enum><text>is a spouse or
				minor child of—</text>
									<item id="H61F46144883C48588F2EDC6A6E60FCE7"><enum>(aa)</enum><text>an
				alien who engages in an activity described in subclause (I); or</text>
									</item><item id="H50D890BC4E754308A091D4C30D56F795"><enum>(bb)</enum><text>the
				chief executive officer, president, or other individual in charge of overall
				management of, a member of the board of directors of, or a shareholder with a
				controlling interest in, an entity that engages in an activity described in
				subclause (I).</text>
									</item></subclause></clause><clause id="H807F4B1B308F47B3A777E2457E33B4F8"><enum>(iii)</enum><header>Notice; waiver
				with respect to certain entities</header>
								<subclause id="H373742279A304DC28095D0EB959B2F97"><enum>(I)</enum><header>Notice</header><text>The
				Secretary of State may notify an alien the Secretary determines may be
				inadmissible under this subparagraph—</text>
									<item id="H241B764541FD4F6E9CA30AA766EBEBA1"><enum>(aa)</enum><text>that the alien
				may be inadmissible; and</text>
									</item><item id="H3883A52B22AD4AEDA6C5EF4DD98A6AE3"><enum>(bb)</enum><text>of
				the reason for the inadmissibility of the alien.</text>
									</item></subclause><subclause id="HAD545F36F6EF4055A25CAE0C7B3BB8BE"><enum>(II)</enum><header>Waiver</header><text>The
				President may waive the application of this subparagraph and admit an alien to
				the United States if—</text>
									<item id="H5FDF62AE738B405EA9CBE4FBA2D11CD1"><enum>(aa)</enum><text>the
				alien is described in subclause (II) or (III)(bb) of clause (ii);</text>
									</item><item id="HFCCABE3EA804447A8B3488EA30B83A95"><enum>(bb)</enum><text>the
				entity that engaged in the activity that would otherwise result in the
				inadmissibility of the alien under this subparagraph is no longer engaging the
				activity or has taken significant steps toward stopping the activity;
				and</text>
									</item><item id="H5E660C08581841DBA3B5B86354205FB0"><enum>(cc)</enum><text>the
				President has received reliable assurances that the entity will not knowingly
				engage in an activity described in clause (ii)(I)
				again.</text>
									</item></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HC07E303D174540189498CB96688110DB"><enum>(b)</enum><header>Regulations</header><text>Section
			 428 of the Homeland Security Act of 2002 (6 U.S.C. 236) is amended by adding at
			 the end the following:</text>
					<quoted-block id="H2398A27EEB444AC79A5AB73DCCE0A584" style="OLC">
						<subsection id="H69E4B3A9B2CF4D5E8D9BFD68AB59DB21"><enum>(j)</enum><header>Regulations with
				respect to inadmissibility of aliens who engage in certain transactions with
				iran</header><text>Not later than 180 days after the date of the enactment of
				this subsection, the Secretary shall issue regulations and guidelines for
				interpreting and enforcing the prohibition under subparagraph (H) of section
				212(a)(3) of the Immigration and Nationality Act (8 U.S.C. 1182(a)(3)) on the
				admissibility of aliens who engage in certain sanctionable activities with
				respect to
				Iran.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection></section><section id="H4A9C7CE70A304466B5F8E4F260276DC2"><enum>603.</enum><header>Amendments to
			 civil and criminal penalties provisions under the International Emergency
			 Economic Powers Act</header>
				<subsection id="H1634994CC4744EC1951C50E4C00CCA7D"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 206 of the
			 International Emergency Economic Powers Act (50 U.S.C. 1705) is amended—</text>
					<paragraph id="HB80DB1A439FB4C99947971684039C144"><enum>(1)</enum><text>in subsection (a),
			 by striking <quote>attempt to violate, conspire to violate</quote> and
			 inserting <quote>attempt or conspire to violate</quote>;</text>
					</paragraph><paragraph id="HCDF36D919A4C4E65824475711065420C"><enum>(2)</enum><text>in subsection (b),
			 by striking <quote>not to exceed</quote> and all that follows and inserting
			 <quote>that is not less than twice the value of the transaction that is the
			 basis of the violation.</quote>; and</text>
					</paragraph><paragraph id="HAE1EE401F7B34BB2BFA24C50E6AFAB35"><enum>(3)</enum><text>in subsection (c)
			 to read as follows:</text>
						<quoted-block display-inline="no-display-inline" id="H980F53ED9AEC44E0A7E9BB11F668E344" style="OLC">
							<subsection id="H9E9CC2C036A64930A8A90D2E57C1AC18"><enum>(c)</enum><header>Criminal
				penalties</header><text display-inline="yes-display-inline">A person who
				willfully commits, attempts or conspires to commit, or aids or abets in the
				commission of, an unlawful act described in subsection (a) shall be fined not
				less than $1,000,000, imprisoned for not more than 20 years, or both. A person
				other than a natural person shall be fined in an amount not less than the
				greater of half of the value of the transaction that is the basis of the
				violation or $10,000,000.</text>
							</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="HB83CD658F65147A1B0C11A9EB997A7F7"><enum>(b)</enum><header>Effective
			 date</header><text>The amendments made by this section take effect on the date
			 of the enactment of this Act and apply with respect to any violation of section
			 206(a) of the International Emergency Economic Powers Act (50 U.S.C. 1705(a))
			 that occurs on or after such date of enactment.</text>
				</subsection></section><section id="H036417694F934D0893D447664C943268"><enum>604.</enum><header>Exclusion of
			 certain activities</header><text display-inline="no-display-inline">Nothing in
			 this Act or any amendment made by this Act shall apply to—</text>
				<paragraph id="HA622E600563D47A8B31FB17A573170A4"><enum>(1)</enum><text>activities subject
			 to the reporting requirements of title V of the National Security Act of 1947;
			 or</text>
				</paragraph><paragraph id="H0A467BEF743C4FDD9025E834D6364B68"><enum>(2)</enum><text display-inline="yes-display-inline">involving a natural gas development and
			 pipeline project initiated prior to the date of enactment of this Act—</text>
					<subparagraph id="HA6064773B29341028D975A570B6067B4"><enum>(A)</enum><text>to bring gas from
			 Azerbaijan to Europe and Turkey;</text>
					</subparagraph><subparagraph id="HCD07F300C7D347359A374EEFAB66D578"><enum>(B)</enum><text>in furtherance of
			 a production sharing agreement or license awarded by a sovereign government,
			 other than the Iranian government, before the date of enactment of this Act;
			 and</text>
					</subparagraph><subparagraph id="HEDD189F834424881B8A1C407DA9FF3C7"><enum>(C)</enum><text>for the purpose of
			 providing energy security and independence from Russia and other governments
			 engaged in activities subject to sanctions under this Act.</text>
					</subparagraph></paragraph></section><section id="HC1B5AB28A21B47CB842A026BD92F848E"><enum>605.</enum><header>Regulatory
			 authority</header>
				<subsection id="HA6CCA783A63647CABCB4346ECE249FD7"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The President shall,
			 not later than 90 days after the date of the enactment of this Act, promulgate
			 regulations as necessary for the implementation of this Act and the amendments
			 made by this Act.</text>
				</subsection><subsection id="HFA15F2385F234697AF8E14BDF9E31353"><enum>(b)</enum><header>Consultation
			 with congress</header><text>Not less than 10 days prior to the promulgation of
			 regulations under subsection (a), the President shall notify the appropriate
			 congressional committees of the proposed regulations and the provisions of this
			 Act and the amendments made by this Act that the regulations are
			 implementing.</text>
				</subsection></section><section id="HDE08F10D3F254904957E314DA0C18BBA"><enum>606.</enum><header>Sunset</header>
				<subsection id="H68BBD90F10CD4A408CA996D1BE21D8D1"><enum>(a)</enum><header>Sunset</header><text>The
			 provisions of this Act and the amendments made by this Act shall terminate, and
			 shall cease to be effective, on the date that is 30 days after the date on
			 which the President certifies to Congress that Iran—</text>
					<paragraph id="H90267381FA12435C8E3968E0EE4CF854"><enum>(1)</enum><text>has ceased and
			 verifiably dismantled its efforts to design, develop, manufacture, or
			 acquire—</text>
						<subparagraph id="H39029CC2D2EC41B4BA7A99C94CDF7617"><enum>(A)</enum><text>a nuclear
			 explosive device or related materials and technology;</text>
						</subparagraph><subparagraph id="H5EF9790D518743A7ACF136E7204FE607"><enum>(B)</enum><text>chemical and
			 biological weapons; and</text>
						</subparagraph><subparagraph id="H36D3C23D339A458C8CD8627CBB311A21"><enum>(C)</enum><text>ballistic missiles
			 and ballistic missile launch technology;</text>
						</subparagraph></paragraph><paragraph id="H44276D70896B45EE99CFCAB511EAF2B0"><enum>(2)</enum><text>no longer provides
			 support for acts of international terrorism; and</text>
					</paragraph><paragraph id="HB303EF29E18D4E608472682B46CF2D52"><enum>(3)</enum><text>poses no threat to
			 United States national security, interests, or allies.</text>
					</paragraph></subsection><subsection id="H0423E826FDD1417F8FA3F533D9C833C6"><enum>(b)</enum><header>Notification</header><text>The
			 President shall notify the Committee on Foreign Affairs of the House of
			 Representatives and the Committee on Foreign Relations of the Senate not later
			 than 15 days before making a certification described in subsection (a).</text>
