		<official-title>To amend the Federal Crop Insurance Act to permit certain
		  livestock owners to plant a secondary crop for the use of the producer as
		  emergency feed.</official-title>

		<section id="idC4D796CDEEB3443DB7C65804F829800B" section-type="section-one"><enum>1.</enum><header>Emergency exception for
			 prevented planting</header><text display-inline="no-display-inline">Section
			 508A(c) of the Federal Crop Insurance Act (7 U.S.C. 1508a(c)) is
			 amended—</text>
			<paragraph id="id725FBCEB964F43FB80B595DBDF9200B8"><enum>(1)</enum><text>in paragraph (1),
			 by inserting <quote>paragraph (6) or</quote> before <quote>subsections (d) and
			 (e)</quote>; and</text>
			</paragraph><paragraph id="id30E4377EA8BF4F6F80E3E3B0418B84D3"><enum>(2)</enum><text>in paragraph (3),
			 by inserting <quote>an emergency described in paragraph (6) or</quote> after
			 <quote>in the case of </quote>; and</text>
			</paragraph><paragraph id="idF9D56D2BF33F4AF780DAB8B9492C262E"><enum>(3)</enum><text>by adding at the
			 end the following:</text>

					<paragraph id="id25962892044A48B4847D7296D065B315"><enum>(6)</enum><header>Emergency
				exception</header>
						<subparagraph id="idF97488EA25204CE28BB1F8D803CFCFB4"><enum>(A)</enum><header>In
				general</header><text>A producer may plant a second crop on the same acreage
				for harvest in the same crop year as a first crop and receive full prevented
				planting indemnity payments under this subsection, if, as determined by the
				Corporation—</text>
							<clause id="idB1C213E5F63B4239ACAAEC2A4CCE91E8"><enum>(i)</enum><text>the producer owns
				livestock;</text>
							</clause><clause id="idEDB4666AB7734DF2BB4D594660A1AB11"><enum>(ii)</enum><text>the affected
				agricultural operation of the producer is located in an area that experienced
				excessive precipitation that prevented the producer from planting the first
				crop by the final planting date for the crop established by the Risk Management
				Agency; and</text>
							</clause><clause id="id4FD7C9DEFA5B4BC0802AF60F608D8DAB"><enum>(iii)</enum><text>the producer
				uses the second crop solely for emergency feed of the livestock of the
				producer.</text>
							</clause></subparagraph><subparagraph id="id5C4E3F069DF94938AEBCAFC81A39644B"><enum>(B)</enum><header>Effect on
				actual production history</header><text>In the case of a producer described in
				subparagraph (A)—</text>
							<clause id="idE4BC33F8D79E4D03A0B85D16369F3CF3"><enum>(i)</enum><text>the adjustment in
				actual production history described in paragraph (3) shall be 100 percent of
				the producer’s actual production history for the agricultural commodity;
				and</text>
							</clause><clause id="id8362FB09FE7D47488D3F2F73905C12B0"><enum>(ii)</enum><text>the second crop
				shall not be considered the crop of record unless the producer so
				elects.</text>
