		<official-title>To amend title 23, United States Code, to incorporate
		  regional transportation planning organizations into statewide transportation
		  planning, and for other purposes.</official-title>

		<section id="HF0460FDC7125476D9D26FD25625B7D1A" section-type="section-one"><enum>1.</enum><header>Regional transportation
			 planning organizations</header>
			<subsection id="H3CAA96C96A0D4583A0E105C9CA6B9F2D"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 134(b) of title 23, United States
			 Code, is amended—</text>
				<paragraph id="H327370F1B0984D7689D58B2077A292E4"><enum>(1)</enum><text>by redesignating
			 paragraphs (5) and (6) as paragraphs (6) and (7), respectively; and</text>
				</paragraph><paragraph id="HA36B52EC789E47C183FE6A22F7A3A0CF"><enum>(2)</enum><text>by inserting after
			 paragraph (4) the following:</text>
					<quoted-block display-inline="no-display-inline" id="HB73EA28890FE40F88C3C1F7E96B0FCC4" style="USC">
						<paragraph id="H5D282F651FE048718AE18D7481015ACF"><enum>(5)</enum><header>Regional
				transportation planning organization</header><text display-inline="yes-display-inline">The term <term>regional transportation
				planning organization</term> means a policy board of an organization created as
				the result of the designation process in section
				135(k).</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HD126CF8979224A8E8308C1E2BC53377D"><enum>(b)</enum><header>Additional
			 requirements</header><text display-inline="yes-display-inline">Section 135(e)
			 of such title is amended—</text>
				<paragraph id="HDEB2E6F845444B34AA033BFD2D29AAC0"><enum>(1)</enum><text>in the matter
			 preceding paragraph (1) by striking <quote>consider</quote>;</text>
				</paragraph><paragraph id="H3A8FC689803E4885BBF7873BCF4026CC"><enum>(2)</enum><text>by striking
			 paragraph (1) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="HFEDE334907DD41D4A9D8B6AA881157F1" style="USC">
						<paragraph id="HBCB8EA2A86A940EA98AB70FDD76B21F4"><enum>(1)</enum><text display-inline="yes-display-inline">with respect to nonmetropolitan areas,
				cooperate with affected nonmetropolitan local officials with responsibility for
				transportation through regional transportation planning organizations described
				in subsection
				(k);</text>
						</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HBD188D779FCD49A98046ABAB6E8E0717"><enum>(3)</enum><text>in paragraph (2)
			 by striking <quote>the concerns</quote> and inserting <quote>consider the
			 concerns</quote>; and</text>
				</paragraph><paragraph id="H4C97058DA83D492C86D5F11E181CC7ED"><enum>(4)</enum><text display-inline="yes-display-inline">in paragraph (3)—</text>
					<subparagraph id="H4A532ABFABA048059154368C3C9831B3"><enum>(A)</enum><text>by striking
			 <quote>coordination of</quote> and inserting <quote>coordinate</quote>;
			 and</text>
					</subparagraph><subparagraph id="H8227DB76490F4B66888F6BBA09EE438F"><enum>(B)</enum><text>by striking
			 <quote>the transportation improvement program</quote> and inserting
			 <quote>transportation improvement programs</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="H6101C6A7892B4880866922BD37E47298"><enum>(c)</enum><header>Long-Range
			 statewide transportation plan</header><text>Section 135(f)(2) of such title is
			 amended—</text>
				<paragraph id="H7CABD80984C94597974B4355DF3991EE"><enum>(1)</enum><text>by striking
			 subparagraph (B) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="HA023672E5A8842A199BAB136D2B770D3" style="USC">
						<subparagraph id="H2CCBBA0EE63C4E10BE76C79936BFEDC2"><enum>(B)</enum><header>Nonmetropolitan
				areas</header><text display-inline="yes-display-inline">With respect to
				nonmetropolitan areas, the statewide transportation plan shall be developed in
				cooperation with affected nonmetropolitan local officials with responsibility
				for transportation through regional transportation planning organizations
				described in subsection (k).</text>
						</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H72B5FD7F10A84E9B8D50F0B1AB6CCE91"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (D)(i) by striking
			 <quote>and local agencies responsible for</quote> and inserting
			 <quote>regional, and local agencies responsible for economic development,
			 emergency management, transportation planning,</quote>.</text>
				</paragraph></subsection><subsection id="H9CCF3684A24C48E4A1A4D5589617A7DC"><enum>(d)</enum><header>Statewide
			 transportation improvement program</header><text>Section 135(g) of such title
			 is amended—</text>
				<paragraph id="H491ACE65AF244F119DABB6F78EE27916"><enum>(1)</enum><text>in paragraph (2)
			 by striking subparagraph (B) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="HB79E199FEC1640CA9CABF8813066551C" style="USC">
						<subparagraph id="H4F33046E135343468DBDA1F377A67630"><enum>(B)</enum><header>Nonmetropolitan
				areas</header><text display-inline="yes-display-inline">With respect to each
				nonmetropolitan area in the State, the program shall be developed in
				cooperation with affected nonmetropolitan local officials with responsibility
				for transportation through regional transportation planning organizations
				described in subsection (k).</text>
						</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HE3567DC06710433BA39FD80B65E5EEC3"><enum>(2)</enum><text>in the first
			 sentence of paragraph (5) by striking <quote>for transportation.</quote> and
			 inserting <quote>for transportation through regional transportation planning
			 organizations described in subsection (k).</quote>.</text>
				</paragraph></subsection><subsection id="H4829C98F42664C69A3559DC440472DAC"><enum>(e)</enum><header>Funding</header><text>Section
			 135(h) of such title is amended by striking <quote>104(f) of</quote> and
			 inserting <quote>104(f) and section 505 of</quote>.</text>
			</subsection><subsection id="HBB3E243CA6CD428B9946CC2B391E6139"><enum>(f)</enum><header>Designation of
			 regional transportation planning organizations</header><text>Section 135 of
			 such title is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H91865D77113E4A3EA448DDF3A74E37CB" style="USC">
					<subsection id="H25CC0ECEA977480CB9440712FA970CD0"><enum>(k)</enum><header>Designation of
				regional transportation planning organizations</header>
						<paragraph id="HC93BE218E8004775BC4501E804C3E091"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">To carry out the
				transportation planning process required by this section, States shall
				establish, designate, and use amounts made available to the State to carry out
				this section to fund regional transportation planning organizations to enhance
				the planning, coordination, and implementation of statewide transportation
				plans and programs, with an emphasis on addressing the needs of nonmetropolitan
				areas of the State.</text>
						</paragraph><paragraph id="HA532F4DB5D314084A6BA5E1E86FC034E"><enum>(2)</enum><header>Structure</header><text display-inline="yes-display-inline">A regional transportation planning
				organization shall be established as a multi-jurisdictional organization of
				nonmetropolitan local officials or their designees who volunteer for such
				organization and representatives of local transportation systems who volunteer
				for such organization.</text>
						</paragraph><paragraph id="H73B7083FECE4454AA22C560CDF4D0415"><enum>(3)</enum><header>Memorandum of
				understanding</header><text display-inline="yes-display-inline">A regional
				transportation planning organization shall be formed by a memorandum of
				understanding between the State and nonmetropolitan local officials or as
				otherwise provided under State law.</text>
						</paragraph><paragraph id="HD098D5265D994031AADE048BDAB86B34"><enum>(4)</enum><header>Function</header><text display-inline="yes-display-inline">A regional transportation planning
				organization shall work cooperatively to plan, coordinate, and implement
				transportation systems in nonmetropolitan areas.</text>
						</paragraph><paragraph id="HE92733513EA94E1DAAEA6DDC9C0DDF59"><enum>(5)</enum><header>Requirements</header><text>Each
				regional transportation planning organization shall, at a minimum,
				establish—</text>
							<subparagraph id="HEFC05E8596194A76A1635C3AB4A2BDD9"><enum>(A)</enum><text display-inline="yes-display-inline">a policy committee, the majority of which
				shall consist of nonmetropolitan local officials, or their designees, and which
				shall also include, as appropriate, additional representatives from the State,
				private business, transportation service providers, economic development
				practitioners, and the public in the region; and</text>
							</subparagraph><subparagraph id="H5529295FD772497C90AB2131B57D8988"><enum>(B)</enum><text display-inline="yes-display-inline">a fiscal and administrative agent, such as
				an existing regional planning and development organization, to provide
				professional planning, management, and administrative support.</text>
							</subparagraph></paragraph><paragraph id="H3CF0B8F0B36541BFAFB1902E5F72835E"><enum>(6)</enum><header>Duties</header><text display-inline="yes-display-inline">The duties of a regional transportation
				planning organization shall include—</text>
							<subparagraph id="HBB9D27A96B0746EBBCB11C347DB885D5"><enum>(A)</enum><text display-inline="yes-display-inline">ensuring nonmetropolitan local officials
				are meaningfully involved in the statewide transportation planning
				process;</text>
							</subparagraph><subparagraph id="H60364547894C483AACFCED8BE18AC332"><enum>(B)</enum><text display-inline="yes-display-inline">developing and maintaining, in cooperation
				with the State, regional long-range multimodal transportation plans;</text>
							</subparagraph><subparagraph id="HD6BB8C0F2B7C47D788F741EF7424D65D"><enum>(C)</enum><text display-inline="yes-display-inline">developing a regional transportation
				improvement program for consideration by the State;</text>
							</subparagraph><subparagraph id="H64B81122BFEB4F7A87F38B6D05E478E1"><enum>(D)</enum><text display-inline="yes-display-inline">fostering the coordination of local
				planning, land use, and economic development plans with State, regional, and
				local transportation plans and programs;</text>
							</subparagraph><subparagraph id="HA426AF03CB0B429A8458D7F5D8C70495"><enum>(E)</enum><text display-inline="yes-display-inline">providing technical assistance to local
				officials;</text>
							</subparagraph><subparagraph id="H1EE1720113F24606B041D59CFB920136"><enum>(F)</enum><text display-inline="yes-display-inline">participating in national, multistate, and
				State policy and planning development processes to ensure the regional and
				local input of nonmetropolitan areas;</text>
							</subparagraph><subparagraph id="HB43F6332D7EC4138AC4DD8A409293605"><enum>(G)</enum><text display-inline="yes-display-inline">providing a forum for public participation
				in the statewide and regional transportation planning processes;</text>
							</subparagraph><subparagraph id="H342BC7547817486194FEBC92457D1A55"><enum>(H)</enum><text>considering and
				sharing plans and programs with neighboring regional transportation planning
				organizations, metropolitan planning organizations, and, where appropriate,
				tribal organizations; and</text>
							</subparagraph><subparagraph id="H7DCEC4F45AE045C18C6F66AE2887F644"><enum>(I)</enum><text display-inline="yes-display-inline">conducting other duties, as necessary, to
				support and enhance the statewide planning process under subsection
				(d).</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
