		  move the Bureau of Consumer Financial Protection into the Department of the

		<section id="HCEE4FA35F6924B5DA1D3A1AF12A4312E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Bureau of Consumer Financial Protection Accountability and
			 Transparency Act of 2011</short-title></quote>.</text>
		</section><section id="H4E1CC00003F24AFF845D40731702DEA2"><enum>2.</enum><header>Moving the Bureau
			 from the Federal Reserve to the Treasury</header><text display-inline="no-display-inline">The Consumer Financial Protection Act of
			 2010 is amended—</text>
			<paragraph id="H48D90F8E7D454C538636752AFE6B350F"><enum>(1)</enum><text>in section
			 1011—</text>
				<subparagraph id="H8791AA3183594594B0EAADCC5F1B0D5B"><enum>(A)</enum><text>in subsection
			 (a)—</text>
					<clause id="HA4A6661ADCD6406DA73DA1DABD39FAC6"><enum>(i)</enum><text>by
			 striking <quote>independent</quote>; and</text>
					</clause><clause id="H6C1A8D8E5DE04CF9B9461BB714508C63"><enum>(ii)</enum><text>by
			 striking <quote>Federal Reserve System</quote> and inserting <quote>Department
			 of the Treasury</quote>; and</text>
					</clause></subparagraph><subparagraph id="H2598EBC86F134889A6435E85D6D64EBB"><enum>(B)</enum><text>in subsection (e),
			 by striking <quote>, including in cities in which the Federal reserve banks, or
			 branches of such banks, are located,</quote>;</text>
				</subparagraph></paragraph><paragraph id="H0E24A4A543424891A1F36A4B57CD6625"><enum>(2)</enum><text>in section
			 1012(c), by striking paragraphs (2), (3), (4), and (5);</text>
			</paragraph><paragraph id="HB1C41D382C7D45C7A552693A3143CDA8"><enum>(3)</enum><text>in section
			 1013(a)—</text>
				<subparagraph id="HB06B235B4BDD4A21992D36CD19343DB8"><enum>(A)</enum><text>by amending
			 paragraph (2) to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H098DB5C1B88245E6B53211802EE9DD85" style="OLC">
						<paragraph id="HB22F55C02BF84802B6ADF4C7DB4D5005"><enum>(2)</enum><header>Compensation</header><text display-inline="yes-display-inline">The rates of basic pay for all employees of
				the Bureau shall be set and adjusted by the Director in accordance with the
				General Schedule set forth in section 5332 of title 5, United States
				Code.</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph><subparagraph id="H58F5B760CDC147F3B69DC77179DBEB7B"><enum>(B)</enum><text>by striking
			 paragraph (3); and</text>
				</subparagraph></paragraph><paragraph id="HE8800A810C1F4EFD916CE18BD78DB4F9"><enum>(4)</enum><text>in section
			 1014(b), by striking <quote>Not fewer than 6 members shall be appointed upon
			 the recommendation of the regional Federal Reserve Bank Presidents, on a
			 rotating basis.</quote>.</text>
			</paragraph></section><section id="H266A0E3D2A2E4364B7FFFB15D49CD204"><enum>3.</enum><header>Bringing the
			 Bureau into the regular appropriations process</header><text display-inline="no-display-inline">Section 1017 of the Consumer Financial
			 Protection Act of 2010 is amended—</text>
			<paragraph id="H8C47649DA33C46F583618A9820EDCF22"><enum>(1)</enum><text>in subsection
			 (a)—</text>
				<subparagraph id="H2DB9BA04E041422BBCD61EBA75BCFFF1"><enum>(A)</enum><text>by amending the
			 heading of such subsection to read as follows: <quote><header-in-text level="subsection" style="OLC">Budget, financial management, and
			 audit.—</header-in-text></quote>;</text>
				</subparagraph><subparagraph id="HA2F3245F09044BC4B26F7D3E5FC4F731"><enum>(B)</enum><text>by striking
			 paragraphs (1), (2), and (3);</text>
				</subparagraph><subparagraph id="H14F8D2951578497F9B2A9568EFCDF53E"><enum>(C)</enum><text>by redesignating
			 paragraphs (4) and (5) as paragraphs (1) and (2), respectively; and</text>
				</subparagraph><subparagraph id="HAF2E8C0A3FB8491FA9DC448A624E8B46"><enum>(D)</enum><text>by striking
			 subparagraphs (E) and (F) of paragraph (1), as so redesignated;</text>
				</subparagraph></paragraph><paragraph id="H3A0C076EBA7742BA979EFD9993F2BC0B"><enum>(2)</enum><text>by striking
			 subsections (b), (c), and (d);</text>
			</paragraph><paragraph id="H46A9267A4A1C45918D5BAE028763EF18"><enum>(3)</enum><text>by redesignating
			 subsection (e) as subsection (b); and</text>
			</paragraph><paragraph id="H4917FFE133C84DDAA15BD9D522A2E41A"><enum>(4)</enum><text>in subsection (b),
			 as so redesignated—</text>
				<subparagraph id="H34A278A6BE1F4C9AAFBC4904B5633427"><enum>(A)</enum><text>by striking
			 paragraphs (1), (2), and (3) and inserting the following:</text>

						<paragraph id="H48F674D0117E422CBB27150739518BEC"><enum>(1)</enum><header>Authorization of
				appropriations</header><text display-inline="yes-display-inline">There is
				authorized to be appropriated $200,000,000 to carry out this title for each of
				fiscal years 2011 and 2012.</text>

				</subparagraph><subparagraph id="H00B00BFAD57C4A5FAD89BD65BC7C0694"><enum>(B)</enum><text>by redesignating
