		  funds for introduction of the Armed Forces into hostilities, and for other

		<section id="H208C9C97A52F45269C38C8116D3AABE8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>War Powers Reform Act of 2011</short-title></quote>.</text>
		</section><section id="H0E0D87DC79BC4892AF763A8A00A060C1" section-type="subsequent-section"><enum>2.</enum><header>Purpose and
			 policy</header><text display-inline="no-display-inline">Section 2(c) of the War
			 Powers Resolution (50 U.S.C. 1541(c)) is amended—</text>
			<paragraph id="HBBBC7652274D459F90754F0BDDA65C7C"><enum>(1)</enum><text>in the matter
			 preceding paragraph (1), by striking <quote>are exercised</quote> and inserting
			 <quote>may be exercised</quote>;</text>
			</paragraph><paragraph id="HA5F4F7FF63EC4006ADEED0EE506AAA39"><enum>(2)</enum><text>in paragraph (2),
			 by adding at the end before the comma the following: <quote>or obligation under
			 a treaty</quote>; and</text>
			</paragraph><paragraph id="HEDF0F3FCC9B34681B2E23985A01AC60E"><enum>(3)</enum><text>in paragraph (3),
			 by inserting after <quote>attack</quote> the following: <quote>or imminent
			 threat of attack</quote>.</text>
			</paragraph></section><section id="H6E0D5CACC416441AA818B9A48262A310"><enum>3.</enum><header>Limitation on use
			 of funds for introduction of Armed Forces into hostilities</header><text display-inline="no-display-inline">The War Powers Resolution (50 U.S.C. 1541 et
			 seq.) is amended—</text>
			<paragraph id="HFF8BB7A8E1784106A3F6A81C27B4EB43"><enum>(1)</enum><text>by striking
			 sections 5, 6, and 7;</text>
			</paragraph><paragraph id="H3164EE4451C04A248521FC51A76AEFAB"><enum>(2)</enum><text>by redesignating
			 sections 8, 9, and 10 as sections 6, 7, and 8, respectively; and</text>
			</paragraph><paragraph id="H6582089A6DAC40B2B961813C2A413481"><enum>(3)</enum><text>by inserting after
			 section 4 the following:</text>

					<section id="HF2CAAB3486C348EDBF702A1E01ACD382"><enum>5.</enum><header>limitation on use of funds</header><subsection commented="no" display-inline="yes-display-inline" id="H7D62587AFE1F41A28146786BBFFDF7AE"><enum>(a)</enum><text display-inline="yes-display-inline">No funds available for the United States
				Armed Forces may be obligated or expended for introduction of the Armed Forces
				into hostilities, or into situations where imminent involvement in hostilities
				is clearly indicated by the circumstances, in the absence of a declaration of
				war, specific statutory authorization or obligation under a treaty, or a
				national emergency created by an attack or imminent threat of attack upon the
				United States, its territories or possessions, or the Armed Forces.</text>
						</subsection><subsection display-inline="no-display-inline" id="H11BBF6B7E786423284671B6148581473"><enum>(b)</enum><text display-inline="yes-display-inline">Nothing in this section shall be construed
				to prohibit the use of funds for introduction of the Armed Forces into
				hostilities, or into situations where imminent involvement in hostilities is
				clearly indicated by the circumstances, to provide for the defense of Israel
				created by an attack upon
				Israel.</text>
