			 Freedom Act of 1998 (22 U.S.C. 6401(a)) is amended—</text>
				<paragraph id="H1437EBC63A674F62B349E67B3C102D67"><enum>(1)</enum><text>in paragraph (3),
			 by adding at the end the following: <quote>Both America’s history and the
			 experience of other countries demonstrate that the vigorous protection of
			 religious freedom is necessary for democracy to endure, and to yield its
			 social, economic, political, intellectual, and religious benefits to all its
			 citizens. Contemporary scholarship also demonstrates that the absence of
			 religious freedom in a country is causally related not only to the persecution
			 of religious minorities, but also to religious conflict, violence, extremism,
			 and terrorism, including the kind of terrorism that has reached the American
			 homeland.</quote>;</text>
				</paragraph><paragraph id="H6E1CAE160C6B4831B525B1E14D815DF7"><enum>(2)</enum><text>in paragraph (4),
			 by striking <quote>one-half</quote> and inserting <quote>two-thirds</quote>;</text>
				</paragraph><paragraph id="H0DF02C73529C464A917B7545AD84B587"><enum>(3)</enum><text>in paragraph (5),

			 <quote>Committee on Foreign Affairs</quote>.</text>

			 State activities</header>
			<section id="HF16B5BF4C14D4B86AA0878C1631A90EA"><enum>101.</enum><header>Office of
			 International Religious Freedom; Ambassador at Large for International
			 Religious Freedom</header>
				<subsection id="HE9FA4BC03AC8448881A775FEE093931B"><enum>(a)</enum><header>Establishment of
			 Office</header><text display-inline="yes-display-inline">Section 101(a) of the
			 International Religious Freedom Act of 1998 (22 U.S.C. 6411(a)) is
			 amended—</text>
					<paragraph id="HB25E6DCDF1C2458C849FDC56F674ADE8"><enum>(1)</enum><text>by striking
			 <quote>within the Department of State</quote> and inserting <quote>, in the
			 Office of the Secretary of State,</quote>; and</text>
					</paragraph><paragraph id="HF3DABE621CE14D5FB2CF5B2B22690FD0"><enum>(2)</enum><text>by adding at the
			 end the following: <quote>The Ambassador at Large shall report directly to the
			 Secretary of State.</quote>.</text>
					</paragraph></subsection><subsection id="HA99963694D6347E880AA170D7B1D6605"><enum>(b)</enum><header>Duties</header><text display-inline="yes-display-inline">Section 101(c) of the International
			 Religious Freedom Act of 1998 (22 U.S.C. 6411(c)) is amended—</text>

			 (1)—</text>
						<subparagraph id="H904ABF0427AC496FB417D85861901371"><enum>(A)</enum><text>by striking
			 <quote>responsibility</quote> and inserting
			 <quote>responsibilities</quote>;</text>
						</subparagraph><subparagraph id="H44094426F55A481485855E07AD6FB4CD"><enum>(B)</enum><text>by striking
			 <quote>shall be to advance</quote> and inserting the
			 following:</text>

						</subparagraph></paragraph><paragraph id="H465ACD60C78D4A4F9D5639676931E5DA"><enum>(2)</enum><text>in paragraph (2),
			 by striking <quote>a principal advisor</quote> and inserting <quote>the
			 principal advisor</quote>;</text>
					</paragraph><paragraph id="H110ED2BEAC1045918ED58078B2BDEF18"><enum>(3)</enum><text>in paragraph
			 (3)—</text>

			 paragraph (4) as paragraph (5); and</text>
					</paragraph><paragraph id="H678EA413B142478A993F9C371C7C16E9"><enum>(5)</enum><text>by inserting after
			 paragraph (3) the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="HC66E0AA8247B4BEB9CECC57E9CB9DE60" style="OLC">
							<paragraph id="H25845964D93D4042B61E9096C859E77F"><enum>(4)</enum><header>Coordination
				responsibilities</header><text display-inline="yes-display-inline">The
				Ambassador at Large shall seek to coordinate all programs, projects, and
				activities of the United States Government to promote religious freedom and
				religious engagement abroad, including programs, projects, and activities of
				the Department of Defense, the Department of State, the Department of Homeland
				Security, the Department of the Treasury, and the United States Agency for
				International
				Development.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="H298422799A534AB4872B8FE7510B3968"><enum>(c)</enum><header>Funding</header><text display-inline="yes-display-inline">Section 101(d) of the International
			 Religious Freedom Act of 1998 (22 U.S.C. 6411(d)) is amended to read as
			 follows:</text>
					<quoted-block display-inline="no-display-inline" id="HCD3653C6CF07484E8917A718565C68B8" style="OLC">
						<subsection id="H656FD7DBCBD84255B5EB8014C1A240E6"><enum>(d)</enum><header>Funding</header><text display-inline="yes-display-inline">The Secretary of State shall provide the
				Ambassador at Large with such funds as may be necessary for the hiring of
				individuals to fill at least 15 full-time-equivalent staff positions, including
				a senior advisor, for the Office, for the conduct of investigations by the
				Office, and for necessary travel to carry out the provisions of this section.
				The Secretary of State shall also provide the Ambassador at Large with
				representational funds equal to that of other Ambassadors at Large in the
				Department of State.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection></section><section id="H0D3A52CCCC04403DA1E3206DA8030125"><enum>102.</enum><header>Reports</header>
				<subsection id="HBBFD2426D28E4C889C8401EC66BF89C5"><enum>(a)</enum><header>Status of
			 religious freedom</header><text display-inline="yes-display-inline">Section
			 102(b)(1) of the International Religious Freedom Act of 1998 (22 U.S.C.
			 6412(b)(1)) is amended in the matter preceding subparagraph (A)—</text>
					<paragraph id="HEEE7BF13F8774E8B93E699F80C757C86"><enum>(1)</enum><text>in the first
			 sentence, by striking <quote>September</quote> and inserting
			 <quote>May</quote>; and</text>
					</paragraph><paragraph id="HF5A9E81D08384C99BBD79E64441EDED5"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after the first sentence the
			 following: <quote>Each Annual Report shall be independent and distinct from the
			 most recent Human Rights Reports and shall be made available to the public in
			 such a manner.</quote>.</text>
					</paragraph></subsection><subsection id="HFF127D2576CA4EC2A60C2391F99316D0"><enum>(b)</enum><header>Violations of
			 religious freedom</header><text>Section 102(b)(1)(B) of the International
			 Religious Freedom Act of 1998 (22 U.S.C. 6412(b)(1)(B)) is amended in the
			 matter preceding clause (i) by inserting <quote>whether in matters of private
			 belief and practice or the peaceful involvement of such groups or members in
			 the political life of a nation,</quote> after <quote>including policies that
			 discriminate against particular religious groups or members of such
			 groups,</quote>.</text>
				</subsection><subsection id="H94859E64C1794638974124989BCC72BF"><enum>(c)</enum><header>United States
			 policies</header><text display-inline="yes-display-inline">Section 102(b)(1)(C)
			 of the International Religious Freedom Act of 1998 (22 U.S.C. 6412(b)(1)(C)) is
			 amended—</text>
					<paragraph id="H38730F8E42394BC58E41D8B6BD888FA9"><enum>(1)</enum><text>by striking
			 <quote>A description</quote> and inserting <quote>A comprehensive
			 description</quote>;</text>
					</paragraph><paragraph id="H6230B8FEAB9647AF8AE9945BF9D4FEE2"><enum>(2)</enum><text>by striking
			 <quote>policies in support</quote> and inserting <quote>religious engagement
			 policies in support</quote>;</text>
					</paragraph><paragraph id="H57204F29F0E3475F831E8C708A3258FB"><enum>(3)</enum><text>by inserting
			 <quote>with respect to each such foreign country</quote> after <quote>including
			 a description</quote>; and</text>
					</paragraph><paragraph id="H189D8D8498E744D99D6B54B28C54936B"><enum>(4)</enum><text>by striking the
			 period at the end and inserting the following: <quote>, and an analysis of the
			 impact of actions by the United States on the status of religious freedom in
			 each country. This section of the report should be country-specific and
			 comprehensive, and should avoid insofar as possible the repetition of standard
			 phrases and sentences to be employed in every country report.</quote>.</text>
					</paragraph></subsection></section><section id="HAC000579C3E14EECBFD9AB967E6E805C"><enum>103.</enum><header>Training for
			 Foreign Service officers</header>
				<subsection id="H02A8F9E5BD5C41A085424505263212F3"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 708(a) of the
			 Foreign Service Act of 1980 (22 U.S.C. 4028(a)) is amended—</text>
					<paragraph display-inline="no-display-inline" id="H6F4FD489766A4AF0A99D29628958937C"><enum>(1)</enum><text>by striking
			 <quote>The Secretary of State</quote> and inserting <quote>(1) The Secretary of
			 State</quote>;</text>
					</paragraph><paragraph id="H64C9408799A148B797F35A69767DE249"><enum>(2)</enum><text>in paragraph (1)
			 (as added by paragraph (1) of this subsection)—</text>
						<subparagraph id="H1929231DEE6549E9BBE01DAD45364634"><enum>(A)</enum><text>by striking
			 <quote>other relevant officials, such as</quote> and inserting <quote>relevant
			 officials, including</quote>; and</text>
						</subparagraph><subparagraph id="H848403A2776841A68242B85E04B1D231"><enum>(B)</enum><text>by inserting
			 <quote>the United States Commission on International Religious Freedom
			 established under section 201(a) of such Act,</quote> after
			 <quote>1998,</quote></text>
						</subparagraph></paragraph><paragraph id="HCADA8C04860340D3A60B1308BF23C5DA"><enum>(3)</enum><text>by redesignating
			 the subsequent paragraphs (1) through (3) as subparagraphs (A) through (C),
			 respectively; and</text>
					</paragraph><paragraph id="HF1CB1E20A7014EC8A3F88CFC094B0DCE"><enum>(4)</enum><text>by adding at the
			 end the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="HC6D2831601DC43DA90414FB0DC0BBF4C" style="OLC">
							<paragraph id="H2F573F7D6BA8453C8A9390FA64CE9493" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Such training shall, at a minimum, be a
				separate, independent, and required segment of each of the following:</text>
								<subparagraph id="H527B5822ADDE422AA378BCCA3BB14300"><enum>(A)</enum><text>The A–100 course attended by all
				Foreign Service Officers.</text>
								</subparagraph><subparagraph id="H50F01F6648C940B3B4C15BBD7B153DDC"><enum>(B)</enum><text>The courses required of every Foreign
				Service Officer prior to a posting abroad, each segment to be tailored to the
				religious demography, status of religious freedom, and United States strategies
				for advancing religious freedom, in the receiving country.</text>
								</subparagraph><subparagraph id="HBFFFADD215704505B1831E007470C8B3"><enum>(C)</enum><text>The courses required of all deputy
				chiefs of mission and all chiefs of
				mission.</text>
								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="HA4DF1CE2ED3D49F29F0FB39D781F1248"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 90 days after the date of
			 the enactment of this Act, the Secretary of State, with the assistance of the
			 Ambassador at Large for International Religious Freedom appointed under section
			 101(b) of the International Religious Freedom Act of 1998 (22 U.S.C. 6411(b))
			 and the Director of the George P. Schultz National Foreign Affairs Training
			 Center and in consultation with the United States Commission on International
			 Religious Freedom established under section 201(a) of the International
			 Religious Freedom Act of 1998 (22 U.S.C. 6431(a)), shall submit to the
			 Committee on Foreign Affairs of the House of Representatives and the Committee
			 on Foreign Relations of the Senate a comprehensive plan for administering
			 training for Foreign Service officers required under section 708 of the Foreign
			 Service Act of 1980 (22 U.S.C. 4028), as amended by subsection (a).</text>
				</subsection></section><section id="HBC1A46957C9348C1AB6A6427F7AC968C"><enum>104.</enum><header>Programs and
			 allocations of funds by United States missions abroad</header><text display-inline="no-display-inline">Section 106 of the International Religious
			 Freedom Act of 1998 (22 U.S.C. 6415) is amended—</text>
				<paragraph id="HC082BD4CF4644535B374862FDEB87D5F"><enum>(1)</enum><text>in the matter
			 preceding paragraph (1), by striking <quote>It is the sense of Congress</quote>

			 enactment of this Act shall continue to serve on the Commission until the
			 expiration of the current term of the member under the terms and conditions for
			 membership on the Commission as in effect on the day before the date of the
			 enactment of this Act.</text>
				</subsection></section><section id="H9704E737F15648C099312A60718A95EA"><enum>202.</enum><header>Commission
			 personnel matters</header><text display-inline="no-display-inline">Section 204
			 of the International Religious Freedom Act of 1998 (22 U.S.C. 6432b) is
			 amended—</text>
				<paragraph id="HA7F3EF28E76D4D5F972A62DE9263E20A"><enum>(1)</enum><text>in subsection (a),
			 by striking <quote>and such other additional personnel</quote>;</text>

			 208 of the International Religious Freedom Act of 1998 (22 U.S.C. 6435a) is

				of sections 403 and 404 have been

				designation</header><text display-inline="yes-display-inline">A country that is
				designated as a country of particular concern for religious freedom under
				paragraph (1)(A) shall retain such designation until the President determines
				and reports to the Committee on Foreign Affairs of the House of Representatives
				and the Committee on Foreign Relations of the Senate that the country should no
				longer be so designated.</text>
								</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</subparagraph></paragraph></subsection><subsection id="HDB04D93453194EA68DB606B4ECAE6354"><enum>(b)</enum><header>Presidential
			 Actions With Respect to Countries of Particular Concern for Religious
			 Freedom</header><text>Section 402(c)(5) of the International Religious Freedom
			 Act of 1998 (22 U.S.C. 6442(c)(5)) is amended—</text>
					<paragraph id="H71E95DCC066E4F3DAE1F678DE3828C6B"><enum>(1)</enum><text>in the second
			 sentence, by adding at the end before the period the following: <quote>and
			 include a description of the impact of the designation of such sanction or

			 religious freedom</header>
			<section id="HF8C396B59C6A415ABD97FD4E06FEEC1B"><enum>401.</enum><header>Assistance for
			 promoting religious freedom</header><text display-inline="no-display-inline">Section 501 of the International Religious
			 Freedom Act of 1998 (22 U.S.C. 2151n note) is amended by adding at the end the
			 following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HA4A03C815D524FF3A9AB71C47CC3250E" style="OLC">
					<subsection id="H5B43D4FCFC8942368D52B92FA0BBB0BD"><enum>(c)</enum><header>Availability of
				amounts</header><text display-inline="yes-display-inline">Of the amounts made
				available for the Human Rights and Democracy Fund for fiscal years 2012 through
				2018, the Secretary of State shall provide to the Office not less than 5
				percent of such amounts for each such fiscal year for the promotion of
				international religious freedom through groups that are able to develop legal
				protections and promote cultural and societal understanding of international
				norms of religious
				freedom.</text>

			</section></title><title id="HF9ECF89D53B34ABC8B43E86D0F695368"><enum>V</enum><header>Miscellaneous
			 provisions</header>
			<section id="H97D4AE45B877412F8198D9ACD9A6BEBD"><enum>501.</enum><header>Report on
			 effectiveness of programs to promote religious freedom</header>
				<subsection id="HD76DBBD2E06E4208B8B3CDA7EC99FC31"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 1 year
			 after the date of the enactment of this Act, the Comptroller General of the
			 United States shall submit to the appropriate congressional committees a report
			 on the implementation of this Act and the amendments made by this Act.</text>
				</subsection><subsection id="HCDF4F8E81518437BBD97F5F670C04857"><enum>(b)</enum><header>Consultation</header><text display-inline="yes-display-inline">The Comptroller General shall consult with
			 the appropriate congressional committees and nongovernmental organizations for
			 purposes of preparing the report.</text>
				</subsection><subsection commented="no" id="HB4A8E79EBCEA459485D6526D6223F238"><enum>(c)</enum><header>Matters To be
			 included</header><text>The report shall include the following:</text>
					<paragraph commented="no" id="H1B65E884B7FD476984CA56601578774F"><enum>(1)</enum><text>A review of the
			 effectiveness of all United States Government programs to promote international
			 religious freedom, including their goals and objectives.</text>
					</paragraph><paragraph commented="no" id="H5B915D5503894BF9B236BBE8F7B2722A"><enum>(2)</enum><text>An assessment of
			 the roles and functions of the Office on International Religious Freedom
			 established in section 101(a) of the International Religious Freedom Act of
			 1998 (22 U.S.C. 6411(a)) and the relationship of the Office to other offices in
			 the Department of State.</text>
					</paragraph><paragraph commented="no" id="HC2DAE108483845F2B7A2FCD5C5BD6C5B"><enum>(3)</enum><text display-inline="yes-display-inline">A review of the role of the Ambassador at
			 Large for International Religious Freedom appointed under section 101(b) of the
			 International Religious Freedom Act of 1998 (22 U.S.C. 6411(b)) and the
			 placement of such position within the Department of State.</text>
					</paragraph><paragraph commented="no" id="HB51E3BE62E2242389DD6B4229F87F22F"><enum>(4)</enum><text display-inline="yes-display-inline">A review and assessment of the goals and
			 objectives of the United States Commission on International Religious Freedom
			 established under section 201(a) of the International Religious Freedom Act of
			 1998 (22 U.S.C. 6431(a)).</text>
					</paragraph><paragraph commented="no" id="H9658D3A9AB2643B68BB9BF8467474B97"><enum>(5)</enum><text>A comparative
			 analysis of the structure of the United States Commission on International
			 Religious Freedom as an independent non-partisan entity in relation to other
			 United States advisory commissions, whether or not such commissions are under
			 the direct authority of Congress.</text>
					</paragraph><paragraph commented="no" id="H9C9C0BECAE4B40D29C8523B17421BD46"><enum>(6)</enum><text>A review of the
			 relationship between the Ambassador at Large for International Religious
			 Freedom and the United States Commission on International Religious Freedom,
			 and possible reforms that would improve the ability of both to reach their
			 goals and objectives.</text>
					</paragraph></subsection><subsection id="H5D33AB62A5A848DE963AB4B62611C404"><enum>(d)</enum><header>Definition</header><text>In
			 this section, the term <term>appropriate congressional committees</term> has
			 the meaning given the term in section 3 of the International Religious Freedom
			 Act of 1998 (22 U.S.C. 6402).</text>
