		<section display-inline="no-display-inline" id="H0FD57FB2034C4CC285741016B43B7767" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Sanctity of Life Act of
			 2011</short-title></quote>.</text>
		</section><section id="H23554515F7484731B78F7557ADFB7C48"><enum>2.</enum><header>Finding and
			 declaration</header>
			<subsection id="H7C9E4199D2F049ADB66F3C18D95195BD"><enum>(a)</enum><header>Finding</header><text>The
			 Congress finds that present day scientific evidence indicates a significant
			 likelihood that actual human life exists from conception.</text>
			</subsection><subsection id="H93E1EE8C1EEC486BB0351B6B99E99E56"><enum>(b)</enum><header>Declaration</header><text>Upon
			 the basis of this finding, and in the exercise of the powers of the
			 Congress—</text>
				<paragraph id="H6292CB2120FF4109BD29A1FC248A0FC0"><enum>(1)</enum><text>the Congress
			 declares that—</text>
					<subparagraph id="H2473124E7B2B4EB8A5AF6669E7A391D5"><enum>(A)</enum><text>human life shall
			 be deemed to exist from conception, without regard to race, sex, age, health,
			 defect, or condition of dependency; and</text>
					</subparagraph><subparagraph id="HDBE4F89BA7D847ED8B61430E82D37AAE"><enum>(B)</enum><text>the term
			 <term>person</term> shall include all human life as defined in subparagraph
			 (A); and</text>
					</subparagraph></paragraph><paragraph id="H27034DADD73041ACB4CEB2A249FED5C5"><enum>(2)</enum><text>the Congress
			 recognizes that each State has the authority to protect lives of unborn
			 children residing in the jurisdiction of that State.</text>
				</paragraph></subsection></section><section id="H0FE38FA15ACC4E88A7B9C2FAD3E54F78"><enum>3.</enum><header>Limitation on
			 appellate jurisdiction</header>
			<subsection id="H49415641A3414F12A280E35D7E419976"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 81 of title
			 28, United States Code, is amended by adding at the end the following new
			 section:</text>
				<quoted-block display-inline="no-display-inline" id="H7812168E0B13408480623D874567A547" style="USC">
					<section id="H78FFB21E67954318B2FAA77AFA6CFE3F"><enum>1260.</enum><header>Appellate
				jurisdiction; limitation</header><text display-inline="no-display-inline">Notwithstanding the provisions of sections
				1253, 1254, 1257, and 1258, the Supreme Court shall not have jurisdiction to
				review, by appeal, writ of certiorari, or otherwise, any case arising out of
				any statute, ordinance, rule, regulation, practice, or any part thereof, or
				arising out of any act interpreting, applying, enforcing, or effecting any
				statute, ordinance, rule, regulation, or practice, on the grounds that such
				statute, ordinance, rule, regulation, practice, act, or part thereof—</text>
						<paragraph id="H65304AEABB0D4F17A63A8803807A955E"><enum>(1)</enum><text>protects the
				rights of human persons between conception and birth; or</text>
						</paragraph><paragraph id="H28ABE4856127459BA85524BF3746BA7F"><enum>(2)</enum><text>prohibits, limits,
				or regulates—</text>
							<subparagraph id="H5FBA4EC638EF46CD9B3E31D2E4F88B34"><enum>(A)</enum><text>the performance of
				abortions; or</text>
							</subparagraph><subparagraph id="H2453BF1BA30C4DE4B042FFEF130AA247"><enum>(B)</enum><text>the provision of
				public expense of funds, facilities, personnel, or other assistance for the
				performance of
				abortions.</text>
							</subparagraph></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HFDB9E6CC92934BBFA99A3DAD0E856D3F"><enum>(b)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">The table of
			 sections at the beginning of chapter 81 of title 28, United States Code, is
			 amended by adding at the end the following new item:</text>

					<toc regeneration="no-regeneration">
						<toc-entry level="section">1260. Appellate jurisdiction;

			</subsection></section><section id="H6F08108E3BB14D7887BA5C30F01271CF"><enum>4.</enum><header>Limitation on
			 district court jurisdiction</header>
			<subsection id="H636205A0BFED433BAFB139A610BB57B0"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 85 of title
			 28, United States Code, is amended by adding at the end the following new
			 section:</text>
				<quoted-block display-inline="no-display-inline" id="HEEDBF43095E84B6682A836B7AF643051" style="USC">
					<section id="H6ABC126406A54575BC8886B92E57BF41"><enum>1370.</enum><header>Limitation on
				jurisdiction</header><text display-inline="no-display-inline">Notwithstanding
				any other provision of law, the district courts shall not have jurisdiction of
				any case or question which the Supreme Court does not have jurisdiction to
				review under section 1260 of this
				title.</text>
					</section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H52A9BF6C5B6A484E86975B3C723F0D71"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The table of sections at the beginning of chapter 85 of
			 title 28, United States Code, is amended by adding at the end the following new
			 item:</text>

			</subsection></section><section id="H9E2C33DA58D14EFBBDC8D671FF4F3D96"><enum>5.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">This Act and the
			 amendments made by this Act shall take effect on the date of the enactment of
			 this Act, and shall apply to any case pending on, or commenced on or after,
			 such date of enactment.</text>
		</section><section id="H32C18894F00B4856A261C17D3632BE82"><enum>6.</enum><header>Severability</header><text display-inline="no-display-inline">If any provision of this Act or the
			 amendments made by this Act, or the application of this Act or such amendments
			 to any person or circumstance is determined by a court to be invalid, the
			 validity of the remainder of this Act and the amendments made by this Act and
			 the application of such provision to other persons and circumstances shall not
			 be affected by such determination.</text>
