		<official-title>To rescind any unobligated discretionary appropriations
		  returned to the Federal Government by a State or locality and require that such
		  funds be retained in the general fund of the Treasury for deficit
		  reduction.</official-title>

		<section id="HFD5C28064A0A460B8EEC00A5AA746E10" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Stop Wasting American Tax Dollars Act</short-title></quote>
			 or the <quote><short-title>SWAT Act</short-title></quote>.</text>
		</section><section id="H7140643655AD469EB85F07A6BCCCB127"><enum>2.</enum><header>Rescission of
			 funds returned by a State or locality to the Federal Government and use for
			 deficit reduction</header>
			<subsection id="H8A2AEC8C13B44D388AE349C7EF651674"><enum>(a)</enum><header>Rescission of
			 returned Federal funds</header>
				<paragraph id="H7849F33CCD7C4F5090CC9C0C4C18A978"><enum>(1)</enum><header>In
			 general</header><text>Except as provided in paragraph (2), there are rescinded
			 any unobligated discretionary appropriations awarded to a State or locality by
			 the Federal Government that are voluntarily returned by the State or locality
			 to the Federal Government.</text>
				</paragraph><paragraph id="H468F948144E94AE5A9CD1A9A1AEF8A39"><enum>(2)</enum><header>Exceptions</header><text>Paragraph
			 (1) shall not apply to funds made available for an account, program, project,
			 or activity of—</text>
					<subparagraph id="HE0243556B73C4F4F956F1FAAB95A1BA4"><enum>(A)</enum><text>the Department of
			 Defense; or</text>
					</subparagraph><subparagraph id="H967059C7EC5C4338947FC0FDA312143A"><enum>(B)</enum><text>the Department of
			 Homeland Security.</text>
					</subparagraph></paragraph></subsection><subsection id="HC2FC81A7D2764FBEB03FC805A3D99910"><enum>(b)</enum><header>Retention of
			 funds for deficit reduction</header><text>Funds rescinded under subsection (a)
			 shall be retained in the general fund of the Treasury for Federal budget
			 deficit reduction.</text>
			</subsection><subsection id="H4109BE92141C46748558552C6337C15D"><enum>(c)</enum><header>No
			 redistribution of returned funds</header><text>This section shall apply in lieu
			 of any provision of law that provides for the redistribution of funds awarded
			 to a State or locality that remain unobligated by such State or
			 locality.</text>
			</subsection><subsection id="HA424ADDABC5D42DD928FB19AB74F187F"><enum>(d)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="HFDCC6F2456C54627A083C09AFDE12199"><enum>(1)</enum><text>The term
			 <term>State or locality</term> means a State, unit of local government, or
			 Indian tribe.</text>
				</paragraph><paragraph id="HA960C70E3BC0436783ECD3C0EC750BDF"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>State</term> means each of
			 the several States, the District of Columbia, and any commonwealth, territory,
			 or possession of the United States.</text>
				</paragraph></subsection><subsection id="HFEA4EF18227C49889AAD2E0C3709B492"><enum>(e)</enum><header>Application</header><text>This
			 section shall apply to funds returned on or after the date of the enactment of
			 this Act.</text>
