		<legis-type>RESOLUTION</legis-type>
		<official-title display="yes">To provide for a point of order against any
		  legislation that eliminates or reduces the ability of Americans to keep their
		  health plan or their choice of doctor or that decreases the number of Americans
		  enrolled in private health insurance, while increasing the number of Americans
		  enrolled in government-managed health care.</official-title>

		<section commented="no" display-inline="no-display-inline" id="idAD53E54CCC29455D8868A129DFCF94AB" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Point of order on legislation that
			 eliminates or reduces the ability of americans to keep their health plan or
			 their choice of doctor</header>
			<subsection id="IDedbeae3021ac4635bb4523510894f675"><enum>(a)</enum><header>In
			 general</header><text>In the Senate, it shall not be in order, to consider any
			 bill, joint resolution, amendment, motion, or conference report that—</text>
				<paragraph id="id294E5B637E304328A0300E9BC291EC49"><enum>(1)</enum><text>eliminates or
			 reduces the ability of Americans to keep their health plan;</text>
				</paragraph><paragraph id="id809A21DC5870427E9D203FCEF3A29912"><enum>(2)</enum><text>eliminates or
			 reduces the ability of Americans to keep their choice of doctor; or</text>
				</paragraph><paragraph id="id3A1486E6A531476EBA490CF266B06997"><enum>(3)</enum><text>decreases the
			 number of Americans enrolled in private health insurance, while increasing the
			 number of Americans enrolled in government-managed health care.</text>
				</paragraph></subsection><subsection id="ID33a09b59b14e40b1a5ccc5b5ab4681ac"><enum>(b)</enum><header>Suspension of
			 point of order</header><text>A point of order raised under subsection (a) shall
			 be suspended in the Senate upon certification by the Congressional Budget
			 Office that such bill, joint resolution, amendment, motion or conference report
			 does not—</text>
				<paragraph id="idE90CA8322D6946CCAF8BC5DEDF3E4134"><enum>(1)</enum><text>eliminate or
			 reduce the ability of Americans to keep their health plan;</text>
				</paragraph><paragraph id="id7D0400633E6D46269DF4D17D9FF78D41"><enum>(2)</enum><text>eliminate or
			 reduce the ability of Americans to keep their choice of doctor; or</text>
				</paragraph><paragraph id="idA3DAF3F688A34C148A77C8B5645BF123"><enum>(3)</enum><text>decrease the
			 number of Americans enrolled in private health insurance, while increasing the
			 number of Americans enrolled in government-managed health care.</text>
				</paragraph></subsection><subsection id="ID624981c1718d4bbc97f6bb743f414d6c"><enum>(c)</enum><header>Waiver</header><text>This
			 section may be waived or suspended only by an affirmative vote of three-fifths
			 of the Members, dully chosen and sworn.</text>
			</subsection><subsection id="IDce400df5a5c24a6aa603a13d8d494b92"><enum>(d)</enum><header>Appeals</header><text>An
			 affirmative vote of three-fifths of the Members of the Senate, duly chosen and
			 sworn, shall be required to sustain an appeal of the ruling of the Chair on a
			 point of order raised under this section.</text>
