		<official-title>To amend the Securities Exchange Act of 1934 to ensure
		  mortgages held or securitized by Fannie Mae and Freddie Mac and asset-backed
		  securities issued by such enterprises are treated similarly as other mortgages
		  and asset-backed securities for purposes of the credit risk retention
		  requirements under such Act.</official-title>

		<section id="HE6884B28BC9242C19710ECED01E160F8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>GSE Credit Risk Equitable Treatment
			 Act of 2011</short-title></quote>.</text>
		</section><section id="HB26BC2854A7A4CE29F6F543A1BA0155D"><enum>2.</enum><header>Equitable
			 treatment of Fannie Mae and Freddie Mac under credit risk retention
			 requirements</header>
			<subsection id="HA1F319835F264BD1BE2FFBB050996C0A"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 15G of the
			 Securities Exchange Act of 1934 (15 U.S.C. 78o–11) is amended—</text>
				<paragraph id="H46ACFE9A15BA477A960A64AC5590E744"><enum>(1)</enum><text>in subsection
			 (c)(1)—</text>
					<subparagraph id="HE93E833151334FCA8C617FF0CF39EF4E"><enum>(A)</enum><text>in subparagraph
			 (F), by striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph id="HB7224499CB0A4B379588794B6ACC3A3A"><enum>(B)</enum><text>in subparagraph
			 (G), by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>
					</subparagraph><subparagraph id="H56C4FA30F48743319D795B35FE4D434B"><enum>(C)</enum><text>by adding at the
			 end the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="H9B472CC82F5541729276B64CA51DCC83" style="OLC">
							<subparagraph id="HF65FC28FE21A4FFC818DA011CC3AEDA1"><enum>(H)</enum><text display-inline="yes-display-inline">provide for no difference in the treatment
				of an asset-backed security securitized by the Federal National Mortgage
				Association or the Federal Home Loan Mortgage Corporation, solely because of
				securitization by such enterprise, from the treatment of asset-backed
				securities securitized by any other
				entity.</text>
							</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HC88DD6CD357E42899AF78C8CA1C72E01"><enum>(2)</enum><text>in subsection
			 (e)—</text>
					<subparagraph id="H9ED736C36540492998757B118EB57420"><enum>(A)</enum><text>by redesignating
			 paragraph (6) as paragraph (7); and</text>
					</subparagraph><subparagraph id="H1F2EA9FA10BC45B0A87B15A6F68E0D09"><enum>(B)</enum><text>by inserting after
			 paragraph (5) the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="HC0882F635AF341AE8CDF139F4DF68DAD" style="OLC">
							<paragraph id="HBD92AEA1B5E4435180F221A29B900545"><enum>(6)</enum><header>Mortgages of
				Fannie Mae and Freddie Mac</header><text display-inline="yes-display-inline">The regulations issued under paragraph (4)
				shall provide that the purchase, holding, or securitization of any mortgage by
				the Federal National Mortgage Association or the Federal Home Loan Mortgage
				Corporation shall not solely of itself have any effect on whether such mortgage
				qualifies as a qualified residential mortgage under such
				paragraph.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H8EC4329C340444439CB7FD7C5EA7D2C8"><enum>(b)</enum><header>Regulations</header><text display-inline="yes-display-inline">Not later than 90 days after the date of
			 the enactment of this Act, the Federal banking agencies (as such term is
			 defined in section 15G(a) of the Securities Exchange Act of 1934 (15 U.S.C.
			 78o–11(a)), the Securities and Exchange Commission, the Secretary of Housing
			 and Urban Development, and the Director of the Federal Housing Finance Agency,
			 shall jointly issue regulations to carry out subsections (c)(1)(H) and (e)(6)
			 of section 15G of the Securities Exchange Act of 1934, as added by the
			 amendments made by subsection (a) of this section.</text>
