		<official-title>To provide that rates of pay for Members of Congress
		  shall not be subject to automatic adjustment; and to provide that any bill or
		  resolution, and any amendment to any bill or resolution, which would increase
		  Members’ pay may be adopted only by a recorded vote.</official-title>

		<section id="H622DFC3044744B828492E09AC71F4E3A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Congressional Pay Reform Act of
			 2011</short-title></quote>.</text>
		</section><section id="HBF19073D6EDB458BBC2D419824AC19FF"><enum>2.</enum><header>Elimination of
			 automatic pay adjustments for Members of Congress</header><text display-inline="no-display-inline">Section 601(a) of the Legislative
			 Reorganization Act of 1946 (2 U.S.C. 31) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="H75873B05D51C400EBF1D40B7224E078E" style="traditional">
				<section id="H4C7073EC6D0E43C38B973072FEA3D938"><enum>601.</enum><subsection commented="no" display-inline="yes-display-inline" id="H6C9330358CEE4DC9A2CCA6D3386A081D"><enum>(a)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H9DF53EDB41B240BE89891C33902C9D7F"><enum>(1)</enum><text>Until otherwise provided
				under section 225 of the Federal Salary Act of 1967 (2 U.S.C. 351 and
				following) or any other provision of law, the annual rate of pay for—</text>
							<subparagraph id="H5C5365E9AD814A48AAC0E14FDF1B40D4" indent="up1"><enum>(A)</enum><text>each Senator, Member of the House of
				Representatives, and Delegate to the House of Representatives, and the Resident
				Commissioner from Puerto Rico,</text>
							</subparagraph><subparagraph id="HF1CFD7734F824A4E8598365937D91837" indent="up1"><enum>(B)</enum><text>the President pro tempore of the
				Senate, the majority leader and the minority leader of the Senate, and the
				majority leader and the minority leader of the House of Representatives,
				and</text>
							</subparagraph><subparagraph id="H108AE3AAD5DB41619076DC772C4A5143" indent="up1"><enum>(C)</enum><text>the Speaker of the House of
				Representatives,</text>
							</subparagraph></paragraph><continuation-text continuation-text-level="subsection">shall be
				the rate payable for such position as of the date of the enactment of the
				<short-title>Congressional Pay Reform Act of
				2011</short-title>.<editorial></editorial>
						</continuation-text><paragraph id="H78B1D5E3A0394800AA7322E85DE4F076" indent="up1"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HF291F10E007C464CB2C71A2B56953521"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="H4104205C161049DD9AFEF3248B0B2C35"><enum>(i)</enum><text>Any bill or resolution,
				and any amendment to any bill or resolution, that provides for any increase in
				the rate of pay payable for any position referred to in paragraph (1) may be
				adopted by the House of Representatives or the Senate only by a vote recorded
				so as to reflect the vote of each Member voting.</text>
								</clause><clause id="HDA308E560ACF47719D0DA4061FEFD4C9" indent="up2"><enum>(ii)</enum><text>Nothing in clause (i) shall apply
				with respect to any pay adjustment under section 225 of the Federal Salary Act
				of 1967.</text>
								</clause></subparagraph><subparagraph id="HCB4B789EAA49455E836D1F956DFAE26F" indent="up1"><enum>(B)</enum><text>The provisions of subparagraph (A)
				are enacted by the Congress—</text>
								<clause id="H0B7E12544C974FA6AE7ED58AC83A8F76"><enum>(i)</enum><text>as an exercise of the rulemaking power
				of the House of Representatives and the Senate, respectively, and as such they
				shall be considered as part of the rules of each House, respectively, and such
				rules shall supersede other rules only to the extent that they are inconsistent
				therewith; and</text>
								</clause><clause id="HF2C884762EB648E1870739B734E2C601"><enum>(ii)</enum><text>with full recognition of the
				constitutional right of either House to change such rules (so far as relating
				to such House) at any time, in the same manner, and to the same extent as in
				the case of any other rule of such
				House.</text>
								</clause></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
