INSTITUTES OF HEALTH</header>
<section id="HC641BFEE53DB4F2F994BF5B1B66A71FE"><enum>101.</enum><header>Research,
treatment, and education</header>
<subsection id="H323F1545684348AC8C941DD61A874BAD"><enum>(a)</enum><header>In
General</header><text>Subpart 3 of part C of title IV of the Public Health
Service Act (42 U.S.C. 285c et seq.) is amended by adding at the end the
following new section:</text>
<quoted-block id="HD91354DC98B14757A16A143453C09D25" style="OLC">
<section id="H74484FAEA42C4FD7805DF9D9603F0B31"><enum>434B.</enum><header>Diabetes in
minority populations</header>
<subsection id="H27CEB717C7164DFBB85C9068D16D8B97"><enum>(a)</enum><header>In
General</header><text>The Director of the National Institutes of Health shall
expand, intensify, and support ongoing research and other activities with
respect to pre-diabetes and diabetes, particularly type 2, in minority
populations, including research to identify clinical, socioeconomic,
geographical, cultural, and organizational factors that contribute to type 2
diabetes in such populations.</text>
</subsection><subsection id="H6D50E0B91BA64CE3A266B639F05145D0"><enum>(b)</enum><header>Certain
Activities</header><text>Activities under subsection (a) regarding type 2
diabetes in minority populations shall include the following:</text>
<paragraph id="H01846271B0C94D4194F153FF40EF9230"><enum>(1)</enum><text>Continuing
research on behavior and obesity, including through the obesity research center
that is sponsored by the National Institutes of Health.</text>
</paragraph><paragraph id="H9A42234DE1644586801F9F80FEC1753D"><enum>(2)</enum><text>Research on
environmental factors that may contribute to the increase in type 2
diabetes.</text>
</paragraph><paragraph id="HF708F1E4878B4C0DA6F673734F1B136C"><enum>(3)</enum><text>Support for new
methods to identify environmental triggers and genetic interactions that lead
to the development of type 2 diabetes in minority newborns. Such research
should follow the newborns through puberty, an increasingly high-risk period
for developing type 2 diabetes.</text>
</paragraph><paragraph id="HB84504278D01406EB9D94E4B529679E3"><enum>(4)</enum><text>Research to
identify genes that predispose individuals to the onset of developing type 1
and type 2 diabetes and to the development of complications.</text>
</paragraph><paragraph id="H44816FC1A43D45EEAD7134B1C94DCA0E"><enum>(5)</enum><text>Research to
prevent complications in individuals who have already developed diabetes, such
as research that attempts to identify the genes that predispose individuals
with diabetes to the development of complications.</text>
</paragraph><paragraph id="HECC40F7FCA2446FFB6BE480614FF27F5"><enum>(6)</enum><text>Research methods
and alternative therapies to control blood glucose.</text>
</paragraph><paragraph id="H4E3482C10E9441748167918E814D8363"><enum>(7)</enum><text>Support of ongoing
research efforts examining the level of glycemia at which adverse outcomes
develop during pregnancy and to address the many clinical issues associated
with minority mothers and fetuses during diabetic and gestational diabetic
pregnancies.</text>
</paragraph></subsection><subsection id="H725007D3D2054D419D3A98837E5A2CC3"><enum>(c)</enum><header>Education</header><text>The
Director of the National Institutes of Health shall—</text>
<paragraph id="H458634AFEAAD4BF7896A5D26C686D240"><enum>(1)</enum><text>through the
National Center on Minority Health and Health Disparities and the National
Diabetes Education Program—</text>
<subparagraph id="H7936E14A76504E958EAFB190102AED2C"><enum>(A)</enum><text>make grants to
programs funded under section 485F (relating to centers of excellence) for the
purpose of establishing a mentoring program for health care professionals to be
more involved in weight counseling, obesity research, and nutrition; and</text>
</subparagraph><subparagraph id="HCD6EA694137043499EE13F52E5A4F64C"><enum>(B)</enum><text>provide for the
participation of minority health professionals in diabetes-focused research
programs; and</text>
</subparagraph></paragraph><paragraph id="HCF96CFC9FDAC414AB0C34E11868A3A38"><enum>(2)</enum><text>make grants for
programs to establish a pipeline from high school to professional school that
will increase minority representation in diabetes-focused health fields by
expanding Minority Access to Research Careers (MARC) program internships and
mentoring opportunities for recruitment.</text>
</paragraph></subsection><subsection id="H3F391966CAA94C43813A7ABAC134E712"><enum>(d)</enum><header>Definition</header><text>For
purposes of this section, the term <term>minority population</term> means a
racial and ethnic minority group, as defined in section 1707(g).</text>
</subsection><subsection id="HEC877AE224844A73B469212915A2A77E"><enum>(e)</enum><header>Authorization of
Appropriations</header><text>For the purpose of carrying out this section,
there are authorized to be appropriated such sums as are necessary for fiscal
year 2010 and each subsequent fiscal
year.</text>
</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
</subsection><subsection commented="no" id="HC0D1E761D9CC452DB06EADC94BBC3D62"><enum>(b)</enum><header>Diabetes
Mellitus Interagency Coordinating Committee</header><text>Section 429 of the
Public Health Service Act (42 U.S.C. 285c–3) is amended by adding at the end
the following new subsection:</text>
<quoted-block id="H330AE4BCC70F4DB7B24C82B866F1D0D4" style="OLC">
<subsection commented="no" id="HB687D18F49584AF18465C3292A67D917"><enum>(c)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H7BDA84A4837B49A98F94DA9EA70233DD"><enum>(1)</enum><text>In each annual report
prepared by the Diabetes Mellitus Interagency Coordinating Committee, the
Committee shall include an assessment of the Federal activities and programs
related to diabetes in minority populations. Such assessment shall—</text>
<subparagraph commented="no" id="H5387876659634F89AD0D67D15A51EA0A"><enum>(A)</enum><text>compile the
current activities of all current Federal health programs to allow for the
assessment of their adequacy as a systemic method of addressing the impact of
diabetes mellitus on minority populations;</text>
</subparagraph><subparagraph commented="no" id="HA3E6BB174CDF4CE0AFF6B9765FC433C3"><enum>(B)</enum><text>develop strategic
planning activities to develop an effective and comprehensive Federal plan to
address diabetes mellitus within minority populations which will involve all
appropriate Federal health programs and shall—</text>
<clause commented="no" id="H8327EE1E0A064FEFB3A2AD26ABFDE08B"><enum>(i)</enum><text>include steps to
address issues including type 1 and type 2 diabetes in children and the
disproportionate impact of diabetes mellitus on minority populations;
and</text>
</clause><clause commented="no" id="HBD5947BCE07D4055B0F155047E49DE76"><enum>(ii)</enum><text display-inline="yes-display-inline">remain consistent with the programs and
activities identified in section 399O, as well as remaining consistent with the
intent of the Eliminating Disparities in Diabetes Prevention Access and Care
Act of 2009; and</text>
</clause></subparagraph><subparagraph commented="no" id="HAD069D05CD67448FA91C4F0FF304DF91"><enum>(C)</enum><text>assess the
implementation of such a plan throughout Federal health programs.</text>
</subparagraph></paragraph><paragraph commented="no" id="HDEA3644E92D2499BBC40DA5ACE7650F6"><enum>(2)</enum><text>For the purposes
of this subsection, the term <term>minority population</term> means a racial
and ethnic minority group, as defined in section 1707(g).</text>
</paragraph><paragraph commented="no" id="HB49108DEE9C74A699F64985F46EB3F8E"><enum>(3)</enum><text>For the purpose of
carrying out this subsection, there are authorized to be appropriated such sums
as are necessary for fiscal year 2010 and each subsequent fiscal
year.</text>
</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
</subsection></section><enum>II</enum><header>CENTERS FOR
DISEASE CONTROL AND PREVENTION</header>
<section id="H5999530537D448FE8C2CFE7C8FE5AEA5"><enum>201.</enum><header>Research,
education, and other activities</header><text display-inline="no-display-inline">Part B of title III of the Public Health
Service Act (42 U.S.C. 243 et seq.) is amended by inserting after section 317T
the following section:</text>

minority populations</header>
<subsection id="HC1324A2CCB334273AB9FD4A2B2D2C64B"><enum>(a)</enum><header>Research and
Other Activities</header>
<paragraph id="H6BCBF5C9DF984C208971FD853E14149D"><enum>(1)</enum><header>In
general</header><text>The Secretary, acting through the Director of the Centers
for Disease Control and Prevention, shall conduct and support research and
other activities with respect to diabetes in minority populations.</text>
</paragraph><paragraph id="H8EC7873CB3554B5582DCD91ACDA5E421"><enum>(2)</enum><header>Certain
activities</header><text>Activities under paragraph (1) regarding diabetes in
minority populations shall include the following:</text>
<subparagraph id="H2507E2DF560144FBA8CFDF5509902B17"><enum>(A)</enum><text>Expanding the
National Diabetes Laboratory capacity for translational research and the
identification of genetic and immunological risk factors associated with
diabetes.</text>
</subparagraph><subparagraph id="HA7CE5B21C2624C22AC3422DA33E85D52"><enum>(B)</enum><text>Enhancing the
National Health and Nutrition Examination Survey to include risk factors for
type 2 diabetes and pre-diabetes with emphasis on eating and dietary habits,
and focus, including cultural and socioeconomic factors, on Hispanic American,
African-American, American Indian and Alaskan Native, and Asian American,
Native Hawaiian and other Pacific Islander communities.</text>
</subparagraph><subparagraph id="HE06CBE07A2B040D09C2D1C4C27A4F89E"><enum>(C)</enum><text>Further enhancing
the National Health and Nutrition Examination Survey by over-sampling Asian
American, Native Hawaiian, and Other Pacific Islanders in appropriate
geographic areas to better determine the prevalence of diabetes in such
populations as well as to improve the data collection of diabetes penetration
disaggregated into major ethnic groups within such populations.</text>
</subparagraph><subparagraph id="HEDC8EC24BF5A4C308C195B9881C948A8"><enum>(D)</enum><text>Within the
Division of Diabetes Translation, providing for prevention research to better
understand how to influence health care systems changes to improve quality of
care being delivered to such populations, and within the Division of Diabetes
Translation, carrying out model demonstration projects to design, implement,
and evaluate effective diabetes prevention and control intervention for such
populations.</text>
</subparagraph><subparagraph id="HDD4574C684BC4A7D8C128DE3A7EDAD8B"><enum>(E)</enum><text>Through the
Division of Diabetes Translation, carrying out culturally appropriate
community-based interventions designed to address issues and problems
experienced by such populations.</text>
</subparagraph><subparagraph id="HF878F0D8246C4C269991D6DDCFA05E47"><enum>(F)</enum><text>Conducting applied
research within the Division of Diabetes Translation to reduce health
disparities within such populations with diabetes.</text>
</subparagraph><subparagraph id="HD97AB26376AF401385A55D01E03189B9"><enum>(G)</enum><text>Conducting applied
research on primary prevention within the Division of Diabetes Translation to
specifically focus on such populations with pre-diabetes.</text>
</subparagraph></paragraph></subsection><subsection id="H0B42E9232B8F42868D3CFD2B0E5A837D"><enum>(b)</enum><header>Education</header>
<paragraph id="HF68138007B424E078A99857E7D498D08"><enum>(1)</enum><header>In
general</header><text>The Secretary, acting through the Director of the Centers
for Disease Control and Prevention, shall direct the Division of Diabetes
Translation to conduct and support programs to educate the public on the causes
and effects of diabetes in minority populations.</text>
</paragraph><paragraph id="HB0246255A1234ABFA5041E98E49378E5"><enum>(2)</enum><header>Certain
activities</header><text>Programs under paragraph (1) regarding education on
diabetes in minority populations shall include carrying out public awareness
campaigns directed toward such populations to aggressively emphasize the
importance and impact of physical activity and diet in regard to diabetes and
diabetes-related complications through the National Diabetes Education
Program.</text>
</paragraph></subsection><subsection id="H5F9465EDADCB45EE91A9E2CFC44805CC"><enum>(c)</enum><header>Diabetes; Health
Promotion, Prevention Activities, and Access</header>
<paragraph id="HE4D02E8F59084C99BDC68AA48145909F"><enum>(1)</enum><header>In
general</header><text>The Secretary, acting through the Director of the Centers
for Disease Control and Prevention, shall carry out culturally appropriate
diabetes health promotion and prevention programs for minority
populations.</text>
</paragraph><paragraph id="H80C7C09684F74E92B8B467CD0844C87B"><enum>(2)</enum><header>Certain
activities</header><text>Activities regarding culturally appropriate diabetes
health promotion and prevention programs for minority populations shall include
the following:</text>
<subparagraph id="H90554C4DF3E8427993AA46D023168DA0"><enum>(A)</enum><text>Expanding the
Diabetes Prevention and Control Program (currently existing in all the States
and territories) and providing funds for education and community outreach on
diabetes.</text>
</subparagraph><subparagraph id="H217FCA506C20443FAE8FED643DB328F5"><enum>(B)</enum><text>Providing funds
for an expansion of the Diabetes Prevention Program Initiative that focuses on
physical inactivity and diet and its relation to type 2 diabetes within such
populations.</text>
</subparagraph><subparagraph id="HF570989B324C45169AB83CF9CBE57600"><enum>(C)</enum><text>Providing funds to
strengthen existing surveillance systems to improve the quality, accuracy, and
timeliness of morbidity and mortality diabetes data for such
populations.</text>
</subparagraph></paragraph></subsection><subsection id="H123E8A3AE7DA4DF4BA47322067ABB200"><enum>(d)</enum><header>Definition</header><text>For
purposes of this section, the term <term>minority population</term> means a
racial and ethnic minority group, as defined in section 1707(g).</text>
</subsection><subsection id="H5408424F61734D2280FEEC49DAB5E6D1"><enum>(e)</enum><header>Authorization of
Appropriations</header><text>For the purpose of carrying out this section,
there are authorized to be appropriated such sums as are necessary for fiscal
year 2010 and each subsequent fiscal
year.</text>
</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
</section><enum>III</enum><header>HEALTH RESOURCES
AND SERVICES ADMINISTRATION</header>
<section id="HA8CD514EE88849D8A4A0903BDB3EA17E"><enum>301.</enum><header>Research,
education, and other activities</header><text display-inline="no-display-inline">Part P of title III of the Public Health
Service Act is amended—</text>
<paragraph id="H385A96BD2A4646E9A2C467E35695EAF2"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating the section 399R inserted
by section 2 of Public Law 110–373 as section 399S;</text>
</paragraph><paragraph id="H76D10764F60446279D7763D5DCC10C44"><enum>(2)</enum><text>by redesignating
the section 399R inserted by section 3 of Public Law 110–374 as section 399T;
and</text>
</paragraph><paragraph id="HD49A54713E6740B2A80D4B523609CD10"><enum>(3)</enum><text>by adding at the
end the following new section:</text>

<subsection id="H3D80F868E9C8470D9A0BA9E08D70C476"><enum>(a)</enum><header>In
general</header><text>The Secretary, acting through the Director of the Health
Resources and Services Administration, shall conduct and support programs
described in subsection (b) to educate health professionals on the causes and
effects of diabetes in minority populations.</text>
</subsection><subsection id="H426855F18A9F4A1B80C1AA8135FA2592"><enum>(b)</enum><header>Programs</header><text>Programs
described in this subsection, with respect to education on diabetes in minority
populations, shall include the following:</text>
<paragraph id="HC5449BAAEA7D41088097537974B947C0"><enum>(1)</enum><text>Making grants for
diabetes-focused education classes or training programs on cultural sensitivity
and patient care within such populations for health care providers.</text>
</paragraph><paragraph id="HE026EEDD006745768EC9318D07CFB531"><enum>(2)</enum><text>Providing funds to
community health centers for programs that provide diabetes services and
screenings.</text>
</paragraph><paragraph id="HD950B10CE83147E784FF5AC19200A85B"><enum>(3)</enum><text>Providing
additional funds for the Health Careers Opportunity Program, Centers for
Excellence, and the Minority Faculty Fellowship Program to partner with the
Office of Minority Health under section 1707 and the National Institutes of
Health to strengthen programs for career opportunities within minority
populations focused on diabetes treatment and care.</text>
</paragraph><paragraph id="HBC66C3CD79FD4300AE789390AB97BE2F"><enum>(4)</enum><text>Developing a
diabetes focus within, and providing additional funds for, the National Health
Service Corps Scholarship program to place individuals in areas that are
disproportionately affected by diabetes and to provide health care services to
such areas.</text>
</paragraph><paragraph id="HFEEED62FB7AB4F36BA2AB9967C49DD89"><enum>(5)</enum><text>Establishing a
diabetes ambassador program for recruitment efforts to increase the number of
underrepresented minorities currently serving in student, faculty, or
administrative positions in institutions of higher learning, hospitals, and
community health centers.</text>
</paragraph><paragraph id="H7ED7E2FF86AE44F18C5A680ECCFC6DF9"><enum>(6)</enum><text>Establishing a
loan repayment program that focuses on diabetes care and prevention in minority
populations.</text>
</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
</paragraph></section><enum>IV</enum><header>ADDITIONAL
PROGRAMS</header>
<section id="HF3901EE506B946C5BCD33032B9A3495D"><enum>401.</enum><header>Research,
education, and other activities</header><text display-inline="no-display-inline">Part P of title III of the Public Health
Service Act (42 U.S.C. 280g et seq.), as amended by section 301, is further
amended by adding at the end the following section:</text>

<section id="H5600E3EC230A4636AFF0567451B6AED7"><enum>399V.</enum><header>Research,
education, and other activities regarding diabetes in minority
populations</header>
<subsection id="H7C4B5F06202C498A903A3F205EE3F2E0"><enum>(a)</enum><header>Research and
Other Activities</header>
<paragraph id="H7F97305D57FE44849013DAB1902CE0C5"><enum>(1)</enum><header>In
general</header><text>In addition to activities under sections 317U and 434B,
the Secretary shall conduct and support research and other activities with
respect to diabetes within minority populations.</text>
</paragraph><paragraph id="H04CEB45CE66647129698A76D9ACB2A25"><enum>(2)</enum><header>Certain
activities</header><text>Activities under paragraph (1) regarding diabetes in
minority populations shall include the following:</text>
<subparagraph id="HC66F022CD0414D84A33FC57A6620D801"><enum>(A)</enum><text>Through the
National Center on Minority Health and Health Disparities, the Office of
Minority Health under section 1707, the Health Resources and Services
Administration, the Centers for Disease Control and Prevention, and the Indian
Health Service, establishing partnerships within minority populations to
conduct studies on cultural, familial, and social factors that may influence
health promotion, diabetes management, and prevention.</text>
</subparagraph><subparagraph id="HBE8F6B00BD4E4DDAB6058EDCD561BFBC"><enum>(B)</enum><text>Through the Indian
Health Service, in collaboration with other appropriate Federal agencies,
coordinating the collection of data on ethnic and culturally appropriate
diabetes treatment, care, prevention, and services by health care professionals
to the American Indian population.</text>
</subparagraph></paragraph><paragraph id="HE19A30B619C344BC9A39FDD4F3010DE6"><enum>(3)</enum><header>Programs
relating to clinical research</header>
<subparagraph id="H9FF2C72BF811472DBA185EEE2AAE4A7B"><enum>(A)</enum><header>Education
regarding clinical trials</header><text>The Secretary shall carry out education
and awareness programs designed to increase participation of minority
populations in clinical trials.</text>
</subparagraph><subparagraph id="H77F64497047D4B1B913B85109FB5D4AC"><enum>(B)</enum><header>Minority
researchers</header><text>The Secretary shall carry out mentorship programs for
minority researchers who are conducting or intend to conduct research on
diabetes in minority populations.</text>
</subparagraph><subparagraph id="H2D8CCE175DD644BE83775B71A1704D93"><enum>(C)</enum><header>Supplementing
clinical research regarding children</header><text>The Secretary shall make
grants to supplement clinical research programs to assist such programs in
obtaining the services of health professionals and other resources to provide
specialized care for children with type 1 and type 2 diabetes.</text>
</subparagraph></paragraph><paragraph commented="no" id="HAEF9AACEC2AE4C1B9D9A461672037704"><enum>(4)</enum><header>Additional
programs</header><text>Activities under paragraph (1) regarding education on
diabetes in minority populations shall include providing funds for new and
existing diabetes-focused education grants and programs for present and future
students and clinicians in the medical field from minority populations,
including for the following:</text>
<subparagraph commented="no" id="H9821533D79F145449E7E02133AE4DE6E"><enum>(A)</enum><text>For Federal and
State loan repayment programs for health profession students within communities
of color.</text>
</subparagraph><subparagraph commented="no" id="H7D7B463141DE42A283690CF4C514BBD4"><enum>(B)</enum><text>For the Office of
Minority Health under section 1707 for training health profession students to
focus on diabetes within such populations.</text>
</subparagraph><subparagraph commented="no" id="HF00BC973193C4514B58BA3D9B5C7C4A7"><enum>(C)</enum><text>For State and
local entities to establish diabetes awareness week or day every month in
schools, nursing homes, and colleges through partnerships with the Office of
Minority Health under section 1707 and the Health Resources and Services
Administration.</text>
</subparagraph></paragraph></subsection><subsection id="HB20D792118B5468D9AC9B7D8159CE5D5"><enum>(b)</enum><header>Definition</header><text>For
purposes of this section, the term <term>minority population</term> means a
racial and ethnic minority group as defined in section 1707(g).</text>
