		<official-title>To direct the Secretary of Transportation to establish a
		  grant program to assist the development of aerotropolis transportation systems,
		  and for other purposes.</official-title>

		<section id="HAFDBAA326F9F43C5B199582D0C95F858" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Leading and Expediting Aerotropolis Development Act of
			 2011</short-title></quote>.</text>
		</section><section id="H0492C13B0E4E40C49A82A4ABA225C5E1"><enum>2.</enum><header>Aerotropolis
			 grant program</header>
			<subsection id="HD99F4C3C7512488B98A9E7377F175F98"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 6 months after the date of
			 enactment of this Act, the Secretary of Transportation shall establish and
			 carry out an aerotropolis grant program (in this section referred to as the
			 <term>program</term>) to assist the development of aerotropolis transportation
			 systems in accordance with this section.</text>
			</subsection><subsection id="H2E80A3C9C9AF4429B7F90537492268C8"><enum>(b)</enum><header>Grant
			 authority</header><text display-inline="yes-display-inline">In carrying out the
			 program, the Secretary is authorized to make a grant to an eligible entity to
			 assist planning, design, environmental review, or land acquisition activities
			 for any of the following to benefit an aerotropolis transportation
			 system:</text>
				<paragraph id="HCB7DC402337B4ABBB6271A4BEC45C881"><enum>(1)</enum><text display-inline="yes-display-inline">A project for the development or
			 improvement of a highway or bridge.</text>
				</paragraph><paragraph id="HDEAE33B4B07E4FF79901D82E9021C5BD"><enum>(2)</enum><text display-inline="yes-display-inline">A project for the development or
			 improvement of a public transportation system.</text>
				</paragraph><paragraph id="HA5DD92ACE031448CB7E6C0A1B20002ED"><enum>(3)</enum><text>A
			 project to expand the capacity of or otherwise improve freight or passenger
			 rail transportation.</text>
				</paragraph><paragraph id="HD1B91D7F77A0448F99FA27902FE6A30C"><enum>(4)</enum><text>A
			 project for the development or improvement of a port.</text>
				</paragraph><paragraph id="H3E0FC79010C34DA19BC96D668E38ABCF"><enum>(5)</enum><text>A
			 project that improves access to a port or terminal facility.</text>
				</paragraph><paragraph id="HD32A5653E283499BBECB3AA0A2384285"><enum>(6)</enum><text>A
			 project for the development or improvement of a multimodal terminal
			 facility.</text>
				</paragraph><paragraph id="HD2F187C0BDF542CF95F26C00260BAEAC"><enum>(7)</enum><text>A
			 project for the development or improvement of an intelligent transportation
			 system that—</text>
					<subparagraph id="HC59ABF85B7B54A6CB6F49FF1FA7CA502"><enum>(A)</enum><text>is primarily for
			 the benefit of freight movement; and</text>
					</subparagraph><subparagraph id="HBC215415F0A84C01BFB0E6D69518B2C0"><enum>(B)</enum><text>reduces congestion
			 or improves safety.</text>
					</subparagraph></paragraph></subsection><subsection id="HA0D75EE1429049ADA91C3B209B7AE057"><enum>(c)</enum><header>Availability of
			 grant funding</header><text>Grant funding awarded to a grant recipient under
			 the program shall remain available to be obligated by the recipient during the
			 fiscal year in which the grant funding is disbursed and the three fiscal years
			 following that fiscal year. Grant funding not obligated by a grant recipient
			 during the period provided under this subsection shall be returned to the
			 Secretary and made available for making other grants under the program.</text>
			</subsection><subsection id="H71E0AA94161547909E3710055DC66192"><enum>(d)</enum><header>Application
			 process</header><text>In carrying out the program, the Secretary shall
			 establish a process for eligible entities to apply for grants, which shall
			 include the submission to the Secretary of an application containing the
			 following:</text>
				<paragraph id="H911D563CD8F74EC3AC7A6F6CE519248A"><enum>(1)</enum><text>A
			 description of the aerotropolis transportation system to be assisted with the
			 grant, including—</text>
					<subparagraph id="HC69472091A4C4B91B774FF0A09243587"><enum>(A)</enum><text>the geographic
			 scope of the system; and</text>
					</subparagraph><subparagraph id="HA9EA3F3BC453484BBB623A4FCA5A9C52"><enum>(B)</enum><text>the components
			 that comprise the system.</text>
					</subparagraph></paragraph><paragraph id="HC54C2906096544E1A166962913DC306A"><enum>(2)</enum><text>A
			 description of the projects to be assisted with the grant.</text>
				</paragraph><paragraph id="H4D19ABA35CB846DBB482690D72AFDEEC"><enum>(3)</enum><text>With respect to
			 each of the projects described under paragraph (2), a description of—</text>
					<subparagraph id="H7CC93E5989DF4CE284F01245158427A7"><enum>(A)</enum><text>the status of the
			 project;</text>
					</subparagraph><subparagraph id="HD61AC83F25A64845AEC947B86F2B2E56"><enum>(B)</enum><text>how the project
			 will develop the applicable aerotropolis transportation system;</text>
					</subparagraph><subparagraph id="H13473AD8836642BA85D642583C358186"><enum>(C)</enum><text>the jobs to be
			 created by the project;</text>
					</subparagraph><subparagraph id="H5986D74FE39B49E0B76944B889A5802F"><enum>(D)</enum><text>the costs and
			 benefits of the project; and</text>
					</subparagraph><subparagraph id="H2721B9E66F9D4E2CB0C3F060CFE20E97"><enum>(E)</enum><text>the plans and
			 timeline for moving the project to completion.</text>
					</subparagraph></paragraph></subsection><subsection id="HA084AE0DDAF34C279A54AB44E48D97F6"><enum>(e)</enum><header>Grant
			 selection</header>
				<paragraph id="H6A5627A365F84E64BF3C111D762EE32C"><enum>(1)</enum><header>Considerations</header><text display-inline="yes-display-inline">In making grants under the program, the
			 Secretary shall consider, with respect to a proposed project, whether the
			 project facilitates any of the following:</text>
					<subparagraph id="H9BDAC966389C49AD92CACF4D9D5C34EA"><enum>(A)</enum><text>Improvement of the
			 mobility of goods or passengers.</text>
					</subparagraph><subparagraph id="HC45A15A189004345BCB06F94657F8989"><enum>(B)</enum><text>Enhancement of
			 intermodal con­nec­tiv­i­ty with respect to freight or passenger
			 transportation.</text>
					</subparagraph><subparagraph id="H296AC5709FF847E7818B3E2DBD8AE8DF"><enum>(C)</enum><text>Improvement of the
			 condition of freight or passenger transportation infrastructure, including
			 bringing such infrastructure into a state of good repair.</text>
					</subparagraph><subparagraph id="H85EAD935F9194E85B84505EA52F0FB4F"><enum>(D)</enum><text>Reductions in
			 congestion.</text>
					</subparagraph><subparagraph id="H197A5A3FA64A485D9F3D6E7E08630636"><enum>(E)</enum><text>Improvement of
			 safety, including through reductions in transportation accidents, injuries, and
			 fatalities.</text>
					</subparagraph><subparagraph id="H47A5DF22116E4BF88736B03D349208EC"><enum>(F)</enum><text>Incorporation of
			 new and innovative technologies into the transportation system, including
			 intelligent transportation systems.</text>
					</subparagraph><subparagraph id="H890E9B20B9F148B18B6AE0E1B87E9C21"><enum>(G)</enum><text>Enhancement of
			 national or regional economic development, growth, and competitiveness.</text>
					</subparagraph><subparagraph id="H4B2CF605271B497AB68CBF15F3B8BF2C"><enum>(H)</enum><text>Non-Federal
			 contributions to the project, including contributions from public-private
			 partnerships.</text>
					</subparagraph><subparagraph id="HC8B68A52A9FD4F7FA563EE51F9AB17EE"><enum>(I)</enum><text>Reductions in
			 dependence on foreign oil.</text>
					</subparagraph><subparagraph id="HE0ED093F082E42CEB2B5A8DFC96668A5"><enum>(J)</enum><text>Reductions in air
			 or water pollution.</text>
					</subparagraph></paragraph><paragraph id="HB539E81C3C8A46B3884821A650980BC2"><enum>(2)</enum><header>Priorities</header><text>In
			 making grants under the program, the Secretary shall give priority to
			 applicants that demonstrate any of the following:</text>
					<subparagraph id="HE3A4D3332DD941F6A04F04A83938946A"><enum>(A)</enum><text>A strategic plan
			 for the development of an aerotropolis transportation system and funding
			 directed to that development.</text>
					</subparagraph><subparagraph id="HD8ADB769BBB14C19A769DF86A70B0F3C"><enum>(B)</enum><text>Existing
			 infrastructure and services sufficient for the development of an aerotropolis
			 transportation system.</text>
					</subparagraph><subparagraph id="H162305A0A59C4D3599539F40EF9D03BE"><enum>(C)</enum><text>A capacity for
			 using grant funds to efficiently and effectively develop an aerotropolis
			 transportation system.</text>
					</subparagraph><subparagraph id="H3384CFC06AF64451AC18341F3C30564B"><enum>(D)</enum><text>Public-private
			 partnerships that will assist in completing proposed projects.</text>
					</subparagraph><subparagraph id="H5A6A2E2752B8427789ED3DCC50AEBFF0"><enum>(E)</enum><text>An inability to
			 complete pre-construction activities for proposed projects without grant
			 assistance.</text>
					</subparagraph></paragraph></subsection><subsection id="H161FE396414D4FABAEF4E50CFEF072F5"><enum>(f)</enum><header>Reports</header><text display-inline="yes-display-inline">In each year in which a grant recipient
			 receives funding under the program, that recipient shall submit to the
			 Secretary a report that includes a description of the following:</text>
				<paragraph id="HF43A746ED64B40F19103F78270DFA8CC"><enum>(1)</enum><text>The activities
			 carried out by that recipient with grant funds in the preceding year.</text>
				</paragraph><paragraph id="H9B971020BC374EF3860F8C759653CF17"><enum>(2)</enum><text display-inline="yes-display-inline">The impact of those activities, including
			 in comparison to the objectives for those activities.</text>
				</paragraph></subsection><subsection id="HA5255D148AA24C65A90FB5F30A15A2B0"><enum>(g)</enum><header>Definitions</header><text>In
			 this section, the following definitions apply:</text>
				<paragraph id="HF8831D746F4E4E8D8DB308BCD457622E"><enum>(1)</enum><header>Aerotropolis
			 transportation system</header><text display-inline="yes-display-inline">The
			 term <term>aerotropolis transportation system</term> means a planned and
			 coordinated multimodal freight and passenger transportation network that, as
			 determined by the Secretary, provides efficient, cost-effective, sustainable,
			 and intermodal con­nec­tiv­i­ty to a defined region of economic significance
			 centered around a major airport.</text>
				</paragraph><paragraph id="HD464B02EC63040C693471814462B4D17"><enum>(2)</enum><header>Eligible
			 entity</header><text>The term <term>eligible entity</term> means any of the
			 following:</text>
					<subparagraph id="H9CC6E2757B754827992272C114015E45"><enum>(A)</enum><text>A State government
			 or political subdivision thereof.</text>
					</subparagraph><subparagraph id="H4B56231C5D3D4DAD8CC9E3EDD9EE1C92"><enum>(B)</enum><text>A local government
			 or political subdivision thereof.</text>
					</subparagraph><subparagraph id="HF8790C6984184F7C910993469813E618"><enum>(C)</enum><text>A metropolitan
			 planning organization.</text>
					</subparagraph><subparagraph id="HD1B64945D1AB47449A8E3299365939DA"><enum>(D)</enum><text display-inline="yes-display-inline">A regional planning organization.</text>
					</subparagraph><subparagraph id="H64CD115CEAD1440B9D13B1E9F5267068"><enum>(E)</enum><text>An organization
			 comprised of more than one entity specified in subparagraphs (A) through
			 (D).</text>
					</subparagraph></paragraph></subsection></section></legis-body>
