		<section id="H2E5E72E9DEA643E1A084637F507A4815" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Rural Broadband Initiative
			 Act</short-title></quote>.</text>
		</section><section id="HDE87D317F6B0484493CE5CCA822BC922"><enum>2.</enum><header>Office of Rural
			 Broadband Initiatives</header>
			<subsection id="H19B94F9205AA4DB998CBA5992C9821C9"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Title VI of the Rural
			 Electrification Act of 1936 (7 U.S.C. 950bb et seq.) is amended—</text>
				<paragraph id="HA1F15169F57B4A40AEEFF23238FB38A3"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating sections 601 and 602 as
			 sections 603 and 604, respectively; and</text>
				</paragraph><paragraph id="H7FF15FB62F1B4656A8A7AFFCDF8E2A19"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting before section 603 (as so
			 redesignated) the following new sections:</text>
					<quoted-block display-inline="no-display-inline" id="HB2A5DD4002294B9BB7A9BF87B273C602" style="OLC">
						<section id="H3078F60CA0704394BBDE36CCAB96925D"><enum>601.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text>
							<paragraph id="HF09F2036A5D24C69A22372B502BD52B5"><enum>(1)</enum><header>Office</header><text>The
				term <term>Office</term> means the Office of Rural Broadband Initiatives
				established by section 602(a)(1).</text>
							</paragraph><paragraph id="HC8B529AD85B049B0A59A52E53C694C1E"><enum>(2)</enum><header>Under
				Secretary</header><text>The term <term>Under Secretary</term> means the Under
				Secretary for Rural Broadband Initiatives appointed under section
				602(a)(2).</text>
							</paragraph></section><section id="H66D8E35247D343FBB316739C6AF4E60D"><enum>602.</enum><header>Office of Rural
				Broadband Initiatives</header>
							<subsection id="HF9ADE963CC8545B8A0A9A4151848E522"><enum>(a)</enum><header>Establishment</header>
								<paragraph id="HE62DC70AA69A4B78BC8E95DB87C7F306"><enum>(1)</enum><header>In
				general</header><text>There is established in the Department of Agriculture an
				office to be known as the <term>Office of Rural Broadband
				Initiatives</term>.</text>
								</paragraph><paragraph id="H174A8F1F2439416BA025F0D86ECC0471"><enum>(2)</enum><header>Under
				Secretary</header><text>The head of the Office shall be the Under Secretary for
				Rural Broadband Initiatives, who shall—</text>
									<subparagraph id="H2D34B6F0C9D149A084290E45E745F3B2"><enum>(A)</enum><text>be appointed by
				the President, by and with the advice and consent of the Senate; and</text>
									</subparagraph><subparagraph id="HBDC14E00DAB941529FBDAFF9A2D75064"><enum>(B)</enum><text>report directly to
				the Secretary.</text>
									</subparagraph></paragraph></subsection><subsection id="H385B3E5F332F44EFA4948AE2155005D8"><enum>(b)</enum><header>Responsibilities</header>
								<paragraph id="H1FB75424D77746D18901EB8D1FF02420"><enum>(1)</enum><header>In
				general</header><text>The Under Secretary shall—</text>
									<subparagraph id="H279A5557AB7B41D4A2FAE9EFD26E0B46"><enum>(A)</enum><text>as of the date of
				enactment of this section, administer all rural broadband-related grant and
				loan programs previously administered by the Administrator of the Rural
				Utilities Service, including—</text>
										<clause id="H1B87867C2C9041CA937DD5B33D69A6DF"><enum>(i)</enum><text>the rural
				broadband access loan and loan guarantee program established under section 603;
				and</text>
										</clause><clause id="HB8BC506807E84840A8573D84A74CEAC5"><enum>(ii)</enum><text>the Community
				Connect Grant Program described in subpart A of part 1739 of title 7, Code of
				Federal Regulations (or successor regulations).</text>
										</clause></subparagraph></paragraph><paragraph id="H76B2417C392F4A20BF8B2543950FD32B"><enum>(2)</enum><header>Requirements</header><text>The
				Under Secretary shall—</text>
									<subparagraph id="HE878117AA3224D258EB1C1FF8943BFE7"><enum>(A)</enum><text>conduct extensive,
				nationwide outreach to rural areas;</text>
									</subparagraph><subparagraph id="H981FF7C1E78E42A78DCBD1B01CFE0F4A"><enum>(B)</enum><text>foster the
				development of a comprehensive rural broadband strategic vision;</text>
									</subparagraph><subparagraph id="HDA1CCCA2741B453A9689492F781C0AF1"><enum>(C)</enum><text>plan coordination
				of Federal resources for State, regional, and local governments to assist
				citizens living and working in rural areas;</text>
									</subparagraph><subparagraph id="H2D1371465E8E45FF966A0AE00B509913"><enum>(D)</enum><text>assess all
				relevant technologies (including WiFi, WIMAX, DSL, cable, satellite, fiber, and
				broadband over power lines), as the technologies are able to support in whole
				or in part rural broadband needs and requirements;</text>
									</subparagraph><subparagraph id="HA5CB61F1706E4B00ABBAB8086EFD2E08"><enum>(E)</enum><text>serve as a single
				information source for all rural broadband programs and services administered
				by Federal agencies; and</text>
									</subparagraph><subparagraph id="H6F47BB245ECE407CA696412D0456EF09"><enum>(F)</enum><text>provide technical
				assistance to State, regional, and local governments to develop broadband
				deployment strategies.</text>
									</subparagraph></paragraph></subsection><subsection id="H9AAB922E7CDC4B99BAF9DBA2335C2CBF"><enum>(c)</enum><header>Comprehensive
				rural broadband strategy</header>
								<paragraph id="H90AA0B6E26094F938CD0F0D707B848A9"><enum>(1)</enum><header>In
				general</header><text>Not later than 180 days after the appointment of the
				first Under Secretary, the Under Secretary shall submit to the President and
				Congress a report describing comprehensive rural broadband strategy that
				includes—</text>
									<subparagraph id="H59166DFF2423418EA971AD7209865FB3"><enum>(A)</enum><text>recommendations—</text>
										<clause id="HAA23FE77AA574566B6EA462262992985"><enum>(i)</enum><text>to
				promote interagency coordination of Federal agencies in regards to policies,
				procedures, and targeted resources, and to improve and streamline the policies,
				programs, and services;</text>
										</clause><clause id="H8D20DBEEE1A0441DB2712001F7A9C0A4"><enum>(ii)</enum><text>to coordinate
				among Federal agencies regarding existing rural broad­band or rural initiatives
				that could be of value to rural broadband development;</text>
										</clause><clause id="H9DCBAF01EE19493BB61A93C3F57BDFF8"><enum>(iii)</enum><text>to address both
				short- and long-term solutions and needs assessments for a rapid build-out of
				rural broadband solutions and applications for Federal, State, regional, and
				local government policy makers;</text>
										</clause><clause id="HE739BCDC525E4D6C8963900082F71EBC"><enum>(iv)</enum><text>to identify how
				specific Federal agency programs and resources can best respond to rural
				broadband requirements and overcome obstacles that currently impede rural
				broadband deployment; and</text>
										</clause><clause id="HE507D5B672044DCD964807847F93A330"><enum>(v)</enum><text>to
				promote successful model deployments and appropriate technologies being used in
				rural areas so that State, regional, and local governments can benefit from the
				cataloging of successes of other State, regional, and local governments;
				and</text>
										</clause></subparagraph><subparagraph id="H0C3E4B23F456424392260C42300622FA"><enum>(B)</enum><text>a description of
				goals and timeframes to achieve the strategic plans and visions identified in
				the report.</text>
									</subparagraph></paragraph><paragraph id="H334B38BC0FC84B3CB75809D3EDA8EA18"><enum>(2)</enum><header>Updates</header><text>The
				Under Secretary shall update and evaluate the report described in paragraph (1)
				on an annual basis.</text>
								</paragraph></subsection><subsection id="H72D6B906E07E46A390FD5A95F8E04D35"><enum>(d)</enum><header>Rural Broadband
				Advisory Panel</header>
								<paragraph id="H9B48EA0829544965AEC63A47A72BC590"><enum>(1)</enum><header>In
				general</header><text>Not later than 60 days after the date of appointment of
				the first Under Secretary, the Under Secretary shall submit to Congress a plan
				to establish a Rural Broadband Advisory Panel (referred to in this subsection
				as the <term>Panel</term>).</text>
								</paragraph><paragraph id="H447A5ADF423B4E22BB91AE8BFBCFF258"><enum>(2)</enum><header>Chairperson</header><text>The
				Panel shall be chaired by the Under Secretary or a designee.</text>
								</paragraph><paragraph id="HB4416178479F451AB24F87C92BB4580C"><enum>(3)</enum><header>Membership</header><text>The
				Panel shall be composed of representatives of—</text>
									<subparagraph id="HF5E0128FA88D4B458E169A5F6997A70A"><enum>(A)</enum><text>State
				government;</text>
									</subparagraph><subparagraph id="HE1BBA0B0282149FA8139D87F3821D5E2"><enum>(B)</enum><text>local
				government;</text>
									</subparagraph><subparagraph id="H9947EAEB59EE4B4FB19A6C25E9875B0B"><enum>(C)</enum><text>communications
				equipment vendors (including broadband data service providers);</text>
									</subparagraph><subparagraph id="HF81F531244EE483291864FB6C21DAA60"><enum>(D)</enum><text>public utility
				services;</text>
									</subparagraph><subparagraph id="HC27A0B406E5E4949B095338B8D695554"><enum>(E)</enum><text>local exchange
				carriers;</text>
									</subparagraph><subparagraph id="HD6B2433A91934FCF820B2F4B902E6414"><enum>(F)</enum><text>wireless
				carriers;</text>
									</subparagraph><subparagraph id="H0C0D74CB2AA5456FA656192318DD68F3"><enum>(G)</enum><text>satellite
				communications services; and</text>
									</subparagraph><subparagraph id="H3FCDD93AA8F84260AE0D71E25C4C2D85"><enum>(H)</enum><text>other appropriate
				public or private sector entities, as determined by the Under Secretary.</text>
									</subparagraph></paragraph><paragraph id="HF2831261D8664C0288757B7892BF68AE"><enum>(4)</enum><header>Meetings</header><text>The
				Panel shall meet not less than 4 times each year.</text>
								</paragraph><paragraph id="HFB0942C5957E460CA2C4F438983A896A"><enum>(5)</enum><header>Duties</header><text>The
				Advisory Panel shall—</text>
									<subparagraph id="H1B049AAC83FC4F65ACD6F57E71DBF61E"><enum>(A)</enum><text>assist the Under
				Secretary in updating the annual report described in subsection (c)(2);</text>
									</subparagraph><subparagraph id="H530E36DFB51D4626967E20410814BB9E"><enum>(B)</enum><text>evaluate the
				effectiveness of all Federal broadband assistance programs and policies aimed
				at fostering broadband access in rural and underserved areas;</text>
									</subparagraph><subparagraph id="HD54BFCA324004032817FF058EED190F8"><enum>(C)</enum><text>evaluate best
				practices employed at the State and local government level to foster broadband
				access in rural and underserved areas; and</text>
									</subparagraph><subparagraph id="HE4485E715B8749BC8686A103575BFB84"><enum>(D)</enum><text>cooperate with the
				Under Secretary in addressing and evaluating issues determined by the Under
				Secretary to be critical to fostering broadband access and connectivity in
				rural and underserved areas.</text>
									</subparagraph></paragraph></subsection><subsection id="H6735917C3B9347FFA1440BD10265F388"><enum>(e)</enum><header>Web-Based
				clearinghouse</header><text>The Under Secretary shall establish a comprehensive
				and interactive rural broadband Web-based clearinghouse that describes options,
				opportunities, resources, successful public-private partnerships, comprehensive
				funding sources, and technology tutorials for rural broadband,
				including—</text>
								<paragraph id="H5FF71B4A37254799AD6872AD5EF680C3"><enum>(1)</enum><text>case
				studies;</text>
								</paragraph><paragraph id="H8072FD8B3A9B4D3DAD957EF6984D8629"><enum>(2)</enum><text>descriptions of
				best practices;</text>
								</paragraph><paragraph id="HC22DFB5A84CA435F90ED35AC4D6DEA98"><enum>(3)</enum><text>assessments of
				various technology solutions;</text>
								</paragraph><paragraph id="HF7EB10F2415945CB98A101896B04CD9E"><enum>(4)</enum><text>feasibility
				studies;</text>
								</paragraph><paragraph id="H7058CA9B90DE416EA83596F0BA67CCED"><enum>(5)</enum><text>applications,
				including telework, telemedicine, distance learning, training, homeland
				security, senior citizen connectivity and program development, and business and
				economic development;</text>
								</paragraph><paragraph id="HCD01A3151C3D4FBFB0077C7AE3B5ACF7"><enum>(6)</enum><text>rural broadband
				options and policies analysis; and</text>
								</paragraph><paragraph id="H195D32ADA13C496987AE92FEDFB9D146"><enum>(7)</enum><text>support for
				networks among rural communities and economic development
				agencies.</text>
								</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H22E24297D99448D18E9CB1459515CA0D"><enum>(b)</enum><header>Conforming
			 amendments</header><text>Section 603 of the Rural Electrification Act of 1936
			 (as redesignated by subsection (a)(1)) is amended—</text>
				<paragraph id="HA018FF2F375E4097AD6B3743E565C0C0"><enum>(1)</enum><text>in subsection
			 (d)(1)(B), by striking <quote>subsection (k)</quote> and inserting
			 <quote>subsection (l)</quote>;</text>
				</paragraph><paragraph id="H46AB08573D434A09AEBBFC81A1B2314E"><enum>(2)</enum><text>in subsection (j),
			 by striking <quote>Administrator</quote> and inserting <quote>Under
			 Secretary</quote>;</text>
				</paragraph><paragraph id="H9AB88ED39D484B5FA7BF7E2E63BA7157"><enum>(3)</enum><text>by redesignating
			 subsections (k) and (l) as subsections (l) and (m), respectively; and</text>
				</paragraph><paragraph id="HBDA1D749E0904DEF9936D04BA23ECC43"><enum>(4)</enum><text>by inserting after
			 subsection (j) the following:</text>
					<quoted-block display-inline="no-display-inline" id="HA6BEDE9566844506B87547F9942197E7" style="OLC">
						<subsection id="HF6A9CC430AD64ACFB439B31C435507EB"><enum>(k)</enum><header>Rules
				revision</header>
							<paragraph id="H6937FA40C9DA4D1C8E735EEA5FF85154"><enum>(1)</enum><header>In
				general</header><text>Not later than 60 days after the date of appointment of
				the first Under Secretary, the Under Secretary shall submit to Congress a
				revision of the rules and qualification criteria for the loan and loan
				guarantee programs under this section.</text>
							</paragraph><paragraph id="HD99202F6FFB84D7FB9F6E2811B711B58"><enum>(2)</enum><header>Requirements</header><text>In
				preparing the revision, the Under Secretary shall—</text>
								<subparagraph id="HDD1B9AD679A34039BE02B58FED21E023"><enum>(A)</enum><text>emphasize
				streamlining the application process and processing time;</text>
								</subparagraph><subparagraph id="H3BA09DD6F8784F5980F633A948ED9D55"><enum>(B)</enum><text>ensure that the
				financial requirements for applicants do not unduly disqualify applicants that
				have demonstrated a viable business plan; and</text>
								</subparagraph><subparagraph id="H8B81D9C8FC694E0AA2D5894063C0D88A"><enum>(C)</enum><text>not diminish the
				mission of the program to deliver broadband service to underserved rural
				areas.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="HFFBC18DB569E44A3AD741DADCC42A8F3"><enum>3.</enum><header>Sufficiency of
			 resources</header>
			<subsection id="H96E7ACEBAF5A4DBA920A8D84F7CF816E"><enum>(a)</enum><header>In
			 general</header><text>Not later than 60 days after the date of enactment of
			 this Act, the Secretary of Agriculture shall submit to Congress a report
			 describing the resources and staff necessary to carry out this Act and the
			 amendments made by this Act.</text>
			</subsection><subsection id="H180BEABA08DB4E55A4B532F60E512724"><enum>(b)</enum><header>Preparation of
			 report</header><text>The Secretary shall provide the Office of Rural Broadband
			 Initiatives the resources and staff necessary to carry out this section.</text>
			</subsection><subsection id="HD9DC1D1CAF9D4B6CAC5DCE4001B5BD58"><enum>(c)</enum><header>Comptroller
			 General review</header>
				<paragraph id="H62A0C41B14A04E53BD1BCA896500EFDE"><enum>(1)</enum><header>In
			 general</header><text>The Comptroller General of the United States shall review
			 the report submitted under subsection (a) for validity.</text>
				</paragraph><paragraph id="HE43BAC5B902B45F0B655A607C9BCF2C6"><enum>(2)</enum><header>Report</header><text>Not
			 later than 30 days after the date on which the report is submitted under
			 subsection (a), the Comptroller General of the United States shall submit to
			 Congress a report containing the findings of the review under paragraph
			 (1).</text>
