				<subsection id="HE6EC5358964A4DA89B9F94962F28A8F7"><enum>(a)</enum><header>Submission</header><text>In
			 the House, the Committee on the Budget shall report to the House a bill
			 carrying out the directions set forth in subsection (b).</text>
				</subsection><subsection id="HA3F4C95D6916499C9D4F12CDC5B859D8"><enum>(b)</enum><header>Directions</header><text>The
			 bill referred to in subsection (a) shall include the following
			 provisions:</text>
					<paragraph id="H23FA324EAF5A46FABD68C615B5A2FD13"><enum>(1)</enum><header>Replacing the
			 sequester established by the Budget Control Act of 2011</header><text>The
			 language shall amend section 251A of the Balanced Budget and Emergency Deficit
			 Control Act of 1985 to replace the sequester established under that section
			 consistent with this concurrent resolution.</text>
					</paragraph><paragraph id="H298B74D0C5404FFB8833AA678192BA32"><enum>(2)</enum><header>Application of
			 provisions</header><text>The bill referred to in subsection (a) shall include
			 language making its application contingent upon the enactment of the
			 reconciliation bill referred to in section 201.</text>
					</paragraph></subsection></section></title><title id="H8F0DDF0CAAC141B3A6245E82B5132138"><enum>III</enum><header>Recommended
			 Levels and Amounts for Fiscal Years 2030, 2040, and 2050</header>
			<section id="H9C6085F0B6914CFD82FC159E7BF63B11"><enum>301.</enum><header>Policy
			 statement on long-term budgeting</header><text display-inline="no-display-inline">The following are the recommended budget
			 levels for each of fiscal years 2030, 2040, and 2050 as a percent of the gross
			 domestic product of the United States:</text>

			 chair of the Committee on the Budget may revise the allocations, aggregates,
			 and other appropriate levels in this resolution for the budgetary effects of
			 any bill or joint resolution, or amendment thereto or conference report
			 thereon, that includes provisions amending or superseding the system for
			 updating payments under section 1848 of the Social Security Act, if such
			 measure would not increase the deficit in the period of fiscal years 2013
			 through 2022.</text>
			</section><section display-inline="no-display-inline" id="H6A81D838D48F44A081E8E9E3A90D063F" section-type="subsequent-section"><enum>403.</enum><header>Deficit-neutral
			 reserve fund for revenue measures</header><text display-inline="no-display-inline">In the House, the chair of the Committee on
			 the Budget may revise the allocations, aggregates, and other appropriate levels
			 in this resolution for the budgetary effects of any bill reported by the
			 Committee on Ways and Means, or any amendment thereto or conference report
			 thereon, that decreases revenue, but only if such measure would not increase
			 the deficit over the period of fiscal years 2013 through 2022.</text>
			</section><section id="H113582E6DE6647128900F0C630B6AC3F"><enum>404.</enum><header>Deficit-neutral
			 reserve fund for rural counties and schools</header><text display-inline="no-display-inline">In the House, the chair of the Committee on
			 the Budget may revise the allocations, aggregates, and other appropriate levels
			 and limits in this resolution for the budgetary effects of any bill or joint
			 resolution, or amendment thereto or conference report thereon, that makes
			 changes to the Payments in Lieu of Taxes Act of 1976 (<external-xref legal-doc="public-law" parsable-cite="pl/94/565">Public Law
			 94–565</external-xref>) or makes changes to or provides for the reauthorization
			 of the Secure Rural Schools and Community Self Determination Act of 2000
			 (<external-xref legal-doc="public-law" parsable-cite="pl/106/393">Public Law
			 106–393</external-xref>) by the amounts provided by that legislation for those
			 purposes, if such legislation would not increase the deficit or direct spending
			 for fiscal year 2013, the period of fiscal years 2013 through 2017, or the
			 period of fiscal years 2013 through 2022.</text>
			</section><section commented="no" id="HE12337313928486AB40842964D74BDAE"><enum>405.</enum><header>Deficit-neutral
			 reserve fund for transportation</header><text display-inline="no-display-inline">In the House, the chair of the Committee on
			 the Budget may revise the allocations, aggregates, and other appropriate levels
			 in this resolution for any bill or joint resolution, or amendment thereto or
			 conference report thereon, if such measure maintains the solvency of the
			 Highway Trust Fund, but only if such measure would not increase the deficit
			 over the period of fiscal years 2013 through 2022.</text>
			</section></title><title id="H9EE3D2CE675D4789A7A44780E2DAD988"><enum>V</enum><header>Budget
			 Enforcement</header>
			<section display-inline="no-display-inline" id="H0AA91A5C944B4B198CFA27F20F4D971C"><enum>501.</enum><header>Limitation on
			 advance appropriations</header>
				<subsection id="HF93DAF0377F64683ACED5BA04AC799AA"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">In the House, except
			 as provided in subsection (b), any bill or joint resolution, or an amendment
			 thereto or conference report thereon, making a general appropriation or
			 continuing appropriation may not provide for advance appropriations.</text>
				</subsection><subsection id="H93878471DB264ED687F2CE511C1A9EF4"><enum>(b)</enum><header>Exceptions</header><text>An
			 advance appropriation may be provided for programs, projects, activities, or
			 accounts referred to in subsection (c)(1) or identified in the report to
			 accompany this resolution or the joint explanatory statement of managers to
			 accompany this resolution under the heading <quote>Accounts Identified for
			 Advance Appropriations</quote>.</text>
				</subsection><subsection commented="no" id="H98A8A2A272A34C6BA37CFEA960B93004"><enum>(c)</enum><header>Limitations</header><text display-inline="yes-display-inline">For fiscal year 2014, the aggregate amount
			 of advance appropriation shall not exceed—</text>

			 accounts of the Veterans Health Administration; and</text>
						</subparagraph></paragraph><paragraph commented="no" id="HE183CFC6595B44A4BF84C7465BC1D849"><enum>(2)</enum><text>$28,852,000,000 in
			 new budget authority for all other programs.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HA6EC1504A3204972877B5C6A5DCD92A2"><enum>(d)</enum><header>Definition</header><text>In
			 this section, the term <term>advance appropriation</term> means any new
			 discretionary budget authority provided in a bill or joint resolution making
			 general appropriations or any new discretionary budget authority provided in a
			 bill or joint resolution making continuing appropriations for fiscal year
			 2014.</text>
				</subsection></section><section display-inline="no-display-inline" id="H8F4DE4EB6BB74A3994B7BB50FDA67E31"><enum>502.</enum><header>Concepts and
			 definitions</header><text display-inline="no-display-inline">Upon the enactment
			 of any bill or joint resolution providing for a change in budgetary concepts or
			 definitions, the chair of the Committee on the Budget may adjust any
			 appropriate levels and allocations in this resolution accordingly.</text>
			</section><section commented="no" display-inline="no-display-inline" id="H0E990AC752584F5086A922DB0E7B07BD" section-type="subsequent-section"><enum>503.</enum><header>Adjustments of
			 aggregates and allocations for legislation</header>
				<subsection commented="no" id="H4D1391A424F64645896AB08021EE924D"><enum>(a)</enum><header>Enforcement</header><text display-inline="yes-display-inline">For purposes of enforcing this resolution,
			 the revenue levels shall be those set forth in the March 2012 Congressional
			 Budget Office baseline. The total amount of adjustments made under subsection
			 (b) may not cause revenue levels to be below the levels set forth in paragraph
			 (1)(A) of section 101 for fiscal year 2013 and for the period of fiscal years
			 2013 through 2022.</text>
				</subsection><subsection commented="no" id="HCAE0ABBA6DDE4345B38AF48635BF9BF9"><enum>(b)</enum><header>Adjustments</header><paragraph commented="no" display-inline="yes-display-inline" id="H285A7FF432CE4C65A6AE4D917C4E0F32"><enum>(1)</enum><text>The chair of the
			 Committee on the Budget may adjust the allocations and aggregates of this
			 concurrent resolution for—</text>
						<subparagraph commented="no" id="H719F626F85224F89BF339F03CBC0C672" indent="up1"><enum>(A)</enum><text>the budgetary effects of measures
			 extending the Economic Growth and Tax Relief Reconciliation Act of 2001;</text>
						</subparagraph><subparagraph commented="no" id="H282BF826551543AE9078D3B7BA0D18A7" indent="up1"><enum>(B)</enum><text>the budgetary effects of measures
			 extending the Jobs and Growth Tax Relief Reconciliation Act of 2003;</text>
						</subparagraph><subparagraph commented="no" id="H6B2FA96CAACC49498F2AD9424259DC3B" indent="up1"><enum>(C)</enum><text>the budgetary effects of measures that
			 adjust the Alternative Minimum Tax exemption amounts to prevent a larger number
			 of taxpayers as compared with tax year 2008 from being subject to the
			 Alternative Minimum Tax or of allowing the use of nonrefundable personal
			 credits against the Alternative Minimum Tax;</text>
						</subparagraph><subparagraph commented="no" id="HDBF2B3AA289C4874B23483FA2A9811BE" indent="up1"><enum>(D)</enum><text>the budgetary effects of extending the
			 estate, gift, and generation-skipping transfer tax provisions of title III of
			 the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of
			 2010;</text>
						</subparagraph><subparagraph commented="no" id="HFC6D99F1CB7F46DA84DD667C1EE308F5" indent="up1"><enum>(E)</enum><text>the budgetary effects of measures
			 providing a 20 percent deduction in income to small businesses;</text>
						</subparagraph><subparagraph commented="no" id="H0132ED3CE76C4420BB99ED8C7FB99499" indent="up1"><enum>(F)</enum><text>the budgetary effects of measures
			 implementing trade agreements;</text>
						</subparagraph><subparagraph commented="no" id="HAAE700C96009488E870134B017ADC21B" indent="up1"><enum>(G)</enum><text>the budgetary effects of provisions
			 repealing the tax increases set forth in the Patient Protection and Affordable
			 Care Act and the Health Care and Education Affordability Reconciliation Act of
			 2010;</text>
						</subparagraph><subparagraph commented="no" id="HD7E1680469464204BA6E152D62AB1C70" indent="up1"><enum>(H)</enum><text>the budgetary effects of provisions
			 reforming the Patient Protection and Affordable Care Act and the Health Care
			 and Education Affordability Reconciliation Act of 2010; and</text>
						</subparagraph><subparagraph commented="no" id="H863B915C7BC345C780AAEC4252BECEFC" indent="up1"><enum>(I)</enum><text>the budgetary effects of measures
			 reforming the tax code and lowering tax rates.</text>
						</subparagraph></paragraph><paragraph commented="no" id="H3BA59C064DDC41E0A8DE2C21C6E594AE" indent="up1"><enum>(2)</enum><text>A measure does not qualify for
			 adjustments under paragraph (1)(H) if it—</text>
						<subparagraph commented="no" id="HF18589AB9F0D4AA79F86E0CF0C089669"><enum>(A)</enum><text>increases the deficit over the period
			 of fiscal years 2013 through 2022; or</text>
						</subparagraph><subparagraph commented="no" id="H462FEDFBFF174CE79ABBE44A49275557"><enum>(B)</enum><text>increases revenues over the period of
			 fiscal years 2013 through 2022, other than by—</text>
							<clause commented="no" id="HCF13FC5ED3514687961ABC58705835D3"><enum>(i)</enum><text>repealing or modifying the
			 individual mandate (codified as
			 <external-xref legal-doc="usc" parsable-cite="usc/26/5000A">section
			 5000A</external-xref> of the Internal Revenue Code of 1986); or</text>
							</clause><clause commented="no" id="H6E9E825C1278470B87345F4CFAB90766"><enum>(ii)</enum><text>modifying the subsidies to
			 purchase health insurance (codified as
			 <external-xref legal-doc="usc" parsable-cite="usc/26/36B">section
			 36B</external-xref> of the Internal Revenue Code of 1986).</text>
							</clause></subparagraph></paragraph></subsection><subsection commented="no" id="HEBEEF1455DFF4E4CB9D79C5BF79E9DCC"><enum>(c)</enum><header>Other
			 adjustments</header><text display-inline="yes-display-inline">If a committee
			 (other than the Committee on Appropriations) reports a bill or joint
			 resolution, or an amendment thereto or a conference report thereon, providing
			 for a decrease in direct spending (budget authority and outlays flowing
			 therefrom) for any fiscal year and also provides for an authorization of
			 appropriations for the same purpose, upon the enactment of such measure, the
			 chair of the Committee on the Budget may decrease the allocation to such
			 committee and increase the allocation of discretionary spending (budget
			 authority and outlays flowing therefrom) to the Committee on Appropriations for
			 fiscal year 2013 by an amount equal to the new budget authority (and outlays
			 flowing therefrom) provided for in a bill or joint resolution making
			 appropriations for the same purpose.</text>
				</subsection><subsection commented="no" id="H4175F6AF5F434AD3ABCDD8396FAE5679"><enum>(d)</enum><header>Determinations</header><text>For
			 the purpose of enforcing this concurrent resolution on the budget in the House,
			 the allocations and aggregate levels of new budget authority, outlays, direct
			 spending, new entitlement authority, revenues, deficits, and surpluses for
			 fiscal year 2013 and the period of fiscal years 2013 through fiscal year 2022
			 shall be determined on the basis of estimates made by the chair of the
			 Committee on the Budget and such chair may adjust the applicable levels of this
			 resolution.</text>
				</subsection></section><section display-inline="no-display-inline" id="HA7F2593F1D4B40B09C08DA25224B9513" section-type="subsequent-section"><enum>504.</enum><header>Limitation on
			 long-term spending</header>
				<subsection id="H77E4ED6139F248F8B3F7478A6B3B29FF"><enum>(a)</enum><header>In
			 general</header><text>In the House, it shall not be in order to consider a bill
			 or joint resolution reported by a committee (other than the Committee on
			 Appropriations), or an amendment thereto or a conference report thereon, if the
			 provisions of such measure have the net effect of increasing direct spending in
			 excess of $5,000,000,000 for any period described in subsection (b).</text>
				</subsection><subsection id="HC012EE4ED19045FE860FB660B72DC851"><enum>(b)</enum><header>Time
			 periods</header><text>The applicable periods for purposes of this section are
			 any of the first four consecutive ten fiscal-year periods beginning with fiscal
			 year 2023.</text>
				</subsection></section><section id="HDFB34CF2970A4DDD942120B3785A4E30"><enum>505.</enum><header>Budgetary
			 treatment of certain transactions</header>
				<subsection id="H2C79232DC2B44E9C8D207564BB8FCE55"><enum>(a)</enum><header>In
			 General</header><text display-inline="yes-display-inline">Notwithstanding
			 section 302(a)(1) of the Congressional Budget Act of 1974, section 13301 of the
			 Budget Enforcement Act of 1990, and section 4001 of the Omnibus Budget
			 Reconciliation Act of 1989, the joint explanatory statement accompanying the
			 conference report on any concurrent resolution on the budget shall include in
			 its allocation under section 302(a) of the Congressional Budget Act of 1974 to
			 the Committee on Appropriations amounts for the discretionary administrative
			 expenses of the Social Security Administration and the United States Postal
			 Service.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="HD384E9418DD6402CB19DCAB858E8A359"><enum>(b)</enum><header>Special
			 Rule</header><text>For purposes of applying sections 302(f) and 311 of the
			 Congressional Budget Act of 1974, estimates of the level of total new budget
			 authority and total outlays provided by a measure shall include any off-budget
			 discretionary amounts.</text>
				</subsection><subsection id="H2A122B92496B4A10A59A959BBAE78E2D"><enum>(c)</enum><header>Adjustments</header><text display-inline="yes-display-inline">The chair of the Committee on the Budget
			 may adjust allocations and aggregates for legislation reported by the Committee
			 on Oversight and Government Reform that reforms the Federal retirement system,
			 but does not cause a net increase in the deficit for fiscal year 2013 and the
			 period of fiscal years 2013 to 2022.</text>
				</subsection></section><section display-inline="no-display-inline" id="HEFF3D98FB75448AFA046ABC5CC2BC6D0" section-type="subsequent-section"><enum>506.</enum><header>Application and
			 effect of changes in allocations and aggregates</header>
				<subsection id="H1BF08239935E49C3AF535E92C6EB4A71"><enum>(a)</enum><header>Application</header><text>Any
			 adjustments of allocations and aggregates made pursuant to this resolution
			 shall—</text>
					<paragraph id="HBE269827F48E4A07847F3B902ADEBBB0"><enum>(1)</enum><text>apply while that
			 measure is under consideration;</text>
					</paragraph><paragraph id="HCDA23ABEC16E4F41BA17B4E4E140B614"><enum>(2)</enum><text>take effect upon
			 the enactment of that measure; and</text>
					</paragraph><paragraph id="HE2111C3BA1A64855914C2316A18D5C4C"><enum>(3)</enum><text>be published in
			 the Congressional Record as soon as practicable.</text>
					</paragraph></subsection><subsection id="H9AEE5F51DBF041BE9745B4B9D448F071"><enum>(b)</enum><header>Effect of
			 Changed Allocations and Aggregates</header><text>Revised allocations and
			 aggregates resulting from these adjustments shall be considered for the
			 purposes of the Congressional Budget Act of 1974 as allocations and aggregates
			 included in this resolution.</text>
				</subsection><subsection display-inline="no-display-inline" id="H100FDB199F5C4EA6B22126D60D94430E"><enum>(c)</enum><header>Exemptions</header><text display-inline="yes-display-inline">Any legislation for which the chair of the
			 Committee on the Budget makes adjustments in the allocations or aggregates of
			 this concurrent resolution shall not be subject to the points of order set
			 forth in clause 10 of rule XXI of the Rules of the House of Representatives or
			 section 504.</text>
				</subsection></section><section id="HAF79330EEC4945BFB6E52113E919D493"><enum>507.</enum><header>Congressional
			 Budget Office estimates</header>
				<subsection id="HBDAF71E5CE954E188433B37E37B0E789"><enum>(a)</enum><header>Fair Value
			 Estimates</header>
					<paragraph display-inline="no-display-inline" id="H562AFAAD38874CB3AC5B555CB89575E3"><enum>(1)</enum><header>Request for
			 supplemental estimates</header><text display-inline="yes-display-inline">Upon
			 the request of the chair or ranking member of the Committee on the Budget, any
			 estimate prepared for a measure under the terms of title V of the Congressional
			 Budget Act of 1974, <quote>credit reform</quote>, as a supplement to such
			 estimate of the Congressional Budget Office shall, to the extent practicable,
			 also provide an estimate of the current actual or estimated market values
			 representing the <quote>fair value</quote> of assets and liabilities affected
			 by such measure.</text>
					</paragraph><paragraph id="HF5FDEE0984C040C1AE1E79AEC5BB8EE0"><enum>(2)</enum><header>Enforcement</header><text>If
			 the Congressional Budget Office provides an estimate pursuant to subsection
			 (a), the chair of the Committee on the Budget may use such estimate to
			 determine compliance with the Congressional Budget Act of 1974 and other
			 budgetary enforcement controls.</text>
					</paragraph></subsection><subsection id="H07327FCFF86447759C2745A9F93866FE"><enum>(b)</enum><header>Budgetary
			 Effects of the National Flood Insurance Program</header><text display-inline="yes-display-inline">The Congressional Budget Office shall
			 estimate the change in net income to the National Flood Insurance Program by
			 this Act if such income is included in a reconciliation bill provided for in
			 section 201, as if such income were deposited in the general fund of the
			 Treasury.</text>
				</subsection></section><section id="H862FB1637E20473181A7393A9AC966A1"><enum>508.</enum><header>Budget rule
			 relating to transfers from the general fund of the treasury to the highway
			 trust fund that increase public indebtedness</header><text display-inline="no-display-inline">For purposes of the Congressional Budget Act
			 of 1974, the Balanced Budget and Emergency Deficit Control Act of 1985, or the
			 Rules of the House of Representatives, a bill or joint resolution, or an
			 amendment thereto or conference report thereon, or any Act that transfers funds
			 from the general fund of the Treasury to the Highway Trust Fund shall be
			 counted as new budget authority and outlays equal to the amount of the transfer
			 in the fiscal year the transfer occurs.</text>
			</section><section commented="no" id="H70E2E39931EF41739BA72B2064D784E8"><enum>509.</enum><header>Separate
			 allocation for overseas contingency operations/global war on terrorism</header>
				<subsection commented="no" id="HB73A6D2074C9423387A6D704EC869EF5"><enum>(a)</enum><header>Allocation</header><text display-inline="yes-display-inline">In the House, there shall be a separate
			 allocation to the Committee on Appropriations for overseas contingency
			 operations and the global war on terrorism. For purposes of enforcing such
			 separate allocation under section 302(f) of the Congressional Budget Act of
			 1974, the <quote>first fiscal year</quote> and the <quote>total of fiscal
			 years</quote> shall be deemed to refer to fiscal year 2013. Such separate
			 allocation shall be the exclusive allocation for overseas contingency
			 operations and the global war on terrorism under section 302(a) of such Act.
			 Section 302(c) of such Act does not apply to such separate allocation. The
			 Committee on Appropriations may provide suballocations of such separate
			 allocation under section 302(b) of such Act. Spending that counts toward the
			 allocation established by this section shall be designated pursuant to section
			 251(b)(2)(A)(ii) of the Balanced Budget and Emergency Deficit Control Act of
			 1985.</text>
				</subsection><subsection commented="no" id="H18BF88ADEF434C99BCA3FDBF522BF65C"><enum>(b)</enum><header>Adjustment</header><text display-inline="yes-display-inline">In the House, for purposes of subsection
			 (a) for fiscal year 2013, no adjustment shall be made under section 314(a) of
			 the Congressional Budget Act of 1974 if any adjustment would be made under
			 section 251(b)(2)(A)(ii) of the Balanced Budget and Emergency Deficit Control
			 Act of 1985.</text>
				</subsection></section><section id="HB4865FD943954EB6A30B5309AF3790BC"><enum>510.</enum><header>Exercise of
			 rulemaking powers</header>
				<subsection id="H7CDDCF95D46B48C1ADFC2160B60D583A"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The House adopts the
			 provisions of this title—</text>
					<paragraph id="H99FB3CED67B343BC8300323463AE7F3E"><enum>(1)</enum><text>as an exercise of
			 the rulemaking power of the House of Representatives and as such they shall be
			 considered as part of the rules of the House of Representatives, and these
			 rules shall supersede other rules only to the extent that they are inconsistent
			 with other such rules; and</text>
					</paragraph><paragraph id="HB63084C235E04345A2F204A7CDC87F35"><enum>(2)</enum><text>with full
			 recognition of the constitutional right of the House of Representatives to
			 change those rules at any time, in the same manner, and to the same extent as
			 in the case of any other rule of the House of Representatives.</text>
					</paragraph></subsection><subsection id="H3496386081AF47D4B1C5721E96849E83"><enum>(b)</enum><header>Limitation on
			 application</header><text display-inline="yes-display-inline">The following
			 provisions of H. Res. 5 (112th Congress) shall no longer have force or
			 effect:</text>
					<paragraph id="H9DA31A17946740C5B8062803F728D3F7"><enum>(1)</enum><text>Section 3(e)
			 relating to advance appropriations.</text>
					</paragraph><paragraph id="H68E0505A9BA6441A95EB096FFB07F2F2"><enum>(2)</enum><text>Section 3(f)
			 relating to the treatment of off-budget administrative expenses.</text>
					</paragraph></subsection></section></title><title id="HF227F71D413B44F3AC0A97FA55913F5A"><enum>VI</enum><header>Policy</header>
			<section display-inline="no-display-inline" id="H518EE70029DD48249E86438F7B129544" section-type="subsequent-section"><enum>601.</enum><header>Policy Statement on
			 Medicare</header>
				<subsection id="H3B014926A381417AB9752C6CBA5C01D9"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">The House finds the following:</text>
					<paragraph id="H1F1AD549D3F94E229BF0EAB21790EADE"><enum>(1)</enum><text display-inline="yes-display-inline">More than 50 million Americans depend on
			 Medicare for their health security.</text>
					</paragraph><paragraph id="H47EDDDBBAD3B454AA957DDD08F5A6414"><enum>(2)</enum><text display-inline="yes-display-inline">The Medicare Trustees Report has repeatedly
			 recommended that Medicare’s long-term financial challenges be addressed soon.
			 Each year without reform, the financial condition of Medicare becomes more
			 precarious and the threat to those in and near retirement becomes more
			 pronounced. According to the Congressional Budget Office—</text>
						<subparagraph id="H3B0CE611D6DF41598D1B1474D99F29E0"><enum>(A)</enum><text display-inline="yes-display-inline">the Hospital Insurance Trust Fund will be
			 exhausted in 2022 and unable to pay scheduled benefits; and</text>
						</subparagraph><subparagraph commented="no" id="HF161811EE2354E2C896DEBD359BB10DA"><enum>(B)</enum><text display-inline="yes-display-inline">Medicare spending is growing faster than
			 the economy and Medicare outlays are currently rising at a rate of 6.3 percent
			 per year, and under the Congressional Budget Office’s alternative fiscal
			 scenario, direct spending on Medicare is projected to reach 7 percent of GDP by
			 2035 and 14 percent of GDP by 2085.</text>
						</subparagraph></paragraph><paragraph id="H67E3BD589E544B5EA8D27309DED731F4"><enum>(3)</enum><text display-inline="yes-display-inline">Failing to address this problem will leave
			 millions of American seniors without adequate health security and younger
			 generations burdened with enormous debt to pay for spending levels that cannot
			 be sustained.</text>
					</paragraph></subsection><subsection id="HACE07E93167447398C29E26D6A6966B4"><enum>(b)</enum><header>Policy on
			 medicare reform</header><text display-inline="yes-display-inline">It is the
			 policy of this resolution to protect those in and near retirement from any
			 disruptions to their Medicare benefits and offer future beneficiaries the same
			 health care options available to Members of Congress.</text>
				</subsection><subsection id="HCB55A6624ED74956869305B9C901F643"><enum>(c)</enum><header>Assumptions</header><text display-inline="yes-display-inline">This resolution assumes reform of the
			 Medicare program such that:</text>
					<paragraph id="HC0B5F8CEC7B44277A2F86C7E2A1B95D8"><enum>(1)</enum><text display-inline="yes-display-inline">Current Medicare benefits are preserved for
			 those in and near retirement, without changes.</text>
					</paragraph><paragraph id="H4270A8B680624E828603D3B2B7CAC55A"><enum>(2)</enum><text>For future
			 generations, when they reach eligibility, Medicare is reformed to provide a
			 premium support payment and a selection of guaranteed health coverage options
			 from which recipients can choose a plan that best suits their needs.</text>
					</paragraph><paragraph id="H9B634C8ECD974F5D90D748CA9E869807"><enum>(3)</enum><text>Medicare will
			 provide additional assistance for lower-income beneficiaries and those with
			 greater health risks.</text>
					</paragraph><paragraph id="H0C92DA5BC99345428DD7A01E29BF3DC9"><enum>(4)</enum><text>Medicare spending
			 is put on a sustainable path and the Medicare program becomes solvent over the
			 long-term.</text>
					</paragraph></subsection></section><section id="H54B43017E736435E89A3FD74400D8714"><enum>602.</enum><header>Policy
			 Statement on Social Security</header>
				<subsection id="HC9E5674D14BA41F2AD4CFB73AC8F6952"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">The House finds the following:</text>
					<paragraph id="H80C65EEBF2954537A8054FDBC06C0FDB"><enum>(1)</enum><text>More than 55
			 million retirees, individuals with disabilities, and survivors depend on Social
			 Security. Since enactment, Social Security has served as a vital leg on the
			 <quote>three-legged stool</quote> of retirement security, which includes
			 employer provided pensions as well as personal savings.</text>
					</paragraph><paragraph id="HF6C1C8D5A03246CDAC5102DBCBA34C00"><enum>(2)</enum><text>The Social
			 Security Trustees report has repeatedly recommended that Social Security’s
			 long-term financial challenges be addressed soon. Each year without reform, the
			 financial condition of Social Security becomes more precarious and the threat
			 to seniors and those receiving Social Security disability benefits becomes more
			 pronounced:</text>
						<subparagraph commented="no" id="H9C0A172FD07246ABA0186D3DB8D66F0E"><enum>(A)</enum><text>In 2016, according
			 to the Congressional Budget Office, the Federal Disability Insurance Trust Fund
			 will be exhausted and will be unable to pay scheduled benefits.</text>
						</subparagraph><subparagraph commented="no" id="H7A6A63E33DAF4EE8B67287703B40E224"><enum>(B)</enum><text>In 2036, according
			 to the Social Security Trustees Report the combined Federal Old-Age and
			 Survivors Insurance Trust Fund and Federal Disability Insurance Trust Fund will
			 be exhausted, and will be unable to pay scheduled benefits.</text>
						</subparagraph><subparagraph commented="no" id="H4CF9BBC70311443ABC23446B1DFC567B"><enum>(C)</enum><text>With the
			 exhaustion of the trust funds in 2036, benefits will be cut 23 percent across
			 the board, devastating those currently in or near retirement and those who rely
			 on Social Security the most.</text>
						</subparagraph></paragraph><paragraph id="H21A7CC0EEC6A472D9911639D609955E7"><enum>(3)</enum><text display-inline="yes-display-inline">The current recession has exacerbated the
			 crisis to Social Security. The Congressional Budget Office continues to project
			 permanent cash deficits.</text>
					</paragraph><paragraph id="H9E9F6EDAD91A4EFBB1ED5AC2CB9684C8"><enum>(4)</enum><text>Lower-income
			 Americans rely on Social Security for a larger proportion of their retirement
			 income. Therefore, reforms should take into consideration the need to protect
			 lower-income Americans’ retirement security.</text>
					</paragraph><paragraph id="HB4B6302096044350AF9166DA2C23403A"><enum>(5)</enum><text>Americans deserve
			 action by their elected officials on Social Security reform. It is critical
			 that the Congress and the administration work together in a bipartisan fashion
			 to address the looming insolvency of Social Security. In this spirit, this
			 resolution creates a bipartisan opportunity to find solutions by requiring
			 policymakers to ensure that Social Security remains a critical part fo the
			 safety net.</text>
					</paragraph></subsection><subsection id="HCAED5C61734548B09C68B703E3BCC365"><enum>(b)</enum><header>Policy on Social
			 Security</header><text>It is the policy of this resolution that Congress should
			 work on a bipartisan basis to make Social Security permanently solvent. This
			 resolution assumes reform of a current law trigger, such that—</text>
					<paragraph id="H5D6E32F0AFE74668BE0C80E7EA67AC17"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H3C592B31820343E19DD2A5838BA3710A"><enum>(A)</enum><text>if in any year the Board
			 of Trustees of the Federal Old-Age and Survivors Insurance Trust Fund and the
			 Federal Disability Insurance Trust Fund in its annual Trustees’ Report
			 determines that the 75-year actuarial balance of the Social Security Trust
			 Funds is in deficit, and the annual balance of the Social Security Trust Funds
			 in the 75th year is in deficit, the Board of Trustees should, not later than
			 September 30 of the same calendar year, submit to the President recommendations
			 for statutory reforms necessary to achieve a positive 75-year actuarial balance
			 and a positive annual balance in the 75th year; and</text>
						</subparagraph><subparagraph id="H720FCBA14C1343EFAD0B9B38CC78963D" indent="up1"><enum>(B)</enum><text>such recommendations provided to the
			 President should be agreed upon by both Public Trustees of the Board of
			 Trustees;</text>
						</subparagraph></paragraph><paragraph id="H97120721268B465D8479D9ABDF607044"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H18194120D85D4822A8792DBA86F8615C"><enum>(A)</enum><text>not later than December
			 1 of the same calendar year in which the Board of Trustees submits its
			 recommendations, the President shall promptly submit implementing legislation
			 to both Houses of Congress, including recommendations necessary to achieve a
			 positive 75-year actuarial balance and a positive annual balance in the 75th
			 year; and</text>
						</subparagraph><subparagraph id="H5BE7790A8D41444D810BA3B328AB9D1F" indent="up1"><enum>(B)</enum><text>the Majority Leader of the Senate and
			 the Majority Leader of the House should introduce such legislation upon
			 receipt;</text>
						</subparagraph></paragraph><paragraph id="HE534F2DA0BCC41C59028F0027094BA8B"><enum>(3)</enum><text>within 60 days of
			 the President submitting legislation, the committees of jurisdiction to which
			 the legislation has been referred should report such legislation, which should
			 be considered by the full House or Senate under expedited procedures;
			 and</text>
					</paragraph><paragraph id="H7E5EB3498AC34582BC3022AE56E586C3"><enum>(4)</enum><text>legislation
			 submitted by the President should—</text>
						<subparagraph id="HE0FFC3BFAD6347C7A58924A3CE680E04"><enum>(A)</enum><text>protect those in
			 and near retirement;</text>
						</subparagraph><subparagraph id="HDBD39193DCC44929850BB841EA6BEC95"><enum>(B)</enum><text>preserve the
			 safety net for those who rely on Social Security, including survivors and those
			 with disabilities;</text>
						</subparagraph><subparagraph id="H1A48D2C8DC534F809089F2A33BB228FB"><enum>(C)</enum><text>improve fairness
			 for participants; and</text>
						</subparagraph><subparagraph id="H5D65A59C24B54F228281C803E4C1169E"><enum>(D)</enum><text>reduce the burden
			 on, and provide certainty for, future generations.</text>
						</subparagraph></paragraph></subsection></section><section commented="no" id="HEAA0B867BBED44F4B5A3424D27E89152"><enum>603.</enum><header>Policy
			 statement on deficit reduction through the cancellation of unobligated
			 balances</header>
				<subsection commented="no" id="HF3BBF354A3F442D39E044DE1FE083196"><enum>(a)</enum><header>Findings</header><text>The
			 House finds the following:</text>
					<paragraph commented="no" id="H7F8EDB0B81544802A1B5DE6EBAED1F79"><enum>(1)</enum><text>According to the
			 Office of Management and Budget, Federal agencies will hold $698 billion in
			 unobligated balances at the close of fiscal year 2013.</text>
					</paragraph><paragraph commented="no" id="H363E5B5AF43F45B5AECED462A4398034"><enum>(2)</enum><text>These funds
			 represent direct and discretionary spending made available by Congress that
			 remain available for expenditure beyond the fiscal year for which they are
			 provided.</text>
					</paragraph><paragraph commented="no" id="HC30622BC46DD4E169E1234FF2DEAF61A"><enum>(3)</enum><text>In some cases,
			 agencies are granted funding and it remains available for obligation
			 indefinitely.</text>
					</paragraph><paragraph commented="no" id="HA7B99569097D4287A80300722D66B124"><enum>(4)</enum><text>The Congressional
			 Budget and Impoundment Control Act of 1974 requires the Office of Management
			 and Budget to make funds available to agencies for obligation and prohibits the
			 Administration from withholding or cancelling unobligated funds unless approved
			 by an act of Congress.</text>
					</paragraph><paragraph commented="no" id="HD0033C751EB443FD94A0E8D68BC7F03A"><enum>(5)</enum><text>Greater
			 congressional oversight is required to review and identify potential savings
			 from unneeded balances of funds.</text>
					</paragraph></subsection><subsection commented="no" id="H4795ACC8E06D406295113657695D64B9"><enum>(b)</enum><header>Policy on
			 deficit reduction through the cancellation of unobligated
			 balances</header><text>Congressional committees shall through their oversight
			 activities identify and achieve savings through the cancellation or rescission
			 of unobligated balances that neither abrogate contractual obligations of the
			 Federal Government nor reduce or disrupt Federal commitments under programs
			 such as Social Security, veterans’ affairs, national security, and Treasury
			 authority to finance the national debt.</text>
				</subsection><subsection commented="no" id="HECE66C32EAD8480F94E4BE4C5E29C215"><enum>(c)</enum><header>Deficit
			 reduction</header><text display-inline="yes-display-inline">Congress, with the
			 assistance of the Government Accountability Office, the Inspectors General, and
			 other appropriate agencies should make it a high priority to review unobligated
			 balances and identify savings for deficit reduction.</text>
				</subsection></section><section commented="no" id="H99B0DF5F7D9A4E12AE0EAC58E9918AC5"><enum>604.</enum><header>Recommendations
			 for the elimination of waste, fraud, and abuse in Federal programs</header>
				<subsection commented="no" id="H13915EF26D9A4C818A6BB981CB906256"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">The House finds the following:</text>
					<paragraph commented="no" id="HCF82D5B46E674C6B815EAE7576EFCE48"><enum>(1)</enum><text>The Government
			 Accountability Office is required by law to identify examples of waste,
			 duplication, and overlap in Federal programs, and has so identified dozens of
			 such examples.</text>
					</paragraph><paragraph commented="no" id="H92E2A626EE24468291D225F26BE0ABBC"><enum>(2)</enum><text>In testimony
			 before the Committee on Oversight and Government Reform, the Comptroller
			 General has stated that addressing the identified waste, duplication, and
			 overlap in Federal programs <quote>could potentially save tens of billions of
			 dollars</quote>.</text>
					</paragraph><paragraph commented="no" id="H6173C96EDB734082BF9EE23058765A90"><enum>(3)</enum><text>The Rules of the
			 House of Representatives require each standing committee to hold at least one
			 hearing every four months on waste, fraud, abuse, or mismanagement in
			 Government programs.</text>
					</paragraph><paragraph commented="no" id="H125646DC2F8E4B0DB763BC651AB15F31"><enum>(4)</enum><text>The findings
			 resulting from congressional oversight of Federal Government programs should
			 result in programmatic changes in both authorizing statutes and program funding
			 levels.</text>
					</paragraph></subsection><subsection commented="no" id="H7EB35581CD88410CA24E09DBAF182737"><enum>(b)</enum><header>Policy on
			 deficit reduction through the reduction of unnecessary and wasteful
			 spending</header><text>Each authorizing committee annually shall include in its
			 Views and Estimates letter required under section 301(d) of the Congressional
			 Budget Act of 1974 recommendations to the Committee on the Budget of programs
			 within the jurisdiction of such committee whose funding should be reduced or
			 eliminated. Such recommendations shall be made publicly available.</text>
				</subsection></section></title><title id="HAFE1C022EA834F6CABBD003743353CEE"><enum>VII</enum><header>Sense of the
			 House provisions</header>
			<section id="H95942EFD88BF41E4835752E337DB4306"><enum>701.</enum><header>Sense of the
			 House regarding the importance of child support enforcement</header><text display-inline="no-display-inline">It is the sense of the House that—</text>
				<paragraph id="H8493CAC469E2435E899D53198AC10120"><enum>(1)</enum><text display-inline="yes-display-inline">additional legislative action is needed to
			 ensure that States have the necessary resources to collect all child support
			 that is owed to families and to allow them to pass 100 percent of support on to
			 families without financial penalty; and</text>
				</paragraph><paragraph id="H9482141D41CC467BA7701E4A3E2E225B"><enum>(2)</enum><text display-inline="yes-display-inline">when 100 percent of child support payments
			 are passed to the child, rather than administrative expenses, program integrity
			 is improved and child support participation increases.</text>
