			 opportunities for agriculture and forestry communities to contribute to
			 reducing the levels of greenhouse gases in the atmosphere; or</text>
					</paragraph><paragraph id="ID6cd36510c5904e18aa57ec123d5b9f36"><enum>(9)</enum><text>help families,
			 workers, communities, and businesses make the transition to a clean energy
			 economy;</text>
					</paragraph><continuation-text continuation-text-level="subsection">by the
			 amounts provided in such legislation for those purposes, provided that such
			 legislation would not increase the deficit over either the period of the total
			 of fiscal years 2010 through 2015 or the period of the total of fiscal years

				</paragraph><paragraph id="idEB6CA006EB954000AC6D299C325C986D"><enum>(4)</enum><text display-inline="yes-display-inline">improve disability benefits or evaluations
			 for wounded or disabled military personnel or veterans (including measures to
			 expedite the claims process);</text>
				</paragraph><paragraph id="ID0909ab7832be483c960f337c6c0ef13b"><enum>(5)</enum><text>allow Reserve
			 Component servicemembers to remain on active duty for a period of time after
			 redeploying in order to ease the adjustment from combat to civilian life;
			 or</text>
				</paragraph><paragraph id="id3ECD79B40BB34C35AE46D88BD9405847"><enum>(6)</enum><text display-inline="yes-display-inline">expand veterans' benefits including for
			 veterans living in rural areas or for caregivers providing assistance to
			 veterans;</text>
				</paragraph><continuation-text continuation-text-level="section">by the amounts
			 provided in such legislation for those purposes, provided that such legislation
			 would not increase the deficit over either the period of the total of fiscal
			 years 2010 through 2015 or the period of the total of fiscal years 2010 through
			 2020.</continuation-text></section><section id="ID00893e0acc884379860c4cee3b04c109"><enum>208.</enum><header>Deficit-neutral
			 reserve fund for higher education</header><text display-inline="no-display-inline">The Chairman of the Committee on the Budget
			 of the Senate may revise the allocations of a committee or committees,
			 aggregates, and other appropriate levels and limits in this resolution for one
			 or more bills, joint resolutions, amendments, motions, or conference reports
			 that make higher education more accessible or affordable, which may include
			 legislation to expand and strengthen student aid, by the amounts provided in
			 such legislation for those purposes, provided that such legislation would not
			 increase the deficit over either the period of the total of fiscal years 2010
			 through 2015 or the period of the total of fiscal years 2010 through 2020. The
			 legislation may include tax provisions.</text>
			</section><section id="IDaf75479c5d47415a89e8bbda0da15a80"><enum>209.</enum><header>Deficit-neutral
			 reserve fund for health care</header>
				<subsection id="ID80fbebcb47914132b209165e5b0a6e2d"><enum>(a)</enum><header>Physician
			 reimbursement</header><text>The Chairman of the Committee on the Budget of the
			 Senate may revise the allocations of a committee or committees, aggregates, and
			 other appropriate levels and limits in this resolution for one or more bills,
			 joint resolutions, amendments, motions, or conference reports that increase the
			 reimbursement rate for physician services under section 1848 (d) and (f) of the
			 Social Security Act or that include or expand financial incentives for
			 physicians to improve the quality and efficiency of items and services
			 furnished to Medicare beneficiaries through the use of consensus-based quality
			 measures, by the amounts provided in such legislation for those purposes,
			 provided that the provisions in such legislation other than those providing for
			 the extension of policies defined in section 304(c)(1) of this concurrent
			 resolution would not increase the deficit over either the period of the total
			 of fiscal years 2010 through 2015 or the period of the total of fiscal years
			 2010 through 2020. Revisions made pursuant to this subsection shall not include
			 amounts associated with the extension of policies defined in section 304(c)(1)
			 of this concurrent resolution.</text>
				</subsection><subsection id="ID9173ee3a71814eb0b01ed2aa1c4a871f"><enum>(b)</enum><header>Health care
			 workforce</header><text>The Chairman of the Committee on the Budget of the
			 Senate may revise the allocations of a committee or committees, aggregates, and
			 other appropriate levels and limits in this resolution for one or more bills,
			 joint resolutions, amendments, motions, or conference reports that include
			 measures to address shortages of nurses, physicians, or in other health
			 professions or to encourage physicians to train in primary care, by the amounts
			 provided in such legislation for those purposes, provided that such legislation
			 would not increase the deficit over either the period of the total of fiscal
			 years 2010 through 2015 or the period of the total of fiscal years 2010 through
			 2020.</text>
				</subsection><subsection id="IDef311c6d71dc4b478aef0a8c7725219f"><enum>(c)</enum><header>Therapy
			 caps</header><text>The Chairman of the Committee on the Budget of the Senate
			 may revise the allocations of a committee or committees, aggregates, and other
			 appropriate levels and limits in this resolution for one or more bills, joint
			 resolutions, amendments, motions, or conference reports that protect access to
			 outpatient therapy services (including physical therapy, occupational therapy,
			 and speech-language pathology services) through measures such as repealing or
			 increasing the current outpatient therapy caps, by the amounts provided in such
			 legislation for those purposes, provided that such legislation would not
			 increase the deficit over either the period of the total of fiscal years 2010
			 through 2015 or the period of the total of fiscal years 2010 through
			 2020.</text>
				</subsection><subsection id="IDd677788840ba4e179a2d64b6b8570692"><enum>(d)</enum><header>Extension of
			 expiring health care policies</header><text>The Chairman of the Committee on
			 the Budget of the Senate may revise the allocations of a committee or
			 committees, aggregates, and other appropriate levels and limits in this
			 resolution for one or more bills, joint resolutions, amendments, motions, or
			 conference reports that extend expiring Medicare, Medicaid, or other health
			 provisions, by the amounts provided in such legislation for those purposes,
			 provided that such legislation would not increase the deficit over either the
			 period of the total of fiscal years 2010 through 2015 or the period of the
			 total of fiscal years 2010 through 2020.</text>
				</subsection><subsection id="idEC7F35FDECDB435EA34617D5BAC0DBC3"><enum>(e)</enum><header>Benefits</header><text>The
			 Chairman of the Committee on the Budget of the Senate may revise the
			 allocations of a committee or committees, aggregates, and other appropriate
			 levels in this resolution for one or more bills, joint resolutions, amendments,
			 motions, or conference reports making changes to health or other benefits for
			 federal workers, including postal retiree health coverage, by the amounts
			 provided in such legislation for those purposes, provided that such legislation
			 would not increase the deficit over either the period of the total of fiscal
			 years 2010 through 2015 or the period of the total of fiscal years 2010 through
			 2020.</text>
				</subsection></section><section id="IDb13c8958ca1a46bd9e813612a99d6a8d"><enum>210.</enum><header>Deficit-neutral
			 reserve fund for investments in our Nation’s counties and schools</header><text display-inline="no-display-inline">The Chairman of the Committee on the Budget
			 of the Senate may revise the allocations of a committee or committees,
			 aggregates, and other appropriate levels and limits in this resolution for one
			 or more bills, joint resolutions, amendments, motions, or conference reports
			 that make changes to or provide for the reauthorization of the Secure Rural
			 Schools and Community Self Determination Act of 2000 (Public Law 106–393) or
			 make changes to the Payments in Lieu of Taxes Act of 1976 (Public Law 94–565),
			 or both, by the amounts provided by that legislation for those purposes,
			 provided that such legislation would not increase the deficit over either the
			 period of the total of fiscal years 2010 through 2015 or the period of the
			 total of fiscal years 2010 through 2020.</text>
			</section><section id="idBEA087F1BA414796923CD51AE55E17A4"><enum>211.</enum><header>Deficit-neutral
			 reserve fund for the Federal judiciary</header><text display-inline="no-display-inline">The Chairman of the Committee on the Budget
			 of the Senate may revise the allocations of a committee or committees,
			 aggregates, and other appropriate levels and limits in this resolution for one
			 or more bills, joint resolutions, amendments, motions, or conference reports
			 that authorize salary adjustments for justices and judges of the United States,
			 or increase the number of Federal judgeships, by the amounts provided in such
			 legislation for those purposes, provided that such legislation would not
			 increase the deficit over either the period of the total of fiscal years 2010
			 through 2015 or the period of the total of fiscal years 2010 through
			 2020.</text>
			</section><section id="id98E48307671248BA8864A5FE38192AAD"><enum>212.</enum><header>Deficit-reduction
			 reserve fund for recommendations of the National Commission on Fiscal
			 Responsibility and Reform</header><text display-inline="no-display-inline">Upon
			 enactment of legislation containing recommendations in the final report of the
			 National Commission on Fiscal Responsibility and Reform, established by
			 Executive Order 13531 on February 18, 2010, that decreases the deficit over
			 either the period of the total of fiscal years 2010 through 2015 or the period
			 of the total of fiscal years 2010 through 2020, the Chairman of the Committee
			 on the Budget of the Senate may—</text>
				<paragraph id="IDa9edd84b182f474aa505e2fdccd74289"><enum>(1)</enum><text>reduce the
			 allocations of a committee or committees;</text>
				</paragraph><paragraph id="IDe0069a3c8aa841c2b5e26ec42eeb599b"><enum>(2)</enum><text>revise aggregates
			 and other appropriate levels and limits in this resolution; and</text>
				</paragraph><paragraph id="ID0cbf9288c864435a93c34de0ee228928"><enum>(3)</enum><text>make adjustments
			 to the Senate’s pay-as-you-go ledger over 6 and 11 years;</text>
				</paragraph><continuation-text continuation-text-level="section">to ensure that
			 the deficit reduction achieved by that legislation is used for deficit
			 reduction only, and is not available as an offset for subsequent
			 legislation.</continuation-text></section><section id="ID5cbd77799b5549be823c922cd08315e2"><enum>213.</enum><header>Deficit-reduction
			 reserve fund for improper payments</header><text display-inline="no-display-inline">The Chairman of the Committee on the Budget
			 of the Senate may reduce the allocations of a committee or committees,
			 aggregates, and other appropriate levels and limits in this resolution for one
			 or more bills, joint resolutions, amendments, motions, or conference reports
			 that achieve savings by eliminating or reducing improper payments and use such
			 savings to reduce the deficit. The Chairman may also make adjustments to the
			 Senate’s pay-as-you-go ledger over 6 and 11 years to ensure that the deficit
			 reduction achieved is used for deficit reduction only. The adjustments
			 authorized under this section shall be of the amount of deficit reduction
			 achieved.</text>
			</section><section id="id96A2E767CAD4400384706C306FA41B03"><enum>214.</enum><header>Deficit-reduction
			 reserve fund for terminated programs</header><text display-inline="no-display-inline">The Chairman of the Committee on the Budget
			 of the Senate shall reduce the discretionary spending limits, budgetary
			 aggregates, and allocations pursuant to section 302(a) of the Congressional
			 Budget Act of 1974, upon adoption by the Senate of an amendment to—</text>
				<paragraph id="id7ADAA055F4814E3EA70E77783084344B"><enum>(1)</enum><text display-inline="yes-display-inline">a bill or a joint resolution reported by
			 the Committee on Appropriations of the Senate or passed by the House of
			 Representatives;</text>
				</paragraph><paragraph id="id4F267064AA64422A9CB77FF0D37AB432"><enum>(2)</enum><text>an amendment
			 reported by the Committee on Appropriations of the Senate; or</text>
				</paragraph><paragraph id="ID3cd1d5657c5e4ee2a9e84dddd236fbc5"><enum>(3)</enum><text>an amendment
			 between the Houses received from the House of Representatives;</text>
				</paragraph><continuation-text continuation-text-level="section">that achieves
			 savings by eliminating the funding for any discretionary program, project, or
			 account recommended for termination in the <quote>Terminations, Reductions, and
			 Savings</quote> volume that accompanies the Budget of the United States
			 Government, submitted pursuant to section 1105 of title 31, United States Code,
			 for the budget year and prior 2 fiscal years.</continuation-text></section><section id="idE63B6CF0F81A404DAD79E4C1B776DE87"><enum>215.</enum><header>Deficit-neutral
			 reserve fund for small business tax relief</header><text display-inline="no-display-inline">The Chairman of the Committee on the Budget
			 of the Senate may revise the allocations of a committee or committees,
			 aggregates, and other appropriate levels in this resolution for one or more
			 bills, joint resolutions, amendments, amendments between houses, motions or
			 conference reports that would protect business pass-through income from any
			 increase in the statutory 33 percent and 35 percent individual income tax rates
			 promulgated in the Economic Growth and Tax Relief Reconciliation Act of 2001
			 (Public Law 107–16) and amended in the Jobs and Growth Tax Relief
			 Reconciliation Act of 2003 (Public Law 108–27) by the amounts provided in such
			 legislation for that purpose, provided that such legislation would not increase
			 the deficit over either the period of the total of fiscal years 2010 through
			 2015 or the period of the total fiscal years 2010 through 2020.</text>
			</section><section id="id235BDA13D9C64FC5A214D77CA070D871"><enum>216.</enum><header>Deficit-neutral
			 reserve fund for greater accountability for Recovery Act funding</header><text display-inline="no-display-inline">The Chairman of the Committee on the Budget
			 of the Senate may revise the allocations of a committee or committees,
			 aggregates, and other appropriate levels and limits in this resolution for one
			 or more bills, joint resolutions, amendments, motions, or conference reports
			 that would both set performance measurements for Federal agencies that
			 distribute funding provided under the American Recovery and Reinvestment Act of
			 2009 (Public Law 111–5) and toughen reporting requirements on those who receive
			 grants and contracts under the American Recovery and Reinvestment Act of 2009,
			 by the amounts provided in such legislation for those purposes, provided that
			 such legislation would not increase the deficit over either the period of the
			 total of fiscal years 2010 through 2015 or the period of the total of fiscal
			 years 2010 through 2020.</text>
			</section><section id="idA5CD9CE89F5E45559DA75F072689B213"><enum>217.</enum><header>Deficit-neutral
			 reserve fund for greater accountability for health care reform</header><text display-inline="no-display-inline">The Chairman of the Committee on the Budget
			 of the Senate may revise the allocations of a committee or committees,
			 aggregates, and other appropriate levels and limits in this resolution for one
			 or more bills, joint resolutions, amendments, motions, or conference reports
			 that would set performance metrics and milestones to measure changes in the
			 level of health care coverage and in the cost and quality of health care
			 service delivery under the Patient Protection and Affordable Care Act (Public
			 Law 111–148), and any amendments to that Act, by the amounts provided in such
			 legislation for those purposes, provided that such legislation would not
			 increase the deficit over either the period of the total of fiscal years 2010
			 through 2015 or the period of the total of fiscal years 2010 through
			 2020.</text>
			</section><section id="id502109D243944389ADC5CD6332F55E72"><enum>218.</enum><header>Deficit-neutral
			 reserve fund for reducing tax increases on low- and middle-income
			 Americans</header><text display-inline="no-display-inline">The Chairman of the
			 Committee on the Budget of the Senate may revise the allocations of a committee
			 or committees, aggregates, and other appropriate levels in this resolution for
			 one or more bills, joint resolutions, amendments, amendments between houses,
			 motions, or conference reports that would delay any tax increases enacted under
			 the Health Care and Education Reconciliation Act of 2010 (Public Law 111–152),
			 in combination with the Patient Protection and Affordable Care Act (Public Law
			 111–148) (the <quote>Act</quote>), until January 1, 2014, when the major health
			 care reform measures included in the Act are effective, provided that such
			 legislation would not increase the deficit over either the period of the total
			 of fiscal years 2010 through 2015 or the period of the total fiscal years 2010
			 through 2020.</text>
			</section><section id="id709CFE307D834A0B80EB4967E6577396"><enum>219.</enum><header>Deficit-reduction
			 reserve fund to promote corporate tax fairness</header><text display-inline="no-display-inline">The Chairman of the Committee on the Budget
			 of the Senate may reduce the allocations of a committee or committees,
			 aggregates, and other appropriate levels in this resolution for one or more
			 bills, joint resolutions, amendments, motions, or conference reports that
			 achieve savings through tax policies that ensure that large, profitable
			 corporations paying no Federal income taxes will pay their fair share and use
			 such savings to reduce the deficit. The Chairman may also make adjustments to
			 the Senate's pay-as-you-go ledger over 6 and 11 years to ensure that the
			 deficit reduction achieved is used for deficit reduction only. The adjustments
			 authorized under this section shall be of the amount of deficit reduction
			 achieved.</text>
			</section><section id="idC08DB0F6DAE94903BF006F5578267987"><enum>220.</enum><header>Deficit-neutral
			 reserve fund for reducing tax increases on low- and middle-income Americans and
			 protecting retirees</header><text display-inline="no-display-inline">The
			 Chairman of the Committee on the Budget of the Senate may revise the
			 allocations of a committee or committees, aggregates, and other appropriate
			 levels in this resolution for one or more bills, joint resolutions, amendments,
			 amendments between houses, motions, or conference reports that would reduce the
			 threshold for the itemized deduction for unreimbursed medical expenses from 10
			 percent to 7.5 percent of adjusted gross income and to reinstate the business
			 deduction for expenses allocable to the Medicare Part D employer subsidy,
			 provided that such legislation would not increase the deficit over either the
			 period of the total of fiscal years 2010 through 2015 or the period of the
			 total of fiscal years 2010 through 2020.</text>
			</section><section id="id1D9E019DE2464D28A04B1FB078B2C7FE"><enum>221.</enum><header>Deficit-neutral
			 reserve fund taxpayer access to IRS appeals</header><text display-inline="no-display-inline">The Chairman of the Committee on the Budget
			 of the Senate may revise the allocations of a committee or committees,
			 aggregates, and other appropriate levels in this resolution for one or more
			 bills, joint resolutions, amendments, amendments between houses, motions, or
			 conference reports that would redeploy existing resources of the Internal
			 Revenue Service to provide at least one full-time Internal Revenue Service
			 appeals officer and one full-time settlement agent in every State, by the
			 amounts provided in such legislation for such purpose, provided that such
			 legislation would not increase the deficit over either the period of the total
			 of fiscal years 2010 through 2015 or the period of the total of fiscal years
			 2010 through 2020.</text>
			</section><section id="idACB07494E3D4454093A0408B643EABE2"><enum>222.</enum><header>Deficit-neutral
			 reserve fund to make it more difficult for corporations to influence
			 elections</header><text display-inline="no-display-inline">The Chairman of the
			 Committee on the Budget of the Senate may revise the allocations of a committee
			 or committees, aggregates, and other appropriate levels in this resolution for
			 one or more bills, joint resolutions, amendments, motions, or conference
			 reports that furthers campaign finance reform, including increased oversight by
			 Federal regulators, by the amounts provided in such legislation for those
			 purposes, provided that such legislation would not increase the deficit over
			 either the period of the total of fiscal years 2010 through 2015 or the period
			 of the total of fiscal years 2010 through 2020.</text>
			</section><section id="IDe2cddac8da464139870c1ba17c061f56"><enum>223.</enum><header>Deficit-neutral
			 reserve fund to repeal deductions from mineral revenue payments to
			 States</header><text display-inline="no-display-inline">The Chairman of the
			 Committee on the Budget of the Senate may revise the allocations of a committee
			 or committees, aggregates, and other appropriate levels in this resolution for
			 one or more bills, joint resolutions, amendments, amendments between houses,
			 motions, or conference reports that would repeal the requirement to deduct
			 certain amounts from onshore mineral revenues payable to States under the
			 heading <quote><header-in-text level="appropriations-small" style="OLC">ADMINISTRATIVE PROVISIONS</header-in-text></quote> under the
			 heading <quote><header-in-text level="appropriations-intermediate" style="OLC">Minerals Management Service</header-in-text></quote> under the
			 heading <quote><header-in-text level="appropriations-major" style="OLC">Department of the Interior</header-in-text></quote> of title I of
			 division A under the heading <quote><header-in-text level="appropriations-major" style="OLC">DEPARTMENT OF THE INTERIOR,
			 ENVIRONMENT, AND RELATED AGENCIES APPROPRIATIONS ACT,
			 2010</header-in-text></quote> of the Interior Department and Further Continuing
			 Appropriations, Fiscal Yeal 2010 (Public Law 111–88; 123 Stat. 2915), by the
			 amounts provided in such legislation for that purpose, provided that such
			 legislation would not increase the deficit over either the period of the total
			 of fiscal years 2010 through 2015 or the period of the total of fiscal years
			 2010 through 2020.</text>
			</section><section id="idB3D568B4C0034C8B87D4CD430D7C7A69"><enum>224.</enum><header>Deficit-neutral
			 reserve fund for increasing transparency regarding foreign holders of United
			 States debt and assessing risks related to the Federal debt</header><text display-inline="no-display-inline">The Chairman of the Committee on the Budget
			 of the Senate may revise the allocations of a committee or committees,
			 aggregates, and other appropriate levels in this resolution for one or more
			 bills, joint resolutions, amendments, motions, or conference reports
			 that—</text>
				<paragraph id="idA16D606CF980458C94AEABBC039AB470"><enum>(1)</enum><text>improve
			 transparency and reporting of foreign holdings of United States debt;</text>
				</paragraph><paragraph id="id85EBDF0769904347A70F84EBC0274738"><enum>(2)</enum><text>require the
			 President to provide quarterly assessments to Congress on the national security
			 and economic risks posed by current levels of foreign holders of United States
			 debt;</text>
				</paragraph><paragraph id="idABAE42DA7BA84A3A99B8D022961C0CE3"><enum>(3)</enum><text>require the
			 President to formulate and submit a plan of action to reduce the risk to the
			 national security and economic stability of the United States; and</text>
				</paragraph><paragraph id="idB8A3D54269BA4FE6B7AB51AE175FE226"><enum>(4)</enum><text>require the
			 Comptroller General of the United States to provide Congress with an annual
			 assessment of the national security and economic risks posed by the
			 debt;</text>
				</paragraph><continuation-text continuation-text-level="section">by the amounts
			 provided in such legislation for those purposes, provided that such legislation
			 would not increase the deficit over either the period of the total of fiscal
			 years 2010 through 2015 or the period of the total of fiscal years 2010 through

			 PROCESS</header>
			<subtitle id="idC6B9CC124CED4E34BDE9F48F792635A9"><enum>A</enum><header>Budget
			 Enforcement</header>
				<section id="IDCA794A1EA9A5412F887BF558D12DA569"><enum>301.</enum><header>Discretionary
			 spending limits for fiscal years 2010 through 2013, program integrity
			 initiatives, and other adjustments</header>
					<subsection id="ID90e80d9c85f54f47aba26673d108b562"><enum>(a)</enum><header>Senate point of
			 order</header>
						<paragraph id="ID5e35d7ce6ff842e9b186ab53c0e52da6"><enum>(1)</enum><header>In
			 general</header><text>Except as otherwise provided in this section, it shall
			 not be in order in the Senate to consider any bill or joint resolution (or
			 amendment, motion, or conference report on that bill or joint resolution) that
			 would cause the discretionary spending limits in this section to be
			 exceeded.</text>
						</paragraph><paragraph id="IDa2bd70edca7f438daa0a5468785fe74b"><enum>(2)</enum><header>Supermajority
			 waiver and appeals</header>
							<subparagraph id="IDd715a06041094b2f92b7ff2f96b60456"><enum>(A)</enum><header>Waiver</header><text>This
			 subsection may be waived or suspended in the Senate only by the affirmative
			 vote of three-fifths of the Members, duly chosen and sworn.</text>
							</subparagraph><subparagraph id="IDb149b5c3c9ec48c2977066f1fae78449"><enum>(B)</enum><header>Appeals</header><text>Appeals
			 in the Senate from the decisions of the Chair relating to any provision of this
			 subsection shall be limited to 1 hour, to be equally divided between, and
			 controlled by, the appellant and the manager of the bill or joint resolution.
			 An affirmative vote of three-fifths of the Members of the Senate, duly chosen
			 and sworn, shall be required to sustain an appeal of the ruling of the Chair on
			 a point of order raised under this subsection.</text>
							</subparagraph></paragraph></subsection><subsection id="ID1f2a72c3544e46fab09a45f3965798ca"><enum>(b)</enum><header>Senate

			 2011, $1,122,003,000,000 in new budget authority and $1,313,271,000,000 in
			 outlays;</text>
						</paragraph><paragraph id="IDb37559d61fbf418893ce57edbe32f879"><enum>(3)</enum><text>for fiscal year
			 2012, $1,150,570,000,000 in new budget authority and $1,250,770,000,000 in
			 outlays; and</text>
						</paragraph><paragraph id="ID49ffa2a0920641edb244b5bce9619d00"><enum>(4)</enum><text>for fiscal year

			 in conformance with the adjustment procedures in subsection (c).</continuation-text></subsection><subsection id="IDd8c2b9ca9714410d82a1dd60ba104c72"><enum>(c)</enum><header>Adjustments in
			 the Senate</header>
						<paragraph id="ID168dff10231f4f2992dec0e9fa8bc889"><enum>(1)</enum><header>In
			 general</header><text>After the reporting of a bill or joint resolution
			 relating to any matter described in paragraph (2), or the offering of an
			 amendment or motion thereto or the submission of a conference report
			 thereon—</text>
							<subparagraph id="IDb55532b9f86a47e39de6db4cbe77529f"><enum>(A)</enum><text>the Chairman of
			 the Committee on the Budget of the Senate may adjust the discretionary spending
			 limits, budgetary aggregates, and allocations pursuant to section 302(a) of the
			 Congressional Budget Act of 1974, by the amount of new budget authority in that
			 measure for that purpose and the outlays flowing therefrom; and</text>
							</subparagraph><subparagraph id="IDb7cd25a0501749898df5def9413218d8"><enum>(B)</enum><text>following any
			 adjustment under subparagraph (A), the Committee on Appropriations of the
			 Senate may report appropriately revised suballocations pursuant to section
			 302(b) of the Congressional Budget Act of 1974 to carry out this
			 subsection.</text>
							</subparagraph></paragraph><paragraph id="ID8d05cff614cb40ed9338c236d5a6fc71"><enum>(2)</enum><header>Matters
			 described</header><text>Matters referred to in paragraph (1) are as
			 follows:</text>
							<subparagraph id="ID83d2cf2c949b4ea6adaf6e3210b902a5"><enum>(A)</enum><header>Continuing
			 disability reviews and ssi redeterminations</header>
								<clause id="id571681EC1ADF4CCBBCB8EB64C5787849"><enum>(i)</enum><header>In
			 general</header><text>If a bill or joint resolution is reported making
			 appropriations in a fiscal year of the amounts specified in clause (ii) for
			 continuing disability reviews and Supplemental Security Income redeterminations
			 for the Social Security Administration, and provides an additional
			 appropriation of an amount further specified in clause (ii) for continuing
			 disability reviews and Supplemental Security Income redeterminations for the
			 Social Security Administration, then the discretionary spending limits,
			 allocation to the Committee on Appropriations of the Senate, and aggregates for
			 that year may be adjusted by the amount in budget authority and outlays flowing
			 therefrom not to exceed the additional appropriation provided in such
			 legislation for that purpose for that fiscal year.</text>
								</clause><clause id="ID44fb3cf5f2d04acd83b749306e35de06"><enum>(ii)</enum><header>Amounts
			 specified</header><text>The amounts specified are—</text>
									<subclause id="id690F092434E4410F944A839C0CD044EE"><enum>(I)</enum><text>for fiscal year
			 2011, an appropriation of $283,000,000, and an additional appropriation of
			 $513,000,000;</text>
									</subclause><subclause id="ID875c8ff960cc4e43b4d05c86f04ef6b7"><enum>(II)</enum><text>for fiscal year
			 2012, an appropriation of $294,000,000, and an additional appropriation of
			 $642,000,000; and</text>

			 appropriations in a fiscal year to the Internal Revenue Service of not less
			 than the amounts specified in clause (ii) for tax enforcement to address the
			 Federal tax gap (taxes owed but not paid), of which not less than the amount
			 further specified in clause (ii) shall be available for additional or enhanced
			 tax enforcement, or both, to address the Federal tax gap, then the
			 discretionary spending limits, allocation to the Committee on Appropriations of
			 the Senate, and aggregates for that year may be adjusted by the amount in
			 budget authority and outlays flowing therefrom not to exceed the amount of
			 additional or enhanced tax enforcement provided in such legislation for that
			 fiscal year.</text>
								</clause><clause id="ID0c011395ee0947cf8ed7b54b407297bb"><enum>(ii)</enum><header>Amounts
			 specified</header><text>The amounts specified are—</text>
									<subclause id="id107192913FEC4BE0AF12976E8E65A9D2"><enum>(I)</enum><text>for fiscal year
			 2011, an appropriation of $8,235,000,000, of which not less than $1,115,000,000
			 is available for additional or enhanced tax enforcement;</text>
									</subclause><subclause id="ID2e26cb4aed3c4c87a6469c81d7b15e4a"><enum>(II)</enum><text>for fiscal year
			 2012, an appropriation of $8,744,000,000, of which not less than $1,357,000,000
			 is available for additional or enhanced tax enforcement; and</text>
									</subclause><subclause id="ID6d7cf682cc684453af54c2226197c8b2"><enum>(III)</enum><text>for fiscal year
			 2013, an appropriation of $9,259,000,000, of which not less than $1,724,000,000
			 is available for additional or enhanced tax enforcement.</text>
									</subclause></clause></subparagraph><subparagraph id="ID7698375ddf7149fa83e071fb40d9693f"><enum>(C)</enum><header>Health care
			 fraud and abuse control</header>

									<subclause id="id99D9198A5911491DBE7667F39B10CB40"><enum>(I)</enum><text>for fiscal year
			 2011, an appropriation of $10,000,000, and an additional appropriation of

			 the Committee on Appropriations of the Senate or passed by the House of
			 Representatives;</text>
								</clause><clause id="IDcf97f957dca74b9292534ca0b98a1649"><enum>(ii)</enum><text>joint
			 resolutions or amendments reported by the Committee on Appropriations of the
			 Senate;</text>
								</clause><clause id="IDd070f513fb464299a17c436892c60faf"><enum>(iii)</enum><text>amendments
			 between the Houses received from the House of Representatives or Senate
			 amendments offered by the authority of the Committee on Appropriations of the
			 Senate; or</text>
								</clause><clause id="ID08509a090e7f486a8931cc8cb1d1af31"><enum>(iv)</enum><text>conference
			 reports;</text>

			 appropriations for overseas deployments and other activities in the amounts

								</clause></subparagraph></paragraph></subsection></section><section id="ID8E4DF33077A04406AF7A67F0B76D5052"><enum>302.</enum><header>Point of order
			 against advance appropriations</header>
					<subsection id="IDD777D88F9E7747298194386A696A4701"><enum>(a)</enum><header>In
			 general</header>
						<paragraph id="ID522076BD817F43C289030BB824B8DEBE"><enum>(1)</enum><header>Point of
			 order</header><text>Except as provided in subsection (b), it shall not be in
			 order in the Senate to consider any bill, joint resolution, motion, amendment,
			 or conference report that would provide an advance appropriation.</text>
						</paragraph><paragraph id="ID229EBBC45CC64AB39C28BF2CCB9BDC69"><enum>(2)</enum><header>Definition</header><text>In
			 this section, the term <term>advance appropriation</term> means any new budget
			 authority provided in a bill or joint resolution making appropriations for
			 fiscal year 2011 that first becomes available for any fiscal year after 2011,
			 or any new budget authority provided in a bill or joint resolution making
			 general appropriations or continuing appropriations for fiscal year 2012, that
			 first becomes available for any fiscal year after 2012.</text>
						</paragraph></subsection><subsection id="IDF548003050CA4DFB80BBF4653FB702B6"><enum>(b)</enum><header>Exceptions</header><text>Advance
			 appropriations may be provided—</text>
						<paragraph id="ID81426924D2204CD7A1BDBFCCD0EE32E8"><enum>(1)</enum><text>for fiscal years
			 2012 and 2013 for programs, projects, activities, or accounts identified in the
			 joint explanatory statement of managers accompanying this resolution under the
			 heading <quote>Accounts Identified for Advance Appropriations</quote> in an
			 aggregate amount not to exceed $28,852,000,000 in new budget authority in each
			 year;</text>
						</paragraph><paragraph id="ID8C365950937B43FEA97AE7529DD025AA"><enum>(2)</enum><text>for the
			 Corporation for Public Broadcasting; and</text>
						</paragraph><paragraph id="id843F9BAE771844B5B5EB9F6C6172A0C0"><enum>(3)</enum><text>for the
			 Department of Veterans Affairs for the Medical Services, Medical Support and
			 Compliance, and Medical Facilities accounts of the Veterans Health
			 Administration.</text>
						</paragraph></subsection><subsection id="ID595947C431E44C24BCAF7084D603A097"><enum>(c)</enum><header>Supermajority
			 waiver and appeal</header>
						<paragraph id="ID5465FDBE4D714E03A19E332A7611DBC7"><enum>(1)</enum><header>Waiver</header><text>In
			 the Senate, subsection (a) may be waived or suspended only by an affirmative
			 vote of three-fifths of the Members, duly chosen and sworn.</text>
						</paragraph><paragraph id="IDEBF016ADCFD747A9AABB4781AE47E425"><enum>(2)</enum><header>Appeal</header><text>An
			 affirmative vote of three-fifths of the Members of the Senate, duly chosen and
			 sworn, shall be required to sustain an appeal of the ruling of the Chair on a
			 point of order raised under subsection (a).</text>
						</paragraph></subsection><subsection id="ID8B6E2FBEDDA84363971FA2AE31BA1CF8"><enum>(d)</enum><header>Form of point
			 of order</header><text>A point of order under subsection (a) may be raised by a
			 Senator as provided in section 313(e) of the Congressional Budget Act of
			 1974.</text>
					</subsection><subsection id="ID221A46A7899A41A6A42F7BB020174A1A"><enum>(e)</enum><header>Conference
			 reports</header><text>When the Senate is considering a conference report on, or
			 an amendment between the Houses in relation to, a bill, upon a point of order
			 being made by any Senator pursuant to this section, and such point of order
			 being sustained, such material contained in such conference report shall be
			 deemed stricken, and the Senate shall proceed to consider the question of
			 whether the Senate shall recede from its amendment and concur with a further
			 amendment, or concur in the House amendment with a further amendment, as the
			 case may be, which further amendment shall consist of only that portion of the
			 conference report or House amendment, as the case may be, not so stricken. Any
			 such motion in the Senate shall be debatable. In any case in which such point
			 of order is sustained against a conference report (or Senate amendment derived
			 from such conference report by operation of this subsection), no further
			 amendment shall be in order.</text>
					</subsection><subsection commented="no" id="id2237D8DA9B484C5BA0E835A9C4FE6EA8"><enum>(f)</enum><header>Inapplicability</header><text>In
			 the Senate, section 402 of S. Con. Res. 13 (111th Congress) shall no longer
			 apply.</text>
					</subsection></section><section id="idC084D5B3E5F84DB18C5A71B46B76EBB0"><enum>303.</enum><header>Strengthened
			 emergency designation</header>
					<subsection id="IDbc6341a056bd4b5bab6dc33cd5a4f415"><enum>(a)</enum><header>Authority To
			 designate</header><text>In the Senate, with respect to a provision of direct
			 spending or receipts legislation or appropriations for discretionary accounts
			 that Congress designates as an emergency requirement in such measure, the
			 amounts of new budget authority, outlays, and receipts in all fiscal years
			 resulting from that provision shall be treated as an emergency requirement for
			 the purpose of this section subject to the provisions of subsection (c).</text>
					</subsection><subsection id="ID1602b1a4de5943ca901f0990cc71dfb2"><enum>(b)</enum><header>Exemption of
			 emergency provisions</header><text>Any new budget authority, outlays, and
			 receipts resulting from any provision designated as an emergency requirement,
			 pursuant to this section, in any bill, joint resolution, amendment, or
			 conference report shall not count for purposes of sections 302 and 311 of the
			 Congressional Budget Act of 1974, section 201 of S. Con. Res. 21 (110th
			 Congress) (relating to pay-as-you-go), section 311 of S. Con. Res. 70 (110th
			 Congress) (relating to long-term deficits), section 404 of S. Con. Res. 13
			 (111th Congress) (relating to short-term deficits), and section 301 of this
			 resolution (relating to discretionary spending). Designated emergency
			 provisions shall not count for the purpose of revising allocations, aggregates,
			 or other levels pursuant to procedures established under section 301(b)(7) of
			 the Congressional Budget Act of 1974 for deficit-neutral reserve funds and
			 revising discretionary spending limits set pursuant to section 301 of this
			 resolution.</text>
					</subsection><subsection id="ID7555c4ad120a4a55bd6c4f308a948554"><enum>(c)</enum><header>Emergency
			 legislation designation requirements</header>
						<paragraph id="IDb55aa34101454db78ed25c41458aa6e3"><enum>(1)</enum><header>In
			 general</header><text>In the Senate, it shall not be in order to consider any
			 bill, joint resolution, motion, amendment, or conference report that provides
			 an emergency designation for one or more provisions, for the purpose of section
			 4(g) of the Statutory Pay-As-You-Go Act of 2010 (Public Law 111–139) or this
			 section of this resolution, unless each designation is accompanied by an
			 <quote>Affirmation of Emergency Designation</quote> document.</text>
						</paragraph><paragraph id="ID09ced52418e14a969e9654da725d4108"><enum>(2)</enum><header>Signed
			 affirmation</header><text>The <quote>Affirmation of Emergency
			 Designation</quote> document shall be filed with the Clerk of the Senate at the
			 time the matter is filed with the clerk, signed by 16 Senators, affirming the
			 emergency requirements as follows:</text>
							<quoted-block display-inline="yes-display-inline" id="id0AFCFFAEF4804339A2DF3AC7202F3DC2" style="OLC">
								<text>We, the
			 undersigned Senators, in accordance with the provisions of the Emergency
			 Legislation Designation Requirement, affirm that the matter meets the following
			 emergency requirements:</text><paragraph id="IDccca250e93f04609aec52ce8b18d7e41"><enum>(1)</enum><text>For purposes of
				this section, any provision is an emergency requirement if the situation
				addressed by such provision is—</text>
									<subparagraph id="IDcdab4f184f4449c6a67f5931ad0ff719"><enum>(A)</enum><text>necessary,
				essential, or vital (not merely useful or beneficial);</text>
									</subparagraph><subparagraph id="ID36284db931ee4c61ac088787ccb3fc19"><enum>(B)</enum><text>sudden, quickly
				coming into being, and not building up over time;</text>
									</subparagraph><subparagraph id="ID6823cd03849e43718645abeb4a3e6756"><enum>(C)</enum><text>an urgent,
				pressing, and compelling need requiring immediate action;</text>
									</subparagraph><subparagraph id="ID8937c4756c46462bb93c0d906c4f313f"><enum>(D)</enum><text>subject to
				subparagraph (B), unforeseen, unpredictable, and unanticipated; and</text>
									</subparagraph><subparagraph id="IDd20f4d19f95c4ce2b7a53f9b0e8dafa5"><enum>(E)</enum><text>not permanent,
				temporary in nature.</text>
									</subparagraph></paragraph><paragraph id="ID94cdd605b1d24959910d585bedc3b9d4"><enum>(2)</enum><text>An emergency that
				is part of an aggregate level of anticipated emergencies, particularly when
				normally estimated in advance, is not
				unforeseen.</text>
								</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph></subsection><subsection id="IDb813ac5c937f4c7fa70f885ca0cd8fdc"><enum>(d)</enum><header>Definitions</header><text>In
			 this section, the terms <quote>direct spending</quote>,
			 <quote>receipts</quote>, and <quote>appropriations for discretionary
			 accounts</quote> mean any provision of a bill, joint resolution, amendment,
			 motion, or conference report that affects direct spending, receipts, or
			 appropriations as those terms have been defined and interpreted for purposes of
			 the Balanced Budget and Emergency Deficit Control Act of 1985.</text>
					</subsection><subsection id="ID41df5f2961cf40c4b7d9633c5e1d88ae"><enum>(e)</enum><header>Emergency
			 designation point of order</header>
						<paragraph id="ID05dcde3ac1324cd59e4e54d75141a7f4"><enum>(1)</enum><header>In
			 general</header><text>When the Senate is considering a bill, resolution,
			 amendment, motion, or conference report, if a point of order is made by a
			 Senator against an emergency designation in that measure, that provision making
			 such a designation shall be stricken from the measure and may not be offered as
			 an amendment from the floor.</text>
						</paragraph><paragraph id="ID9e0a9477c3d241f4b52089ae6d1269f4"><enum>(2)</enum><header>Supermajority
			 waiver and appeals</header>
							<subparagraph id="ID9315c68197ca4536b0f98a0f42c925e6"><enum>(A)</enum><header>Waiver</header><text>Paragraph
			 (1) may be waived or suspended in the Senate only by an affirmative vote of
			 three-fifths of the Members, duly chosen and sworn.</text>
							</subparagraph><subparagraph id="ID023a9cbe5f7c4872b434ae787adc8eda"><enum>(B)</enum><header>Appeals</header><text>Appeals
			 in the Senate from the decisions of the Chair relating to any provision of this
			 subsection shall be limited to 1 hour, to be equally divided between, and
			 controlled by, the appellant and the manager of the bill or joint resolution,
			 as the case may be. An affirmative vote of three-fifths of the Members of the
			 Senate, duly chosen and sworn, shall be required to sustain an appeal of the
			 ruling of the Chair on a point of order raised under this subsection.</text>
							</subparagraph></paragraph><paragraph id="ID7a5b9730b14a4af3b5500c5579d7a0b1"><enum>(3)</enum><header>Definition of
			 an emergency designation</header><text>For purposes of paragraph (1), a
			 provision shall be considered an emergency designation if it designates any
			 item as an emergency requirement pursuant to this subsection.</text>
						</paragraph><paragraph id="ID3426df619d3346a184c891eb84227d05"><enum>(4)</enum><header>Form of the
			 point of order</header><text>A point of order under paragraph (1) may be raised
			 by a Senator as provided in section 313(e) of the Congressional Budget Act of
			 1974.</text>
						</paragraph><paragraph id="ID415dee934990484590107284cb568728"><enum>(5)</enum><header>Conference
			 reports</header><text>When the Senate is considering a conference report on, or

						</paragraph></subsection><subsection id="ID4ebebee006154781a65baf48e0a015f2"><enum>(f)</enum><header>Inapplicability</header><text>In
			 the Senate, section 403 of S. Con. Res. 13 (111th Congress), the concurrent
			 resolution on the budget for fiscal year 2010, shall no longer apply.</text>
					</subsection></section><section id="ID9509905deeb74a218fc0c0433469e989"><enum>304.</enum><header>Adjustments
			 for the extension of certain current policies</header>
					<subsection id="IDe33c7242767c4d7788eb689d36e75cb8"><enum>(a)</enum><header>Adjustment</header><text>For
			 the purposes of determining the points of order specified in subsection (b),
			 the Chairman of the Committee on the Budget of the Senate may adjust the
			 estimate of the budgetary effects of a bill, joint resolution, amendment,
			 motion, or conference report that contains one or more provisions meeting the
			 criteria of subsection (c) to exclude the amounts of qualifying budgetary
			 effects.</text>
					</subsection><subsection id="IDda529df9fcbc423ea765cec916e52bd7"><enum>(b)</enum><header>Covered points
			 of order</header><text>The Chairman of the Committee on the Budget of the
			 Senate may make adjustments pursuant to this section for the following points
			 of order only:</text>
						<paragraph id="idB475C6A9AA844DCCAE32E9DF554B0B5B"><enum>(1)</enum><text>Section 201 of S.
			 Con. Res. 21 (110th Congress) (relating to pay-as-you-go).</text>
						</paragraph><paragraph id="id50B2AE941BC54687AD9C02C9BFDFADDC"><enum>(2)</enum><text>Section 311 of S.
			 Con. Res. 70 (110th Congress) (relating to long-term deficits).</text>
						</paragraph><paragraph id="idF9AF57F9425F41288841B9CCEC97C58D"><enum>(3)</enum><text>Section 404 of S.
			 Con. Res. 13 (111th Congress) (relating to short-term deficits).</text>
						</paragraph></subsection><subsection id="ID398356c976a14d0cb37f9594cff4f5d7"><enum>(c)</enum><header>Qualifying
			 legislation</header><text>The Chairman of the Committee on the Budget of the
			 Senate may make adjustments authorized under subsection (a) for legislation
			 containing provisions that—</text>
						<paragraph id="ID06b0d1061b864bc6b68c376d4bb8e055"><enum>(1)</enum><text>amend or
			 supersede the system for updating payments made under subsections 1848 (d) and
			 (f) of the Social Security Act, consistent with section 7(c) of the Statutory
			 Pay-As-You-Go Act of 2010 (Public Law 111–139);</text>
						</paragraph><paragraph id="ID2e4e3f42e85b43bc929474cbd9744be1"><enum>(2)</enum><text>amend the Estate
			 and Gift Tax under subtitle B of the Internal Revenue Code of 1986, consistent
			 with section 7(d) of the Statutory Pay-As-You-Go Act of 2010;</text>
						</paragraph><paragraph id="IDbe76694382b243afa1746fc0d1d22273"><enum>(3)</enum><text>extend relief
			 from the Alternative Minimum Tax for individuals under sections 55–59 of the
			 Internal Revenue Code of 1986, consistent with section 7(e) of the Statutory
			 Pay-As-You-Go Act of 2010; or</text>
						</paragraph><paragraph id="ID67c76ee4aed147b2b14c7e4395620cab"><enum>(4)</enum><text>extend
			 middle-class tax cuts made in the Economic Growth and Tax Relief Reconciliation
			 Act of 2001 (Public Law 107–16) and the Jobs and Growth Tax Relief and
			 Reconciliation Act of 2003 (Public Law 108–27), consistent with section 7(f) of
			 the Statutory Pay-As-You-Go Act of 2010.</text>
						</paragraph></subsection><subsection id="ID752a367a5bdf4d4098dac1e362285512"><enum>(d)</enum><header>Limitation</header><text>The
			 Chairman shall make any adjustments pursuant to this section in a manner
			 consistent with the limitations described in sections 4(c) and 7(h) of the
			 Statutory Pay-As-You-Go Act of 2010 (Public Law 111–139).</text>
					</subsection><subsection id="IDb9a9d52c368d45f1b464c03c9f9c6b56"><enum>(e)</enum><header>Definition</header><text>For
			 the purposes of this section, the terms <term>budgetary effects</term> or
			 <term>effects</term> mean the amount by which a provision changes direct
			 spending or revenues relative to the baseline.</text>
					</subsection><subsection id="ID994c11df048a471ca23bff3f5e200a6c"><enum>(f)</enum><header>Sunset</header><text>This
			 section shall expire on December 31, 2011.</text>
					</subsection></section><section id="IDb9088a56b1444311a88f16a1c015e201"><enum>305.</enum><header>Extension of
			 enforcement of budgetary points of order in the Senate</header>
					<subsection id="IDfd9c06462cd4423fb8fff664349835dc"><enum>(a)</enum><header>Extension</header><text>Notwithstanding
			 any provision of the Congressional Budget Act of 1974, subsections (c)(2) and
			 (d)(3) of section 904 of the Congressional Budget Act of 1974 shall remain in
			 effect for purposes of Senate enforcement through September 30, 2020.</text>
					</subsection><subsection id="ID196f2889919147b5bb3cdaf88312d844"><enum>(b)</enum><header>Repeal</header><text>Section
			 205 of S. Con. Res. 21 (110th Congress), the concurrent resolution on the
			 budget for fiscal year 2008, and section 403 of H. Con. Res. 95 (109th
			 Congress), the concurrent resolution on the budget for fiscal year 2006, are
			 repealed.</text>
					</subsection></section><section id="idF5B527B6D3C243DD8930A82CD9FA22F4"><enum>306.</enum><header>Point of order
			 establishing a 20 percent limit on new direct spending in reconciliation
			 legislation</header>
					<subsection id="idEF213D79B76C4BA691D6E65289DECAB8"><enum>(a)</enum><header>In
			 general</header><text>In the Senate, it shall not be in order to consider any
			 reconciliation bill, joint resolution, motion, amendment, or any conference
			 report on, or an amendment between the Houses in relation to, a reconciliation
			 bill pursuant to section 310 of the Congressional Budget Act of 1974, that
			 produces an increase in outlays, if—</text>
						<paragraph id="id4029C5410B074EA68BBA3255448BA6F5"><enum>(1)</enum><text>the effect of all
			 the provisions in the jurisdiction of any committee is to create gross new
			 direct spending that exceeds 20 percent of the total savings instruction to the
			 committee; or</text>
						</paragraph><paragraph id="id8A182CBFED00477FB48E965AA56907E3"><enum>(2)</enum><text>the effect of the
			 adoption of an amendment would result in gross new direct spending that exceeds
			 20 percent of the total savings instruction to the committee.</text>
						</paragraph></subsection><subsection id="id78AC56AC31754F7B87713658B3CB9C22"><enum>(b)</enum><header>Form of point
			 of order</header>
						<paragraph id="id48ACC69BBD884F6482A1F6F212528CED"><enum>(1)</enum><header>In
			 general</header><text>A point of order under subsection (a) may be raised by a
			 Senator as provided in section 313(e) of the Congressional Budget Act of
			 1974.</text>
						</paragraph><paragraph id="id96DD94B62A6249D699C48283BC61DC35"><enum>(2)</enum><header>Waiver and
			 appeal</header><text>Subsection (a) may be waived or suspended only by an
			 affirmative vote of three-fifths of the Members, duly chosen and sworn. An
			 affirmative vote of three-fifths of the Members of the Senate, duly chosen and
			 sworn, shall be required to sustain an appeal of the ruling of the Chair on a
			 point of order raised under subsection (a).</text>
						</paragraph><paragraph id="id2AC02D4B36F7451B95C7987C38EB5AE9"><enum>(3)</enum><header>Conference
			 report</header><text>If a point of order is sustained under subsection (a)
			 against a conference report in the Senate, the report shall be disposed of as
			 provided in section 313(d) of the Congressional Budget Act of 1974.</text>
						</paragraph></subsection></section></subtitle><subtitle id="id82DB0B2C7CE14A3995439AA3E8065C58"><enum>B</enum><header>Other
			 provisions</header>
				<section id="HA38CDDB803ED418CBB578D828FCA9053"><enum>311.</enum><header>Oversight of
			 Government performance</header><text display-inline="no-display-inline">In the
			 Senate, committees are requested to review programs and tax expenditures in
			 their jurisdiction, and provide in the views and estimates reports required
			 under section 301(d) of the Congressional Budget Act of 1974 recommendations to
			 improve governmental performance and to reduce waste, fraud, abuse, or program
			 duplication. In their views and estimates letters, committees should address
			 matters for congressional consideration identified in the Government
			 Accountability Office’s High Risk list reports.</text>
				</section><section id="H293E6C185DE145E58BF530060B05EA6"><enum>312.</enum><header>Budgetary
			 treatment of certain discretionary administrative expenses</header><text display-inline="no-display-inline">In the Senate, notwithstanding section
			 302(a)(1) of the Congressional Budget Act of 1974, section 13301 of the Budget
			 Enforcement Act of 1990, and section 2009a of title 39, United States Code, the
			 joint explanatory statement accompanying the conference report on any
			 concurrent resolution on the budget shall include in its allocations under
			 section 302(a) of the Congressional Budget Act of 1974 to the Committees on
			 Appropriations amounts for the discretionary administrative expenses of the
			 Social Security Administration and of the Postal Service.</text>
				</section><section id="ID78C125233D114EABB4B61743AEFB5F50"><enum>313.</enum><header>Application
			 and effect of changes in allocations and aggregates</header>
					<subsection id="IDAD5248B866A246A49FC623EFBF031033"><enum>(a)</enum><header>Application</header><text>Any
			 adjustments of allocations and aggregates made pursuant to this resolution
			 shall—</text>
						<paragraph id="ID719875EDC5424229B6DB507E6F05F125"><enum>(1)</enum><text>apply while that
			 measure is under consideration;</text>
						</paragraph><paragraph id="IDBD9C9C7C536D4E41927DA4415BDD2237"><enum>(2)</enum><text>take effect upon
			 the enactment of that measure; and</text>
						</paragraph><paragraph id="IDD902D354A0C34CE1A2796A8A64FE70E8"><enum>(3)</enum><text>be published in
			 the Congressional Record as soon as practicable.</text>
						</paragraph></subsection><subsection id="IDEFEFE7F72C2B400FB09A65F268006D37"><enum>(b)</enum><header>Effect of
			 Changed Allocations and Aggregates</header><text>Revised allocations and
			 aggregates resulting from these adjustments shall be considered for the
			 purposes of the Congressional Budget Act of 1974 as allocations and aggregates
			 contained in this resolution.</text>
					</subsection><subsection id="ID510305C5056840328BA875BE3B9EFF07"><enum>(c)</enum><header>Budget
			 Committee Determinations</header><text>For purposes of this resolution the
			 levels of new budget authority, outlays, direct spending, new entitlement
			 authority, revenues, deficits, and surpluses for a fiscal year or period of
			 fiscal years shall be determined on the basis of estimates made by the
			 Committee on the Budget of the Senate.</text>
					</subsection></section><section id="ID35EC3FFC280E49A1A3F83E40E0668EFD"><enum>314.</enum><header>Adjustments to
			 reflect changes in concepts and definitions</header><text display-inline="no-display-inline">Upon the enactment of a bill or joint
			 resolution providing for a change in concepts or definitions, the Chairman of
			 the Committee on the Budget of the Senate may make adjustments to the levels
			 and allocations in this resolution in accordance with section 251(b) of the
			 Balanced Budget and Emergency Deficit Control Act of 1985 (as in effect prior
			 to September 30, 2002).</text>
				</section><section id="idEF0A58F0DD1E4005805A99B63235EB33"><enum>315.</enum><header>Truth in
			 debt</header>
					<subsection id="id75BAB7F119FB482ABAE17147CE720C66"><enum>(a)</enum><header>In
			 general</header><text>It shall not be in order to consider a budget resolution
			 in the Senate unless it contains a <quote>Truth in Debt Disclosure</quote>
			 section with all, and only, the following disclosures regarding debt for that
			 resolution:</text>

							<section id="id458510DE5FD04440A3EB185406F421D5"><enum>__.</enum><header>Truth in Debt
				Disclosure</header>
								<subsection id="id64A60A442EF14AC5967592E696A799C7"><enum>(a)</enum><header>Gross
				debt</header><text>The levels assumed in this budget resolution allow the gross
				Federal debt of the Nation to rise/fall by $__ from the current year, fiscal
				year 20__, to the fifth year of the budget window, fiscal year 20__.</text>
								</subsection><subsection id="id9BA86159ECAE439A8B17C2CF41E9E6FC"><enum>(b)</enum><header>Per
				citizen</header><text>The levels assumed in this budget resolution allow the
				gross Federal debt of the Nation to rise/fall by $__ on every citizen of the
				United States from the current year, fiscal year 20__, to the fifth year of the
				budget window, fiscal year 20__.</text>
								</subsection><subsection id="idC083514D88F646ACAE5E626F02D3FB4A"><enum>(c)</enum><header>Five-year
				period</header><text>The levels assumed in this budget resolution project that
				$__ of the Social Security surplus will be spent over the 5-year budget window,
				fiscal years 20__ through 20__, on things other than Social
				Security.</text>
								</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection><subsection id="id34BF50D6D15A4D1B9BFA954BBAEC654D"><enum>(b)</enum><header>Additional
			 matter</header><text>If any portion of the Social Security surplus is projected
			 to be spent in any year or the gross Federal debt in the fifth year of the
			 budget window is greater than the gross debt projected for the current year (as
			 described in section 101(5) of the resolution) then the report, print, or
			 statement of managers accompanying the budget resolution shall contain a
			 section that—</text>
						<paragraph id="idF491AD5DEF3A4990A04569BDAFC3BA3B"><enum>(1)</enum><text>details the
			 circumstances making it in the national interest to allow gross Federal debt to
			 increase rather than taking steps to reduce the debt; and</text>
						</paragraph><paragraph id="id7E9B5506808E42DC9B3F95E974292AE3"><enum>(2)</enum><text>provides a
			 justification for allowing the surpluses in the Social Security trust fund to
			 be spent on other functions of government even as the baby boom generation
			 retires, program costs are projected to rise dramatically, the debt owed to
			 Social Security is about to come due, and the trust fund is projected to go
			 insolvent.</text>
						</paragraph></subsection><subsection id="idF381B7897CEA4DE985FED4456DB8B9C7"><enum>(c)</enum><header>Definition</header><text>In
			 this section, the term <term>gross Federal debt</term> means the nominal levels
			 of (or changes in the levels of) gross Federal debt (debt subject to limit as
			 set out in section 101(5) of the resolution) measured at the end of each fiscal
			 year during the period of the budget, not debt as a percentage of GDP, and not
			 levels relative to baseline projections.</text>
					</subsection><subsection id="idB27F9F50B51F4E0A98A9B1FB1C3F0905"><enum>(d)</enum><header>Previous
			 resolutions</header><text>It shall not be in order to consider a budget
			 resolution in the Senate unless it includes a table that contains, for each of
			 the previous 12 fiscal years, the following information based on the budget
			 resolution for each such fiscal year:</text>
						<paragraph id="id905C2528A908412BA89052388589947A"><enum>(1)</enum><text>The amount by
			 which the levels assumed in the budget resolution allow the Federal debt of the
			 Nation to rise or fall.</text>
						</paragraph><paragraph id="id9ADB6D0B96D24FB2BE11109BCC0D5AEC"><enum>(2)</enum><text>The amount by
			 which the levels assumed in the budget resolution allow the debt of the Federal
			 debt of the Nation to rise or fall on a per capita basis (including only
			 citizens of the United States).</text>
						</paragraph><paragraph id="id9B3AA72EABFD4997999F518631331409"><enum>(3)</enum><text>The amount of the
			 Social Security surplus projected to be spent over 5 years by the levels in the
			 budget resolution.</text>
						</paragraph></subsection></section><section id="idC6125538C0524B07B3DA5A3635DE1512"><enum>316.</enum><header>Truth in Debt
			 Disclosures</header>
					<subsection id="id325167F92B31424787EF34FCFBF50590"><enum>(a)</enum><header>Gross
			 debt</header><text>The levels assumed in this budget resolution allow the gross
			 Federal debt of the Nation to rise by $4,710,000,000,000 from the current year,
			 fiscal year 2010, to the fifth year of the budget window, fiscal year
			 2015.</text>
					</subsection><subsection id="idBFB6CC3FB07E4CC782D72198046378E2"><enum>(b)</enum><header>Per
			 citizen</header><text>The levels assumed in this budget resolution allow the
			 gross Federal debt of the Nation to rise by $15,250 on every citizen of the
			 United States from the current year, fiscal year 2010, to the fifth year of the
			 budget window, fiscal year 2015.</text>
					</subsection></section><section id="id093773ABFD8847179F58A0AB37B7E65B"><enum>317.</enum><header>Further
			 disclosure of levels in this resolution</header><text display-inline="no-display-inline">The levels assumed in this budget
			 resolution—</text>
					<paragraph id="idD635E0FDDFCA492EBC830212352DFB93"><enum>(1)</enum><text display-inline="yes-display-inline">cut spending as a percent of GDP by 11
			 percent;</text>
					</paragraph><paragraph id="id23A2B726A81D4935990B53DC12A317EC"><enum>(2)</enum><text display-inline="yes-display-inline">cut the deficit as percent of GDP by 70
			 percent; and</text>
					</paragraph><paragraph id="id2647DFBD5E814227886A84B1C2E65E98"><enum>(3)</enum><text display-inline="yes-display-inline">cut taxes by $780,000,000,000.</text>
					</paragraph></section><section id="ID5BD2276753E54422A1F3B75C0894374F"><enum>318.</enum><header>Exercise of
			 rulemaking powers</header><text display-inline="no-display-inline">Congress
			 adopts the provisions of this title—</text>
					<paragraph id="id2868DD378B434E599C94CB7A338244CD"><enum>(1)</enum><text display-inline="yes-display-inline">as an exercise of the rulemaking power of
			 the Senate, and as such they shall be considered as part of the rules of the
			 Senate and such rules shall supersede other rules only to the extent that they
			 are inconsistent with such other rules; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB68C7CC924D445C4BB3DF52F3267C394"><enum>(2)</enum><text display-inline="yes-display-inline">with full recognition of the constitutional
			 right of the Senate to change those rules at any time, in the same manner, and
			 to the same extent as is the case of any other rule of the Senate.</text>
					</paragraph></section></subtitle></title><title id="idC4DDDB57265F4A08884F31A2C794ADB1"><enum>IV</enum><header>Reconciliation</header>
			<section id="idB160C6101E6042AEB813BD3CC644B30C"><enum>401.</enum><header>Reconciliation
			 in the Senate</header>
				<subsection id="ID981caa7eb51c425b96c0c979196c23c2"><enum>(a)</enum><header>Deficit
			 reduction instruction</header><text>The Committee on Finance shall report to
			 the Senate a reconciliation bill or resolution not later than September 23,
			 2010, that consists of changes in laws, bills, or resolutions within its
			 jurisdiction to reduce the deficit by $2,000,000,000 for the period of fiscal
			 years 2010 through 2015.</text>
				</subsection><subsection id="ID23f02bdd97254473b3043f1a4348ae84"><enum>(b)</enum><header>Statutory debt
			 limit instruction</header><text>The Committee on Finance shall report to the
			 Senate a reconciliation bill or resolution not later than December 10, 2010,
			 that consists of changes in laws, bills, or resolutions within its jurisdiction
			 to increase the statutory debt limit by an amount no more than
			 $50,000,000,000.</text>
				</subsection></section></title></resolution-body>
