		  in nonsecurity discretionary appropriations for fiscal year 2011 to offset the

		<section id="HCDBD1D23E64C49918D838530F2A19B1C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Protect America from U.S. Military Expenses in Libya Act of
			 2011</short-title></quote>.</text>
		</section><section id="HBE3A61FD817A4334A556B460626D45F9"><enum>2.</enum><header>Reductions in
			 FY2011 nonsecurity funding to offset costs of military operations in
			 Libya</header>
			<subsection id="HF0B5E2D3073049CABC2A211872D5ED48"><enum>(a)</enum><header>Submission of
			 recommendations</header><text>Not later than July 1, 2011, to ensure that the
			 cost of military operations in Libya does not increase the Federal deficit or
			 reduce the capability of the United States Armed Forces, the President shall
			 submit to the Congress a list of recommendations for specific rescissions of
			 nonsecurity discretionary appropriations for fiscal year 2011, for
			 reappropriation to accounts of the Department of Defense to replace the amounts
			 obligated for such operations for such fiscal year.</text>
			</subsection><subsection id="H1B82977F9C034102912482E2692448E1"><enum>(b)</enum><header>Minimum
			 aggregate amount of recommended rescissions</header><text>The aggregate amount
			 of the rescissions recommended under subsection (a) shall be not less than the
			 projected cost determined under subsection (c).</text>
			</subsection><subsection id="H917895673DE7448398293EBEC38B1D4D"><enum>(c)</enum><header>Projection of
			 cost of military operations</header><text>Not later than June 1, 2011, the
			 Secretary of Defense shall determine and submit to the Congress and the
			 President a report containing the projected cost to the United States of
			 military operations in Libya for fiscal year 2011, based on the cost of such
			 operations through May 15, 2011.</text>
			</subsection><subsection id="HCE41F4C5D6C94CBE83A51AE4741C82AB"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph id="H1CF3F8B2116643E1838A234F810C769A"><enum>(1)</enum><text>The term
			 <quote>nonsecurity discretionary appropriations</quote> means discretionary
			 appropriations other than appropriations made available for an account,
			 program, project, or activity of the Department of Defense, Department of
			 Homeland Security, or Department of Veterans Affairs.</text>
				</paragraph><paragraph id="HC1E90C36FC56478D90B10C43A645154B"><enum>(2)</enum><text display-inline="yes-display-inline">The term <quote>military operations in
			 Libya</quote> includes the military operations in Libya designated by the
			 United States as Operation Odyssey Dawn and by the North Atlantic Treaty
			 Organization as Operation Unified Protector.</text>
