		<official-title>To amend the Robert T. Stafford Disaster Relief and
		  Emergency Assistance Act, to increase the maximum amount of assistance to
		  individuals and households.</official-title>

		<section id="idFD7F2162A8A74314903426A6A9EE0FEF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Disaster Rebuilding Assistance Act of
			 2009</short-title></quote>.</text>
		</section><section id="id478A2B0BF0924426A2D384A4EF9211C1" section-type="subsequent-section"><enum>2.</enum><header>Disaster
			 relief</header>
			<subsection id="id9B70866E650B424587E888F4B58AE82F"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 408 of the
			 Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C.
			 5174) is amended—</text>
				<paragraph id="idFBD6D25D370E4ABCA9AFB70C095334EE"><enum>(1)</enum><text>in subsection
			 (h)(1)—</text>
					<subparagraph id="idD013B0EF977B4537B15AD1863C11F387"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>$25,000</quote> and
			 inserting <quote>$50,000</quote>; and</text>
					</subparagraph><subparagraph id="id43F6B7F59E6746268A0AC67269065916"><enum>(B)</enum><text>by inserting
			 before the period at the end the following: <quote>, except that the President
			 may increase the amount of financial assistance that may be received under this
			 section for an individual or household residing in a State with a high cost of
			 living (as determined by the President)</quote>; and</text>
					</subparagraph></paragraph><paragraph id="id3611938146494526A8F45C6E15CC1DCC"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id3F491E74A3954C68BE5DD861F78EFB72" style="OLC">
						<subsection id="ID2e41838ffd4943a69be8393701efc854"><enum>(k)</enum><header>Eligibility</header><text>An
				individual or household may not receive assistance under this section if the
				adjusted gross income of that individual or household was more than $100,000
				during the most recent taxable year before the date of the applicable major
				disaster.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id56465544D4F04E3FBE4980A5D8A25366"><enum>(b)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this Act shall apply to any major disaster (as that term is defined in section
			 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42
			 U.S.C. 5122)) declared on or after October 21, 2007.</text>
