		<official-title>To return the Government to the people by reviewing
		  controversial <quote>midnight regulations</quote> issued in the waning days of
		  the Bush Administration.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Returning Government to the
			 American People Act</short-title></quote>.</text>
		</section><section id="id042539B928344E12954DA7F16DF94B77"><enum>2.</enum><header>Sense of
			 Congress</header><text display-inline="no-display-inline">It is the sense of
			 Congress that—</text>
			<paragraph id="id177A537E7A244B8797B9B5CE99CF3EB3"><enum>(1)</enum><text display-inline="yes-display-inline">the Bush Administration should not rush
			 into effect major new controversial regulations in its closing days;</text>
			</paragraph><paragraph id="id9C9DC70F28F8434DBC06E58513660210"><enum>(2)</enum><text display-inline="yes-display-inline">the incoming Administration, working with
			 the Congress, should review and, if appropriate revise or reject such
			 <quote>midnight regulations</quote>; and</text>
			</paragraph><paragraph id="id6D406500380F4EF79DBF180BF97B5582"><enum>(3)</enum><text display-inline="yes-display-inline">if legislation is necessary to ensure the
			 new Administration has this opportunity, that Congress should enact, and the
			 President should sign, such legislation.</text>
