			 amendment to, or repeal of, a section or other provision, the reference shall
			 be considered to be made to a section or other provision of the Museum and
			 Library Services Act (20 U.S.C. 9101 et seq.).</text>
		</section><title id="idADAB4654466147BAA19348A4D57F1787"><enum>I</enum><header>General
			 provisions</header>
			<section id="id4A1E0DC81ACF465A91244A9FB91BD697"><enum>101.</enum><header>General
			 definitions</header><text display-inline="no-display-inline">Section 202 (20
			 U.S.C. 9101) is amended—</text>
				<paragraph id="id31B8037776E446ABA19E53E41463E051"><enum>(1)</enum><text>by redesignating
			 paragraphs (2) through (7) as paragraphs (3) through (8), respectively;
			 and</text>
				</paragraph><paragraph id="id0E10CB978E2F490F8B7581870063EA7F"><enum>(2)</enum><text>by inserting
			 after paragraph (1) the following:</text>
					<quoted-block display-inline="no-display-inline" id="id37287EF75DFD4AEFBAA8C3C45571D111" style="OLC">
						<paragraph id="id3B263CC56BF34357AF265F91485A7D7B"><enum>(2)</enum><header>Digital
				literacy skills</header><text>The term <term>digital literacy skills</term>
				means the skills associated with using technology to enable users to find,
				evaluate, organize, create, and communicate
				information.</text>

				</paragraph></section><section id="id667B0E3165594BD5BF38AF2D361DD60E"><enum>102.</enum><header>Responsibilities
			 of Director</header><text display-inline="no-display-inline">Section 204 (20
			 U.S.C. 9103) is amended—</text>
				<paragraph id="idCB93665BF04B4AE58F6E839B018F0117"><enum>(1)</enum><text display-inline="yes-display-inline">by striking subsection (c) and inserting
			 the following:</text>
					<quoted-block display-inline="no-display-inline" id="id36936D0E03D24DC0BB09566F36B5B524" style="OLC">
						<subsection id="ID1e219b27108e49b18291d2b029de8741"><enum>(c)</enum><header>Duties and
				powers</header>
							<paragraph id="ID8a11e99732b54d3d8a7f4311a0bac0c9"><enum>(1)</enum><header>Primary
				responsibility</header><text>The Director shall have primary responsibility for
				the development and implementation of policy to ensure the availability of
				museum, library, and information services adequate to meet the essential
				information, education, research, economic, cultural, and civic needs of the
				people of the United States.</text>
							</paragraph><paragraph id="ID49c5e66003884c8dbf6e83a890f64a0a"><enum>(2)</enum><header>Duties</header><text>In
				carrying out the responsibility described in paragraph (1), the Director
				shall—</text>
								<subparagraph id="IDa6624b6b199643c3b049d3c6d932b3a2"><enum>(A)</enum><text>advise the
				President, Congress, and other Federal agencies and offices on museum, library,
				and information services in order to ensure the creation, preservation,
				organization, and dissemination of knowledge;</text>
								</subparagraph><subparagraph id="ID1ec3a4c448844e198f955c1f116f690b"><enum>(B)</enum><text>engage Federal,
				State, and local governmental agencies and private entities in assessing the
				museum, library, and information services needs of the people of the United
				States, and coordinate the development of plans, policies, and activities to
				meet such needs effectively;</text>
								</subparagraph><subparagraph id="ID61d0b8aaa0a44920b70fbf9e54f4d292"><enum>(C)</enum><text>carry out
				programs of research and development, data collection, and financial assistance
				to extend and improve the museum, library, and information services of the
				people of the United States; and</text>
								</subparagraph><subparagraph id="IDe85f00e3a1ee45e793eaa7f01ba3673f"><enum>(D)</enum><text>ensure that
				museum, library, and information services are fully integrated into the
				information and education infrastructures of the United
				States.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>;
				</after-quoted-block></quoted-block>
				</paragraph><paragraph id="id34C3BF6A670A4477A563156DA5567068"><enum>(2)</enum><text>by redesignating
			 subsections (f) and (g) as subsections (h) and (i), respectively; and</text>
				</paragraph><paragraph id="idA304A1E858984D8387824BA1819DB984"><enum>(3)</enum><text>by striking
			 subsection (e) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="idDF6F5BB1CC1C463C8C2420473174A3FB" style="OLC">
						<subsection id="id9DFBA35287E3443DB56B44E7C12A9AF4"><enum>(e)</enum><header>Interagency
				agreements</header><text>The Director may—</text>
							<paragraph id="idA8AE721062DA41E7A7F3EBE3BDD925A4"><enum>(1)</enum><text>enter into
				interagency agreements to promote or assist with the museum, library, and
				information services-related activities of other Federal agencies, on either a
				reimbursable or non-reimbursable basis; and</text>
							</paragraph><paragraph id="idAFA3ACF0BB3341EFBDA328EAA1BAD67C"><enum>(2)</enum><text>use funds
				appropriated under this Act for the costs of such activities.</text>
							</paragraph></subsection><subsection commented="no" id="idBC61A9C25D20455E8E2C56351FFE47E9"><enum>(f)</enum><header>Coordination</header><text>The
				Director shall ensure coordination of the policies and activities of the
				Institute with the policies and activities of other agencies and offices of the
				Federal Government having interest in and responsibilities for the improvement
				of museums and libraries and information services. Where appropriate, the
				Director shall ensure that such policies and activities are coordinated
				with—</text>
							<paragraph commented="no" id="id79A7AA5BAD654B3CA86E2B3F527404F0"><enum>(1)</enum><text>activities under
				section 1251 of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
				6383);</text>
							</paragraph><paragraph commented="no" id="id2B04D26798254A018D26624900BD3912"><enum>(2)</enum><text>programs and
				activities under the Head Start Act (42 U.S.C. 9831 et seq.) (including
				programs and activities under subparagraphs (H)(vii) and (J)(iii) of section
				641(d)(2) of such Act) (42 U.S.C. 9836(d)(2));</text>
							</paragraph><paragraph commented="no" id="idEB91AC8CB4E749FEBBD83A2386BC9DCC"><enum>(3)</enum><text>activities under
				the Workforce Investment Act of 1998 (29 U.S.C. 2801 et seq.) (including
				activities under section 134(c) of such Act) (29 U.S.C. 2864(c)); and</text>
							</paragraph><paragraph commented="no" id="id87F56AFA4E4D41F0B504FDC82A62DCEC"><enum>(4)</enum><text>Federal programs
				and activities that increase the capacity of libraries and museums to act as
				partners in economic and community development, education and research,
				improving digital literacy skills, and disseminating health information.</text>
							</paragraph></subsection><subsection commented="no" id="idD358F91A2D5A40FFA8B9471253C8194F"><enum>(g)</enum><header>Interagency
				Collaboration</header><text>The Director shall work jointly with the
				individuals heading relevant Federal departments and agencies, including the
				Secretary of Labor, the Secretary of Education, the Administrator of the Small
				Business Administration, the Chairman of the Federal Communications Commission,
				the Director of the National Science Foundation, the Secretary of Health and
				Human Services, the Secretary of State, the Administrator of the Environmental
				Protection Agency, the Secretary of the Interior, the Secretary of Housing and
				Urban Development, the Chairman of the National Endowment for the Arts, the
				Chairman of the National Endowment of the Humanities, and the Director of the
				Office of Management and Budget, or the designees of such individuals,
				on—</text>
							<paragraph commented="no" id="id15B53452D9FE457684880C64AC26B80D"><enum>(1)</enum><text>initiatives,
				materials, or technology to support workforce development activities undertaken
				by libraries;</text>
							</paragraph><paragraph commented="no" id="id83AA6246DE4B41BE895856010A79AFDD"><enum>(2)</enum><text>resource and
				policy approaches to eliminate barriers to fully leveraging the role of
				libraries and museums in supporting the early learning, literacy, lifelong
				learning, digital literacy, workforce development, and education needs of the
				people of the United States; and</text>
							</paragraph><paragraph commented="no" id="id68C8B823A8824A608847DAC327B446B3"><enum>(3)</enum><text>initiatives,
				materials, or technology to support educational, cultural, historical,
				scientific, environmental, and other activities undertaken by
				museums.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="id8B7032E5557841A3A96CC24F49EF168F" section-type="subsequent-section"><enum>103.</enum><header>Personnel</header><text display-inline="no-display-inline">Section 206 (20 U.S.C. 9105) is
			 amended—</text>
				<paragraph id="idA57B3A6234ED4DDE9623787737FC2FA9"><enum>(1)</enum><text display-inline="yes-display-inline">by striking paragraph (2) of subsection (b)
			 and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="id1A3A884640484C0EBDC4D074C63EEF94" style="OLC">
						<paragraph id="id159E2DBE6AFA4B51BD309F0A1EFFF325"><enum>(2)</enum><header>Number and
				compensation</header>
							<subparagraph id="id3AFF50995D8A44FE9C5E650F47E32894"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">The number of
				employees appointed and compensated under paragraph (1) shall not exceed
				<fraction>1/5</fraction> of the number of full-time regular or professional
				employees of the Institute.</text>
							</subparagraph><subparagraph id="id2AF1E2F0886243D0A110A873655EF20B"><enum>(B)</enum><header>Rate of
				compensation</header>
								<clause id="id8708A92CC58140CAA74CEB7930AC0364"><enum>(i)</enum><header>In
				general</header><text display-inline="yes-display-inline">Except as provided in
				clause (ii), the rate of basic compensation for the employees appointed and
				compensated under paragraph (1) may not exceed the rate prescribed for level
				GS–15 of the General Schedule under section 5332 of title 5, United States
				Code.</text>
								</clause><clause id="idD8F1FEF8DEDB4049B97BAA7057B3206E"><enum>(ii)</enum><header>Exception</header><text display-inline="yes-display-inline">The Director may appoint not more than 3
				employees under paragraph (1) at a rate of basic compensation that exceeds the
				rate described in clause (i) but does not exceed the rate of basic pay in
				effect for positions at level IV of the Executive Schedule under section 5315
				of title 5, United States Code.</text>
								</clause></subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="idA8069EF3EA114D5493F90F53AAA537AA"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idB2E469044EE5497697B53A80BD95EE23" style="OLC">
						<subsection id="idF27BECD7938946BB961D2E33ABB0EA22"><enum>(d)</enum><header>Experts and
				consultants</header><text display-inline="yes-display-inline">The Director may
				use experts and consultants, including panels of experts, who may be employed
				as authorized under section 3109 of title 5, United States
				Code.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="id1989F0B19F474BF9857376FFCA95C034" section-type="subsequent-section"><enum>104.</enum><header>Board</header><text display-inline="no-display-inline">Section 207 (20 U.S.C. 9105a) is
			 amended—</text>
				<paragraph id="id4E2EC3992B314332932E05BE8C5A44E7"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b)—</text>

			 medals</header><text display-inline="no-display-inline">Section 209 (20 U.S.C.
			 9107) is amended to read as follows:</text>

					<section id="idA12E0039A9E54D79A3A07E4A7886ADC0" section-type="subsequent-section"><enum>209.</enum><header>Awards and

				advice of the Museum and Library Services Board, may annually award national
				awards and medals for library and museum services to outstanding libraries and
				museums that have made significant contributions in service to their
				communities.</text>

			 analysis</header><text display-inline="no-display-inline">Section 210 (20
			 U.S.C. 9108) is amended to read as follows:</text>

					<section id="idA3EA2170F4AF45AA8058E992F3174596"><enum>210.</enum><header>Policy
				research, analysis, data collection, and dissemination</header>
						<subsection id="id224113417D464C649EB0D5DBAF014E92"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Director shall
				annually conduct policy research, analysis, and data collection to extend and
				improve the Nation's museum, library, and information services.</text>
						</subsection><subsection id="id3A498ABDFB2E4D4D8459C02B58A6723A"><enum>(b)</enum><header>Requirements</header><text display-inline="yes-display-inline">The policy research, analysis, and data
				collection shall be conducted in ongoing collaboration (as determined
				appropriate by the Director), and in consultation, with—</text>

				agencies;</text>
							</paragraph><paragraph id="id858E4C10D3454A25AF9E2C96DECFDE00"><enum>(2)</enum><text display-inline="yes-display-inline">national, State, and regional library and
				museum organizations; and</text>
							</paragraph><paragraph id="id3074533E1D4746CD810CE2BE0C15EAF2"><enum>(3)</enum><text display-inline="yes-display-inline">other relevant agencies and
				organizations.</text>
							</paragraph></subsection><subsection id="id305FC04494134A86B4E44E636B8F320A"><enum>(c)</enum><header>Objectives</header><text>The
				policy research, analysis, and data collection shall be used to—</text>
							<paragraph id="id6896C2D5FFB2458A9FF9381FCE60A4CE"><enum>(1)</enum><text display-inline="yes-display-inline">identify national needs for and trends in
				museum, library, and information services;</text>
							</paragraph><paragraph id="id2E6E900C42C14D49A8F8698F50077D49"><enum>(2)</enum><text display-inline="yes-display-inline">measure and report on the impact and
				effectiveness of museum, library, and information services throughout the
				United States, including the impact of Federal programs authorized under this
				Act;</text>
							</paragraph><paragraph id="id02B9F3244DB6404FB9FA13DD1D86C3B3"><enum>(3)</enum><text display-inline="yes-display-inline">identify best practices; and</text>
							</paragraph><paragraph id="idD6FE88F834924FECA7FA28CAE8C9A492"><enum>(4)</enum><text>develop plans to
				improve museum, library, and information services of the United States and to
				strengthen national, State, local, regional, and international communications
				and cooperative networks.</text>
							</paragraph></subsection><subsection id="idFB3CA4C19D2E4DEAA1182F7287943FED"><enum>(d)</enum><header>Dissemination</header><text display-inline="yes-display-inline">Each year, the Director shall widely
				disseminate, as appropriate to accomplish the objectives under subsection (c),
				the results of the policy research, analysis, and data collection carried out
				under this section.</text>
						</subsection><subsection id="id13F54098F77842DAB9D09702B576BFDC"><enum>(e)</enum><header>Authority To
				contract</header><text display-inline="yes-display-inline">The Director is
				authorized—</text>
							<paragraph id="id66BD03D7657545F0BCFFE8B6C8A8CCCD"><enum>(1)</enum><text display-inline="yes-display-inline">to enter into contracts, grants,
				cooperative agreements, and other arrangements with Federal agencies and other
				public and private organizations to carry out the objectives under subsection
				(c); and</text>
							</paragraph><paragraph id="id7E60324A93A5412A8EA9A062B07288C2"><enum>(2)</enum><text display-inline="yes-display-inline">to publish and disseminate, in a form
				determined appropriate by the Director, the reports, findings, studies, and
				other materials prepared under paragraph (1).</text>
							</paragraph></subsection><subsection commented="no" id="ID557596c9b79e429fb14736ae2b6f21df"><enum>(f)</enum><header>Authorization
				of appropriations</header>
							<paragraph commented="no" id="id8BA3BA62551841B8B348335BA2AA50F9"><enum>(1)</enum><header>In
				general</header><text>There are authorized to be appropriated to carry out this
				section $3,500,000 for fiscal year 2011 and such sums as may be necessary for
				each of the fiscal years 2012 through 2016.</text>

				develop a diverse workforce of librarians by—</text>
								<paragraph id="id10F41D3DF5E5443F899103B2DFFBBA56"><enum>(1)</enum><text display-inline="yes-display-inline">recruiting and educating the next
				generation of librarians, including by encouraging middle or high school
				students and postsecondary students to pursue careers in library and
				information science;</text>

				contracts, cooperative agreements, and other forms of assistance, with
				libraries, library consortia and associations, institutions of higher education
				(as defined in section 101 of the Higher Education Act of 1965 (20 U.S.C.
				1001)), and other entities that the Director determines appropriate, for
				projects that further the purpose of this chapter, such as projects
				that—</text>
								<paragraph id="idABA1B2AB6F054D12B8DA54D2699BBBA8"><enum>(1)</enum><text display-inline="yes-display-inline">increase the number of students enrolled in
				nationally accredited graduate library and information science programs and
				preparing for careers of service in libraries;</text>
								</paragraph><paragraph id="idC1F49B9103874747B4FF20297CB3FFD8"><enum>(2)</enum><text display-inline="yes-display-inline">recruit future professionals, including
				efforts to attract promising middle school, high school, or postsecondary
				students to consider careers in library and information science;</text>
								</paragraph><paragraph id="idA10974A5CF5C41DFA5365B3CB3858308"><enum>(3)</enum><text display-inline="yes-display-inline">develop or enhance professional development
				programs for librarians and the library workforce;</text>
								</paragraph><paragraph id="id90F336D74505420F9CC62C36565BEBFA"><enum>(4)</enum><text display-inline="yes-display-inline">enhance curricula within nationally
				accredited graduate library and information science programs;</text>
								</paragraph><paragraph id="idDE75D865480549DA92C52B7C2106EF0B"><enum>(5)</enum><text display-inline="yes-display-inline">enhance doctoral education in order to
				develop faculty to educate the future generation of library professionals and
				develop the future generation of library leaders; and</text>
								</paragraph><paragraph id="idA57581F8BEDF464592DEA4AE07965B1B"><enum>(6)</enum><text display-inline="yes-display-inline">conduct research, including research to
				support the successful recruitment and education of the next generation of
				librarians.</text>
								</paragraph></subsection><subsection id="id10CFD0F6F1254B78BD588196B7CCA48F"><enum>(c)</enum><header>Evaluation</header><text display-inline="yes-display-inline">The Director shall establish procedures for
				reviewing and evaluating projects supported under this
				chapter.</text>
							</subsection></section></chapter><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="id6114B38E0DC743469C80E9DF5BA97C7A"><enum>208.</enum><header>Conforming
			 amendments</header><text display-inline="no-display-inline">The National
			 Foundation on the Arts and the Humanities Act of 1965 (20 U.S.C. 951 et seq.)
			 is amended—</text>

			 (20 U.S.C. 953(a)), by striking <quote>Institute of Museum Services</quote> and

			 by inserting <quote>through international, national, regional, State, and local
			 networks and partnerships</quote> after <quote>services</quote>;</text>

			 services activities</header><text display-inline="no-display-inline">Section
			 274 (20 U.S.C. 9173) is amended—</text>
				<paragraph id="ID326e1dabeb544be8af910e82f06f8c98"><enum>(1)</enum><text>in subsection
			 (a)—</text>
					<subparagraph id="id31E2F20E7D154EA28ED637673EBF577D"><enum>(A)</enum><text>in the matter
			 preceding paragraph (1), by inserting <quote>, States, local
			 governments,</quote> after <quote>with museums</quote>;</text>
					</subparagraph><subparagraph id="id163CD0538CFE459BA844C301A52A8703"><enum>(B)</enum><text>by redesignating
			 paragraphs (5) through (10) as paragraphs (6) through (11),
			 respectively;</text>

				efforts at the State level to leverage museum resources, including statewide
				assessments of museum services and needs and development of State plans to

				greater collaboration, in order to share resources and strengthen communities,

				the amount appropriated under such subsection for fiscal year 2011 by more than
				$10,000,000, then an amount of not less than 30 percent but not more than 50
				percent of the increase in appropriated funds shall be available, from the
				funds appropriated under such subsection for the fiscal year, to enter into
				arrangements under section 274 to carry out the State assessments described in
				section 274(a)(4) and to assist States in the implementation of such
				plans.</text>

				</after-quoted-block></quoted-block>
				</paragraph></section></title><title id="idE41000A3DACE47B580B556B79E8A9ED5"><enum>IV</enum><header>Repeal of the
			 National Commission on Libraries and Information Science Act</header>
			<section id="id4B33C33925EC40D5A8B9E4FE0C6BD61E"><enum>401.</enum><header>Repeal</header>
				<subsection id="id707EB67D3A484A6884BD32020C3A552C"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The National
			 Commission on Libraries and Information Science Act (20 U.S.C. 1501 et seq.) is
			 repealed.</text>
				</subsection><subsection id="idC8880A05DFAB41CD80F5B4F1A935D8A2"><enum>(b)</enum><header>Transfer of
			 functions</header><text display-inline="yes-display-inline">The functions that
			 the National Commission on Libraries and Information Science exercised before
			 the date of enactment of this Act shall be transferred to the Institute of
			 Museum and Library Services established under section 203 of the Museum and
			 Library Services Act (20 U.S.C. 9102).</text>
				</subsection><subsection id="idCC94B3DCF7594717825A32F468054082"><enum>(c)</enum><header>Transfer and
			 allocation of appropriations and personnel</header><text display-inline="yes-display-inline">The personnel and the assets, contracts,
			 property, records, and unexpended balance of appropriations, authorizations,
			 allocations, and other funds employed, held, used, arising from, available to,
			 or to be made available for the functions and activities vested by law in the
			 National Commission on Libraries and Information Science shall be transferred
			 to the Institute of Museum and Library Services upon the date of enactment of
			 this Act.</text>
				</subsection><subsection id="id97A75BCB9201401E8A7475DC3F01A945"><enum>(d)</enum><header>References</header><text display-inline="yes-display-inline">Any reference to the National Commission on
			 Libraries and Information Science in any Federal law, Executive Order, rule,
			 delegation of authority, or document shall be construed to refer to the
			 Institute of Museum and Library Services when the reference regards functions
			 transferred under subsection (b).</text>
