			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Imported and Domestic Product
			 Safety Act of 2009</short-title></quote>.</text>
		</section><section id="IDc7674808d72b41d6bdd4eb8549e8569c"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="idDCB1A8F9DFE440F5A664971C49676D9E"><enum>(1)</enum><header>Council</header><text>The
			 term <term>Council</term> means the Product Safety Coordinating Council
			 established by section 4(a).</text>
			</paragraph><paragraph id="idC5E7B4EB7339460F998E5B8333350117"><enum>(2)</enum><header>Director</header><text>The
			 term <term>Director</term> means the Director of Imported and Domestic Product
			 Safety appointed under section 3(b).</text>
			</paragraph><paragraph id="id70D08DE4EDCB4ED9AD4E2E873F6F0416"><enum>(3)</enum><header>Office</header><text>The
			 term <term>Office</term> means the Office of Imported and Domestic Product
			 Safety established by section 3(a).</text>
			</paragraph><paragraph id="idE8D3FEA08F0A4A0BB1EC3BE574C8C283"><enum>(4)</enum><header>Product</header><text display-inline="yes-display-inline">The term <term>product</term> means any of
			 the following:</text>
				<subparagraph id="ID6e667d1fd8a341d8ba1dc2ec8842f43c"><enum>(A)</enum><text>Food, as defined
			 in section 201 of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 321),
			 including—</text>
					<clause id="ID6e08f72b34664f11bdd383afd67af3ba"><enum>(i)</enum><text>poultry and
			 poultry products, as defined in section 4 of the Poultry Products Inspection
			 Act (21 U.S.C. 453);</text>
					</clause><clause id="IDf1a4013eb90e4dbe8b6c02a596eb1011"><enum>(ii)</enum><text>meat and meat
			 food products, as defined in section 1 of the Federal Meat Inspection Act (21
			 U.S.C. 601); and</text>
					</clause><clause id="ID08b23889b6004126b47c50416a344e3d"><enum>(iii)</enum><text>eggs and egg
			 products, as defined in section 4 of the Egg Products Inspection Act (21 U.S.C.
			 1033).</text>
					</clause></subparagraph><subparagraph id="IDc79d700fe2534cfc86d805b14bf1bcfe"><enum>(B)</enum><text>A drug, device,
			 cosmetic, dietary supplement, infant formula, and food additive, as such terms
			 are defined in section 201 of the Federal Food, Drug, and Cosmetic Act (21
			 U.S.C. 321).</text>
				</subparagraph><subparagraph id="ID247b9c9b5342420489b316ffb9279ced"><enum>(C)</enum><text>A consumer
			 product, as such term is defined in section 3(a) of the Consumer Product Safety
			 Act (15 U.S.C. 2052).</text>
				</subparagraph><subparagraph id="ID2a1fb2c51c3f4c7f957143a37a3328e4"><enum>(D)</enum><text>A motor vehicle,
			 motor vehicle equipment, and replacement equipment, as such terms are defined
			 in section 30102 of title 49, United States Code.</text>
				</subparagraph><subparagraph id="IDa6e91ad295634c9b912ff7f1bf869de1"><enum>(E)</enum><text>A biological
			 product, as such term is defined in section 351(i) of the Public Health Service
			 Act (42 U.S.C. 262(i)).</text>
				</subparagraph><subparagraph id="ID88f8eb6d29a44e1ba4abc9aaaf4af157"><enum>(F)</enum><text>A pesticide, as
			 such term is defined in section 2 of the Federal Insecticide, Fungicide, and
			 Rodenticide Act (7 U.S.C. 136).</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDf8219201b1cb4ab1b3c6868c27307875"><enum>(G)</enum><text>Any other food,
			 consumer product, fishery product, beverage, or tobacco product with respect to
			 which a department or agency that is represented on the Council has
			 jurisdiction.</text>
				</subparagraph></paragraph></section><section id="ID8f366d742ca948579f2a7fbff77e1d2c"><enum>3.</enum><header>Office of
			 Imported and Domestic Product Safety; Director</header>
			<subsection id="IDe831f09ebf364583b7b768a3306d1e6a"><enum>(a)</enum><header>Establishment</header><text>There
			 is established in the Department of Commerce an office to be known as the
			 <quote>Office of Imported and Domestic Product Safety</quote>.</text>
			</subsection><subsection id="IDf11098fe50c74aa084ef63eb6aae2db3"><enum>(b)</enum><header>Director</header><text>The
			 Director of Imported and Domestic Product Safety shall be the head of the
			 Office. The Director shall be appointed by the President, by and with the
			 advice and consent of the Senate, from among individuals who have—</text>
				<paragraph id="id4C09DAFA2A4E491EA5FA7F82314F11C0"><enum>(1)</enum><text>not less than 10
			 years of leadership and management experience in the public or private sector;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF18B4EC0893B4B2EAD27C7178F4A142D"><enum>(2)</enum><text>expertise in
			 areas relating to product safety and protection of the public.</text>
				</paragraph></subsection><subsection id="ID4920e1d9cc614f7aa5f28e9fae92b2f8"><enum>(c)</enum><header>Duties of the
			 Director</header><text>The Director shall, working with the Council—</text>
				<paragraph id="id79E12291585B44B480AA82F34527A0DC"><enum>(1)</enum><text>ensure that there
			 is coordination among all departments and agencies that have responsibility for
			 product safety in a manner that—</text>
					<subparagraph id="idCDD1DBB56DC1451098A9752995576405"><enum>(A)</enum><text>protects the
			 health and safety of United States consumers; and</text>
					</subparagraph><subparagraph id="idD36B44A073F24466A73DBAF5BC93D672"><enum>(B)</enum><text>provides that
			 consumers and businesses have access to product safety information;</text>
					</subparagraph></paragraph><paragraph id="ID41827006ace44dec8d97141b5ada817b"><enum>(2)</enum><text>establish
			 policies, objectives, and priorities to improve the management, coordination,
			 promotion, and oversight of all departments and agencies that have
			 responsibility for product safety;</text>
				</paragraph><paragraph id="ID4e29b20f064e4491b898a97bc3d9982c"><enum>(3)</enum><text>work with
			 consumer groups, industry, and other interested parties to establish the
			 policies, objectives, and priorities described in paragraph (2);</text>
				</paragraph><paragraph id="ID6a6fc74c11c5411f851ef2148acf3fce"><enum>(4)</enum><text>improve the
			 www.Recalls.gov Internet website (or successor Federal website) that provides
			 product safety information and recall information for products under different
			 Federal agencies;</text>
				</paragraph><paragraph id="id0538B14B71AE44259A1D734C41322956"><enum>(5)</enum><text>develop and
			 maintain a database that—</text>
					<subparagraph id="idD1E0F9B49A4D42C4A6DE716523CC394E"><enum>(A)</enum><text>is
			 centralized;</text>
					</subparagraph><subparagraph id="idED2337E995D643549795EDD067BEEBAE"><enum>(B)</enum><text>is user
			 friendly;</text>
					</subparagraph><subparagraph id="id02EFE622B46C46C3AD07AF619286DD41"><enum>(C)</enum><text>is accessible to
			 the public;</text>
					</subparagraph><subparagraph id="id8BE2326848BC442EB996DC641AA6DC00"><enum>(D)</enum><text>includes
			 information about all mandatory and voluntary actions taken with respect to
			 product safety by businesses and departments and agencies that have
			 responsibility for product safety, including—</text>
						<clause id="id88CC1901A53B475B8D90333C620A5199"><enum>(i)</enum><text>recalls;</text>
						</clause><clause id="idED8C35E3ACED44CE88F5D68281EA0E5E"><enum>(ii)</enum><text>advisories;</text>
						</clause><clause id="id003D913A7C274CF1B8092E15F450AA2B"><enum>(iii)</enum><text>alerts;</text>
						</clause><clause id="id9CDDC245A1E7465CA73EF01832DBC7BA"><enum>(iv)</enum><text>seizures;</text>
						</clause><clause id="id62306B76497F4C16B753E6EEBBC4373C"><enum>(v)</enum><text>defect
			 determinations;</text>
						</clause><clause id="id5CACABF243EA46FBAF009F4D00D56C5F"><enum>(vi)</enum><text>import bans;
			 and</text>
						</clause><clause id="id20DD8643E535491292C9B738C7ADA614"><enum>(vii)</enum><text>such other
			 actions as the Director considers appropriate; and</text>
						</clause></subparagraph><subparagraph id="id1CC2EEF25EF4486B837EE3F8566B67C0"><enum>(E)</enum><text>incorporates
			 hyperlinks to databases maintained by the departments and agencies that have
			 responsibility for product safety with respect to the actions described in
			 subparagraph (D);</text>
					</subparagraph></paragraph><paragraph id="IDd63d8f6bb3c14f8a8f94f79fd2269a35"><enum>(6)</enum><text>develop
			 guidelines for effective and efficient dissemination, by the departments and
			 agencies of members of the Council, of product recall alerts to consumers and
			 businesses, including retailers, the media, and medical professionals;</text>
				</paragraph><paragraph id="ID3afd0f37ee9b41008423c4479be3d2be"><enum>(7)</enum><text>promote the
			 development of risk assessment models to assist Federal departments and
			 agencies responsible for the importation and safety of products to better
			 identify and prevent the importation or introduction into commerce of unsafe
			 products;</text>
				</paragraph><paragraph id="ID0390ab58410247daab07983d245b3ddf"><enum>(8)</enum><text>promote the
			 development of tracing technology to provide consumers with access to the
			 supply chain history of a product;</text>
				</paragraph><paragraph id="ID478ed5c0af554b669d750b0ed9db4dbd"><enum>(9)</enum><text>develop
			 guidelines to facilitate information sharing relating to the importation and
			 safety of products among businesses, United States trading partners, and
			 departments and agencies of Federal, State, and local governments;</text>
				</paragraph><paragraph id="ID2094bd5561454f42a30fb3e6f3ec288f"><enum>(10)</enum><text>develop and
			 maintain a public electronic directory of services to assist consumers and
			 businesses in locating product safety information;</text>
				</paragraph><paragraph id="ID314947cd37614b66a3344051909ab6fc"><enum>(11)</enum><text>develop a
			 framework for engaging United States trading partners in efforts to improve
			 product safety, including cooperation and coordination related to safety
			 standards, testing, certification, audits, and inspections before products are
			 shipped to the United States;</text>
				</paragraph><paragraph id="ID25d12aa14d6c4fd7b0e42cd2c2b7b0d1"><enum>(12)</enum><text>establish an
			 inventory of memoranda of understanding negotiated by Federal departments and
			 agencies with foreign governments related to the importation and safety of
			 products;</text>
				</paragraph><paragraph id="idB6C2A54B169C4EA3A8079710CE7D16AD"><enum>(13)</enum><text>promote
			 coordination among Federal departments and agencies seeking to negotiate new
			 memoranda described in paragraph (11); and</text>
				</paragraph><paragraph id="ID063fbc1178354a0ebe5faa66aef48cf5"><enum>(14)</enum><text>develop
			 guidelines to ensure that there is a unified effort to protect the health and
			 safety of United States consumers, including—</text>
					<subparagraph id="IDc4dc34e0995f4076b0acf73225c9f56c"><enum>(A)</enum><text>simplifying
			 consumer-retailer interaction regarding products identified as unsafe;</text>
					</subparagraph><subparagraph id="ID32e15d5080784b8889b55344c228e5ec"><enum>(B)</enum><text>improving product
			 labeling;</text>
					</subparagraph><subparagraph id="ID1b3b90d15cf54daa9654631c9dce7fbd"><enum>(C)</enum><text>developing
			 comprehensive recordkeeping throughout the production, importation, and
			 distribution of products; and</text>
					</subparagraph><subparagraph id="ID28559769674a4d9a904b164664cb89be"><enum>(D)</enum><text>increasing public
			 access to information regarding—</text>
						<clause id="IDe0e03b9560734ef8b9d909062b98265a"><enum>(i)</enum><text>product safety
			 standards, testing, and certification;</text>
						</clause><clause id="IDa2177b3ddc654f929bcd2cde79eab20c"><enum>(ii)</enum><text>enforcement of
			 product safety laws; and</text>
						</clause><clause id="IDba51e0098a22464d852521eafa2ce346"><enum>(iii)</enum><text>product-related
			 deaths, injuries, and illness.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="ID1411baf8e3d5423a91b11d1d096e7daa"><enum>(d)</enum><header>Staff</header>
				<paragraph id="id2306EDAD8F57467ABB03C837C51E6850"><enum>(1)</enum><header>In
			 general</header><text>The Director may employ and fix the compensation of such
			 officers and employees as may be necessary to assist the Director in carrying
			 out the duties of the Director set forth by subsection (c).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id921B0E6325DA48E9AF8AEEC68A72A437"><enum>(2)</enum><header>Detail of
			 Government employees</header><text>The Director may direct, with the
			 concurrence of the Secretary of a department or head of an agency, the
			 temporary reassignment within the Federal Government of personnel employed by
			 such department or agency on a reimbursable or nonreimbursable basis to the
			 Office.</text>
				</paragraph></subsection><subsection id="id1340C6D76D5D4825A749501598F078E7"><enum>(e)</enum><header>Supervision</header><text>The
			 Director shall report to the Secretary of Commerce.</text>
			</subsection><subsection id="ID250b39322e714fc08314dbebe4361163"><enum>(f)</enum><header>Compensation</header><text>Section
			 5314 of title 5, United States Code, is amended by adding at the end the
			 following new item:</text>

			</subsection></section><section id="ID2d89130fdf8b43bf8a7267708ef9edf2"><enum>4.</enum><header>Product Safety
			 Coordinating Council</header>
			<subsection id="IDcad37b3fda2947a78b0cae5666ba0249"><enum>(a)</enum><header>Establishment</header><text>There
			 is established a Product Safety Coordinating Council—</text>
				<paragraph id="idB247161CC13E48278E82B053EA8977F5"><enum>(1)</enum><text>to improve the
			 management, coordination, promotion, and oversight of product safety
			 responsibilities; and</text>
				</paragraph><paragraph id="id60DD7215FA994920BFE392136F50CAA9"><enum>(2)</enum><text>to assist the
			 Director in—</text>
					<subparagraph id="idD82084D56DF64E51BB11B2BC0A0CABDC"><enum>(A)</enum><text>carrying out the
			 functions of the Office set forth by section 3(c);</text>
					</subparagraph><subparagraph commented="no" id="id469114AEA7B74C328E2AD18DA97F75DE"><enum>(B)</enum><text>developing the
			 strategic plan under section 5; and</text>
					</subparagraph><subparagraph commented="no" id="id9AABD47A0C414291A9439CC8D0F0E7A7"><enum>(C)</enum><text>developing the
			 report under section 6.</text>
					</subparagraph></paragraph></subsection><subsection id="idCC916A00E6A64E1480105A659F3A4905"><enum>(b)</enum><header>Membership</header>
				<paragraph id="idDDC34370A0BA4D4D91D8F92F5DA4E80C"><enum>(1)</enum><header>Composition</header><text>The
			 Council shall consist of the Director and 1 individual designated by each of
			 the following from their respective departments and agencies:</text>
					<subparagraph id="ID263fa91f530342edb698ab425240bdad"><enum>(A)</enum><text>The Commissioner
			 of Customs and Border Protection of the Department of Homeland Security.</text>
					</subparagraph><subparagraph id="ID8d33c5f2c983424eafba864424082551"><enum>(B)</enum><text>The Under
			 Secretary for International Trade of the Department of Commerce.</text>
					</subparagraph><subparagraph id="ID8127a0a79a8943ae8ef5e83eb54bb830"><enum>(C)</enum><text>The United States
			 Trade Representative.</text>
					</subparagraph><subparagraph id="ID84a7a71b3936453ab948c9ac5f2c78af"><enum>(D)</enum><text>The Under
			 Secretary for Economic, Energy, and Agricultural Affairs of the Department of
			 State.</text>
					</subparagraph><subparagraph id="IDf085da60eed443579694e2bf0d7639bd"><enum>(E)</enum><text>The Under
			 Secretary for Food Safety of the Department of Agriculture.</text>
					</subparagraph><subparagraph id="ID80618b1065714d27ae3ca2a4a771b919"><enum>(F)</enum><text>The Commissioner
			 of the Food and Drug Administration of the Department of Health and Human
			 Services.</text>
					</subparagraph><subparagraph id="IDec24aa6d884d4603b86ec2dba3b92e5e"><enum>(G)</enum><text>The Under
			 Secretary for Oceans and Atmosphere of the Department of Commerce.</text>
					</subparagraph><subparagraph id="IDe69c7c42c0b646fba118ec1e69a54ffe"><enum>(H)</enum><text>The Chairman of
			 the Consumer Product Safety Commission.</text>
					</subparagraph><subparagraph id="IDfbbd52aa0b7a4b4b8fd56d713fb73f35"><enum>(I)</enum><text>The Administrator
			 of the National Highway Traffic Safety Administration of the Department of
			 Transportation.</text>
					</subparagraph><subparagraph id="ID846ce9155b5e4deab0eec9cb84a00b7b"><enum>(J)</enum><text>The Administrator
			 of the Environmental Protection Agency.</text>
					</subparagraph><subparagraph id="ID6fc62ff6a7404c9d9560876f6341dd4e"><enum>(K)</enum><text>The Administrator
			 of the Alcohol and Tobacco Tax and Trade Bureau of the Department of the
			 Treasury.</text>
					</subparagraph><subparagraph id="ID692c5980e12d4bf09a1c4de5aa87434e"><enum>(L)</enum><text>The Attorney
			 General.</text>
					</subparagraph><subparagraph id="ID27b946dd4469460481645d88ee90389e"><enum>(M)</enum><text>The Director of
			 the Centers for Disease Control and Prevention of the Department of Health and
			 Human Services.</text>
					</subparagraph><subparagraph id="IDfcaca8e8e9e84236a415821a27d7ef6e"><enum>(N)</enum><text>The Chairman of
			 the Federal Trade Commission.</text>
					</subparagraph><subparagraph id="ID47542c2046d94d2183b565090ca739f9"><enum>(O)</enum><text>The Chairman of
			 the United States International Trade Commission.</text>
					</subparagraph><subparagraph id="ID3362a1de920842599e646a08d6e441be"><enum>(P)</enum><text>The Director of
			 the Office of Management and Budget.</text>
					</subparagraph><subparagraph id="ID9d21197cd1694cf88490cdddf83d1fed"><enum>(Q)</enum><text>Such other
			 officers of the United States as the Director determines necessary to carry out
			 the functions of the Council.</text>
					</subparagraph></paragraph><paragraph id="idDE0BADE272D148B8BE987D4BF0F3801B"><enum>(2)</enum><header>Qualifications</header><text>Each
			 individual designated under paragraph (1) shall be selected from among
			 individuals who are—</text>
					<subparagraph id="idEC08AE8F57CF4E148F7D01B7BC67AD93"><enum>(A)</enum><text>involved in
			 product safety and protection of the public from risks to safety; and</text>
					</subparagraph><subparagraph id="id77536BFBED6347C8A48AF5FCD0524BD4"><enum>(B)</enum><text>qualified to
			 serve on the Council.</text>
					</subparagraph></paragraph></subsection><subsection id="ID7fe6e4607db44d2099858978fbe29392"><enum>(c)</enum><header>Department and
			 agency responsibilities</header>
				<paragraph id="IDa6e399c962d74fdba59d58335f65fa23"><enum>(1)</enum><header>In
			 general</header><text>The department or agency of each member of the Council
			 shall assist the Director in—</text>
					<subparagraph id="ID003b3e0a73604d0fbebe257f6cc1db69"><enum>(A)</enum><text>developing and
			 implementing a unified effort to protect the health and safety of United States
			 consumers;</text>
					</subparagraph><subparagraph id="ID74fd2f4cd32b4b9aac10fd5f0840298d"><enum>(B)</enum><text>ensuring that
			 consumers and businesses have access to product safety information; and</text>
					</subparagraph><subparagraph id="ID0f8706fac7a1454ea52da90deb43a6c1"><enum>(C)</enum><text>carrying out the
			 duties of the Director set forth by section 3(c).</text>
					</subparagraph></paragraph><paragraph id="ID0ad128842f1c42af89da036af63838cd"><enum>(2)</enum><header>Cooperation</header><text>Each
			 member of the Council shall ensure that the department or agency the member
			 represents—</text>
					<subparagraph id="IDf419e56d42d249efa512b7ea04cb0a31"><enum>(A)</enum><text>provides such
			 assistance, information, and advice as the Director may request;</text>
					</subparagraph><subparagraph id="IDba51e5451e334a4b80595e297560fe09"><enum>(B)</enum><text>complies with
			 information sharing policies, procedures, guidelines, and standards established
			 by the Director; and</text>
					</subparagraph><subparagraph id="IDfa03708741fc4edab88dbb5247936e3d"><enum>(C)</enum><text>provides adequate
			 resources to support the activities and operations of the Office.</text>
					</subparagraph></paragraph></subsection><subsection id="ID3fb6534174084d859c4f0d0ce5815a08"><enum>(d)</enum><header>Meetings</header><text>The
			 Council shall meet not less frequently than monthly at the call of the
			 Director.</text>
			</subsection><subsection id="idE49E9769E794400B8CDAAF96A334C676"><enum>(e)</enum><header>Chairperson</header><text>The
			 Director shall be the chairperson of the Council.</text>
			</subsection></section><section id="IDc8de105c8c39463d92d824db3568de6f"><enum>5.</enum><header>Strategic
			 plan</header>
			<subsection id="ID2dcf68aace6d4f6b9623b3d21c12c254"><enum>(a)</enum><header>Strategic plan
			 required</header><text>Not later than 180 days after the date of the enactment
			 of this Act, and every 2 years thereafter, the Director shall, after consulting
			 with the members of the Council, submit to the President and to Congress a
			 strategic plan.</text>
			</subsection><subsection id="ID0d8f44ebbb8c45ca8a5938a4b15c48a9"><enum>(b)</enum><header>Contents of
			 strategic plan</header><text>The strategic plan submitted under subsection (a)
			 shall contain—</text>
				<paragraph id="ID718104af43cb45c8a15d78421fe98efe"><enum>(1)</enum><text>a detailed
			 description of the goals, objectives, and priorities of the Office and the
			 Council;</text>
				</paragraph><paragraph id="ID4133140dc83849f9a90db4fe5d5381cf"><enum>(2)</enum><text>a description of
			 the methods for achieving such goals, objectives, and priorities;</text>
				</paragraph><paragraph id="ID14e76b732731499991c624694dc1712b"><enum>(3)</enum><text>a description of
			 the performance measures that will be used to monitor results in achieving such
			 goals, objectives, and priorities; and</text>
				</paragraph><paragraph id="ID1d759a77ef0349e3aca91f8776164171"><enum>(4)</enum><text>an estimate of
			 the resources necessary to achieve such goals, objectives, and priorities, and
			 an estimate of the cost of such resources.</text>
				</paragraph></subsection></section><section id="ID72957a5b4df34f78bf1350c1b138524b"><enum>6.</enum><header>Annual report on
			 product safety</header>
			<subsection id="IDd5e0bc661bbc44dba478729cb8bd642d"><enum>(a)</enum><header>Annual report
			 required</header><text>Not later than 1 year after the date of the enactment of
			 this Act and November 1 of each calendar year thereafter, the Director shall
			 submit to the President and to Congress a written report on the safety of
			 products.</text>
			</subsection><subsection id="ID9efd4e7ee97642eda247f0d8356608f8"><enum>(b)</enum><header>Content of
			 report</header><text>The report submitted under subsection (a) shall contain a
			 detailed description of how the duties set forth in section 3(c) are being
			 implemented.</text>
			</subsection><subsection id="IDdfdc2b460c8743bfa776bcef3dd616e6"><enum>(c)</enum><header>Consultations</header><text>The
			 Director shall consult with the members of the Council with respect to the
			 preparation of the report required by subsection (a). Any comments provided by
			 the members of the Council for a report under such subsection shall be
			 submitted to the Director not later than 1 month before the date such report is
			 submitted to Congress. The Director shall submit the report to Congress after
			 taking into account all comments received.</text>
			</subsection></section><section id="IDfbc80e20307140c090cb0c40c62d8afb"><enum>7.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated to the Secretary of Commerce such sums as may be
			 necessary to carry out the provisions of this Act and the activities of the
			 Office.</text>
		</section><section id="ID3b217618083245679e831d289a3d0d94"><enum>8.</enum><header>Authorization of
			 interagency support for product safety coordination</header><text display-inline="no-display-inline">The use of interagency funding and other
			 forms of support is authorized by Congress to carry out the functions and
			 activities of the Office and the functions and activities of the
			 Council.</text>
