		  extend the probationary period applicable to appointments in the civil service,

		<section id="HE2C1ED000C7E4911B4E07DD64905FCFC" section-type="section-one"><enum>1.</enum><header>Provisions relating to
			 probationary periods</header>
			<subsection id="HBBAB5226959F4F3989D8D897F1B381AF"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 3321 of title
			 5, United States Code, is amended—</text>
				<paragraph id="HF032C05C8340444D98B558006B8F2A93"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>The
			 President</quote> and inserting <quote>Subject to subsections (c) and (d), the
			 President</quote>;</text>
				</paragraph><paragraph id="HA8C04E6F9D6C46EA80339A2925086BB1"><enum>(2)</enum><text>by redesignating
			 subsection (c) as subsection (e); and</text>
				</paragraph><paragraph id="H62C4227B21924E03A30AB5E309197C21"><enum>(3)</enum><text>by inserting after
			 subsection (b) the following:</text>
					<quoted-block changed="added" committee-id="HGO00" display-inline="no-display-inline" id="H655A25CE4C8C47AB8DA2D20F01AEC2EF" reported-display-style="italic" style="USC">
						<subsection id="H826E435731AF4DEEBD7DB9C5C7D47A7D"><enum>(c)</enum><text display-inline="yes-display-inline">The length of a probationary period under
				paragraph (1) or (2) of subsection (a), established by rule, regulation, or
				other action of the President, shall be—</text>
							<paragraph id="H9B61CF7AA46642F2B9B8017BA364404D"><enum>(1)</enum><text>except as provided in
				paragraph (2), not less than 2 years; and</text>
							</paragraph><paragraph id="HD3996811D2FA4A39A1627EDB001F6478"><enum>(2)</enum><text>in the case of a
				preference eligible, not longer than—</text>
								<subparagraph id="H79FB8685EE8D45A187C260F8A73F93D1"><enum>(A)</enum><text>if the appointment (as
				referred to in subsection (a)(1)) or the initial appointment (as referred to in
				subsection (a)(2)) is to a position that exists on the effective date of this
				subsection, the length of the probationary period which applies to such
				position as of such effective date; or</text>
								</subparagraph><subparagraph id="HC380A1FC0CB64DD685A1805DFDB24CDD"><enum>(B)</enum><text>if the appointment (as
				referred to in subsection (a)(1)) or the initial appointment (as referred to in
				subsection (a)(2)) is to a position that does not exist on the effective date
				of this subsection, such length of time as the President may establish,
				consistent with the purposes of this paragraph.</text>
								</subparagraph></paragraph></subsection><subsection id="HA7A9E1F269D14746947AF8C68E5078E1"><enum>(d)</enum><text display-inline="yes-display-inline">The head of each agency shall, in the
				administration of this section, take appropriate measures to ensure
				that—</text>
							<paragraph id="H5F77F73230C44D2AA5912F2C152F20B8"><enum>(1)</enum><text>any announcement of a
				vacant position within such agency and any offer of appointment made to any
				individual with respect to any such position shall clearly state the terms and
				conditions of the probationary period applicable to such position;</text>
							</paragraph><paragraph id="H3115F1FAFD0A4362BD9B6F96470E7661"><enum>(2)</enum><text>any individual who is
				required to complete a probationary period under this section shall receive
				timely notice of the performance and other requirements which must be met in
				order to successfully complete the probationary period; and</text>
							</paragraph><paragraph id="H83039227F4A84FA6A1276F020FC080B3"><enum>(3)</enum><text display-inline="yes-display-inline">upon successful completion of a
				probationary period under this section, certification to that effect shall be
				made, supported by a brief statement of the basis for that certification, in
				such form and manner as the President may by regulation
				prescribe.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H984F623C9E8142289C6E511B2A399BFD"><enum>(b)</enum><header>Technical
			 amendment</header><text display-inline="yes-display-inline">Section 3321(e) of
			 title 5, United States Code (as so redesignated by subsection (a)(2)) is
			 amended by striking <quote>Subsections (a) and (b) of this section</quote> and
			 inserting <quote>This section</quote>.</text>
			</subsection><subsection id="HF04A94E7198245E8893F584EACA3649E"><enum>(c)</enum><header>Effective
			 date</header><text>This section and the amendments made by this section—</text>
				<paragraph id="H90B26BFB9BCE49B08E7194658A6C34D0"><enum>(1)</enum><text>shall take effect 180
			 days after the date of enactment of this Act; and</text>
				</paragraph><paragraph id="H687C490D602F48F9A17953668BEF616F"><enum>(2)</enum><text>shall apply in the case
			 of any appointment (as referred to in section 3321(a)(1) of title 5, United
			 States Code) and any initial appointment (as referred to in section 3321(a)(2)
			 of such title) taking effect on or after the date on which this section takes
			 effect.</text>
				</paragraph></subsection></section><section id="H42CBD50759B04C24934BC5F6A2DC94D1"><enum>2.</enum><header>Appeals from adverse
			 actions</header>
			<subsection id="HDFA7A7AD8A3D4DF1981EC0ACCA92B444"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 7501(1) of
			 title 5, United States Code, is amended—</text>
				<paragraph id="H88BE058001D146418656E5C79240C28F"><enum>(1)</enum><text>by striking <quote>1
			 year</quote> the first place it appears and inserting <quote>not less than 2
			 years</quote>; and</text>
				</paragraph><paragraph id="HF67325CC9A4243F9B8AE87CB22FD7313"><enum>(2)</enum><text>by striking <quote>1
			 year</quote> the second place it appears and inserting <quote>2
			 years</quote>.</text>
				</paragraph></subsection><subsection id="H560115C82D314170BDA92E6DF9265DA6"><enum>(b)</enum><header>Definition
			 amendment</header><text display-inline="yes-display-inline">Section 7511(a)(1)
			 of title 5, United States Code, is amended—</text>
				<paragraph id="H94F3FAAE55EB4F52B5E3EB8062A8DB63"><enum>(1)</enum><text>in subparagraph (A)(ii),
			 by striking <quote>1 year</quote> the first place it appears and inserting
			 <quote>not less than 2 years</quote>; and</text>
				</paragraph><paragraph id="HB86314E76CFF455E9C3C50694E932649"><enum>(2)</enum><text>in subparagraph (C)(ii),
			 by striking <quote>2 years</quote> the first place it appears and inserting
			 <quote>not less than 2 years</quote>.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="HFFE41B4EEE3C4C8698E74B4195216606"><enum>(c)</enum><header>Effective
			 date</header><text>This section and the amendments made by this section—</text>
				<paragraph id="HDC96FD48E1874C6BB77F0E54DFCAF39E"><enum>(1)</enum><text>shall take effect 180
			 days after the date of enactment of this Act; and</text>
				</paragraph><paragraph id="HBE72F597F3B44B20B429FDBE05FC96C5"><enum>(2)</enum><text>shall apply in the case
			 of any individual whose period of continuous service (as referred to in the
			 provision of law amended by paragraph (1) or (2) of subsection (b), as the case
			 may be) commences on or after the date on which this section takes
			 effect.</text>
