		<section id="idB85A9D9C149A4C8984C61F1B29C681FE" section-type="section-one"><enum>1.</enum><header>Assistance for
			 Pakistan</header><text display-inline="no-display-inline">Section 451 of the
			 Foreign Assistance Act of 1961 is amended by adding the following new
			 subsection:</text>
			<quoted-block display-inline="no-display-inline" id="id2E1E00DE82A74C12BF9FF6D7D85637C9" style="OLC">
				<subsection id="idB9382E46C79E498B998DAEC163443CFD"><enum>(d)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id9415495E274849CD8BB1832D445B7E89"><enum>(1)</enum><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
				including subsection (a) of this section, the President is authorized to use
				funds made available to carry out the Millennium Challenge Act of 2003 (22
				U.S.C. 7701 et seq.) and funds made available to carry out any provision of
				this Act for assistance for Pakistan in an amount not to exceed $500,000,000 if
				the President determines that to do so is in the vital national security
				interests of the United States.</text>
					</paragraph><paragraph id="idE08ADA0731DB401CACAC4D3085B70CD9" indent="up1"><enum>(2)</enum><text>The authority provided for in this
				subsection shall expire on September 30, 2010, and shall be subject to the
				requirements of subsections (a)(2) and (c) of this
				section.</text>
