		<official-title>To clarify the relationship of the policies of sports
		  leagues or associations and provisions of State or local law regarding the use
		  of performance-enhancing drugs in interstate competition.</official-title>

		<section id="HF574D6DAFBA541FB8545B0D060C9D02E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Clean Sports Protection
			 Act</short-title></quote>.</text>
		</section><section id="HD063CE3B45D745FF93629A017DF73B89" section-type="subsequent-section"><enum>2.</enum><header>Relationship of
			 professional league policies to State or local law</header>
			<subsection id="HCF5865C4A97C46FB8C7ADD6435423D40"><enum>(a)</enum><header>Preemption</header>
				<paragraph id="id4CD142D169B9413488BE211211688F65"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">If a covered sports
			 league or association has in effect policies designed to detect and prevent the
			 use of steroids or other performance-enhancing drugs by participants in such
			 covered sports league or association, such policies shall preempt any provision
			 of a civil law of a State or political subdivision of a State that is less
			 stringent than such policies.</text>
				</paragraph><paragraph id="id6CE40FD2E88F40A8B0B3EB63CF0E7C8B"><enum>(2)</enum><header>Rule of
			 construction</header><text display-inline="yes-display-inline">For purposes of
			 this subsection, a provision of civil law of a State or political subdivision
			 of a State is not less stringent than a policy of a covered sports league or
			 association relating to the use of steroids or other performance-enhancing
			 drugs if the requirements or prohibitions in such provision are more likely to
			 detect and prevent the use of steroids or other performance enhancing drugs by
			 participants in events of such covered sports league or association than the
			 requirements or prohibitions in such policy.</text>
				</paragraph></subsection><subsection id="HCB144313AAF24DF3A9DBAE188F43D2FD"><enum>(b)</enum><header>Definition</header><text>As
			 used in this section, the term <quote>covered sports league or
			 association</quote> means Major League Baseball, Minor League Baseball, the
			 National Football League, the Arena Football League, the National Basketball
			 Association, the Women's National Basketball Association, the National Hockey
			 League, Major League Soccer, and any successor organization to those
			 organizations.</text>
