		<official-title>To amend the Electronic Fund Transfer Act to provide
		  protection for consumers who have prepaid cards, and for other
		  purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Prepaid Card Consumer Protection
			 Act of 2010</short-title></quote>.</text>
		</section><section id="idD2D14A1FFFBD4F7589B2513553B813CD"><enum>2.</enum><header>Definitions</header>
			<subsection id="id1EA4879DC81748488B9E9A71F52989F3"><enum>(a)</enum><header>Definition of
			 <quote>account</quote></header><text display-inline="yes-display-inline">Section 903 of the Electronic Fund Transfer
			 Act (15 U.S.C. 1693a) is amended by striking paragraph (2) and inserting the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="id05ECD62797F7443794D6D63C0DC0F23A" style="OLC">
					<paragraph id="id332187748BA24FA4A9B1BD807EC0FC03"><enum>(2)</enum><text display-inline="yes-display-inline">the term <term>account</term>—</text>
						<subparagraph id="id70706A170AC84887918B5314C1B0F583"><enum>(A)</enum><text display-inline="yes-display-inline">means—</text>
							<clause id="idFFA0C9B22A484C2F961915E500487361"><enum>(i)</enum><text display-inline="yes-display-inline">a demand deposit, savings deposit, or other
				asset account (other than an occasional or incidental credit balance in an open
				end credit plan as defined in section 103(i) of this Act), as described in
				regulations of the Bureau, established primarily for personal, family, or
				household purposes, including a payroll card account, as defined by the Bureau
				by rule; and</text>
							</clause><clause id="id0AB028FC76844727B1643D5FFD2F4A85"><enum>(ii)</enum><text>a spending card
				account, as defined in section 924(a); and</text>
							</clause></subparagraph><subparagraph id="id4F5A925DEE8347A6BD5BFF1871C8DA06"><enum>(B)</enum><text display-inline="yes-display-inline">does not include an account held by a
				financial institution pursuant to a bona fide trust
				agreement;</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idA623BBAAD7864B8683808F1671840C02"><enum>(b)</enum><header>Definition of
			 <quote>financial institution</quote></header><text>Section 903(9) of the
			 Electronic Fund Transfer Act (15 U.S.C. 1693a(9)) is amended by striking
			 <quote>holds an account</quote> and inserting <quote>provides or holds an
			 account containing funds</quote>.</text>
			</subsection><subsection id="idFDBFE8D191A74CE3B2987D28743F636E"><enum>(c)</enum><header>Technical and
			 conforming amendments</header><text>Section 903 of the Electronic Fund Transfer
			 Act (15 U.S.C. 1693a) is amended—</text>
				<paragraph id="id9EA70FAF347545CB86327504BC314EDF"><enum>(1)</enum><text>by redesignating
			 paragraph (4) (relating to the Board of Governors of the Federal Reserve
			 System), as so designated by section 1084(2)(A) of the Dodd-Frank Wall Street
			 Reform and Consumer Protection Act (Public Law 111–203; 124 Stat. 2081), as
			 paragraph (3); and</text>
				</paragraph><paragraph id="id2F3E314E79D349E0B37F4B4E526F81A0"><enum>(2)</enum><text>in paragraph (3),
			 as so redesignated by paragraph (1) of this subsection, by striking <quote>term
			 <term>Bureau</term> means the Bureau of Governors</quote> and inserting
			 <quote>term <term>Board</term> means the Board of Governors</quote>.</text>
				</paragraph></subsection></section><section id="id4B8723595A194FD0BADA1622ED96D8F8"><enum>3.</enum><header>Spending card
			 accounts</header>
			<subsection id="id6214031A9D1542D0989F99C1521DC3EF"><enum>(a)</enum><header>Spending card
			 accounts</header><text display-inline="yes-display-inline">The Electronic Fund
			 Transfer Act (15 U.S.C. 1693 et seq.) is amended—</text>
				<paragraph id="id6382F51C2B124FAE8C168E14062034B7"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating section 923 (15 U.S.C.
			 1693 note), relating to the effective date of the Electronic Fund Transfer Act,
			 as so designated by section 1073 of the Dodd-Frank Wall Street Reform and
			 Consumer Protection Act (Public Law 111–203; 124 Stat. 2060), as section
			 925;</text>
				</paragraph><paragraph id="id477B09E1647E499987530887042BC63D"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating section 922 (15 U.S.C.
			 1693r), relating to exemptions for State regulation, as so designated by
			 section 1073 of the Dodd-Frank Wall Street Reform and Consumer Protection Act
			 (Public Law 111–203; 124 Stat. 2060), as section 923; and</text>
				</paragraph><paragraph id="idF3D6288660A44F5B990B9887944D45A3"><enum>(3)</enum><text display-inline="yes-display-inline">by inserting after section 923, as
			 redesignated by paragraph (2), the following:</text>
					<quoted-block display-inline="no-display-inline" id="idAEF3B31A20DD48E085E05F1BF3BB3D1D" style="USC">
						<section id="id5560993F4F4E4ED99BB0B0D500A65B1F"><enum>924.</enum><header>Spending card
				accounts</header>
							<subsection id="id82F4192875CA4DEF8895C2411AE7CCE1"><enum>(a)</enum><header>Definition</header><text>For
				purposes of this section, the term <term>spending card account</term>—</text>
								<paragraph id="idF909A65A755745E2952CE197CD0117BC"><enum>(1)</enum><text>means an asset
				account, other than as defined in subparagraph (A)(i) or (B) of section
				903(2)—</text>
									<subparagraph id="id701CB98245164F5899599EFC03A17E30"><enum>(A)</enum><text>that is
				established by a consumer or on behalf of a consumer;</text>
									</subparagraph><subparagraph id="id75A4E14D533E44E9B078B1AC31F618D0"><enum>(B)</enum><text>that contains the
				funds of a consumer;</text>
									</subparagraph><subparagraph id="id7C01287890A04611996A9BDA3922EB0D"><enum>(C)</enum><text>to which payments
				are to be made by a consumer, or at the direction of a consumer;</text>
									</subparagraph><subparagraph id="id75A5E44A83EA4531BAB82B509F12D9BD"><enum>(D)</enum><text>to which
				recurring electronic fund transfers may be made, at the direction of a
				consumer; or</text>
									</subparagraph><subparagraph id="id9B00EAC928D24CD3923F5F38589E1EEB"><enum>(E)</enum><text>from which
				payments may be made at the direction of a consumer through the use of a card,
				code, or device;</text>
									</subparagraph></paragraph><paragraph id="id56AED60E451B4AF38B087AECC7FC0873"><enum>(2)</enum><text>includes an asset
				account described in paragraph (1)—</text>
									<subparagraph id="id62829D49DDAB4329AA1CC71947A6A9E1"><enum>(A)</enum><text>that is operated
				or managed by a financial institution, or any other person; and</text>
									</subparagraph><subparagraph id="id70FD565B12AA4963A721E68A4189A7C2"><enum>(B)</enum><text>the funds of
				which are—</text>
										<clause id="id8735EA455AAD4D6A8F168FA6FF33FBC7"><enum>(i)</enum><text>pooled with the
				funds of a person other than the person who established the account; or</text>
										</clause><clause id="idFFCA874AEF8A4B15A0AE7ED71DE3C0FC"><enum>(ii)</enum><text>held in a name
				other than that of the person who established the account; and</text>
										</clause></subparagraph></paragraph><paragraph id="id1DB29B1F217F4D5E866802094D3D3228"><enum>(3)</enum><text>does not
				include—</text>
									<subparagraph id="idB599261CF2D4416EAFA127B41594C461"><enum>(A)</enum><text>a nonreloadable
				general-use prepaid card, as defined in section 915(a)(2)(A), in an amount that
				does not exceed $250;</text>
									</subparagraph><subparagraph id="id16EBC1AC992F4415A18E252D606A7568"><enum>(B)</enum><text>a general-use
				prepaid card, as defined in section 915(a)(2)(A), that is solely associated
				with—</text>
										<clause id="idD904244351164F628DAC2B6320E8C864"><enum>(i)</enum><text>a
				health plan to which section 105 of the Internal Revenue Code of 1986
				applies;</text>
										</clause><clause id="id49AD526EB7D34C06A7DA8F6AD5C15A73"><enum>(ii)</enum><text>a qualified
				transportation fringe, as defined in section 132(f) of the Internal Revenue
				Code of 1986;</text>
										</clause><clause id="idF5A67C38A98A40DEB49F0348E4CEC44D"><enum>(iii)</enum><text>a health
				savings account, as defined in section 223(d) of the Internal Revenue Code of
				1986; or</text>
										</clause><clause id="id28CE8CED619A44319885C8E9CD46442A"><enum>(iv)</enum><text>any other
				healthcare benefit account, including a healthcare account relating to Medicare
				or Medicaid benefits;</text>
										</clause></subparagraph><subparagraph id="idF471C06C93744A018C70CF47047DF008"><enum>(C)</enum><text>a gift
				certificate, as defined in section 915(a)(2)(B);</text>
									</subparagraph><subparagraph id="idF7398770CA254EEEAD8FC540AA18FCA2"><enum>(D)</enum><text>a store gift
				card, as defined in section 915(a)(2)(C);</text>
									</subparagraph><subparagraph id="id40D0D9D50F1A40CE9F6B63F7701B695D"><enum>(E)</enum><text>an electronic
				promise, plastic card, or payment code or device described in clause (i), (v),
				or (vi) of section 915(a)(2)(D);</text>
									</subparagraph><subparagraph id="id7830DA092E9D4B16B475B1C5B95144FD"><enum>(F)</enum><text>a nonreloadable
				card labeled as a gift card and marketed solely as a gift card; or</text>
									</subparagraph><subparagraph id="id5D222473542549C094B56DECC32D6E90"><enum>(G)</enum><text>a nonreloadable
				loyalty, rebate or promotional card.</text>
									</subparagraph></paragraph></subsection><subsection id="IDd089ff01a08849c1a90032bda6e4e9c1"><enum>(b)</enum><header>FDIC
				insurance</header>
								<paragraph id="id394B6895769740A7B9410EE3A99C7480"><enum>(1)</enum><header>Insurance
				required</header><text>A financial institution may only offer electronic fund
				transfer services in connection with a spending card account if the account is
				insured under, and complies with the requirements for pass-through deposit
				insurance under, section 11 of the Federal Deposit Insurance Act (12 U.S.C.
				1821).</text>
								</paragraph><paragraph id="id8F3BF609D8B342A0A99CD6DDB755F67C"><enum>(2)</enum><header>Transfer of
				funds</header><text>Any person that accepts funds in connection with an
				electronic fund transfer to a spending card account shall promptly, and in no
				event later than 24 hours after the person accepts the funds—</text>
									<subparagraph id="id230DB057028947F6AC715AC984ECFD39"><enum>(A)</enum><text>transfer such
				funds to an account at an insured depository institution (as defined in section
				3(c) of the Federal Deposit Insurance Act (12 U.S.C. 1813(c))); or</text>
									</subparagraph><subparagraph id="idAF5CF3B7F4424D7190D580B2653AC25C"><enum>(B)</enum><text>credit the
				spending card account an amount equal to the amount of such funds.</text>
									</subparagraph></paragraph></subsection><subsection id="ID69be61086004446bb24b6b8aa6b42681"><enum>(c)</enum><header>Alternative to
				periodic statement</header>
								<paragraph id="IDd75e78eba4ca4f06bb63468ecccc1d43"><enum>(1)</enum><header>Periodic
				statement not required</header><text>In the case of an electronic fund transfer
				from a spending card account, a financial institution shall not be subject to
				the requirement under section 906(c) to provide a periodic statement to a
				consumer, if—</text>
									<subparagraph id="idE9864B3294624BC0AFD34C040639ED6D"><enum>(A)</enum><text>the financial
				institution provides to the consumer—</text>
										<clause id="ID5c11e949e94241bbbc0fa6f1fa4a0ec5"><enum>(i)</enum><text>access to the
				account balance of the consumer—</text>
											<subclause id="id38068B0665804A6F985668B7FEC83DD6"><enum>(I)</enum><text>through a readily
				available telephone line;</text>
											</subclause><subclause id="idCCBAF852D4D34484AC16EE5C2DCF3CA6"><enum>(II)</enum><text>through the
				Internet; and</text>
											</subclause><subclause id="idE36F8420406E493AA7DC55624D664CE7"><enum>(III)</enum><text>at an
				electronic terminal or other device that allows the consumer to make a balance
				inquiry, by providing balance information or, routinely or upon request, on a
				receipt provided at the electronic terminal at the time of an electronic fund
				transfer;</text>
											</subclause></clause><clause id="idE9C2974DAF8B44F78CED84C163D46945"><enum>(ii)</enum><text>notice of the
				means by which the consumer may access the account balance of the consumer,
				including any telephone number;</text>
										</clause><clause id="ID72c01a47c5174a4da9becc8c140f9c64"><enum>(iii)</enum><text>in response to
				an oral or written request of the consumer, a written record of the account
				transactions of the consumer during the 2-year period ending on the date of the
				request that includes the information required to be provided to the consumer
				under section 906(c);</text>
										</clause><clause id="ID41c097ac91964adc8c729dfbb6a8fea4"><enum>(iv)</enum><text>an electronic
				record, such as a record available on the Internet, of the account transactions
				of the consumer during the 60-day period ending on the date on which the
				consumer accesses the electronic record that includes the information required
				to be provided to the consumer under section 906(c);</text>
										</clause><clause id="ID7a38a1922d62454d9af7317ea2f5b9cd"><enum>(v)</enum><text>with at least the
				same frequency as a written periodic statement that would otherwise be required
				under section 906, notification by email of the availability of an electronic
				history or an electronic periodic statement, unless the consumer has declined
				to provide an email address;</text>
										</clause><clause id="idC117D2ACC3874A899DB5433D0803B000"><enum>(vi)</enum><text>the option to
				receive a written periodic statement and notice of such option;</text>
										</clause><clause id="idEA015FC2F8C84DD9A524765A633BAF77"><enum>(vii)</enum><text>annual notice
				of the error resolution procedure for the spending card account, as prescribed
				in regulations of the Bureau; and</text>
										</clause><clause id="IDb5e5fb5b2038446199f7df452fa81f92"><enum>(viii)</enum><text>any other
				transaction information that the financial institution elects to make available
				and that the consumer elects to receive, such as messages or alerts concerning
				balance levels or account activity; or</text>
										</clause></subparagraph><subparagraph id="id8CBD2D2ABD46441AA6EC8D79BA55BE7F"><enum>(B)</enum><text>the consumer does
				not provide a valid address to the card issuer.</text>
									</subparagraph></paragraph><paragraph id="idCE50AA898D3947A6AFADBE65E8C52648"><enum>(2)</enum><header>Fees
				prohibited</header>
									<subparagraph id="id00C5994043224903A05FD12D62411F2A"><enum>(A)</enum><header>In
				general</header><text>Except as provided in subparagraph (B), a financial
				institution may not charge a fee for any service provided under paragraph
				(1).</text>
									</subparagraph><subparagraph id="id18D3E6889D3A43D0916F7D3AB16B08A4"><enum>(B)</enum><header>Fee for written
				periodic statement</header><text>A financial institution may charge a fee of
				not more than $1 for each written periodic statement provided under paragraph
				(1)(A)(vi).</text>
									</subparagraph></paragraph><paragraph id="IDe669f130a72043a79752627fb23abba2"><enum>(3)</enum><header>No election by
				consumer</header><text>If a consumer does not provide an email address to a
				financial institution and does not elect to receive written periodic statements
				under paragraph (1)(A)(vi), the financial institution shall provide a written
				statement to the consumer at least once each year, at no cost to the consumer,
				that contains the date, source, and amount of each transaction made or fee
				charged, together with such additional information as the Bureau may
				require.</text>
								</paragraph></subsection><subsection id="ID256d844f134e48f7934a1f627b1329cb"><enum>(d)</enum><header>Limitations on
				liability</header><text>For purposes of section 909(a), reimbursement need not
				be made to a consumer for a loss relating to a spending card account that a
				financial institution establishes would not have occurred but for the failure
				of the consumer to report any unauthorized electronic fund transfer or account
				error—</text>
								<paragraph id="id4E03F57459D74FC9B3CE578620A155C7"><enum>(1)</enum><text>not later than 60
				days after the earlier of—</text>
									<subparagraph id="id4465FEB8071842C2A1523C98F4E81F08"><enum>(A)</enum><text>the receipt by
				the consumer of a written account record under subsection (c)(1) that includes
				the unauthorized electronic fund transfer or account error; or</text>
									</subparagraph><subparagraph id="idDA34F0EB640649A2A44D3669FBBDE863"><enum>(B)</enum><text>the date on which
				account information that includes the unauthorized electronic fund transfer or
				account error is provided to or accessed by the consumer under subsection (c);
				or</text>
									</subparagraph></paragraph><paragraph id="id27D561B6E92545169D3A69F3ADD53D5E"><enum>(2)</enum><text>in extenuating
				circumstances, such as extended travel or hospitalization, within a longer time
				that is reasonable under the circumstances.</text>
								</paragraph></subsection><subsection id="ID4a364f77149b47668bc1e22e8038af39"><enum>(e)</enum><header>Fees</header>
								<paragraph id="ID334272d4a6ff4cdfaec135752b348f81"><enum>(1)</enum><header>Fees
				prohibited</header><text>Except as provided in paragraph (2), a financial
				institution may not charge in connection with a spending card account—</text>
									<subparagraph id="idC83501A9D7354689AC31C2071177DD81"><enum>(A)</enum><text>an annual
				fee;</text>
									</subparagraph><subparagraph id="idF173329FC997434C974DB528375FD7F0"><enum>(B)</enum><text>an overdraft fee,
				including a fee for shortage or nonsufficient funds, or any other fee for a
				transaction processed for amounts exceeding the account balance;</text>
									</subparagraph><subparagraph id="id353E63516D1546379687F86C64E0CFD9"><enum>(C)</enum><text>a usage fee for
				use at the point of sale;</text>
									</subparagraph><subparagraph id="id25583079429047D3A4F6BEDC2E6B981D"><enum>(D)</enum><text>a fee for a
				declined transaction;</text>
									</subparagraph><subparagraph id="idDF3FAFC3F978436EB97D55EA59A6C664"><enum>(E)</enum><text>a fee for the use
				of an electronic terminal that is in the network of the issuer;</text>
									</subparagraph><subparagraph id="idE08EDC1CB38F42CD9B0EC6D599FFE2C8"><enum>(F)</enum><text>an inactivity or
				dormancy fee;</text>
									</subparagraph><subparagraph id="id97ED5AE40D2743D1B43DB9B40BF8D179"><enum>(G)</enum><text>a fee for a
				balance inquiry or access to transaction information;</text>
									</subparagraph><subparagraph id="id17B65802C0E042B6854E97E5961D1D70"><enum>(H)</enum><text>a fee for an
				inquiry to customer service;</text>
									</subparagraph><subparagraph id="id1CAF5C30819D45B2AB8B41B907E8A9B9"><enum>(I)</enum><text>a finance charge
				or other fee imposed in connection with an extension of credit;</text>
									</subparagraph><subparagraph id="id1D2A8BF8C1614BF18D024FD35548B774"><enum>(J)</enum><text>an account
				closing fee or a fee to obtain the remaining balance in the spending card
				account; or</text>
									</subparagraph><subparagraph id="idBC0D45789F2A46FAB46E105B780FB26E"><enum>(K)</enum><text>a fee for any
				activity not described in paragraph (2).</text>
									</subparagraph></paragraph><paragraph id="id36824C7A9F3341AFAACD2F7730BB1420"><enum>(2)</enum><header>Fees
				permitted</header><text>A financial institution may charge in connection with a
				spending card account—</text>
									<subparagraph id="idDBC33F29ECB84A928A95F9D40449284B"><enum>(A)</enum><text>a fee for a
				replacement card—</text>
										<clause id="id4A14A487E8B747EC98124324B974CE94"><enum>(i)</enum><text>of not more than
				$5 for the first replacement card requested by a consumer during any 12-month
				period; and</text>
										</clause><clause id="idB8410B70C20F49968F30FD62207DB523"><enum>(ii)</enum><text>that is in
				addition to the replacement card described in clause (i);</text>
										</clause></subparagraph><subparagraph id="idFC42EEBFAFD643208A74AFFAF5A59074"><enum>(B)</enum><text>a fee for
				expedited delivery of a replacement card;</text>
									</subparagraph><subparagraph id="id69138B1317074DC0ACF90BA6428BA7C6"><enum>(C)</enum><text>a periodic fee,
				not more frequently than monthly;</text>
									</subparagraph><subparagraph id="id997BA434312F4BA7A598FABBEA29D872"><enum>(D)</enum><text>a reload fee, or
				any other fee for adding value to the spending card account, if the financial
				institution provides an alternate method for adding value to the spending card
				account without a fee;</text>
									</subparagraph><subparagraph id="id1EB06CA50C724AD982A5F6AFAD0B44E3"><enum>(E)</enum><text>a fee for a
				transfer from the spending card account to another account;</text>
									</subparagraph><subparagraph id="id96AADDE09D994634BF001FE709875177"><enum>(F)</enum><text>a fee for bill
				payment by check;</text>
									</subparagraph><subparagraph id="idF2A463C2B8884A128C27C32A398CC3A3"><enum>(G)</enum><text>a fee for a
				withdrawal by the consumer from an electronic terminal that is—</text>
										<clause id="idBD13BC73C9BD47C7880F245E1F22D154"><enum>(i)</enum><text>located outside
				the United States;</text>
										</clause><clause id="id5BACE00D27EE4F999A2955D4775CD5FE"><enum>(ii)</enum><text>not in the
				network of the financial institution, including a fee to cover the costs of any
				charge to the financial institution by the owner of the electronic terminal
				relating to the use of the electronic terminal by the consumer;</text>
										</clause></subparagraph><subparagraph id="idA2A8A284438C4188ADD4491FE1608C4D"><enum>(H)</enum><text>a fee for a
				purchase or a withdrawal in a foreign currency; and</text>
									</subparagraph><subparagraph id="idE83BB0D362444D1AA2770BB669DF82E1"><enum>(I)</enum><text>an activation,
				initiation, or enrollment fee.</text>
									</subparagraph></paragraph><paragraph id="ID69022622891f4f7883774cfe139e0a00"><enum>(3)</enum><header>Disclosure of
				fee information</header>
									<subparagraph id="id0785EF3FECB343C2BE94BE58DF0CE1E8"><enum>(A)</enum><header>Disclosure
				required</header><text>Each financial institution that offers a spending card
				account shall provide to a consumer—</text>
										<clause id="id2C1732D00FC04AD0BB70A1AAD1373FC5"><enum>(i)</enum><text>together with any
				application, offer, or solicitation for a spending card account—</text>
											<subclause id="id501D1C9FFF594362BE6DBA1F36DE1A6B"><enum>(I)</enum><text>a table of any
				fees that may be charged in connection with the spending card account
				that—</text>
												<item id="id762C77169CA4492693AB6EB937017E7F"><enum>(aa)</enum><text>can be easily
				understood by the consumer;</text>
												</item><item id="idF29AE098C56144B7BFFF6D4C790E3313"><enum>(bb)</enum><text>is
				conspicuously displayed to the consumer before purchase; and</text>
												</item><item id="idA19DD07BA8024E8891018C4753731F29"><enum>(cc)</enum><text>includes, at a
				minimum, the amount and a description of each fee that may be charged by the
				financial institution under paragraph (2); and</text>
												</item></subclause><subclause id="idC173ADACF4E445369288CF7E20BD419F"><enum>(II)</enum><text>an estimate of
				the average total monthly cost to a typical consumer for using the spending
				card account;</text>
											</subclause></clause><clause id="id6DBCC3CB785B487494DDFC51FDF5D383"><enum>(ii)</enum><text>on the card or
				other means of access, a toll-free telephone number and website at which the
				consumer may access a clear and conspicuous disclosure of the fees that may be
				charged in connection with the spending card account; and</text>
										</clause><clause id="id317F008FE6EC4874BA24C0D2B83331E4"><enum>(iii)</enum><text>a wallet-sized
				summary of any fees that may be charged in connection with the spending card
				account and a toll-free telephone number for customer service relating to the
				spending card account.</text>
										</clause></subparagraph><subparagraph id="id4F28297C944240CF8A36EEB823352EEB"><enum>(B)</enum><header>Regulations</header><text>Not
				later than 9 months after the date of enactment of the
				<short-title>Prepaid Card Consumer Protection Act of
				2010</short-title>, the Bureau shall establish, by regulation—</text>
										<clause id="idFCDD49DDD64A4F46801C3D1AE8673570"><enum>(i)</enum><text>the headings,
				content, and format of the fee table, estimate, and wallet-sized fee summary
				required under subparagraph (A); and</text>
										</clause><clause id="idED6998D4028F4A6881B71F54E00A475E"><enum>(ii)</enum><text>a profile of the
				typical consumer for purposes of subparagraph
				(A)(i)(II).</text>

			 periodic statements</header><text>Section 906(c) of the Electronic Fund
			 Transfer Act (15 U.S.C. 1693d(c)) is amended, in the first sentence of the
			 matter preceding paragraph (1), by striking <quote>A financial</quote> and
			 inserting <quote>Except as provided in section 923(c), a
			 financial</quote>.</text>
				</paragraph><paragraph id="idB307E7975D254927825A9590D4ECF5F3"><enum>(2)</enum><header>Error
			 resolution</header><text>Section 908(a) of the Electronic Fund Transfer Act (15
			 U.S.C. 1693f(a)) is amended by striking <quote>or notification pursuant to
			 section 906(b)</quote> and inserting <quote>, notification pursuant to section
			 906(b), or written or electronic documentation pursuant to section

			 date</header><text display-inline="no-display-inline">This Act, and the
			 amendments made by this Act, shall take effect on the date that is 6 months
			 after the date of enactment of this Act.</text>
