		<official-title display="yes">To amend the Public Health Service Act to
		  convert funding for graduate medical education in qualified teaching health
		  centers from direct appropriations to an authorization of
		  appropriations.</official-title>

		<section id="HD8E45110CF4948B9AD2E02488305FE5D" section-type="section-one"><enum>1.</enum><header>Converting funding for
			 graduate medical education in qualified teaching health centers from direct
			 appropriations to an authorization of appropriations</header>
			<subsection id="HBEA5FFEF67CD4E73A2B939472A6F4FFD"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 340H of the
			 Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/256h">42 U.S.C. 256h</external-xref>), as added by
			 section 5508(c) of the Patient Protection and Affordable Care Act
			 (<external-xref legal-doc="public-law" parsable-cite="pl/111/148">Public Law
			 111–148</external-xref>), is amended—</text>
				<paragraph id="HF17A898D37454230BCFAE569433A3150"><enum>(1)</enum><text>in subsection
			 (b)(2)(A), by striking <quote>under subsection (g)</quote> each place it
			 appears and inserting <quote>pursuant to subsection (g)</quote>;</text>
				</paragraph><paragraph id="HC9454BF5D8CE4E14BD41B3DFA3C47770"><enum>(2)</enum><text>in subsection
			 (d)(2)(B), by striking <quote>in subsection (g)</quote> and inserting
			 <quote>pursuant to subsection (g)</quote>; and</text>
				</paragraph><paragraph id="H6CB44EA85A7C41A1B56245988CA8203E"><enum>(3)</enum><text>by amending
			 subsection (g) to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="HDC2009094000446B9BD3464AA217513A" style="OLC">
						<subsection id="H51114D7A77F440589DCF0F3385C9F405"><enum>(g)</enum><header>Authorization of
				appropriations</header><text display-inline="yes-display-inline">To carry out
				this section, there are authorized to be appropriated $46,000,000 for each of
				fiscal years 2012 through
				2015.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H740AC78AA84C49FEB7EB0DF0E8742BA8"><enum>(b)</enum><header>Rescission of
			 unobligated funds</header><text display-inline="yes-display-inline">Of the
			 amounts made available by such section 340H (<external-xref legal-doc="usc" parsable-cite="usc/42/256h">42 U.S.C. 256h</external-xref>), the unobligated
			 balance is rescinded.</text>
			</subsection><subsection id="H4A5E1037A9944963B0E4D58352C8E11E"><enum>(c)</enum><header>Technical
			 correction</header><text display-inline="yes-display-inline">The second subpart
			 XI of part D of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/256i">42 U.S.C. 256i</external-xref>), as
			 added by section 10333 of the Patient Protection and Affordable Care Act
			 (<external-xref legal-doc="public-law" parsable-cite="pl/111/148">Public Law
			 111–148</external-xref>), is amended—</text>
				<paragraph id="H9658A131B82A43C8B2D20F4A5AEEF26C"><enum>(1)</enum><text>by redesignating
			 subpart XI as subpart XII; and</text>
				</paragraph><paragraph id="H3BE051F907304707AA55B4BE9AB1C71F"><enum>(2)</enum><text>by redesignating
			 section 340H of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/256i">42 U.S.C. 256i</external-xref>) as section
			 340I.</text>
				</paragraph></subsection><subsection id="H4C4A1E7121F84980A44F428E80EBA5A4"><enum>(d)</enum><header>Prohibition
			 against abortion</header><text display-inline="yes-display-inline">Section 340H
			 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/256h">42 U.S.C. 256h</external-xref>) is amended by
			 adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H5FC54FE4A8474CEC97F5EA9DD1576A13" style="OLC">
					<subsection id="HC82B8EE707464BC9AA96794374558EB6"><enum>(k)</enum><header>Prohibition
				against abortion</header>
						<paragraph id="HB5F850D0FC0145E6B98E575413737366"><enum>(1)</enum><text>None of the funds
				made available pursuant to subsection (g) shall be used to provide any abortion
				or training in the provision of abortions.</text>
						</paragraph><paragraph id="H06C1942113D9423784BE40EE904DC4D9"><enum>(2)</enum><text>Paragraph (1)
				shall not apply to an abortion—</text>
							<subparagraph id="HF0C4FD6EACFE4350858B190C6D536377"><enum>(A)</enum><text display-inline="yes-display-inline">if the pregnancy is the result of an act of
				rape or incest; or</text>
							</subparagraph><subparagraph id="H0151C50FD5F84F1B9FAE81E372BA82CA"><enum>(B)</enum><text>in the case where
				a woman suffers from a physical disorder, physical injury, or physical illness,
				that would, as certified by a physician, place the woman in danger of death
				unless an abortion is performed including a life endangering physical condition
				caused by or arising from the pregnancy itself.</text>
							</subparagraph></paragraph><paragraph id="HADBC4E09FF564C8E952A14F156823421"><enum>(3)</enum><text>None of the funds
				made available pursuant to subsection (g) may be provided to a qualified
				teaching health center if such center subjects any institutional or individual
				health care entity to discrimination on the basis that the health care entity
				does not provide, pay for, provide coverage of, or refer for abortions.</text>
						</paragraph><paragraph id="H8174E7EBFB7C495E811E7D1AA56DBDD9"><enum>(4)</enum><text>In this
				subsection, the term <quote>health care entity</quote> includes an individual
				physician or other health care professional, a hospital, a provider-sponsored
				organization, a health maintenance organization, a health insurance plan, or
				any other kind of health care facility, organization, or
				plan.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
