		  conduct certain offshore oil and gas lease sales, and for other

		<section id="HDFE2A8ADBE554D69A33E068482D4D18C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Restarting American Offshore Leasing
			 Now Act</short-title></quote>.</text>
		</section><section id="HB0CCC380AFFF4632827384D564FBB2D7"><enum>2.</enum><header>Requirement to
			 conduct proposed oil and gas Lease Sale 216 in the Central Gulf of
			 Mexico</header>
			<subsection id="H908FA2156AFF4C728CACA030A668AD80"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of the Interior shall conduct offshore oil
			 and gas Lease Sale 216 under section 8 of the Outer Continental Shelf Lands Act
			 (33 U.S.C. 1337) as soon as practicable, but not later than 4 months after the
			 date of enactment of this Act.</text>
			</subsection><subsection id="H29AB060A9A1645B8BA047E75FFCB1E8B"><enum>(b)</enum><header>Environmental
			 review</header><text>For the purposes of that lease sale, the Environmental
			 Impact Statement for the 2007–2012 5-Year OCS Plan and the Multi-Sale
			 Environmental Impact Statement are deemed to satisfy the requirements of the
			 National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.).</text>
			</subsection></section><section id="H194C5C75C84542E3A805346B9EC99938"><enum>3.</enum><header>Requirement to
			 conduct proposed oil and gas Lease Sale 218 in the Western Gulf of
			 Mexico</header>
			<subsection id="H96F82AF5C5F743068CAAA4DCF17ACC5C"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of the Interior shall conduct offshore oil
			 and gas Lease Sale 218 under section 8 of the Outer Continental Shelf Lands Act
			 (33 U.S.C. 1337) as soon as practicable, but not later than 8 months after the
			 date of enactment of this Act.</text>
			</subsection><subsection id="HAEB659C104CE4263AEA22FF4358E997D"><enum>(b)</enum><header>Environmental
			 review</header><text>For the purposes of that lease sale, the Environmental
			 Impact Statement for the 2007–2012 5-Year OCS Plan and the Multi-Sale
			 Environmental Impact Statement are deemed to satisfy the requirements of the
			 National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.).</text>
			</subsection></section><section id="HE84137440349444DB0EB5D4187B39AAA"><enum>4.</enum><header>Requirement to
			 conduct proposed oil and gas Lease Sale 220 on the Outer Continental Shelf
			 offshore Virginia</header>
			<subsection id="HC2022C3F95294C2BA2920EAB0CEBCD00"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of the Interior shall conduct offshore oil
			 and gas Lease Sale 220 under section 8 of the Outer Continental Shelf Lands Act
			 (33 U.S.C. 1337) as soon as practicable, but not later than one year after the
			 date of enactment of this Act.</text>
			</subsection><subsection id="H9C92C36C10B44C8E9568E7F47BC2BD0A"><enum>(b)</enum><header>Prohibition on
			 conflicts with military operations</header><text>The Secretary shall not make
			 any tract available for leasing under this section if the President, through
			 the Secretary of Defense, determines that drilling activity on that tract would
			 create an unreasonable conflict with military operations.</text>
			</subsection></section><section id="HD4EE1434C09B4440ACC5E6D35893E35A"><enum>5.</enum><header>Requirement to
			 conduct proposed oil and gas Lease Sale 222 in the Central Gulf of
			 Mexico</header>
			<subsection id="H826486E38EBB44C28B5A353F0497ABD1"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of the Interior shall conduct offshore oil
			 and gas Lease Sale 222 under section 8 of the Outer Continental Shelf Lands Act
			 (33 U.S.C. 1337) as soon as practicable, but not later than June 1,
			 2012.</text>
			</subsection><subsection id="H6C00802CD15D4B838DED0FBA52BB66EE"><enum>(b)</enum><header>Environmental
			 Review</header><text>For the purposes of that lease sale, the Environmental
			 Impact Statement for the 2007–2012 5-Year OCS Plan and the Multi-Sale
			 Environmental Impact Statement are deemed to satisfy the requirements of the
			 National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.).</text>
			</subsection></section><section id="H418D13B28E8B401FA08DA9D6489A28FC"><enum>6.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HCED02DDDDD4F48FB9ABDDBE70FEE55CA"><enum>(1)</enum><text>The term
			 <quote>Environmental Impact Statement for the 2007–2012 5 Year OCS Plan</quote>
			 means the Final Environmental Impact Statement for Outer Continental Shelf Oil
			 and Gas Leasing Program: 2007–2012 (April 2007) prepared by the Secretary of
			 the Interior.</text>
			</paragraph><paragraph id="HAB25217E27E94CA7AE783B9221FE3D11"><enum>(2)</enum><text>The term
			 <quote>Multi-Sale Environmental Impact Statement</quote> means the
			 Environmental Impact Statement for Proposed Western Gulf of Mexico OCS Oil and
			 Gas Lease Sales 204, 207, 210, 215, and 218, and Proposed Central Gulf of
			 Mexico OCS Oil and Gas Lease Sales 205, 206, 208, 213, 216, and 222 (September
			 2008) prepared by the Secretary of the Interior.</text>
			</paragraph></section></legis-body>
