		<official-title>Proposing an amendment to the Constitution of the United
		  States relating to contributions and expenditures intended to affect
		  elections.</official-title>

	<resolution-body>
		<section display-inline="yes-display-inline" id="S1" section-type="undesignated-section"><enum></enum><text>That the following article is
			 proposed as an amendment to the Constitution of the United States, which shall
			 be valid to all intents and purposes as part of the Constitution when ratified
			 by the legislatures of three-fourths of the several States within seven years
			 after the date of its submission by the Congress:</text>
			<quoted-block id="id723589076583038736" style="constitutional-amendment">
				<constitution-article id="idAE7509260972467264092629"><enum> —</enum>
					<section commented="no" id="IDDD0F55C4427849108479977DCE8D47A6" section-type="section-one"><enum>1.</enum><text>Congress shall have power to
				regulate the raising and spending of money with respect to Federal elections,
				including through setting limits on—</text>
						<paragraph commented="no" id="idBBF4CA3D931C416986BA102C89A746E1"><enum>(1)</enum><text display-inline="yes-display-inline">the amount of contributions to candidates
				for nomination for election to, or for election to, Federal office; and</text>
						</paragraph><paragraph commented="no" id="id9D6C9701636043DFA30DA9EC4A4EF2C1"><enum>(2)</enum><text display-inline="yes-display-inline">the amount of expenditures that may be made
				by, in support of, or in opposition to such candidates.</text>
						</paragraph></section><section commented="no" id="id7465848693763476360341" section-type="section-one"><enum>2.</enum><text>A State shall have power to
				regulate the raising and spending of money with respect to State elections,
				including through setting limits on—</text>
						<paragraph commented="no" id="id3E59DB166A00437DB27475C2BF24CAB6"><enum>(1)</enum><text display-inline="yes-display-inline">the amount of contributions to candidates
				for nomination for election to, or for election to, State office; and</text>
						</paragraph><paragraph commented="no" id="id70A09D8CC7324EF398141EFF85084D24"><enum>(2)</enum><text display-inline="yes-display-inline">the amount of expenditures that may be made
				by, in support of, or in opposition to such candidates.</text>
						</paragraph></section><section commented="no" id="id74658486937634763603411" section-type="section-one"><enum>3.</enum><text>Congress shall have power to
				implement and enforce this article by appropriate
				legislation.</text>
