		  agencies to implement comprehensive reforms and innovative strategies that are
		  designed to lead to significant improvement in outcomes for all students and
		  significant reductions in achievement gaps among subgroups of students, and for

		<section id="H70853046587948E3B32F22A427A43EB9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Race to the Top Act of
			 2011</short-title></quote>.</text>
		</section><section id="HF1D19F74EAA246FB836397F23C1831D7"><enum>2.</enum><header>Race to the
			 Top</header>
			<subsection id="H4FD0794A66C94BABB4F57F8FCA37F63E"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Title VI of the
			 Elementary and Secondary Education Act of 1965 (20 U.S.C. 7301 et seq.) is
			 amended—</text>
				<paragraph id="H3CB841B918674360A52973C05CCDAD66"><enum>(1)</enum><text>by redesignating
			 part C as part D;</text>
				</paragraph><paragraph id="H727BCAB7381B494C91BCC72E118EF125"><enum>(2)</enum><text>by redesignating
			 sections 6301 and 6302 as sections 6401 and 6402, respectively; and</text>
				</paragraph><paragraph id="H469C9FE29CC1482EB7EFF00D2C160089"><enum>(3)</enum><text>by inserting after
			 part B, the following:</text>
					<quoted-block display-inline="no-display-inline" id="H5D6B48E31387486D9873ACD205047766" style="OLC">
						<part id="H4CC45287223D4F8AAA9512B87790A9FE"><enum>C</enum><header>Race
				to the Top</header>
							<section id="H3FB51F98B14C40B2B73564719B0A40CD"><enum>6301.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this part are to—</text>
								<paragraph id="H3792DF0A7A7E4377910FBEDBF78FF227"><enum>(1)</enum><text>provide incentives
				for States and local educational agencies to implement comprehensive reforms
				and innovative strategies that are designed to lead to—</text>
									<subparagraph id="HD83AAEB8AD8247129EAC95042C08D9BC"><enum>(A)</enum><text>significant
				improvements in outcomes for all students, including improvements in student
				achievement, high school graduation rates, college enrollment rates and rates
				of college persistence; and</text>
									</subparagraph><subparagraph id="HD85660E4EC3349D2875C857179637337"><enum>(B)</enum><text>significant
				reductions in achievement gaps among subgroups of students; and</text>
									</subparagraph></paragraph><paragraph id="HC6B300B4DAD54F98BFA0810B86763201"><enum>(2)</enum><text>encourage the
				broad identification, adoption, use, dissemination, replication, and expansion
				of effective State and local policies and practices that lead to significant
				improvement in outcomes for all students, and the elimination of those policies
				and practices that are not effective in improving student outcomes.</text>
								</paragraph></section><section commented="no" id="H6DDF1E4C83034521AA65379843FA3065"><enum>6302.</enum><header>Reservation of
				funds</header><text display-inline="no-display-inline">From the amounts made
				available under
				<internal-xref idref="H36A00012EE6149C5B287BA5DB37134C5" legis-path="6308.">section 6308</internal-xref> for a fiscal year, the
				Secretary may reserve not more than 10 percent to carry out activities related
				to technical assistance, monitoring, outreach, dissemination, and prize awards
				(which shall be awarded in accordance with section 24 of the Stevenson-Wydler
				Technology Innovation Act of 1980 (15 U.S.C. 3601 et seq.)).</text>
							</section><section id="HF6B4F3B7777B4530A1E4B2467BE688EA"><enum>6303.</enum><header>Program
				authorized</header>
								<subsection id="H0D5161AE512D4929B1D8A4F47FCE4763"><enum>(a)</enum><header>Program
				authorization</header><text display-inline="yes-display-inline">From the
				amounts made available under
				<internal-xref idref="H36A00012EE6149C5B287BA5DB37134C5" legis-path="6308.">section 6308</internal-xref> for a fiscal year, the
				Secretary shall award grants, on a competitive basis, to States, local
				educational agencies, or both for the purposes described in
				<internal-xref idref="H3FB51F98B14C40B2B73564719B0A40CD" legis-path="6301.">section 6301</internal-xref>.</text>
								</subsection><subsection id="H21FDF2ABC84C442787CBA4A5E74DFB17"><enum>(b)</enum><header>Grant and
				subgrant eligibility limitations</header>
									<paragraph id="HF53FFAFAF7A9405582A1D503AC7B8F36"><enum>(1)</enum><header>ARRA</header><text>A
				State that has received a grant under section 14006 of division A of the
				American Recovery and Reinvestment Act of 2009 (Public Law 111–5; 123 Stat.
				283) may not receive a grant under this part during the period of its grant
				under section 14006 (Public Law 111–5; 123 Stat. 283).</text>
									</paragraph><paragraph id="H51B3C6675AAE4CE38634628FAC5C87A9"><enum>(2)</enum><header>Number of
				grants</header><text>A State or local educational agency may not receive more
				than 1 grant under this part per grant period.</text>
									</paragraph><paragraph id="H932595DD64414D19AFBFD70E1B569F36"><enum>(3)</enum><header>Number of
				subgrants</header><text>A local educational agency may receive a grant and a
				subgrant for the same fiscal year.</text>
									</paragraph></subsection><subsection id="HAEB8360AE07A4719A10ED62B74591149"><enum>(c)</enum><header>Duration of
				grants</header>
									<paragraph id="HE3F8F64714D94A6293A4AA706959892D"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">A grant under this
				part shall be awarded for a period of not more than 4 years.</text>
									</paragraph><paragraph id="H070B01950735432CBD85014CD49D2A11"><enum>(2)</enum><header>Continuation of
				grants</header><text>In order to receive a grant for a full grant period, a
				State or local educational agency under this part shall demonstrate to the
				Secretary, at such time and in such manner as determined by the Secretary, that
				it is—</text>
										<subparagraph id="HF2D9158F8EBE4F96A1B7284AA7B4DD2A"><enum>(A)</enum><text>making progress in
				implementing its plan under
				<internal-xref idref="HBC3E203CB0F74EC0B2890E1CE1CE7A5F" legis-path="6304.(a)(3)">section 6304(a)(3)</internal-xref> at a rate that the
				Secretary determines will result in the State or agency fully implementing its
				plan during the remainder of the grant period; or</text>
										</subparagraph><subparagraph id="HB71EB9DDCA9C416B97E6D87053BDB2C5"><enum>(B)</enum><text>making progress
				against the performance measures set forth in
				<internal-xref idref="HF70E98F42500468E8F6DB7A31B160921" legis-path="6305.">section 6305</internal-xref> at a rate that the Secretary
				determines will result in the State or agency reaching its targets and
				achieving the objectives of the grant during the remainder of the grant
				period.</text>
										</subparagraph></paragraph></subsection></section><section id="HEA3D9BF1AE6345B7A5980BD159B2CDF0"><enum>6304.</enum><header>Applications</header>
								<subsection id="H7530CB82145A45828859EC4E075F4F07"><enum>(a)</enum><header>Applications</header><text>Each
				State or local educational agency that desires to receive a grant under this
				part shall submit an application to the Secretary at such time, in such manner,
				and containing such information as the Secretary may reasonably require. At a
				minimum, each such application shall include—</text>
									<paragraph id="HFC9433FFA802486BAB6451F2C65A12BD"><enum>(1)</enum><text>documentation of
				the applicant’s record, as applicable, in—</text>
										<subparagraph id="HF73C12FAD71443278709DC3092A93CB4"><enum>(A)</enum><text>increasing student
				achievement, including for all subgroups described in section
				1111(b)(2)(C)(v)(II);</text>
										</subparagraph><subparagraph id="H9B70F431386644FA890D99C0B5CD6385"><enum>(B)</enum><text>decreasing
				achievement gaps, including for all subgroups described in section
				1111(b)(2)(C)(v)(II);</text>
										</subparagraph><subparagraph id="H19B47A41DE1C4C98B7C9AE39D0BCC56A"><enum>(C)</enum><text>increasing high
				school graduation rates, including for all subgroups described in section
				1111(b)(2)(C)(v)(II);</text>
										</subparagraph><subparagraph id="HC646C15A16184BCA9CCEF2D6063FDCE4"><enum>(D)</enum><text>increasing college
				enrollment and persistence rates, including for all subgroups described in
				section 1111(b)(2)(C)(v)(II); and</text>
										</subparagraph><subparagraph id="H3BE6E6BCCDC64110B636749C859E5194"><enum>(E)</enum><text>any other measure
				described in
				<internal-xref idref="HF70E98F42500468E8F6DB7A31B160921" legis-path="6305.">section 6305</internal-xref> that is not listed in
				<internal-xref idref="HF73C12FAD71443278709DC3092A93CB4" legis-path="6304.(a)(1)(A)">subparagraph (A)</internal-xref> through
				<internal-xref idref="HC646C15A16184BCA9CCEF2D6063FDCE4" legis-path="6304.(a)(1)(D)">(D)</internal-xref>;</text>
										</subparagraph></paragraph><paragraph id="H654EA328639549BEB8FB88860EBCB0BC"><enum>(2)</enum><text>evidence of
				conditions of innovation and reform that the applicant has established and its
				proposed plan for implementing additional conditions for innovation and reform,
				including—</text>
										<subparagraph id="H5CA953173C3F49F19F0B7A2E69166E8F"><enum>(A)</enum><text>a description of
				how the applicant has identified and eliminated ineffective practices in the
				past and its plan for doing so in the future;</text>
										</subparagraph><subparagraph id="HE74111E3619147F3A2948165C18EDC49"><enum>(B)</enum><text>a description of
				how the applicant has identified and promoted effective practices in the past
				and its plan for doing so in the future; and</text>
										</subparagraph><subparagraph id="H43A5204FF4484F29A2AD5F34837F993E"><enum>(C)</enum><text>steps the
				applicant has taken and will take to eliminate statutory, regulatory,
				procedural, or other barriers and to facilitate the full implementation of its
				proposed plan;</text>
										</subparagraph></paragraph><paragraph id="HBC3E203CB0F74EC0B2890E1CE1CE7A5F"><enum>(3)</enum><text>a comprehensive
				and coherent plan for using funds under this part, and other Federal, State,
				and local funds, to improve the applicant’s performance on the measures
				described in
				<internal-xref idref="HF70E98F42500468E8F6DB7A31B160921" legis-path="6305.">section 6305</internal-xref>, consistent with criteria set
				forth by the Secretary, including how the applicant will, if applicable—</text>
										<subparagraph id="HC032E15981EF481784774FD7AF6BC0EB"><enum>(A)</enum><text display-inline="yes-display-inline">improve the effectiveness of teachers and
				school leaders, and promote equity in the distribution of effective teachers
				and school leaders to ensure that low-income and minority children are
				not—</text>
											<clause id="HBC92CEDE4179434CAC4F41D9D6EA75B1"><enum>(i)</enum><text>taught by
				ineffective teachers at higher rates than other children; and</text>
											</clause><clause id="H163C093DB20346329A0D7A73ADC71775"><enum>(ii)</enum><text>enrolled in
				schools led by ineffective leaders at higher rates than other children;</text>
											</clause></subparagraph><subparagraph id="HB9D0459F79874D7087F4F1B6A702C670"><enum>(B)</enum><text>strengthen the use
				of high-quality and timely data to improve instructional practices, policies,
				and student outcomes, including teacher evaluations;</text>
										</subparagraph><subparagraph id="H04077CA9C8E9402786C9651811AE2D50"><enum>(C)</enum><text display-inline="yes-display-inline">implement internationally bench­marked,
				college- and career-ready elementary and secondary academic standards,
				including in the areas of assessment, instructional materials, professional
				development, and strategies that translate the standards into classroom
				practice;</text>
										</subparagraph><subparagraph id="HA871F129443A4C008A2CB3286F8C564C"><enum>(D)</enum><text>turn around the
				persistently lowest-achieving schools;</text>
										</subparagraph><subparagraph id="HF3313F41451B40D5A8528FE64FF564EA"><enum>(E)</enum><text>support or
				coordinate with early learning programs for high-need children from birth
				through third grade to improve school readiness and ensure that students
				complete third grade on track for school success;</text>
										</subparagraph><subparagraph id="HC314D34043134F8CBB60B0CFEBB97736"><enum>(F)</enum><text display-inline="yes-display-inline">assess students enrolled in kindergarten in
				elementary schools in the State or local educational agency, as applicable, in
				order to determine the students’ level of readiness for school success across a
				broad range of domains of learning and development, including physical
				well-being and motor development, social and emotional development, approaches
				toward learning, language development, and cognition and general
				knowledge;</text>
										</subparagraph><subparagraph id="H897680CD44F045FA9A1E1F458FD3A56E"><enum>(G)</enum><text display-inline="yes-display-inline">report the to the Secretary the aggregate
				results from the assessments described in subparagraph (F) with respect
				to—</text>
											<clause id="H95D6A37AC6834BE0ADFA965C60B6D86D"><enum>(i)</enum><text>all kindergarten
				students in each elementary school assessed; and</text>
											</clause><clause id="H3D020191BDE54E9EBA033BF12740EC50"><enum>(ii)</enum><text display-inline="yes-display-inline">all such students in each subgroup
				described in section 1111(b)(2)(C)(v)(II); and</text>
											</clause></subparagraph><subparagraph id="HD00A60C59D104DD2BA63F958135B494E"><enum>(H)</enum><text>create or maintain
				successful conditions for high-performing charter schools and other innovative,
				autonomous public schools;</text>
										</subparagraph></paragraph><paragraph id="H812937818C7941EF857C09B9B9383365"><enum>(4)</enum><text>if the applicant
				is a State—</text>
										<subparagraph id="H9E7EACBBFB864486986D36CA4CF40BA9"><enum>(A)</enum><text>evidence of
				collaboration between the State, its local educational agencies, schools (as
				appropriate), parents, teachers, and other stakeholders in developing and
				implementing the plan described in
				<internal-xref idref="HBC3E203CB0F74EC0B2890E1CE1CE7A5F" legis-path="6304.(a)(3)">paragraph (3)</internal-xref>, including evidence of
				the commitment and capacity to implement that plan; and</text>
										</subparagraph><subparagraph id="H26314EAB78354EFE8EAC46705FACDA2F"><enum>(B)</enum><text>the names of those
				local educational agencies the State has selected to participate in carrying
				out the plan; or</text>
										</subparagraph><subparagraph id="HBBAC105F463B4FB193ECBDEA736DF4DC"><enum>(C)</enum><text>a description of
				how it will select local educational agencies to participate in carrying out
				the plan;</text>
										</subparagraph></paragraph><paragraph id="H74F3A42A398D473393A76B2B9C5D63B3"><enum>(5)</enum><text>if the applicant
				is a local educational agency, evidence of collaboration between the local
				educational agency, schools, parents, teachers, and other stakeholders, in
				developing the plan described in
				<internal-xref idref="HBC3E203CB0F74EC0B2890E1CE1CE7A5F" legis-path="6304.(a)(3)">paragraph (3)</internal-xref>, including evidence of
				the commitment and capacity to implement the plan;</text>
									</paragraph><paragraph id="H117EF3A909E54A888980CF4B1C89F9D5"><enum>(6)</enum><text>the applicant’s
				annual performance measures and targets, consistent with the requirements of
				<internal-xref idref="HF70E98F42500468E8F6DB7A31B160921" legis-path="6305.">section 6305</internal-xref>; and</text>
									</paragraph><paragraph id="H0977FEB372474236BD14ED518833B7B9"><enum>(7)</enum><text>a description of
				the applicant’s plan to conduct a rigorous evaluation of the effectiveness of
				activities carried out with funds under this part.</text>
									</paragraph></subsection><subsection id="HF4C88F6A3A354ADE8160419588B61057"><enum>(b)</enum><header>Criteria for
				evaluating applications</header>
									<paragraph id="HD11691518C894E9E9A371A81A3D67225"><enum>(1)</enum><header>In
				general</header><text>The Secretary shall award grants under this part on a
				competitive basis, based on the quality of the applications submitted under
				<internal-xref idref="H7530CB82145A45828859EC4E075F4F07" legis-path="6304.(a)">subsection (a)</internal-xref>, including—</text>
										<subparagraph id="H1EABB8A6F0FC40158E4844A806DBCA38"><enum>(A)</enum><text>each applicant’s
				record in the areas described in
				<internal-xref idref="HFC9433FFA802486BAB6451F2C65A12BD" legis-path="6304.(a)(1)">subsection (a)(1)</internal-xref>;</text>
										</subparagraph><subparagraph id="H0998BDA66C69470886B5819C77348218"><enum>(B)</enum><text>each applicant’s
				record of, and commitment to, establishing conditions for innovation and
				reform, as described in
				<internal-xref idref="H654EA328639549BEB8FB88860EBCB0BC" legis-path="6304.(a)(2)">subsection (a)(2)</internal-xref>;</text>
										</subparagraph><subparagraph id="H58F7FA43177A45C18EE8793B5A2D126A"><enum>(C)</enum><text>the quality and
				likelihood of success of each applicant’s plan described in
				<internal-xref idref="HBC3E203CB0F74EC0B2890E1CE1CE7A5F" legis-path="6104.(a)(3)">subsection (a)(3)</internal-xref> in showing
				improvement in the areas described in
				<internal-xref idref="HFC9433FFA802486BAB6451F2C65A12BD" legis-path="6104.(a)(1)">subsection (a)(1)</internal-xref>, including each
				applicant’s capacity to implement the plan and evidence of collaboration as
				described in
				<internal-xref idref="H812937818C7941EF857C09B9B9383365" legis-path="6104.(a)(4)">subsection (a)(4)</internal-xref> or
				<internal-xref idref="H74F3A42A398D473393A76B2B9C5D63B3" legis-path="6104.(a)(5)">(a)(5)</internal-xref>, as applicable; and</text>
										</subparagraph><subparagraph id="HB8E74E7D9AAE46368E75397551CCF989"><enum>(D)</enum><text>each applicant’s
				evaluation plan as described in
				<internal-xref idref="H0977FEB372474236BD14ED518833B7B9" legis-path="6104.(a)(7)">subsection (a)(7)</internal-xref>.</text>
										</subparagraph></paragraph><paragraph id="H0C4F4E7C3A754E2D926FC3E326AEED9C"><enum>(2)</enum><header>Publication of
				explanation</header><text display-inline="yes-display-inline">The Secretary
				shall publish an explanation of how the application review process will ensure
				an equitable and objective evaluation based on the criteria described in
				<internal-xref idref="HD11691518C894E9E9A371A81A3D67225" legis-path="6304.(b)(1)">paragraph (1)</internal-xref>.</text>
									</paragraph></subsection><subsection commented="no" id="H5158D5A2E178429595F17D1559CF0F5C"><enum>(c)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding grants to local educational
				agencies under this part, the Secretary shall give priority to—</text>
									<paragraph id="H5AEDC361AD4F48F2AF3F40E9BDEA8512"><enum>(1)</enum><text>local educational
				agencies with the highest numbers or percentages of children from families with
				incomes below the poverty line; and</text>
									</paragraph><paragraph id="H2A2FBF3F19964B14BCD0B71223283B55"><enum>(2)</enum><text>local educational
				agencies that serve schools designated with a school locale code of 41, 42, or
				43, as determined by the Secretary.</text>
									</paragraph></subsection></section><section id="HF70E98F42500468E8F6DB7A31B160921"><enum>6305.</enum><header>Performance
				measures</header><text display-inline="no-display-inline">Each State and each
				local educational agency receiving a grant under this part shall establish
				performance measures and targets, approved by the Secretary, for the programs
				and activities carried out under this part. These measures shall, at a minimum,
				track the State’s or agency’s progress in—</text>
								<paragraph id="H139BF55FCB5D49CCAD570B2BD34DC694"><enum>(1)</enum><text>implementing its
				plan described in
				<internal-xref idref="HBC3E203CB0F74EC0B2890E1CE1CE7A5F" legis-path="6104.(a)(3)">section 6304(a)(3)</internal-xref>; and</text>
								</paragraph><paragraph id="HDF56F38ECF8F4A0186C82B9C59F1F3A4"><enum>(2)</enum><text>improving outcomes
				for all subgroups described in section 1111(b)(2)(C)(v)(II) including, as
				applicable, by—</text>
									<subparagraph id="H122A18DB17694033857854B9B47AED73"><enum>(A)</enum><text>increasing student
				achievement;</text>
									</subparagraph><subparagraph id="HE0D654B94AA4432FAF4E6669DB163CE9"><enum>(B)</enum><text>decreasing
				achievement gaps;</text>
									</subparagraph><subparagraph id="HE06EA45168F549268C9FBC43915C64F9"><enum>(C)</enum><text>increasing high
				school graduation;</text>
									</subparagraph><subparagraph id="HA311B0C53A6B4FB59E8999974D356A86"><enum>(D)</enum><text>increasing college
				enrollment and persistence rates;</text>
									</subparagraph><subparagraph id="H17CB3229D33B475B8D9440E3BF50C16A"><enum>(E)</enum><text display-inline="yes-display-inline">improving the effectiveness of teachers and
				school leaders, increasing the retention of effective teachers and school
				leaders, and promoting equity in the distribution of effective teachers and
				school leaders to ensure that low-income and minority children are not—</text>
										<clause id="H12EA9CB0905142B68DB4D6E3C2B9E883"><enum>(i)</enum><text>taught by
				ineffective teachers at higher rates than other children; and</text>
										</clause><clause id="H53CEA37B84EB4099B952E9573EAD2EF5"><enum>(ii)</enum><text>enrolled in
				schools led by ineffective leaders at higher rates than other children;
				and</text>
										</clause></subparagraph><subparagraph id="H50628463F1CB4D35AC9798303AB3E76B"><enum>(F)</enum><text display-inline="yes-display-inline">increasing kindergarten readiness;
				and</text>
									</subparagraph><subparagraph id="H65536AD9F5AC4857B40ED707050B30BC"><enum>(G)</enum><text>making progress on
				any other measures identified by the Secretary.</text>
									</subparagraph></paragraph></section><section id="H35BF8CC967194C1595E0EED075BADBF8"><enum>6306.</enum><header>Uses of
				funds</header>
								<subsection id="H8FD043F8ED0E49E488780DF1714019B8"><enum>(a)</enum><header>Grants to
				States</header>
									<paragraph id="H9575D7B5B59048928B8DC211E64BD547"><enum>(1)</enum><header>Subgrants</header><text display-inline="yes-display-inline">Each State that receives a grant under this
				part shall use at least 50 percent of its grant to make subgrants to those
				local educational agencies in the State that participate in the State’s plan
				under
				<internal-xref idref="HBC3E203CB0F74EC0B2890E1CE1CE7A5F" legis-path="6304.(a)(3)">section 6304(a)(3)</internal-xref>, based on those
				local educational agencies’ relative shares of funds under part A of title I
				for the most recent year for which those data are available.</text>
									</paragraph><paragraph id="H325A2333DA2C4C908F58C45F9A059DDA"><enum>(2)</enum><header>Activities under
				plan</header><text>Each State or local educational agency that receives a grant
				or subgrant, respectively, under this part shall use those funds for any
				purpose included in the State’s plan under

				educational agencies</header><text>Each local educational agency that receives
				a grant under this part shall use those funds for any purpose included in the
				local educational agency’s plan under
				<internal-xref idref="HBC3E203CB0F74EC0B2890E1CE1CE7A5F" legis-path="6304.(a)(3)">section 6304(a)(3)</internal-xref>.</text>
								</subsection></section><section id="HFDC57E929B604D7F8321387B3D21F8C8"><enum>6307.</enum><header>Reporting</header>
								<subsection id="H0D3563C5AE8A49A9AF1B9E43BBB505A4"><enum>(a)</enum><header>Annual
				report</header><text>A State or local educational agency that receives a grant
				under this part shall submit to the Secretary, at such time and in such manner
				as the Secretary may require, an annual report including—</text>
									<paragraph id="H6A789D4D80D94E16AB1B41C5079D8B18"><enum>(1)</enum><text>data on the
				State’s or agency’s progress in achieving the performance targets established
				under
				<internal-xref idref="HF70E98F42500468E8F6DB7A31B160921" legis-path="6105.">section 6305</internal-xref>;</text>
									</paragraph><paragraph id="H77ADF95621964C038BCBFD3B328D2FBE"><enum>(2)</enum><text>a description of
				the challenges the State or agency has faced in implementing its program and
				how it has addressed or plans to address those challenges; and</text>
									</paragraph><paragraph id="HCA9E7CFAAB8C426EAC4A30133E0E00DA"><enum>(3)</enum><text>findings from the
				evaluation plan as described in
				<internal-xref idref="H0977FEB372474236BD14ED518833B7B9" legis-path="6104.(a)(7)">section 6304(a)(7)</internal-xref>.</text>
									</paragraph></subsection><subsection id="H8881051CDD934063B97ED030FC13F980"><enum>(b)</enum><header>Local
				report</header><text>Each local educational agency that receives a subgrant
				from a State under this part shall submit to the State such information as the
				State may require to complete the annual report required under
				<internal-xref idref="H0D3563C5AE8A49A9AF1B9E43BBB505A4" legis-path="6107.(a)">subsection (a)</internal-xref>.</text>
								</subsection></section><section id="H36A00012EE6149C5B287BA5DB37134C5"><enum>6308.</enum><header>Authorization
				of appropriations</header><text display-inline="no-display-inline">There are
				authorized to be appropriated to carry out this part $1,350,000,000 for fiscal
				year 2012 and such sums as may be necessary for each of the 5 succeeding fiscal
				years.</text>
