		<section id="HCF767F2F762F40E6B70023AD27A8C2AC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Decrease Spending Now Act</short-title></quote>.</text>
		</section><section id="H0ADB0FA4866E4A938A96184131FD3CED"><enum>2.</enum><header>Rescission of
			 unobligated discretionary appropriations</header>
			<subsection id="H3765477185A244058306A1D53A565856"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Of the unobligated
			 balances of discretionary appropriations on the date of enactment of this Act,
			 $45,000,000,000 is rescinded.</text>
			</subsection><subsection id="H11215AF4376442D8BFF425957E5744FD"><enum>(b)</enum><header>Implementation</header>
				<paragraph id="HB8EAFDF48CAA428BA4D8201F403E69F3"><enum>(1)</enum><header>In
			 general</header><text>The Director of the Office of Management and Budget shall
			 determine which appropriation accounts the rescission under subsection (a)
			 shall apply to and the amount that each such account shall be reduced by
			 pursuant to such rescission.</text>
				</paragraph><paragraph id="H78EF939BD9E5404086BDA19A4440FADB"><enum>(2)</enum><header>Report</header><text>Not
			 later than 60 days after the date of the enactment of this Act, the Director of
			 the Office of Management and Budget shall submit a report to the Secretary of
			 the Treasury and Congress listing the accounts reduced by the rescission in
			 subsection (a) and the amounts rescinded from each such account.</text>
				</paragraph></subsection><subsection id="H35A737E9E2E04E6FA4B5F3F4359AAE4E"><enum>(c)</enum><header>Exceptions</header><text display-inline="yes-display-inline">The rescission under subsection (a) shall
			 not apply to the Department of Defense, the Department of Veterans Affairs, or
			 the Social Security Administration.</text>
