		<section id="H80ACEF9ED306478DB26D017DF7FD4493" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Veterans Appeals Improvement Act of
			 2011</short-title></quote>.</text>
		</section><section id="HDE6477344A484E1C9436F0AFAEC44DA7"><enum>2.</enum><header>Waiver of
			 regional office jurisdiction over incorporation of supplemental evidence into
			 previously submitted claims</header>
			<subsection id="H6A41B3102F074A09AEBB64B58C53056D"><enum>(a)</enum><header>Waiver</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/7104">Section 7104</external-xref> of title 38, United
			 States Code, is amended by adding at the end the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HCE3C7505ABF944E6AB8DB21ED34D4840" style="USC">
					<subsection id="H75C57E7ECADB4DEC8380BDE26969F124"><enum>(f)</enum><text display-inline="yes-display-inline">If a claimant or the claimant’s
				representative submits new evidence in support of a case for which a
				substantive appeal has been filed, such evidence shall be submitted to the
				Board directly and not to the agency of jurisdiction, unless the claimant or
				the claimant’s representative requests that the evidence be reviewed by the
				agency of jurisdiction before being submitted to the
				Board.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H81BBBF1F450E44C58DE3BF129BA8E75B"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">Subsection (f) of
			 <external-xref legal-doc="usc" parsable-cite="usc/38/7104">section
			 7104</external-xref> of title 38, United States Code, as added by subsection
			 (a) of this section, shall apply with respect to<pagebreak></pagebreak> evidence submitted
			 on or after the date that is 90 days after the date of the enactment of this
			 Act.</text>
