		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Mentoring for All Act of
			 2009</short-title></quote>.</text>
		</section><section id="ID2135e8f02fc649278d090639a4eedaf0"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to support youth
			 mentoring through the creation of a $50,000,000 competitive fund to serve more
			 of the at-risk youth of the United States. Such monies would build and
			 strengthen mentoring infrastructure and provide subgrants to increase the
			 availability of mentoring in the United States.</text>
		</section><section id="id334CCA29FD9C4F9AAF5BF5AE32446B00"><enum>3.</enum><header>Grants to
			 develop capacity and infrastructure for mentoring programs</header><text display-inline="no-display-inline">Title I of the National and Community
			 Service Act of 1990 (42 U.S.C. 12511 et seq.) is amended—</text>
			<paragraph id="idDA5EBE258EC4408FB2E5A384F491C80B"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subtitles F through I as
			 subtitles G through J, respectively; and</text>
			</paragraph><paragraph id="id784DFDDF363E4D278E9D82995CDE2090"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after subtitle E the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="id9BEDB6CB69824B7ABB4FBDE173F36998" style="OLC">
					<subtitle id="id41F090B0828E4DCDA166423040FBC5E2"><enum>F</enum><header>Grants to develop
				capacity and infrastructure for mentoring programs</header>
						<section id="ID904ec60f45ce48fe96a51ec20c9ce8da"><enum>167.</enum><header>Definitions</header><text display-inline="no-display-inline">In this subtitle:</text>
							<paragraph id="ID1e8b50bbffa84817a2d94f3141f6c5e6"><enum>(1)</enum><header>Eligible
				entity</header><text>The term <term>eligible entity</term> means—</text>
								<subparagraph id="idA5EA77B5C640429EBAC9749613591EE8"><enum>(A)</enum><text>a mentoring
				program;</text>
								</subparagraph><subparagraph id="id6D1C6A5A7B57454DB44F55A2BE6367AA"><enum>(B)</enum><text>a nonprofit
				organization (such as an after-school center or church), a school, or local
				governmental agency, that desires to add a mentoring component to the work of
				the organization, school, or agency; or</text>
								</subparagraph><subparagraph id="id227B6D6F31A34B088B41324076D4ED07"><enum>(C)</enum><text>a local
				collaborative.</text>
								</subparagraph></paragraph><paragraph id="idE283422073C84EE087E883420DC609F3"><enum>(2)</enum><header>Local
				collaborative</header><text>The term <term>local collaborative</term> means a
				collaborative that—</text>
								<subparagraph id="idDB72BB3B151F42EDA967833E01272183"><enum>(A)</enum><text>shall
				include—</text>
									<clause id="idAB1726D269B945618D495F0A26F311D2"><enum>(i)</enum><text>not less than 2
				youth mentoring organizations experienced in providing quality mentoring
				services; and</text>
									</clause><clause id="id823A76FC741642E4860D68CCEF8D246B"><enum>(ii)</enum><text>not less than 1
				entity that can provide volunteers (such as a corporation, institution of
				higher education, or service organization); and</text>
									</clause></subparagraph><subparagraph commented="no" id="id78368203F09D4A5CB776DEA7D466844E"><enum>(B)</enum><text>may include 1 or
				more entities described in paragraph (1)(B).</text>
								</subparagraph></paragraph><paragraph id="id67AA9EDA827745929D0E13974A410B01"><enum>(3)</enum><header>Local mentoring
				partnership</header><text>The term <term>local mentoring partnership</term>
				means a nonpartisan, collaborative, public-private sector effort that—</text>
								<subparagraph id="idEE42C71D455F4E899A758E62D37B58DF"><enum>(A)</enum><text>works to grow and
				strengthen direct-service mentoring programs in all forms and settings
				to—</text>
									<clause id="id0E418042EDA44259929D786C592019CA"><enum>(i)</enum><text>increase the
				number of at-risk youth in the local service area receiving mentoring from
				screened and trained adult mentors;</text>
									</clause><clause id="idEA5316D50252404D8C12B0D8DD141229"><enum>(ii)</enum><text>increase the
				resources in the local service area dedicated to mentoring;</text>
									</clause><clause id="id7FB4B1A281524F308BA4CCEC18753CA6"><enum>(iii)</enum><text>promote quality
				standards for mentoring programs; and</text>
									</clause><clause id="id2EA1B79374194D51A9C565515B58A55E"><enum>(iv)</enum><text>expand mentoring
				opportunities tailored to the needs and circumstances of youth;</text>
									</clause></subparagraph><subparagraph id="id4881FBAE7E9A4710811D0490FC690DC2"><enum>(B)</enum><text>implements a
				service area mentoring plan that—</text>
									<clause id="id89231CBB4BDC44A18FFD7D19E3188A1E"><enum>(i)</enum><text>raises public
				awareness about mentoring via a media campaign throughout the local service
				area;</text>
									</clause><clause id="id155373BE184643DA91EABCC58CDC7877"><enum>(ii)</enum><text>increases
				recruitment and referral of mentors;</text>
									</clause><clause id="idFD69DEF7D3594293A29E0616D9F25543"><enum>(iii)</enum><text>develops new
				mentoring resources;</text>
									</clause><clause id="idB93510FDA13047E2A3AB954CC35BDE18"><enum>(iv)</enum><text>provides
				affordable and accessible mentoring training and technical assistance;
				and</text>
									</clause><clause id="id0F406A034DF7438382E92E9085D63D15"><enum>(v)</enum><text>collects and
				tracks mentoring data;</text>
									</clause></subparagraph><subparagraph id="idADD3E7BAB6A84EE1BA1648D916025A22"><enum>(C)</enum><text>is not a
				mentoring program; and</text>
								</subparagraph><subparagraph id="id3480F708E5B5489DB658F44D05D0F5F1"><enum>(D)</enum><text>does not provide
				direct mentoring services to youth.</text>
								</subparagraph></paragraph><paragraph id="id8B39D771B1AA4D318B99F465BEFCB0C5"><enum>(4)</enum><header>Mentoring</header><text>The
				term <term>mentoring</term> means a structured and trusting
				relationship—</text>
								<subparagraph id="id9882287A5303417D81CBBD85898E4A42"><enum>(A)</enum><text>that brings youth
				together with caring individuals who serve as mentors and offer guidance,
				support, and encouragement aimed at developing the competence and character of
				the mentees;</text>
								</subparagraph><subparagraph id="id4D2068B081FB4A4B927719E28104D2F1"><enum>(B)</enum><text>that may take
				many forms, including—</text>
									<clause id="id5C17498900B24220BDE3574D35FEA7E5"><enum>(i)</enum><text>traditional
				mentoring (1 adult to 1 youth);</text>
									</clause><clause id="id5B2676E071D541A09477C6CB5FE88A08"><enum>(ii)</enum><text>group mentoring
				(1 adult to more than 1 but not more than 4 youth);</text>
									</clause><clause id="idA63904F369AA45CA82B04C632BD2EAF2"><enum>(iii)</enum><text>team mentoring
				(several adults working with small groups of youth, in which the adult to youth
				ratio is not greater than 1 to 4);</text>
									</clause><clause id="idCAF69DAF777A4222965477DC9484528A"><enum>(iv)</enum><text>peer mentoring
				(caring youth mentoring other youth); and</text>
									</clause><clause id="id28CF6074615D4AB29DC8CAA82C7E96C8"><enum>(v)</enum><text>e-mentoring
				(mentoring via e-mail and the Internet); and</text>
									</clause></subparagraph><subparagraph id="id96E10FBABA364FE5A4781135D2A778E8"><enum>(C)</enum><text>in which the
				mentor and mentee meet or communicate regularly for a minimum of 4 hours per
				month (or, in the case of e-mentoring, the mentor and mentee communicate on at
				least a weekly basis) for not less than 9 months.</text>
								</subparagraph></paragraph><paragraph id="IDa83e5f068c29492bafd17b8c3692e3aa"><enum>(5)</enum><header>Mentoring
				program</header><text>The term <term>mentoring program</term> means a nonprofit
				organization, school, or local governmental agency, that provides youth
				mentoring in a setting such as a workplace, a school, a faith-based or
				nonprofit organization location, an afterschool center, a juvenile corrections
				facility, or other community setting.</text>
							</paragraph><paragraph id="ID28bd51d7151441ff86a03c8241a7d61e"><enum>(6)</enum><header>Mentoring
				services</header><text>The term <term>mentoring services</term> means services
				and activities that a mentoring program should undertake to ensure that the
				program is offering high-quality mentoring, including—</text>
								<subparagraph id="idF204025138194E91B994C28A77F79B1C"><enum>(A)</enum><text>hiring staff and
				training staff in mentoring best practices;</text>
								</subparagraph><subparagraph id="idC55C582C9E594F618C4E48527EEBD845"><enum>(B)</enum><text>reaching and
				enrolling eligible youth;</text>
								</subparagraph><subparagraph id="id93DD42A4E3EE42C4A959F73CA9BA8BCD"><enum>(C)</enum><text>developing
				partnerships with local organizations;</text>
								</subparagraph><subparagraph id="id932FE00B91314EDC925F0A39E45E8B65"><enum>(D)</enum><text>recruiting,
				screening, and training adult volunteers;</text>
								</subparagraph><subparagraph id="idF67BAFC1DF484786993A3BE0F2615A6F"><enum>(E)</enum><text>matching youth
				with suitable adult volunteer mentors;</text>
								</subparagraph><subparagraph id="id0E3FD3831FAE4A6C966FD5953B890539"><enum>(F)</enum><text>providing
				casework support and oversight of the mentoring relationship; and</text>
								</subparagraph><subparagraph id="id2AF4155013184CC2BFB24E9F9BE53A56"><enum>(G)</enum><text>evaluating
				outcomes for mentored youth.</text>
								</subparagraph></paragraph><paragraph id="idD75A83AF799B4A7997C29D4ED326A841"><enum>(7)</enum><header>State mentoring
				partnership</header><text>The term <term>State mentoring partnership</term>
				means a nonpartisan, collaborative, public-private sector effort that—</text>
								<subparagraph id="id49459C40814E45088FE0BB98FD6413A6"><enum>(A)</enum><text>works to grow and
				strengthen direct-service mentoring programs in all forms and settings
				to—</text>
									<clause id="idE370A721D2D8469380D4C5C8A546E001"><enum>(i)</enum><text>increase the
				number of at-risk youth in the State receiving mentoring from screened and
				trained adult mentors;</text>
									</clause><clause id="idFC7B85ABB8B9455D8432E73D12ED1193"><enum>(ii)</enum><text>increase State
				resources dedicated to mentoring;</text>
									</clause><clause id="idBEC51F6328554C5F84C79BFA95A60CB9"><enum>(iii)</enum><text>promote quality
				standards for mentoring programs; and</text>
									</clause><clause id="idF97BB067B0F74E9B9122C86B1121CF52"><enum>(iv)</enum><text>expand mentoring
				opportunities tailored to the needs and circumstances of youth;</text>
									</clause></subparagraph><subparagraph id="id68DFA286E0044F8192BD75EC958F8EA3"><enum>(B)</enum><text>implements a
				service area mentoring plan that—</text>
									<clause id="id16AB0A42A0C94BEABD48E60B3AA6452A"><enum>(i)</enum><text>raises public
				awareness about mentoring via a statewide media campaign;</text>
									</clause><clause id="id19C85AC8DDE546ACB99409FC6FD91826"><enum>(ii)</enum><text>increases
				recruitment and referral of mentors;</text>
									</clause><clause id="idE593C3AD22454389B4E8DC77796DC306"><enum>(iii)</enum><text>develops new
				mentoring resources;</text>
									</clause><clause id="id9AA600D7A0F147D092E2CC350DC2577E"><enum>(iv)</enum><text>provides
				affordable and accessible mentoring training and technical assistance;
				and</text>
									</clause><clause id="id02EA4C369C21430898CD09F0C6A4C3D7"><enum>(v)</enum><text>collects and
				tracks mentoring data;</text>
									</clause></subparagraph><subparagraph id="id74CF888FFEE24E529FC889EA3BE087D5"><enum>(C)</enum><text>is not a
				mentoring program; and</text>
								</subparagraph><subparagraph id="id0781D2F28A934D19BAA48FE0D5DB6052"><enum>(D)</enum><text>does not provide
				direct mentoring services to youth.</text>
								</subparagraph></paragraph></section><section id="ID84e6392c48714bb3a6d38d2b183e9683"><enum>167A.</enum><header>Mentoring
				capacity-building grant program</header>
							<subsection id="id4BBD05015B99431EBC0E9841B3DE958B"><enum>(a)</enum><header>Definition of
				eligible mentoring partnership</header><text>In this section, the term
				<term>eligible mentoring partnership</term> means a State mentoring partnership
				or local mentoring partnership that has an interest in—</text>
								<paragraph id="id65859003676A46848DDDC343817F6EC7"><enum>(1)</enum><text>significantly
				increasing the number of mentors within the partnership's State or local
				service area, respectively; and</text>
								</paragraph><paragraph id="id9E39A3108C2E4C178627933EA46316B6"><enum>(2)</enum><text>supporting all
				types, models, and brands of youth mentoring.</text>
								</paragraph></subsection><subsection id="id8FA3BAB76E184A97879DB74A71723922"><enum>(b)</enum><header>Program
				authorized</header>
								<paragraph id="idF8F43F0D47D247F5BE5C31AA7732F2C0"><enum>(1)</enum><header>In
				general</header><text>The Corporation shall establish a capacity-building grant
				program to award, on a competitive basis, 3-year grants to eligible mentoring
				partnerships to enable the mentoring partnerships to carry out the activities
				described in subsection (d).</text>
								</paragraph><paragraph id="ID72839c03aedf48c99159b66ce721fe54"><enum>(2)</enum><header>Amount of
				grants</header><text>The Corporation shall determine the amount of each grant
				under this section based on—</text>
									<subparagraph id="idAA7A5609F3E64F03B4633CEF66AABEC6"><enum>(A)</enum><text>the demonstrated
				need for service within the partnership's proposed service area;</text>
									</subparagraph><subparagraph id="id53C6CFD889B540679B7C5500C563D3A2"><enum>(B)</enum><text>the scope of the
				activities proposed to be funded under the grant; and</text>
									</subparagraph><subparagraph id="idBDEA10FDD4DA47C481A15C57FD0FDFC2"><enum>(C)</enum><text>the likely impact
				of the proposed activities on increasing the percentage of children with
				mentors, and the quality of mentoring programs, within the partnership's
				proposed service area.</text>
									</subparagraph></paragraph></subsection><subsection commented="no" id="id82954D5C0BDF4CD69B9D8EAECB218C9A"><enum>(c)</enum><header>Application</header><text>An
				eligible mentoring partnership that desires to receive a grant under this
				section shall submit an application at such time, in such manner, and
				containing such information as the Corporation may reasonably require.</text>
							</subsection><subsection id="ID85d37654c77a4052a723c2539f12d413"><enum>(d)</enum><header>Use of
				funds</header>
								<paragraph id="id607B0E29D6E04BAE9FC81C018A1295D2"><enum>(1)</enum><header>In
				general</header><text>An eligible mentoring partnership that receives a grant
				under this section shall use—</text>
									<subparagraph id="id4563E7DA72DD4B1DA21193213EEFDE37"><enum>(A)</enum><text>not less than 80
				percent of the amounts provided under the grant to award subgrants under
				paragraph (2) in order to support mentoring programs within the partnership's
				service area; and</text>
									</subparagraph><subparagraph id="id68F9C68BA56A48F4B5C6BFC138A2DB0F"><enum>(B)</enum><text>not more than 20
				percent of such amounts to carry out 1 or more partnership activities described
				in paragraph (3) that are identified in the service area mentoring plan of the
				partnership, in order to provide expanded, high-quality services within the
				service area.</text>
									</subparagraph></paragraph><paragraph id="IDa749dfd6a4d84e60a08c2058494d7a90"><enum>(2)</enum><header>Subgrants for
				local mentoring</header>
									<subparagraph id="id9730D2BB651148C0B47847F0AB383FDB"><enum>(A)</enum><header>In
				general</header><text>An eligible mentoring partnership that receives a grant
				under this section shall make subgrants, on a competitive basis, to eligible
				entities to enable the eligible entities to support all of the components of
				providing high-quality mentoring services.</text>
									</subparagraph><subparagraph id="idBFAA681623044D809DCF632413D6B032"><enum>(B)</enum><header>Application</header><text>An
				eligible entity desiring a subgrant under this paragraph shall submit an
				application at such time, in such manner, and containing such information as
				the eligible mentoring partnership shall reasonably require.</text>
									</subparagraph><subparagraph id="idC94A1D48622340D58E57572D260425B9"><enum>(C)</enum><header>Priority</header><text>In
				awarding subgrants under subparagraph (A), an eligible mentoring partnership
				may give priority to eligible entities that are local collaboratives.</text>
									</subparagraph><subparagraph id="IDdf7721fa1ff645bc97bd673cbfe405c9"><enum>(D)</enum><header>Amount of
				subgrants</header><text>The eligible mentoring partnership shall determine the
				amount of each subgrant under this paragraph based on—</text>
										<clause id="id1718B41F18164CAEBA95139EB7D0BBEC"><enum>(i)</enum><text>the demonstrated
				need for service within the area served by the eligible entity;</text>
										</clause><clause id="id3E07F2CE1A7C49508DD06201ECC66BC1"><enum>(ii)</enum><text>the scope of the
				proposed activities to be funded by the subgrant; and</text>
										</clause><clause id="id6EAB5B4F103A4422A70B6865E44B7324"><enum>(iii)</enum><text>the likely
				impact of the proposed activities on increasing the number of mentors within
				the area served by the eligible entity.</text>
										</clause></subparagraph><subparagraph id="ID59b78374216f451da6887e93c507b5c1"><enum>(E)</enum><header>Duration of
				subgrant period</header><text>The duration of a subgrant awarded under this
				paragraph shall be not less than 1 year nor more than 3 years, and shall be
				decided by the eligible mentoring partnership based on the eligible mentoring
				partnership's assessment of the subgrant program’s capacity.</text>
									</subparagraph></paragraph><paragraph id="id6E80FEF4F03B4AE79E402BA3AFB9466F"><enum>(3)</enum><header>Partnership
				activities</header><text>The service area mentoring plan activities that may be
				carried out by an eligible mentoring partnership in accordance with paragraph
				(1)(B) include the following:</text>
									<subparagraph id="ID20b69835f4f14003a67d071020c5d708"><enum>(A)</enum><text>Increasing
				capacity—</text>
										<clause id="idBA50C9C4E72043A8B8122B8E4A55212D"><enum>(i)</enum><text>to provide
				high-quality volunteer training and technical assistance to all mentoring
				programs within the partnership's service area, including those programs that
				receive funding through subgrants under paragraph (2); and</text>
										</clause><clause id="idBC0AA1806B364886AED288D7A215681B"><enum>(ii)</enum><text>to support
				organizations wishing to add a mentoring component to the organization's work,
				such as an after-school center, church, or school.</text>
										</clause></subparagraph><subparagraph id="IDde907a2c66ae45e2bc839aa10d8d6df7"><enum>(B)</enum><text>Undertaking
				significant outreach and recruitment efforts in support of all mentoring
				programs in the partnership's service area, including those mentoring programs
				that receive funding through the subgrants under paragraph (2), such as
				creating—</text>
										<clause id="idEEC4EC3C1FA348D8B18A56A59142707A"><enum>(i)</enum><text>a
				new initiative targeted at a specific population of volunteers;</text>
										</clause><clause id="idDC95C57DA9A640F9A57F07CA7D001E27"><enum>(ii)</enum><text>an
				awareness-building campaign; or</text>
										</clause><clause id="id9A7C85226C794814817121E2C5BA509A"><enum>(iii)</enum><text>a targeted
				outreach campaign to partners such as lead corporations, service organizations,
				or institutions of higher education that can provide wholesale access to
				volunteers.</text>
										</clause></subparagraph><subparagraph id="ID32e6df77ed0741e085fa92e86cf343a3"><enum>(C)</enum><text>Collecting and
				analyzing data on the subgrants under paragraph (2) and other mentoring
				programs, and making subsequent recommendations for improvement, to ensure
				mentoring is taking place in a high-quality way.</text>
									</subparagraph><subparagraph id="ID47e937ef2e04438287b8b3764cad300c"><enum>(D)</enum><text>Carrying out
				special projects that—</text>
										<clause id="id222B34D73F3D457094B31B9CB1B8F604"><enum>(i)</enum><text>would positively
				impact mentoring in the partnership's service area; and</text>
										</clause><clause id="id19A6C28231AE43A49C956E02A1ED1FFE"><enum>(ii)</enum><text>address any
				mentoring needs specific to the service area.</text>
										</clause></subparagraph></paragraph><paragraph id="ID062502ce0b2944de81aef635a123ccd4"><enum>(4)</enum><header>National
				coordination</header><text>An eligible mentoring partnership receiving a grant
				under this section shall participate in the national network of mentoring
				partnerships, in order to ensure collaboration and to facilitate the exchange
				of knowledge, assistance, and support.</text>
								</paragraph></subsection><subsection id="IDf08fd1d6135940539221f1e0161c9b46"><enum>(e)</enum><header>Matching
				requirements</header>
								<paragraph id="idE39A6E2E7A7F4154A902A0931BBE6E10"><enum>(1)</enum><header>New
				grantees</header><text>An eligible mentoring partnership that receives a grant
				under this section and has not previously received such a grant shall provide
				toward the cost of the activities assisted under the grant, an amount equal
				to—</text>
									<subparagraph id="idD5E3B7EAE8524EDBA8A2BF39D9FB294B"><enum>(A)</enum><text>for the first
				year of the grant, 10 percent of the Federal funds provided under the grant for
				such year;</text>
									</subparagraph><subparagraph id="idDB854AEC1175456AA1AE74791657236B"><enum>(B)</enum><text>for the second
				year of the grant, 25 percent of the Federal funds provided under the grant for
				such year; and</text>
									</subparagraph><subparagraph id="idCD3B8381A31A4B5B8061EB2CE7243695"><enum>(C)</enum><text>for the third
				year of the grant, 50 percent of the Federal funds provided under the grant for
				such year.</text>
									</subparagraph></paragraph><paragraph id="id5139415C3014460A80B0D50DC61C8691"><enum>(2)</enum><header>Experienced
				grantees</header><text>An eligible mentoring partnership that receives a grant
				under this section and has previously received such a grant shall provide
				toward the cost of the activities assisted under the grant an amount equal to
				50 percent of the Federal funds provided under the grant.</text>
								</paragraph><paragraph id="id370CDE3865B244B4933A977CF6C18808"><enum>(3)</enum><header>In cash or
				in-kind</header><text>A matching requirement under this subsection may be
				provided in cash or in-kind, fairly evaluated.</text>
								</paragraph></subsection></section><section id="IDe34c521e20154499b7372b7caae88cce"><enum>167B.</enum><header>Grant program
				to build State and national mentoring infrastructure</header>
							<subsection id="ID532ff96a98244cd3bfc2fc3f06f0511b"><enum>(a)</enum><header>Program
				authorized</header><text>The Corporation shall award, on a competitive basis,
				3-year grants to entities or collaboratives of entities to enable the entities
				or collaboratives to—</text>
								<paragraph id="id955DAC7C21404FEBB9D379B6FF4B1376"><enum>(1)</enum><text>build the
				necessary infrastructure to create a State mentoring partnership; or</text>
								</paragraph><paragraph id="idA3CD2CD3F14D40488059AF081287A911"><enum>(2)</enum><text>implement
				mentoring projects of national scope.</text>
								</paragraph></subsection><subsection commented="no" id="id257CC930D91749E795A3D3B5D7A0ADC2"><enum>(b)</enum><header>Application</header><text>An
				entity or collaborative of entities that desires to receive a grant under this
				section shall submit an application at such time, in such manner, and
				containing such information as the Corporation may reasonably require.</text>
							</subsection><subsection id="ID0ee0ca0e1e18418495a57f66be725e20"><enum>(c)</enum><header>Amount of
				grants</header><text>The Corporation shall determine the amount of each grant
				under this section based on—</text>
								<paragraph id="id8FA4C98917C741F28FBA9F7A1F6F4E95"><enum>(1)</enum><text>the demonstrated
				need for service within the proposed service area of the entity or
				collaborative;</text>
								</paragraph><paragraph id="id3F4AEC269DB842E59DC4C07A76C89576"><enum>(2)</enum><text>the scope of the
				activities proposed to be funded under the grant; and</text>
								</paragraph><paragraph id="idA197A5AD12D94A9FB1099EEA2076B99A"><enum>(3)</enum><text>the likely impact
				of the proposed activities on increasing the percentage of children with
				mentors, and the quality of mentoring programs, within the proposed service
				area.</text>
								</paragraph></subsection><subsection id="IDf46f0e872760400ab7352ffe4af30039"><enum>(d)</enum><header>Use of
				funds</header>
								<paragraph id="id9C8E50EEDF824E16989717199CC510CA"><enum>(1)</enum><header>State mentoring
				infrastructure</header><text>An entity or collaborative of entities that
				receives a grant for the purpose described in subsection (a)(1) shall use the
				grant funds to support planning and implementation for the development of a new
				State mentoring partnership where a State mentoring partnership does not exist
				at the time of the application, or to help a local mentoring partnership expand
				statewide to become a State mentoring partnership. State mentoring partnership
				creation may include—</text>
									<subparagraph id="ID1d0b1efdaacb43239300c416e0c0faaf"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="idB749E58F345A4864B50B852C88A0B5CC"><enum>(i)</enum><text>conducting an
				assessment on the state of mentoring;</text>
										</clause><clause id="idBCE42F845A1141BFA0BC519C2F8AEBE0" indent="up1"><enum>(ii)</enum><text>hiring critical staff for the
				mentoring partnership;</text>
										</clause><clause id="id4BCD8C0BA88F44E1B8505413EF4FD8B7" indent="up1"><enum>(iii)</enum><text>developing a strategic
				plan;</text>
										</clause><clause id="id896A0E1A5E8640839AD784F4B351EA82" indent="up1"><enum>(iv)</enum><text>engaging key public or private
				supporters and providers; and</text>
										</clause><clause id="idB2F34B34BE294C0085CB29E120DB0DF5" indent="up1"><enum>(v)</enum><text>beginning to provide services to
				mentoring programs;</text>
										</clause></subparagraph><subparagraph id="IDf171bdcad2eb4f0e95385f1aa71c73ba"><enum>(B)</enum><text>creating and
				launching the new mentoring partnership that—</text>
										<clause id="idC9F31D784ADA48E3A5AF401750C138A8"><enum>(i)</enum><text>by not later than
				the end of the second year of the grant, provides recruitment and technical
				assistance or training services for mentoring programs in that State;</text>
										</clause><clause id="id1E80F489BE6A4A1181782634B41C3586"><enum>(ii)</enum><text>by not later
				than the end of the third year of the grant, meets the definition of a State
				mentoring partnership and is able to carry out the activities and functions
				described in subparagraphs (A) and (B) of section 167(7); and</text>
										</clause><clause id="idE029BA2410F3404D9D7DD70923BBEECE"><enum>(iii)</enum><text>will be able to
				compete for funding under section 167A(b) in the future; and</text>
										</clause></subparagraph><subparagraph id="ID975c21e36b0e44f09eb9863c0f717604"><enum>(C)</enum><text>accessing
				knowledge, assistance, and support provided by the national network of
				mentoring partnerships.</text>
									</subparagraph></paragraph><paragraph id="IDdbc009967dd14b65b66a3b68948fa1b6"><enum>(2)</enum><header>National
				mentoring infrastructure</header><text>An entity or collaborative of entities
				that receives a grant for the purpose described in subsection (a)(2) shall use
				the grant funds to support, at the national level, projects that are critical
				collectively to improve the ability of direct service mentoring programs, State
				mentoring partnerships, and local mentoring partnerships to increase the
				quality and availability of mentoring, which projects may include—</text>
									<subparagraph id="ID37af00c90acc46bdbf4d692197cbfaec"><enum>(A)</enum><text>conducting
				research;</text>
									</subparagraph><subparagraph id="id0BC15BFB2A924208BEF32F7F34E4DD59"><enum>(B)</enum><text>tracking and
				evaluating data; and</text>
									</subparagraph><subparagraph id="id7D3500721E734839A618EB81EAD25363"><enum>(C)</enum><text>developing and
				disseminating national training and technical assistance resources.</text>
									</subparagraph></paragraph></subsection><subsection id="id651953A5A5C245BAB22F41E871319A62"><enum>(e)</enum><header>Matching
				requirements</header>
								<paragraph id="idF8FE2F79670B45BAA7EFE0E05193ACD7"><enum>(1)</enum><header>New
				grantees</header><text>An entity or collaborative of entities that receives a
				grant under this section and has not previously received such a grant shall
				provide toward the cost of the activities assisted under the grant, an amount
				equal to—</text>
									<subparagraph id="id963EF7EFA653480997B7AAD5C25CC62A"><enum>(A)</enum><text>for the first
				year of the grant, 10 percent of the Federal funds provided under the grant for
				such year;</text>
									</subparagraph><subparagraph id="id633782AA7B46440A83F6BEC12F51CF36"><enum>(B)</enum><text>for the second
				year of the grant, 25 percent of the Federal funds provided under the grant for
				such year; and</text>
									</subparagraph><subparagraph id="id9447AAFA118840EFAD98D218F4AB1428"><enum>(C)</enum><text>for the third
				year of the grant, 50 percent of the Federal funds provided under the grant for
				such year.</text>
									</subparagraph></paragraph><paragraph id="idEA683AC35BD04DA680A503CD1EE763D6"><enum>(2)</enum><header>Experienced
				grantees</header><text>An entity or collaborative of entities that receives a
				grant under this section and has previously received such a grant shall provide
				toward the cost of the activities assisted under the grant an amount equal to
				50 percent of the Federal funds provided under the grant.</text>
								</paragraph><paragraph id="id56AE451784394ED89CF2520609BCD491"><enum>(3)</enum><header>In cash or
				in-kind</header><text>A matching requirement under this subsection may be
				provided in cash or in-kind, fairly evaluated.</text>
								</paragraph></subsection></section><section id="id62BFB1408EB34DCCB18A9D67E367310F"><enum>167C.</enum><header>National
				activities</header><text display-inline="no-display-inline">The Corporation
				shall—</text>
							<paragraph id="id3C9FF410D05449249D1ACC1B360A016E"><enum>(1)</enum><text display-inline="yes-display-inline">evaluate the activities carried out under
				this subtitle; and</text>
							</paragraph><paragraph id="idF2484C869DD94CBF9458D6E4F6048848"><enum>(2)</enum><text display-inline="yes-display-inline">provide training and technical assistance
				to recipients of financial assistance under this subtitle, drawing upon the
				knowledge, assistance, and support provided by the national network of
				mentoring partnerships.</text>
							</paragraph></section><section id="ID2d12b8d3cab444f4a46a13c39a5835d5"><enum>167D.</enum><header>Reports and
				evaluations</header>
							<subsection id="id5FC0150AD5474F7A8B9879C4B861E433"><enum>(a)</enum><header>Report to
				Corporation</header><text display-inline="yes-display-inline">For each fiscal
				year, each recipient of a grant under this subtitle during that fiscal year
				shall submit to the Corporation, by the date specified by the Corporation, a
				report regarding the effectiveness of activities carried out using the grant.
				Each report shall include an evaluation of the grant program in such form and
				containing such information as the Corporation may reasonably require.</text>
							</subsection><subsection id="ID1de2585f8464439599b1acbc4bf84753"><enum>(b)</enum><header>Report to
				Congress</header><text>Not less often than once every 3 years, the Corporation
				shall submit a report to the Education and Labor Committee of the House of
				Representatives and the Health, Education, Labor, and Pensions Committee of the
				Senate on the effectiveness of the activities carried out under this subtitle
				to include, at a minimum—</text>
								<paragraph id="id355CF58F1F0B43D9A23ED42FF363BE9D"><enum>(1)</enum><text>the number of
				State mentoring partnerships and local mentoring partnerships supported;
				and</text>
								</paragraph><paragraph id="id1375A73920884C7681C5717DF2FA7D93"><enum>(2)</enum><text>the impact of
				such mentoring partnerships on the partnerships' service areas, such as—</text>
									<subparagraph id="id8198C1524E834C52AA4CB6A93000BF75"><enum>(A)</enum><text>the growth in the
				number of mentoring relationships;</text>
									</subparagraph><subparagraph id="id9BE54D7F70794062A0447D37847DE4A8"><enum>(B)</enum><text>the quality and
				types of mentoring programs; and</text>
									</subparagraph><subparagraph id="idC729F4E6FF524E2CA83D4310D08D2359"><enum>(C)</enum><text>the impact of
				subgrants under section 167A on local mentoring programs.</text>
									</subparagraph></paragraph></subsection></section><section id="ID46adb33ab45b4fe492002c21eda884b3"><enum>167E.</enum><header>Authorization
				of appropriations</header>
							<subsection id="idCC8E30DA7D3648D3A0A91AF9D4406C9C"><enum>(a)</enum><header>Authorization
				of appropriations</header><text display-inline="yes-display-inline">There is
				authorized to be appropriated to the Corporation to carry out this subtitle
				$50,000,000 for each of the fiscal years 2010 to 2015.</text>
							</subsection><subsection id="idFB8507D4F4564816AB6AB3C7965CEBBB"><enum>(b)</enum><header>Reservations</header><text>From
				the amount appropriated under subsection (a) for a fiscal year—</text>
								<paragraph id="ID1aa703a8f3274e0f86df2d4a6516c74e"><enum>(1)</enum><text>80 percent of
				such amount shall be used to carry out section 167A;</text>
								</paragraph><paragraph id="IDcc261c8248f94142b27b377f54ade3d6"><enum>(2)</enum><text>15 percent of
				such amount shall be used to carry out section 167B; and</text>
								</paragraph><paragraph id="IDc879760e55134598a6491cc6639de485"><enum>(3)</enum><text>5 percent of such
				amount shall be used to carry out sections 167C and
				167D.</text>
								</paragraph></subsection></section></subtitle><after-quoted-block>.</after-quoted-block></quoted-block>
