		<section id="HF1195C9F89194AEE84706E60CC2ADBFD" section-type="section-one"><enum>1.</enum><header>Reinstatement of penalties
			 for charging veterans unauthorized fees</header>
			<subsection id="HFC175003389C4103B094BD6FA4800732"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 5905 of title
			 38, United States Code, is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HFC7F08DD973B4ED2AE058B446155714F" style="USC">
					<section id="HE90B9C92B15A46F68B4B2CA70413FECD"><enum>5905.</enum><header>Penalty for
				certain acts</header><text display-inline="no-display-inline">Except as
				provided in section 5904 or 1984 of this title, whoever commits any of the
				following acts shall be fined as provided in title 18, or imprisoned for not
				more than one year, or both:</text>
						<paragraph id="HEFB9383634F04278A20E237934836542"><enum>(1)</enum><text display-inline="yes-display-inline">In connection with a proceeding before the
				Department, the act of soliciting, contracting for, charging, or receiving, or
				attempting to solicit, contract for, charge, or receive, any fee or
				compensation in connection for—</text>
							<subparagraph id="HE4E8375D6F3D41ED889E944808F210F0"><enum>(A)</enum><text display-inline="yes-display-inline">the provision of advice on how to file a
				claim for benefits under the laws administered by the Secretary; or</text>
							</subparagraph><subparagraph id="HD02D2A96B9494450A233E26B3DD4E8C6"><enum>(B)</enum><text display-inline="yes-display-inline">the preparation, presentation, or
				prosecution of such a claim before the date on which a notice of disagreement
				is filed in a proceeding on the claim.</text>
							</subparagraph></paragraph><paragraph id="H8255D058DADF40E69DD43C75CDB5757F"><enum>(2)</enum><text display-inline="yes-display-inline">The act of unlawfully withholding from any
				claimant or beneficiary any part of a benefit or claim under the laws
				administered by the Secretary that is allowed and due to the claimant or
				beneficiary.</text>
						</paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H33A62F6841A24020877CCECC4ECB64C4"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendment made by
			 subsection (a) shall apply with respect to acts committed after the date of the
			 enactment of this Act.</text>
