		<official-title>To enhance the oversight authority of the Comptroller
		  General of the United States with respect to certain expenditures by financial
		  institutions participating in the Troubled Asset Relief
		  Program.</official-title>

		<section id="id17B3DDE8BAB5462CA878BD32591C6A49" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>TARP Oversight Enhancement
			 Act</short-title></quote>.</text>
		</section><section id="idF451DB94146741CAB86FF74A432889FB"><enum>2.</enum><header>Enhanced
			 oversight of the TARP</header><text display-inline="no-display-inline">Section
			 116(a)(1) of the Emergency Economic Stabilization Act of 2008 (12 U.S.C.
			 5226(a)(1)) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id8FF915FBB5204D7CB396A2B948770803" style="OLC">
				<subparagraph id="ID3c14593514fe456a8ec6abe295ebc734"><enum>(I)</enum><text>With respect to
				any financial institution or other entity participating in a program
				established under this Act, any sole expenditure, transaction, or commitment to
				purchase or any pattern of expenditures, transactions, or commitments to
				purchase by such financial institution or other entity that exceeds $10,000, in
				aggregate, and is not essential to—</text>
					<clause id="ID49f0fb29a1d24f3191ee69995d02b47c"><enum>(i)</enum><text>ensuring the
				recovery of the financial institution or entity;</text>
					</clause><clause id="ID60b26a994e324cb8a4ad090878984c89"><enum>(ii)</enum><text>restoring the
				solvency of the financial institution or entity;</text>
					</clause><clause id="IDf9e04e4a4e4b43c5a02679824dec7de0"><enum>(iii)</enum><text>improving the
				liquidity of the financial institution or entity;</text>
					</clause><clause id="IDb1ba496163e7468197aa3ec31e59d2a1"><enum>(iv)</enum><text>enhancing
				returns for the investors of the financial institution or entity; and</text>
					</clause><clause id="ID1104bd0d4d0a4ff5856fd3811e3ae902"><enum>(v)</enum><text>increasing the
				net worth of the financial institution or
				entity.</text>
