		<legis-type>RESOLUTION</legis-type>
		<official-title display="yes">Recognizing the 40th anniversary of the
		  date of enactment of the Federal Coal Mine Health and Safety Act of
		  1969.</official-title>
	</form>
	<preamble>
		<whereas><text>Whereas the Federal Coal Mine Health and Safety Act of
			 1969 (30 U.S.C. 801 et seq.), when enacted, provided more comprehensive
			 protections for the health and safety of coal miners than any previous Federal
			 legislation governing the mining industry;</text>
		</whereas><whereas><text>Whereas the Federal Coal Mine Health and Safety Act of
			 1969—</text>
			<paragraph id="idD5C0F9987F074A3CA549717057314295"><enum>(1)</enum><text>increased the
			 Federal oversight powers for coal mines in the United States;</text>
			</paragraph><paragraph id="id3A18270738044CC582B4834DBD74D164"><enum>(2)</enum><text>included
			 inspection provisions for surface and underground coal mines that
			 required—</text>
				<subparagraph id="id83E5BC9B370941CBA5B85405EC5082FC"><enum>(A)</enum><text>2 inspections of
			 each surface coal mine each year; and</text>
				</subparagraph><subparagraph id="id366C3E1E56A24C43A0E36F02A7FEFD50"><enum>(B)</enum><text>4 inspections of
			 each underground coal mine each year;</text>
				</subparagraph></paragraph><paragraph id="idBB43AB6F44414875B6D8618980698545"><enum>(3)</enum><text>required the
			 development of stronger health and safety standards for coal mines;</text>
			</paragraph><paragraph id="id3FFCDA5B366844478797CFDF49C5F8CE"><enum>(4)</enum><text>provided
			 compensation for coal miners permanently disabled by black lung disease, the
			 progressive respiratory disease caused by the inhalation of fine coal dust;
			 and</text>
			</paragraph><paragraph id="id078D1E642ED349E38A74532ADE966EB3"><enum>(5)</enum><text>held employers of
			 coal miners accountable for health and safety violations in the workplace
			 through—</text>
				<subparagraph id="idF0C375DAA8334EB59C368F15E13F1287"><enum>(A)</enum><text>monetary
			 penalties for all violations of health and safety standards in the workplace;
			 and</text>
				</subparagraph><subparagraph id="id4B8CF2E5A168457394C49944C7E43F9C"><enum>(B)</enum><text>criminal
			 penalties for knowing and willful violations of health and safety standards in
			 the workplace;</text>
				</subparagraph></paragraph></whereas><whereas><text>Whereas, as a direct result of the Federal Coal Mine
			 Health and Safety Act of 1969—</text>
			<paragraph id="idE2C043E95CC9401CBAE4023082C6591A"><enum>(1)</enum><text>health standards
			 for coal mines were adopted; and</text>
			</paragraph><paragraph id="id8408C3415D324E7898F779F99F479ECE"><enum>(2)</enum><text>safety standards
			 for coal mines were strengthened;</text>
			</paragraph></whereas><whereas><text>Whereas the Federal Coal Mine Health and Safety Act of
			 1969 is the foundation for the mine and workplace safety standards in place in
			 the United States as of the date of agreement to this resolution;</text>
		</whereas><whereas><text>Whereas the Federal Coal Mine Health and Safety Act of
			 1969 stands as a tribute and a memorial to the workers and families who have
			 lost loved ones in the mining industry; and</text>
		</whereas><whereas><text>Whereas the people of the United States should not only
			 remember the historic enactment of the Federal Coal Mine Health and Safety Act
			 of 1969, but also commemorate the role of the Federal Coal Mine Health and
			 Safety Act of 1969 in the establishment of the mining and workplace safety
			 standards in place as of the date of agreement to this resolution: Now,
			 therefore, be it</text>
		</whereas></preamble>
	<resolution-body>
		<section display-inline="yes-display-inline" id="S1" section-type="undesignated-section"><enum></enum><text>That the Senate—</text>
			<paragraph id="idAB2FC53F6580451FB31BDC86ADD9E2ED"><enum>(1)</enum><text display-inline="yes-display-inline">recognizes the 40th anniversary of the date
			 of enactment of the Federal Coal Mine Health and Safety Act of 1969 (30 U.S.C.
			 801 et seq.);</text>
			</paragraph><paragraph id="idAF7259FD67144C1E91C871830F5615CB"><enum>(2)</enum><text display-inline="yes-display-inline">observes and celebrates the 40th
			 anniversary of the Federal Coal Mine Health and Safety Act of 1969;</text>
			</paragraph><paragraph id="id6CF7BB3C5F0941318FC0ED4C3DCCBB12"><enum>(3)</enum><text display-inline="yes-display-inline">remains committed to advancing and updating
			 mining and workplace safety and health standards as—</text>
				<subparagraph id="idCB52F3ADF67646F2BBC82A784CBEB36A"><enum>(A)</enum><text display-inline="yes-display-inline">industry technologies advance; and</text>
				</subparagraph><subparagraph id="id57B49E702D6046F28E69765097903343"><enum>(B)</enum><text display-inline="yes-display-inline">advancements in technology make resources
			 that have been difficult to access more accessible; and</text>
				</subparagraph></paragraph><paragraph id="idAC349F932D1645B5A4A1BCB3A2A17DFD"><enum>(4)</enum><text display-inline="yes-display-inline">encourages all people of the United States
			 to reflect upon the sacrifices that miners have made—</text>
				<subparagraph id="idAED93E3CA0EB472CA3120238EE66AEDE"><enum>(A)</enum><text display-inline="yes-display-inline">to provide power and resources to the
			 industry and economy of the United States; and</text>
				</subparagraph><subparagraph id="idC9534BE6D8E34BACA933A6BD71429D37"><enum>(B)</enum><text display-inline="yes-display-inline">to assist the United States in growing and
			 thriving.</text>
