		<official-title display="yes">To amend the Safe Drinking Water Act to
		  reduce lead in drinking water.</official-title>

		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Reduction of Lead in Drinking Water
			 Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="idB070A47F18F940BE87B6D64C34ACB0C8" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Reducing lead in drinking water</header>
			<subsection commented="no" display-inline="no-display-inline" id="idF3E6BEDA617B4D67AD935879C8376EB5"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 1417 of the Safe Drinking Water Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/300g-6">42 U.S.C.
			 300g–6</external-xref>) is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id42E8B319F99041EDA9B6504B8EE62E52"><enum>(1)</enum><text display-inline="yes-display-inline">by adding at the end of subsection (a) the
			 following:</text>
					<quoted-block display-inline="no-display-inline" id="idF16D2BB8FA1F457897F6CD67B4933E06" style="OLC">
						<paragraph commented="no" display-inline="no-display-inline" id="id2C8FED7D79E74F928DFCA9A2143B3162"><enum>(4)</enum><header display-inline="yes-display-inline">Exemptions</header><text display-inline="yes-display-inline">The prohibitions in paragraphs (1) and (3)
				shall not apply to—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="idDD35B03BC10C4D7D806E638D25F9993E"><enum>(A)</enum><text display-inline="yes-display-inline">pipes, pipe fittings, plumbing fittings, or
				fixtures, including backflow preventers, that are used exclusively for
				nonpotable services such as manufacturing, industrial processing, irrigation,
				outdoor watering, or any other uses where the water is not anticipated to be
				used for human consumption; or</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC67C0C65A4CD40A7ACB9690ACF142CBA"><enum>(B)</enum><text display-inline="yes-display-inline">toilets, bidets, urinals, fill valves,
				flushometer valves, tub fillers, shower valves, service saddles, or water
				distribution main gate valves that are 2 inches in diameter or
				larger.</text>
							</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id91F8FEADD3614EBAABD96BD943642C26"><enum>(2)</enum><text display-inline="yes-display-inline">by amending subsection (d) to read as
			 follows:</text>
					<quoted-block display-inline="no-display-inline" id="idD13C8313A28D4250AC528A01E8CC751C" style="OLC">
						<subsection commented="no" display-inline="no-display-inline" id="idB21CF7DDCD284B26A3679CC2EED91291"><enum>(d)</enum><header display-inline="yes-display-inline">Definition of lead free</header>
							<paragraph commented="no" display-inline="no-display-inline" id="idD2703B9739524433A66ED8E245A0D2A0"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">For the purposes of this section, the term
				<term>lead free</term> means—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="idED4341F210344A6E8612A6BEF3402703"><enum>(A)</enum><text display-inline="yes-display-inline">not containing more than 0.2 percent lead
				when used with respect to solder and flux; and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA7D0B10FA43B4E5FB581A5BBD405B112"><enum>(B)</enum><text display-inline="yes-display-inline">not more than a weighted average of 0.25
				percent lead when used with respect to the wetted surfaces of pipes, pipe
				fittings, plumbing fittings, and fixtures.</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id37358358E6DF45FDB5E65412D2FB4AC2"><enum>(2)</enum><header display-inline="yes-display-inline">Calculation</header><text display-inline="yes-display-inline">The weighted average lead content of a
				pipe, pipe fitting, plumbing fitting, or fixture shall be calculated by using
				the following formula: For each wetted component, the percentage of lead in the
				component shall be multiplied by the ratio of the wetted surface area of that
				component to the total wetted surface area of the entire product to arrive at
				the weighted percentage of lead of the component. The weighted percentage of
				lead of each wetted component shall be added together, and the sum of these
				weighted percentages shall constitute the weighted average lead content of the
				product. The lead content of the material used to produce wetted components
				shall be used to determine compliance with paragraph (1)(B). For lead content
				of materials that are provided as a range, the maximum content of the range
				shall be
				used.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idBA894537E87C46C6AE95638979565861"><enum>(b)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">The provisions of
			 subsections (a)(4) and (d) of section 1417 of the Safe Drinking Water Act, as
			 added by this section, apply beginning on the day that is 36 months after the
			 date of the enactment of this Act.</text>
