		<official-title>To provide that no Federal funds may be used for the
		  design, renovation, construction, or rental of any headquarters for the United
		  Nations in any location in the United States unless the President transmits to
		  Congress a certification that the United Nations has adopted internationally
		  recognized best practices in contracting and procurement.</official-title>

		<section display-inline="no-display-inline" id="H1BFB3619E94C41168840133EEE80EDEB" section-type="section-one"><enum>1.</enum><header>Prohibition of Federal funds
			 for the design, renovation, construction, or rental of any headquarters for the
			 United Nations in any location in the United States</header>
			<subsection id="HA592E9DC2886445F87B90BA4A414CB50"><enum>(a)</enum><header>Prohibition</header><text display-inline="yes-display-inline">No Federal funds may be used for the
			 design, renovation, construction, or rental of any headquarters for the United
			 Nations in any location in the United States.</text>
			</subsection><subsection id="H7E3905FEC5314B55AE8551DE0DCBF45B"><enum>(b)</enum><header>Exception</header><text>Subsection
			 (a) shall cease to be effective if the President transmits to Congress a
			 certification that the United Nations has adopted internationally recognized
			 best practices in contracting and procurement.</text>
