		<official-title>To prohibit Members of Congress, including the Delegates
		  and the Resident Commissioner to the Congress, and the President from receiving
		  pay during Government shutdowns.</official-title>

		<section id="HC4E6E2D58AC743418E466289BDAB3D5C" section-type="section-one"><enum>1.</enum><header>Prohibition on pay during
			 government shutdowns</header>
			<subsection id="H03FFF0200C224BD29B3D15FE1635D82D"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Members of Congress
			 and the President shall not receive basic pay for any period in which—</text>
				<paragraph id="H2528310DD7E841D7870E00A79EE411E0"><enum>(1)</enum><text>there is more than
			 a 24-hour lapse in appropriations for any Federal agency or department as a
			 result of a failure to enact a regular appropriations bill or continuing
			 resolution; or</text>
				</paragraph><paragraph id="H0AAA02BF1A844C478F6B5895FE30DB2C"><enum>(2)</enum><text>the Federal
			 Government is unable to make payments or meet obligations because the public
			 debt limit under section 3101 of title 31, United States Code, has been
			 reached.</text>
				</paragraph></subsection><subsection id="H238E1E0A4D6A4BAFA6DB451FE4566AE7"><enum>(b)</enum><header>Retroactive pay
			 prohibited</header><text display-inline="yes-display-inline">No pay forfeited
			 in accordance with subsection (a) may be paid retroactively.</text>
			</subsection><subsection id="H58D1B68EEAB54D8C9E316AFD3306145B"><enum>(c)</enum><header>Coverage of
			 Delegates and Resident Commissioner</header><text>For purposes of this Act, the
			 term <quote>Member of Congress</quote> includes a Delegate or Resident
			 Commissioner to the Congress.</text>
