		  to change the rules relating to enrollment of residents of Puerto Rico under
		  part B of the Medicare program.</official-title>

		<section id="H52B2CEA6B95C481B809E175F8D77E4B9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Puerto Rico Medicare Part B Equity Act
			 of 2011</short-title></quote>.</text>
		</section><section id="HC69E240C87234AB3B827E70DFACE3EA4"><enum>2.</enum><header>
			 Change in rules for enrollment of residents of Puerto Rico under part B of the
			 Medicare program</header>
			<subsection id="H12FF02AC24BF46D0A86532074404672A"><enum>(a)</enum><header>Extension of
			 initial enrollment period</header>
				<paragraph id="H94A078ED6083434487B1414A4D6B1BDC"><enum>(1)</enum><header>In
			 general</header><text>Section 1837(d) of the Social Security Act (42 U.S.C.
			 1395p(d)) is amended by inserting after <quote>seven months later</quote> the
			 following: <quote>(or 3 years in the case of an individual for whom subsection
			 (f) does not apply because the individual is a resident of Puerto
			 Rico)</quote>.</text>
				</paragraph><paragraph id="H6D768C39FD6A442588C78FD2684CB072"><enum>(2)</enum><header>Effective
			 date</header><text>The amendment made by paragraph (1) shall apply to initial
			 enrollment periods which begin after the date of the enactment of this Act or
			 which have not yet ended as of such date.</text>
				</paragraph></subsection><subsection id="HB32AC7119D0D436C82B52BDE24DDCC07"><enum>(b)</enum><header>Limitation on
			 part B late enrollment penalty</header>
				<paragraph id="H53D8947C5A2E46B5A2C526D5D2C34E0E"><enum>(1)</enum><header>In
			 general</header><text>The first sentence of section 1839(b) of such Act (42
			 U.S.C. 1395r(b)) is amended by inserting before the period at the end the
			 following: <quote>, except that in the case of an individual for whom section
			 1837(f) did not apply because the individual is and has remained a resident of
			 Puerto Rico, the increase under this subsection shall not apply for longer than
			 60 months</quote>.</text>
				</paragraph><paragraph id="H32E6593F4B55450590382FC138059A58"><enum>(2)</enum><header>Effective
			 date</header><text>The amendment made by paragraph (1) shall take effect on the
			 date of the enactment of this Act and shall apply to premiums for months
			 beginning with the first month that begins after such date. In applying such
			 amendment, premium increases paid for months before such first month shall be
			 taken into account.</text>
				</paragraph></subsection><subsection id="H75D46DD1556643D69D4A37B96A8610D1"><enum>(c)</enum><header>Enhanced
			 outreach and enrollment opportunities</header><text display-inline="yes-display-inline">The Administrator of Social Security, in
			 consultation with the Secretary of Health and Human Services, shall implement a
			 plan—</text>
				<paragraph id="H5481B8F39E5B4A9C808378CA6633AE7E"><enum>(1)</enum><text>to better inform
			 individuals residing in Puerto Rico who are potential beneficiaries under part
			 B of the Medicare program about their eligibility to enroll under such part and
			 of the consequences of their late enrollment under such part; and</text>
				</paragraph><paragraph id="H9C9F0CA019A64216A83DE9DBC9A6FAEF"><enum>(2)</enum><text>to facilitate the
			 enrollment of those desiring to so enroll.</text>
				</paragraph></subsection></section></legis-body>
