<legis-type>AN ACT</legis-type> 
<official-title display="yes">To designate the property between the United States Federal Courthouse and the Ed Jones Building located at 109 South Highland Avenue in Jackson, Tennessee, as the <quote>M.D. Anderson Plaza</quote> and to authorize the placement of a historical/identification marker on the grounds recognizing the achievements and philanthropy of M.D. Anderson. </official-title>

<section id="H78C4FD04919B484C8CC2A3ACD3244D5E" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds as follows:</text> 
<paragraph id="H7C031A9BC115428A9C19F2760A333B64"><enum>(1)</enum><text display-inline="yes-display-inline">The Government has the responsibility to honor and recognize Americans who have positively impacted the welfare of other Americans.</text> </paragraph> 
<paragraph id="H5697466D5C6B42ABA7B8345437DF6A90"><enum>(2)</enum><text>Monroe Dunaway Anderson, born in Jackson, Tennessee, in 1873, was one of the United States’ most successful agri-businessmen and respected philanthropists.</text> </paragraph> 
<paragraph id="H27E80DD2D7C744BBB278E23E674E0984"><enum>(3)</enum><text>Monroe Dunaway Anderson, also known as M.D. Anderson, attended public schools in Jackson, Tennessee.</text> </paragraph> 
<paragraph id="H594C0BE138F7421FA186A3A929841D92"><enum>(4)</enum><text>After attending college in Memphis, Tennessee, M.D. Anderson returned to Jackson, Tennessee, to work at the People’s National Bank.</text> </paragraph> 
<paragraph id="H7B60AFB676A240C0A97898D90F0FD92E"><enum>(5)</enum><text>In 1904, M.D. Anderson, his older brother Frank Anderson, along with Will Clayton, established a partnership, Anderson, Clayton, and Company, to buy and sell cotton in Jackson, Tennessee.</text> </paragraph> 
<paragraph id="H6D21CD9EEB664F99B6C13EB97497FCA2"><enum>(6)</enum><text>In 1945, Anderson, Clayton, and Company was called the largest buyer, seller, storer, and shipper of raw cotton in the world by Fortune Magazine.</text> </paragraph> 
<paragraph id="H6EBDFC39F5EC49A9AFF6613E80890682"><enum>(7)</enum><text>In 1936, M.D. Anderson established the M.D. Anderson Foundation. This foundation funded the M.D. Anderson Cancer Center which grew into the largest medical complex in the world, the Texas Medical Center in Houston, Texas.</text> </paragraph> 
<paragraph id="H131FAB9A2D1C4C2E99DBD164A340140D"><enum>(8)</enum><text>M.D. Anderson’s positive impact in the cotton trade is still being felt by the cotton businesses in and around Jackson, Tennessee, and throughout the world.</text> </paragraph> 
<paragraph id="HA4752F3C9A604A2483F636214DA678A0"><enum>(9)</enum><text>M.D. Anderson and his foundation’s imprint on medical research, education, and agri-business should be memorialized in the town of his birth, Jackson, Tennessee, and deems recognition.</text> </paragraph></section> 
<section id="H2729062654214AFD93665741EE2927BD"><enum>2.</enum><header>M.D. Anderson Plaza</header> 
<subsection id="HC77C85AEBFB24C32A40B39386F06AACD"><enum>(a)</enum><header>Designation</header><text>The property in between the United States Courthouse and the Ed Jones Building located at 109 South Highland Avenue in Jackson, Tennessee, shall be known and designated as the <quote>M.D. Anderson Plaza</quote>.</text> </subsection> 
<subsection id="HFFDB636BBCF7458182A53AB681659CAB"><enum>(b)</enum><header>Marker and Statues Authorized</header><text display-inline="yes-display-inline">West Tennessee Health Care Foundation is hereby authorized to install in a prominent location on that portion of the Plaza under the jurisdiction of the General Services Administration—</text> 
<paragraph id="HD64D6D82F4B74BDEAEFC61743E106A4E"><enum>(1)</enum><text>a Tennessee State Historical Society marker recognizing the outstanding achievements in business and philanthropy on the grounds between the United States Courthouse and the Ed Jones Building; and</text> </paragraph> 
<paragraph id="HCAF97E934D35443CA1C16D12D213E421"><enum>(2)</enum><text display-inline="yes-display-inline">a life-sized statue depicting M.D. Anderson, with information recognizing persons who donated funds for the manufacturing of the statues.</text> </paragraph></subsection> 
<subsection id="H27522812CD154413933CCD73A6F04480"><enum>(c)</enum><header>Design of marker</header><text>The marker authorized by subsection (b)(1) shall be at least 42 inches in height.</text> </subsection> 
<subsection id="H03D72FAC19AE4CE38894B64A7A22C8E6"><enum>(d)</enum><header>Prohibition on Use of Federal Funds</header><text>No Federal funds may be expended to design the marker, to acquire the marker, to prepare the sight selected for the marker, to install the marker, or to maintain the marker or the statues authorized in subsection (b).</text></subsection> 
<subsection id="H6E66F381A563458AB0C3EE57EA77F751"><enum>(e)</enum><header>Approval</header> 
<paragraph id="H7A8AF5C00AAC470ABA4B6B9A5B82ED7D"><enum>(1)</enum><header>Submission of design</header><text display-inline="yes-display-inline">The West Tennessee Health Care Foundation shall consult with the Administrator of General Services in the design of the marker and statue authorized under subsection (b) and shall submit a design for approval.</text></paragraph> 
<paragraph id="H7DF8668E2CE3461CB017F6A7089E94A1"><enum>(2)</enum><header>Design approval</header><text>The design of a marker or statue as authorized under subsection (b) shall be subject to the approval of the Administrator.</text></paragraph> 
<paragraph id="H53B5595B731F469D8A1C999F855F51DD"><enum>(3)</enum><header>Timing of review</header><text display-inline="yes-display-inline">The Administrator shall conduct a review of the design not later than 90 days after the submission of the design. </text></paragraph> 
<paragraph id="HAA4A2F01CECE451DB5BC22B04DD4281C"><enum>(4)</enum><header>Failure to approve</header><text>In the event that the Administrator fails to approve the design, the Administrator shall submit a report to the Committee on Transportation and Infrastructure in the House of Representatives and the Committee on Environment and Public Works in the Senate detailing the reasons for failing to approve the design. </text> </paragraph></subsection></section>
