		  conditions under which certain persons may be treated as adjudicated mentally

		<section id="HBE745DD1D5344B25A197672C93DDC7D9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Veterans 2nd Amendment Protection
			 Act</short-title></quote>.</text>
		</section><section id="H4576724817D74BAD81ABA005F5970544" section-type="subsequent-section"><enum>2.</enum><header>Conditions for
			 treatment of certain persons as adjudicated mentally incompetent for certain
			 purposes</header>
			<subsection id="H596EF5FABC4B48388609EEDD65D33719"><enum>(a)</enum><header>In
			 general</header><text>Chapter 55 of title 38, United States Code, is amended by
			 adding at the end the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="HFADFE29822A44C649EFE96117893498D" style="USC">
					<section id="HF944BA3CD3BC4039931C7D7ECE3BC3B1"><enum>5511.</enum><header>Conditions for
				treatment of certain persons as adjudicated mentally incompetent for certain
				purposes</header><text display-inline="no-display-inline">In any case arising
				out of the administration by the Secretary of laws and benefits under this
				title, a person who is mentally incapacitated, deemed mentally incompetent, or
				experiencing an extended loss of consciousness shall not be considered
				adjudicated as a mental defective under subsection (d)(4) or (g)(4) of section
				922 of title 18 without the order or finding of a judge, magistrate, or other
				judicial authority of competent jurisdiction that such person is a danger to
				himself or herself or
				others.</text>

			</subsection><subsection id="HC3CA2F7F263A4A8DA8A9B5B1CF4EF4A1"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of chapter 55 of
			 such title is amended by adding at the end the following new item:</text>
