		<legis-type>A BILL</legis-type>
		<official-title>To amend the National Environmental Policy Act of 1969 to
		  direct the Council on Environmental Quality to report to Congress annually on
		  the number of permits required under Federal law for which applications have
		  been submitted and that have not been issued because an environmental impact
		  statement is pending, and for other purposes.</official-title>

		<section id="H00742A3A81164806BC8D1C7B013CD3D2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Regulatory Openness, Accountability,
			 and Disclosure to Jobs Act of 2011</short-title></quote> or the
			 <quote><short-title>ROAD to Jobs Act of
			 2011</short-title></quote> .</text>
		</section><section id="HC35D9A47BF1F4DB6870DB9FB8443D7BF" section-type="subsequent-section"><enum>2.</enum><header>Annual reports on
			 permits for which environmental impact statements are pending</header>
			<subsection id="H04FD1FF0CDE84F12A6ECF995DFB54393"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 102 of the
			 National Environmental Policy Act of 1969 (42 U.S.C. 4332) is amended—</text>
				<paragraph id="H5A5F12D953184ED5BD14C80829EFAA38"><enum>(1)</enum><text>by inserting
			 <quote>(a) <header-in-text level="subsection" style="OLC">In
			 general</header-in-text>.—</quote> before the first sentence; and</text>
				</paragraph><paragraph id="H3BA629982F004FA99335A8DB5C2B0565"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HF506AA8ADEE946EF9F68631122AB6222" style="OLC">
						<subsection id="H08A9021C98CE4115AA0168235ED26F62"><enum>(b)</enum><header>Annual report on
				pending statements and disapproved permits</header>
							<paragraph id="HA253CF532F2A43D1A4F3E1EF468F1B51"><enum>(1)</enum><header>In
				general</header><text>Not later than December 31 of each year, the Council on
				Environmental Quality shall submit a report to the Congress on—</text>
								<subparagraph id="H37BD5DCE870246398978B3AB76EA593D"><enum>(A)</enum><text display-inline="yes-display-inline">the number of Federal permits for which
				applications have been submitted to Federal agencies or departments and that
				have not been issued during that year because a statement under subsection
				(a)(2) has not been issued; and</text>
								</subparagraph><subparagraph id="H7E288CD6DD1C46D99B4B19BDCF289A8F"><enum>(B)</enum><text>descriptions of
				the Federal permits for which statements were issued under subsection (a)(2),
				that were rejected or otherwise disapproved in that year.</text>
								</subparagraph></paragraph><paragraph id="H9D65954DAD154E2F848B791F1E10F18C"><enum>(2)</enum><header>Contents</header><text>Each
				report under this section shall contain—</text>
								<subparagraph id="H7A425EDB3DFE4629B027B70DB7D01D05"><enum>(A)</enum><text>a description of
				the economic impact of not issuing each permit, including—</text>
									<clause id="HE4B0F1A09AD34CA6AA1197AA47CE9AEA"><enum>(i)</enum><text display-inline="yes-display-inline">the impact for the industry
				concerned;</text>
									</clause><clause id="HE7167B43250349F5AAA1E1087DC35015"><enum>(ii)</enum><text display-inline="yes-display-inline">an estimate of the direct economic output
				of the project to be carried out under the permit once the project is
				completed; and</text>
									</clause><clause id="H7F398B8DF4AA4739A9756000980D1363"><enum>(iii)</enum><text>the number of
				jobs that would be directly created by the activity to be carried out under the
				permit;</text>
									</clause></subparagraph><subparagraph id="HBDCFA7C69D754A03B10313887C195390"><enum>(B)</enum><text display-inline="yes-display-inline">the date the application for each permit
				was submitted to the Federal agency or department;</text>
								</subparagraph><subparagraph id="HA0C418C3498C41AC9D7E3B4CA3D55D68"><enum>(C)</enum><text>the status of each
				permit application in the approval process; and</text>
								</subparagraph><subparagraph id="H072E8B667AE147D6A5C4540F153FD152"><enum>(D)</enum><text>the date on which
				a decision on each permit application is expected to be made.</text>
								</subparagraph></paragraph><paragraph id="HF61D9881B4CD46CC87220BC5722D10A2"><enum>(3)</enum><header>Permit
				defined</header><text display-inline="yes-display-inline">In this subsection,
				the term <term>permit</term> means any license, certificate, approval,
				registration, charter, membership, exemption, or other form of permission
				required by Federal law for the conduct of
				activity.</text>
