		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Environmental Education
			 Reauthorization Act of 2010</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="idB9389E5B8BA047F69811AAB612960D5F" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Findings and policy</header><text display-inline="no-display-inline">Section 2 of the National Environmental
			 Education Act (20 U.S.C. 5501) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="idE8AE9F452CAB44F48A9FF6DED99EF945" style="OLC">
				<section commented="no" display-inline="no-display-inline" id="id7C03215841664841828606D7BFB41572" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Findings and policy</header>
					<subsection commented="no" display-inline="no-display-inline" id="IDF99295B84DD84ADCB3D7A497097A2C94"><enum>(a)</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="yes-display-inline">Congress finds that—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="ID4318280298134C4292A6F51DC040F46D"><enum>(1)</enum><text display-inline="yes-display-inline">threats to human health and environmental
				quality are increasingly complex, involving a wide range of conventional and
				toxic contaminants in the air and water and on the land;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID0EF2647A193B4080AAD5E9A5E0F57C71"><enum>(2)</enum><text display-inline="yes-display-inline">there is growing evidence of international
				environmental problems, such as global warming, ocean pollution, and declines
				in species diversity, and that those problems pose serious threats to human
				health and the environment on a global scale;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID97CF5B6875B44B5E805767F4651D4109"><enum>(3)</enum><text display-inline="yes-display-inline">environmental problems represent as
				significant a threat to the quality of life and the economic vitality of urban
				areas as they do the natural balance of rural areas;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDB5F527A163DA4BF0B7389268020C266E"><enum>(4)</enum><text display-inline="yes-display-inline">to address increasingly serious problems
				associated with pollution and global climate change, it is necessary to
				accelerate deployment of low-carbon technologies and clean sources of
				energy;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA8FE0907C59C4791B7CAF47A9D593DD0"><enum>(5)</enum><text display-inline="yes-display-inline">environmental education is a valuable tool
				to prepare people in the United States to compete globally in high-growth,
				environmentally friendly fields, such as—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id57E9C283D2E343DDB36DF2E158FDBFDF"><enum>(A)</enum><text display-inline="yes-display-inline">energy efficiency;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7A32086A7BE644E096ABBD4666106851"><enum>(B)</enum><text display-inline="yes-display-inline">green building design;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idDEDBBCED250D49F6B2290132F39AAE7C"><enum>(C)</enum><text display-inline="yes-display-inline">commercial scale renewable energy;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA5A116101E30432C8BFE905C2A81717D"><enum>(D)</enum><text display-inline="yes-display-inline">biofuels;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB704CF06DE384EB9847117DC1AA531B2"><enum>(E)</enum><text display-inline="yes-display-inline">low-emission vehicles;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB9AABE87243E4B54AE0736281671C754"><enum>(F)</enum><text display-inline="yes-display-inline">energy-efficient manufacturing facilities;
				and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id62F61CA4567A429E801E526F7CB9C09C"><enum>(G)</enum><text display-inline="yes-display-inline">the production of environmentally friendly
				products;</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id178F1A045FE44FAEA2488BE7F07238B0"><enum>(6)</enum><text display-inline="yes-display-inline">effective response to complex environmental
				problems requires understanding of the natural and built environment, awareness
				of environmental problems and the origins of those problems (including those in
				urban areas), and the skills to solve those problems;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDA4DE359AB16E43DFB240F3604B864FA3"><enum>(7)</enum><text display-inline="yes-display-inline">development of effective solutions to
				environmental problems and effective implementation of environmental programs
				requires a well-educated and trained, professional work force;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDd5afe6fdfdb247e98caebc84dde724f7"><enum>(8)</enum><text display-inline="yes-display-inline">environmental education provides critical
				tools for that workforce by providing citizens with the skills to understand
				complex environmental issues so they may make informed decisions in their own
				lives and find solutions for real world challenges facing the United States as
				a whole;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDc1ae9512f71d47ca8a877495821c001d"><enum>(9)</enum><text display-inline="yes-display-inline">business leaders increasingly believe that
				an environmentally literate workforce is critical to the long-term success of
				businesses in the United States;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4ebf8f85fecd496f8287ee078ba05ef7"><enum>(10)</enum><text display-inline="yes-display-inline">environmental education helps prepare
				students, citizens, professionals, and people from all walks of life to compete
				for green jobs and business in an increasingly competitive global
				economy;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9E52B7EE701F48F78255C43245C72EDF"><enum>(11)</enum><text display-inline="yes-display-inline">current Federal efforts to inform and
				educate the public concerning the natural and built environment and
				environmental problems are not adequate;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDACF1D73FCBE246A08BCED1811F7AE3AC"><enum>(12)</enum><text display-inline="yes-display-inline">existing Federal support for development
				and training of professionals in environmental fields is not sufficient;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDC4992FDB50224A8CAA87C2F0AD768365"><enum>(13)</enum><text display-inline="yes-display-inline">the Federal Government, acting through the
				Environmental Protection Agency, should work with local educational
				institutions, State education agencies, Indian tribes, tribal education
				agencies, not-for-profit educational and environmental organizations,
				noncommercial educational broadcast, cable, and Internet entities, and private
				sector interests—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id108F4DE441C3443EA1671AB91FE8F996"><enum>(A)</enum><text display-inline="yes-display-inline">to support development of curricula,
				special projects, and other activities;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id46AABCCDFD624E3A95F6FFE608E65179"><enum>(B)</enum><text display-inline="yes-display-inline">to increase understanding of the natural
				and built environment; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC108C98ED8934D76893CADA904430289"><enum>(C)</enum><text display-inline="yes-display-inline">to improve awareness of environmental
				problems;</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID48E5429D3BC94A9B9B34AEC9B38F2750"><enum>(14)</enum><text display-inline="yes-display-inline">the Federal Government, acting through the
				coordinated efforts of Federal agencies and with the Administrator, should work
				with local educational institutions, State education agencies, Indian tribes,
				tribal education agencies, not-for-profit educational and environmental
				organizations, noncommercial educational broadcasting entities, and private
				sector interests to develop programs to provide increased emphasis and
				financial resources for the purposes of—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id3327A3D049CB442290468B625D7AA16E"><enum>(A)</enum><text display-inline="yes-display-inline">attracting students into environmental
				engineering careers; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id99F6E64E07784E1F937BEF50E7D8E1F8"><enum>(B)</enum><text display-inline="yes-display-inline">assisting the students in pursuing the
				programs to complete the advanced technical education required to provide
				effective problem-solving capabilities for complex environmental issues;</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID7FC7FE8D042742AC877E4FD2E71E250A"><enum>(15)</enum><text display-inline="yes-display-inline">Federal agencies, such as the Forest
				Service, United States Fish and Wildlife Service, National Park Service, Bureau
				of Land Management, and National Oceanic and Atmospheric Administration, have a
				wide range of environmental expertise and a long history of cooperation with
				educational institutions and technology transfer that can assist in furthering
				the purposes of this Act;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF6A37A0ABA2E44B5807A0F0875DCD33B"><enum>(16)</enum><text display-inline="yes-display-inline">exposure to the natural environment is
				essential for healthy childhood development and for the physical and emotional
				health of children and adults; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1561F1B4ADA74F2F8789C0F01F37F986"><enum>(17)</enum><text display-inline="yes-display-inline">the Federal Government, acting through the
				Administrator, should work with local educational institutions, State education
				agencies, Indian tribes, tribal education agencies, not-for-profit educational
				and environmental organizations, and private sector interests to support
				environmental education activities and special projects—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id9C7F05C4FAA9428CA00954FA6808F0F0"><enum>(A)</enum><text display-inline="yes-display-inline">to train, educate, and prepare citizens for
				careers in environmentally sustainable fields that promote the global
				transition to less polluting, higher-efficiency technologies and
				practices;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id08CD4183384B4D9CAD14BC969C016683"><enum>(B)</enum><text display-inline="yes-display-inline">to increase understanding of the benefits
				of exposure to the natural environment;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5DD85B71BDB04904B3667F535903D29D"><enum>(C)</enum><text display-inline="yes-display-inline">to improve understanding of how human and
				natural systems interact together; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id303575731E7842C3B2641BDD27E88BFD"><enum>(D)</enum><text display-inline="yes-display-inline">to broaden awareness of environmental
				issues.</text>
							</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID865b7f7237e746c886dd7bd993de02ea"><enum>(b)</enum><header display-inline="yes-display-inline">Policy</header><text display-inline="yes-display-inline">It is the policy of the United States to
				establish and support a program of education on the environment for students,
				personnel working with students, and the general public, through activities in
				schools, institutions of higher education, related educational activities, the
				media, the public health and health care professional communities, and
				businesses, and to encourage postsecondary students to pursue careers relating
				to the
				environment.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="id188BA5FB06F048F59819D5D7824973BD" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">Section 3 of the National Environmental
			 Education Act (20 U.S.C. 5502) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="id4538552E8470402288973635A8BF45AA" style="OLC">
				<section commented="no" display-inline="no-display-inline" id="id967ADF02EAA94700B98F61BC34BBAB33" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">In this Act:</text>
					<paragraph commented="no" display-inline="no-display-inline" id="ID15CDB689CABA4F60A44A21539F0C441B"><enum>(1)</enum><header display-inline="yes-display-inline">Administrator</header><text display-inline="yes-display-inline">The term <term>Administrator</term> means
				the Administrator of the Environmental Protection Agency.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC1DE5D24835048DF938A50C3E9B397D0"><enum>(2)</enum><header display-inline="yes-display-inline">Advisory council</header><text display-inline="yes-display-inline">The term <term>Advisory Council</term>
				means the National Environmental Education Advisory Council established by
				section 9(a).</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDB30A06009F314F17BF8442DC9D103375"><enum>(3)</enum><header display-inline="yes-display-inline">Agency</header><text display-inline="yes-display-inline">The term <term>Agency</term> means the
				Environmental Protection Agency.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDAA0D683F96144DD6A48860709EBC5423"><enum>(4)</enum><header display-inline="yes-display-inline">Board of Directors</header><text display-inline="yes-display-inline">The term <term>Board of Directors</term>
				means the Board of Directors of the Foundation.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID2548d33e0d4c45feb7bcd26459be2607"><enum>(5)</enum><header display-inline="yes-display-inline">Environmental education</header><text display-inline="yes-display-inline">The term <term>environmental
				education</term> means formal and nonformal education—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="IDb7ca31f9bbbf4f50b618cf079f2aca4e"><enum>(A)</enum><text display-inline="yes-display-inline">regarding the relevant interrelationships
				between dynamic environmental and human systems, and which results in
				increasing the capacity of a student for decisionmaking and stewardship
				regarding natural and community resources;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id19800F6F3D354A18AD7FEB0325CFEA6D"><enum>(B)</enum><text display-inline="yes-display-inline">that is specifically designed to foster
				awareness of the environment and associated problems;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC55C0D9E7A5A4831817635C6472E078B"><enum>(C)</enum><text display-inline="yes-display-inline">that conveys the knowledge and skills to
				equip the general public to work individually and collectively toward solutions
				to current environmental problems and the prevention of new environmental
				problems; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id756728A3BE734C32BCF690AF91880674"><enum>(D)</enum><text display-inline="yes-display-inline">the primary societal goals of which
				include—</text>
							<clause commented="no" display-inline="no-display-inline" id="id98B44D67C8204FBBB8D25041D25ED5CF"><enum>(i)</enum><text display-inline="yes-display-inline">measurable improvement in environmental
				quality in a manner calculated—</text>
								<subclause commented="no" display-inline="no-display-inline" id="idB6B8CFB4B5574305939CE1CEAA6AE172"><enum>(I)</enum><text display-inline="yes-display-inline">to foster and promote the general
				welfare;</text>
								</subclause><subclause commented="no" display-inline="no-display-inline" id="id0B1CC299D5E8411FA5040F60625BC45F"><enum>(II)</enum><text display-inline="yes-display-inline">to create and maintain conditions under
				which humans and nature can exist in productive harmony; and</text>
								</subclause><subclause commented="no" display-inline="no-display-inline" id="id5DD22A800A6C43829B90F076756C3E29"><enum>(III)</enum><text display-inline="yes-display-inline">to meet the social, economic, and other
				requirements of present and future generations of people of the United
				States;</text>
								</subclause></clause><clause commented="no" display-inline="no-display-inline" id="idB851FBFAC8184EE380B3E132C943ED69"><enum>(ii)</enum><text display-inline="yes-display-inline">the provision to the public of
				opportunities to acquire the knowledge, understanding of science, and skills
				needed to protect and improve the environment; and</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="id7102DE30CC734885848EB28A2D418752"><enum>(iii)</enum><text display-inline="yes-display-inline">the encouragement of actions that reflect
				stewardship of the environment by individuals, groups, and society as a
				whole.</text>
							</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDF4C0A31C7A0C421EB639D64DE9ABA155"><enum>(6)</enum><header display-inline="yes-display-inline">Environmental engineering</header><text display-inline="yes-display-inline">The term <term>environmental
				engineering</term> means the discipline within engineering and science
				concerned with the development and application of scientific and technical
				solutions to protecting the aquatic and atmospheric environment, including all
				phases of water resources planning, water supply, water treatment, air
				pollution characterization and control, remediation of hazardous substances,
				environmental transport of contaminants in surface and ground water and
				atmosphere, and methods for assessment and control of pollution.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDFD16606F5B7A45EE979DCA57EFC8FC6B"><enum>(7)</enum><header display-inline="yes-display-inline">Federal agency; agency of the United
				States</header><text display-inline="yes-display-inline">The terms
				<term>Federal agency</term> and <term>agency of the United States</term>
				mean—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="idC71464F8AB1C40839A8034A88C55DDBE"><enum>(A)</enum><text display-inline="yes-display-inline">any department, agency or other
				instrumentality of the Federal Government; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id173DFF30CAC74F1CA545EF002A3F7E69"><enum>(B)</enum><text display-inline="yes-display-inline">any independent agency or establishment of
				the Federal Government (including a Government corporation).</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDF4C6EBECBE5E4019B9BFFEC74665C121"><enum>(8)</enum><header display-inline="yes-display-inline">Foundation</header><text display-inline="yes-display-inline">The term <term>Foundation</term> means the
				National Environmental Education Foundation established by section 10.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id121F796E5CA14B8D8EF54E86DD1B8B3D"><enum>(9)</enum><header display-inline="yes-display-inline">Indian tribe</header><text display-inline="yes-display-inline">The term <term>Indian tribe</term>
				means—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="id57B710E0BBD24F49916483C7ECD21D46"><enum>(A)</enum><text display-inline="yes-display-inline">an Indian tribe (as defined in section 4 of
				the Indian Self-Determination and Education Assistance Act (25 U.S.C. 450b));
				or</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idADA8F536B0B148B3ABB4FA793EFB7219"><enum>(B)</enum><text display-inline="yes-display-inline">a tribal government or consortia with a
				mission or resolution or charter to address education or environmental
				issues.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9AD86325FF2A4392B59A0BD9E25B658C"><enum>(10)</enum><header display-inline="yes-display-inline">Local educational agency</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="id4B4F64897CA64FB380A0C39E779C1C40"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The term <term>local educational
				agency</term> has the meaning given the term in section 9101 of the Elementary
				and Secondary Education Act of 1965 (20 U.S.C. 7801).</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id77D1484B6ABB4130A777F9C1FA58EC41"><enum>(B)</enum><header display-inline="yes-display-inline">Inclusion</header><text display-inline="yes-display-inline">The term <term>local educational
				agency</term> includes a tribal educational agency.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDD061A9C770974382B7B1A675C982757B"><enum>(11)</enum><header display-inline="yes-display-inline">Noncommercial education broadcasting
				entities</header><text display-inline="yes-display-inline">The term
				<term>noncommercial education broadcasting entities</term> means any
				noncommercial educational broadcasting station (including any legal nonprofit
				affiliate of such a station), as defined and licensed by the Federal
				Communications Commission.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9C6C0BD371F44879B5B1C2BBA754487A"><enum>(12)</enum><header display-inline="yes-display-inline">Nonformal education</header><text display-inline="yes-display-inline">The term <term>nonformal education</term>
				means any organized educational activity outside the established formal
				educational system, whether operating separately or as an important feature of
				some broader activity linked with community groups and other
				organizations.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDFC9871998D254F4DAD1FEA0DB4F6824D"><enum>(13)</enum><header display-inline="yes-display-inline">Not-for-profit organization</header><text display-inline="yes-display-inline">The term <term>not-for-profit
				organization</term> means an organization, association, or institution
				described in section 501(c)(3) of the Internal Revenue Code of 1986 that is
				exempt from taxation under section 501(a) of that Code.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id225644D5A77141EDB13300DBAF7DCABB"><enum>(14)</enum><header display-inline="yes-display-inline">Program</header><text display-inline="yes-display-inline">The term <term>program</term> means the
				Environmental Education and Training Program established by section
				5(a).</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9E5885718F214264A94CA7EFE3BB454C"><enum>(15)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
				Secretary of Education.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDA0ABF513FA3E4385884F1830815BED75"><enum>(16)</enum><header display-inline="yes-display-inline">Tribal educational agency</header><text display-inline="yes-display-inline">The term <term>tribal education
				agency</term> means a school or community college that is—</text>

			 education</header><text display-inline="no-display-inline">Section 4 of the
			 National Environmental Education Act (20 U.S.C. 5503) is amended to read as
			 follows:</text>

					<subsection commented="no" display-inline="no-display-inline" id="IDC4D16C8FA693461499E7889AEA8BAE38"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">The Administrator shall establish within
				the Environmental Protection Agency an Office of Environmental
				Education.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="ID7EDF21DC3998481199BB5DF738AB0B5F"><enum>(b)</enum><header display-inline="yes-display-inline">Duties</header><text display-inline="yes-display-inline">The Office of Environmental Education
				shall—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="IDFA5B36F475B04E6AA7EC6CE5F7E43676"><enum>(1)</enum><text display-inline="yes-display-inline">develop and support programs and related
				efforts, in consultation and coordination with other Federal agencies, to
				improve understanding of the natural and built environment, the benefits of
				exposure to the natural environment, and the relationships between humans and
				the environment, including the global aspects of environmental problems;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID0A394D1C947D425AAF09002431621176"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idCDB11B65A26C45788291EEFBD3FFFE75"><enum>(A)</enum><text display-inline="yes-display-inline">develop and support programs and related
				efforts that educate the general public on the benefits of reducing dependence
				on nonrenewable forms of energy, including—</text>
								<clause commented="no" display-inline="no-display-inline" id="idDF43C69A793D4BC1B31317C9678E68F6" indent="up1"><enum>(i)</enum><text display-inline="yes-display-inline">the benefits such a reduction may have on
				global climate change; and</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="id38AE6BCB3E6546AA9244B72CCAEB1E67" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">the benefits of energy conservation;
				and</text>
								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id81A567AE05CE4AC3B9C4BEC6EB1A180B" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">promote efforts to prepare citizens for
				employment in environmentally friendly fields that contribute to healthy
				communities;</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id866B5415DEDE4993A443906BB48CEAC4"><enum>(3)</enum><text display-inline="yes-display-inline">support development and the widest
				practicable dissemination of model curricula, educational materials, and
				training programs for elementary and secondary students and other interested
				groups, including senior citizens in the United States;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID44D93A996B6441AD90028E20EEBA2EE5"><enum>(4)</enum><text display-inline="yes-display-inline">develop and disseminate, in cooperation
				with other Federal agencies, not-for-profit educational and environmental
				organizations, State agencies, Indian tribes, tribal education agencies, and
				noncommercial educational broadcast, cable, and Internet entities,
				environmental education publications, and audio/visual and other media
				materials;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID205F025241CA4EA59C0382388FA0CAD0"><enum>(5)</enum><text display-inline="yes-display-inline">develop and support environmental education
				seminars, training programs, teleconferences, and workshops for environmental
				education professionals, as provided for in section 5;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID831207F20AC04308A402B5577C84E1C0"><enum>(6)</enum><text display-inline="yes-display-inline">manage Federal grant assistance provided to
				local educational agencies, institutions of higher education, other
				not-for-profit organizations, and electronic education outreach entities,
				including broadcast, cable, and Internet entities, under sections 5 and
				6;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id53EE4D5F223F4DB3A1A0EC5D7FA2A2D9"><enum>(7)</enum><text display-inline="yes-display-inline">ensure the operation of the environmental
				education and training program under section 5;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2998A9FB79DA4B958BB2CD1CBC1B5632"><enum>(8)</enum><text display-inline="yes-display-inline">promote research, development, and
				evaluation of effective approaches to achieving an environmentally literate
				population, as well as an improved environment;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6B2E46BD774840CEBD9F79BA70D141F7"><enum>(9)</enum><text display-inline="yes-display-inline">administer the environmental fellowship
				programs provided for in section 7;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID896F9A04B7064317B2CE5EFB968B3083"><enum>(10)</enum><text display-inline="yes-display-inline">administer the environmental awards program
				provided for in section 8;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1161B423ED984225952AA9302A7B9790"><enum>(11)</enum><text display-inline="yes-display-inline">provide staff support to the Advisory
				Council provided for in section 9;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID31FD169E960643BBAF86EC07520C5D2B"><enum>(12)</enum><text display-inline="yes-display-inline">assess, in coordination with other Federal
				agencies, the demand for professional skills and training needed to respond to
				current and anticipated environmental problems and cooperate with appropriate
				institutions, organizations, and agencies to develop training programs,
				curricula, and continuing education programs for teachers, school
				administrators, and other professionals;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID17CF0C1D79DA4309A8B84F0AC4C9AB1F"><enum>(13)</enum><text display-inline="yes-display-inline">ensure the coordination of Federal statutes
				and programs administered by the Agency relating to environmental education,
				consistent with the provisions and purposes of those programs, and work to
				reduce duplication or inconsistencies within those programs;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID48BA263152A34742BC01D5D8FCA18702"><enum>(14)</enum><text display-inline="yes-display-inline">work with the Department of Education, the
				Federal Interagency Committee on Education, the National Oceanic and
				Atmospheric Administration, and other Federal agencies to ensure the effective
				coordination of programs relating to environmental education, including
				environmental education programs to encourage outdoor recreation relating to
				national, State, and local parks, national forests, national marine
				sanctuaries, and wildlife refuges;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDF4DA02F2778A4242BC97D76BC5DCF351"><enum>(15)</enum><text display-inline="yes-display-inline">provide information on environmental
				education and training programs to local educational agencies, State education
				and natural resource agencies, Indian tribes, tribal education agencies, and
				others; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID85123201B15643EA8E287F918B99C8AF"><enum>(16)</enum><text display-inline="yes-display-inline">otherwise provide for the implementation of
				this Act.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID7FEBFBBF3FE64C27B4BBD18C9411ED59"><enum>(c)</enum><header display-inline="yes-display-inline">Director</header><text display-inline="yes-display-inline">The Office of Environmental Education
				shall—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="ID4DB128613AD940E984B460935B3C2F46"><enum>(1)</enum><text display-inline="yes-display-inline">be directed by a Director, who shall be a
				member of the Senior Executive Service;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID0fcd1f1259aa4391a8f313875ee536f8"><enum>(2)</enum><text display-inline="yes-display-inline">include a headquarters staff of not less
				than 6 full-time equivalent employees; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID0C4C4415AC5E4FDDB56AAC55E996E16D"><enum>(3)</enum><text display-inline="yes-display-inline">be supported by at least 1 full-time
				equivalent employee in each Agency regional
				office.</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="idB895C0108C3742499788D591C3C7EAD8" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Environmental Education and Training
			 Program</header><text display-inline="no-display-inline">Section 5 of the
			 National Environmental Education Act (20 U.S.C. 5504) is amended to read as
			 follows:</text>

				<section commented="no" display-inline="no-display-inline" id="IDBF3530CEF0B542C7884731360F09C239" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Environmental Education and Training
				Program</header>
					<subsection commented="no" display-inline="no-display-inline" id="ID82A172807FCF49A29F5F555FCBAD4401"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">There is established an Environmental
				Education and Training Program, the purpose of which shall be to train
				education professionals in the development and delivery of environmental
				education and training programs and studies.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="IDD221648CC5244821B9BD84E933B64967"><enum>(b)</enum><header display-inline="yes-display-inline">Function and activities</header><text display-inline="yes-display-inline">The functions and activities of the program
				shall include, at a minimum—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="ID37089B06565B4E11BBFEC109BB689500"><enum>(1)</enum><text display-inline="yes-display-inline">classroom and online training in
				environmental education and studies, including environmental sciences and
				theory, educational methods and practices, environmental career or occupational
				education, and topical environmental issues and problems;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6DB6500D1EBE48B08E85BD894B5FC193"><enum>(2)</enum><text display-inline="yes-display-inline">demonstration of the design and conduct of
				environmental field studies and assessments;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID533E4C7AE04A4A918994EBEE6347356D"><enum>(3)</enum><text display-inline="yes-display-inline">development and dissemination of
				environmental education programs and curriculum, including programs and
				curriculum to meet the needs of diverse ethnic and cultural groups;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID2E4C976C4683423AA8AAA925BC51E046"><enum>(4)</enum><text display-inline="yes-display-inline">sponsorship and management of international
				exchanges of teachers and other educational professionals between the United
				States, Canada, and Mexico involved in environmental programs and
				issues;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID7E2346F42C3644C28E4921E2D61BE475"><enum>(5)</enum><text display-inline="yes-display-inline">maintenance or support of an electronic
				library of environmental education materials, information, literature, and
				technologies, with electronic as well as hard copy accessibility;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID8564B0E82C9C4026B84DF0C3C0744E81"><enum>(6)</enum><text display-inline="yes-display-inline">review, evaluation, and dissemination of
				environmental education materials, training methods, and related
				programs;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDEA67707251F1494B83B29CBD1A30CEA8"><enum>(7)</enum><text display-inline="yes-display-inline">sponsorship of conferences, seminars, and
				related forums for the advancement and development of environmental education
				and training curricula and materials, including international conferences,
				seminars, and forums;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1E6CFA81C348466F883177BBF2B7EB5B"><enum>(8)</enum><text display-inline="yes-display-inline">support of effective partnerships and
				networks, as well as other education and environmental organizations, and the
				use of distant learning technologies with such entities, to leverage resources
				for the delivery of environmental education;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEAB64AFBDB364EE09EEEFE3957BED972"><enum>(9)</enum><text display-inline="yes-display-inline">provision of assistance to college and
				university faculty to incorporate environmental education in the training
				provided to future and current teachers and to educators working in informal
				settings;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7CA013E6374A4927BEAF8F2AFC229682"><enum>(10)</enum><text display-inline="yes-display-inline">development and implementation of an
				environmental education teacher’s resource and curriculum review
				program;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC7BDB31F44944641B019D30E8F60F5F7"><enum>(11)</enum><text display-inline="yes-display-inline">support of the development and
				implementation of a professional certification program for environmental
				educators;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB975E8D8B61E4B1CB6B13F0946412EDF"><enum>(12)</enum><text display-inline="yes-display-inline">support of the integration of environmental
				education into kindergarten through twelfth grade teacher pre-service training;
				and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID26D026F9F58B476C8F9F937F1C41C26A"><enum>(13)</enum><text display-inline="yes-display-inline">such other activities as the Administrator
				determines to be consistent with the policies of this Act, with particular
				emphasis on developing environmental education programs, workshops, and
				training tools that are portable and can be broadly disseminated.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID42A3E8A9998643ACBCFD4893D2BCB8B8"><enum>(c)</enum><header display-inline="yes-display-inline">Grants</header>
						<paragraph commented="no" display-inline="no-display-inline" id="idC982097B18A045909255244B5B39F21A"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administrator shall provide grants to
				institutions of higher education or other institutions that are not-for-profit
				institutions (or consortia of such institutions) to operate the program
				required by this section.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD5E8E0040D75482D83C63D298DBB2391"><enum>(2)</enum><header display-inline="yes-display-inline">Term of grant</header><text display-inline="yes-display-inline">A grant provided to an institution of
				higher education or consortia under paragraph (1) shall have a multiyear term,
				as determined by the Administrator.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0ED0F9F24E8E4607B0007A710A7A0793"><enum>(3)</enum><header display-inline="yes-display-inline">Application</header><text display-inline="yes-display-inline">Any institution of higher education or
				other institution (or consortia of such institutions) that is a not-for-profit
				organization and is interested in receiving a grant under this section may
				submit to the Administrator an application in such form and containing such
				information as the Administrator may require.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA44C2EEC630249FB91834D99C47EBED3"><enum>(4)</enum><header display-inline="yes-display-inline">Criteria for provision of
				grants</header><text display-inline="yes-display-inline">The Administrator
				shall provide grants under this section on the basis of, with respect to the
				institution or consortia under consideration—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="ID4D59B67A9E964EA7938808A43F42FB1C"><enum>(A)</enum><text display-inline="yes-display-inline">the capability to develop environmental
				education and training programs;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID060EC6C8CE134C20ACFE454B4209BAAE"><enum>(B)</enum><text display-inline="yes-display-inline">the capability to deliver training to a
				range of participants and in a range of settings;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID9EF09132C50A48C28F4094C6BAA1E8F3"><enum>(C)</enum><text display-inline="yes-display-inline">the expertise of the staff in a range of
				appropriate disciplines;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDF39E3556F9394CCAA5346DCE8450A0C7"><enum>(D)</enum><text display-inline="yes-display-inline">the relative economic effectiveness of the
				program in terms of the ratio of overhead costs to direct services;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID13FB2A3C6C244EA4999301011432B5B0"><enum>(E)</enum><text display-inline="yes-display-inline">the capability to make effective use of
				existing national environmental education resources and programs;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDBFB0A4B4D6FB4D1391ED54F8A8C01ADC"><enum>(F)</enum><text display-inline="yes-display-inline">the results of any evaluation under
				paragraph (6); and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID180F95016DE248AB8A47C01D558E9BC8"><enum>(G)</enum><text display-inline="yes-display-inline">such other factors as the Administrator
				determines to be appropriate.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID71E99D61103346A392F998BD63CFDEB2"><enum>(5)</enum><header display-inline="yes-display-inline">Prohibition on use of funds</header><text display-inline="yes-display-inline">No funds made available to carry out this
				section shall be used for the acquisition of real property (including
				buildings) or the construction or substantial modification of any
				building.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDDE3E43018B7A4A23BBFF427796551691"><enum>(6)</enum><header display-inline="yes-display-inline">Review, evaluation, and
				termination</header><text display-inline="yes-display-inline">The Administrator
				shall establish procedures for—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id37B900154F764A35B3DD2204E2FC2799"><enum>(A)</enum><text display-inline="yes-display-inline">a careful and detailed review and
				evaluation of the program to determine whether the quality of the program being
				operated by the grantee warrants continued support under this section;
				and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB920CC5D46604496A09BEA7EC0A67805"><enum>(B)</enum><text display-inline="yes-display-inline">the termination of a grant to operate the
				program if the Administrator determines that the quality of the program does
				not warrant continued support.</text>
							</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID62BA215496C14C3FB3E9D3D7ECD1EB36"><enum>(d)</enum><header display-inline="yes-display-inline">Eligibility for participation</header><text display-inline="yes-display-inline">Individuals eligible for participation in
				the program are—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="idA2D12D8850BA473FA7CCE3E70651A849"><enum>(1)</enum><text display-inline="yes-display-inline">teachers, faculty, administrators, and
				related support staff associated with local educational agencies, colleges, and
				universities;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id73815B6BAD1B42919E7448496B5F15B0"><enum>(2)</enum><text display-inline="yes-display-inline">employees of State education, environmental
				protection, and natural resource departments;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6e49b2d69d2d439f916da3ca9da3ab86"><enum>(3)</enum><text display-inline="yes-display-inline">employees of Indian tribes, tribal
				education agencies, and tribal environment and natural resource departments;
				and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idCAA28B440ADE4E4399DBB3DF231E3D95"><enum>(4)</enum><text display-inline="yes-display-inline">employees of not-for-profit organizations
				involved in environmental education activities and
				issues.</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="idCC58190F2F724E9ABE6C3D48EAB371E2" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Environmental education
			 grants</header><text display-inline="no-display-inline">Section 6 of the
			 National Environmental Education Act (20 U.S.C. 5505) is amended to read as
			 follows:</text>
			<quoted-block display-inline="no-display-inline" id="id90EEAAA9E6FC402083FFE2F65EBC9289" style="OLC">
				<section commented="no" display-inline="no-display-inline" id="ID8D6E15C1CF1F46EF97157FD95261D45D" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Environmental education grants</header>
					<subsection commented="no" display-inline="no-display-inline" id="IDE3133CD2795946A7897DE675140EA2F2"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administrator may enter into a
				cooperative agreement or contract, or provide financial assistance in the form
				of a grant, to support projects to design, demonstrate, or disseminate
				practices, methods, or techniques relating to environmental education and
				training.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="ID08009EF0728140D3B4EC0FBC55036786"><enum>(b)</enum><header display-inline="yes-display-inline">Eligible activities</header><text display-inline="yes-display-inline">Activities eligible for grant support
				pursuant to this section shall include—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="idCF31E735BB6247C89CAC254136735089"><enum>(1)</enum><text display-inline="yes-display-inline">environmental education and training
				programs for—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="ID7C50F8DCBAAF420996E82F6F64A4CC97"><enum>(A)</enum><text display-inline="yes-display-inline">design, demonstration, or dissemination of
				environmental curricula, including development of educational tools and
				materials;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID8CDD19179168420CA7D0F8851746710D"><enum>(B)</enum><text display-inline="yes-display-inline">design and demonstration of field methods,
				practices, and techniques, including assessment of environmental and ecological
				conditions and analysis of environmental pollution problems;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID8DF84DC3BFFC4DBCAC0B4F32D95EE1CE"><enum>(C)</enum><text display-inline="yes-display-inline">projects to understand and assess a
				specific environmental issue or a specific environmental problem;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDBBB327012094412982587FA06FA27158"><enum>(D)</enum><text display-inline="yes-display-inline">provision of training or related education
				for teachers, faculty, or related personnel in a specific geographical area or
				region; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDAA9BFF45840D4A31BA31B76E509ABAF3"><enum>(E)</enum><text display-inline="yes-display-inline">design and demonstration of projects to
				foster international cooperation in addressing environmental issues and
				problems involving the United States and Canada or Mexico; and</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF107DEE3FFED4328AC2604AA50B75663"><enum>(2)</enum><text display-inline="yes-display-inline">projects that—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id41AD88363348436FA056DEB552D23B08"><enum>(A)</enum><text display-inline="yes-display-inline">support environmental education research,
				including through—</text>
								<clause commented="no" display-inline="no-display-inline" id="IDfc6a42eb107542fd8b3c54a4bf8eec02"><enum>(i)</enum><text display-inline="yes-display-inline">the provision of assistance to Federal,
				State, tribal, and local officials and not-for-profit entities in applying the
				results of environmental education research; and</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="ID65f509062f3e4bbfbb871b5f465c9237"><enum>(ii)</enum><text display-inline="yes-display-inline">the development of improved methods and
				tools with wide applicability to evaluate, rate, and assess the effectiveness
				of environmental education;</text>
								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDa7e81dc4a545497ba8896b9234ba923f"><enum>(B)</enum><text display-inline="yes-display-inline">develop broad awareness about the need of
				people in the United States for environmental education by engaging businesses
				and business associations, health care providers and related associations, and
				other sectors to encourage the application of environmental education practices
				and knowledge;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID40201e7a154a4f62956304e1ef6c0a39"><enum>(C)</enum><text display-inline="yes-display-inline">disseminate environmental education
				resources to formal and nonformal education organizations;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID6f867d67dacf4c79bcf8ced97061a4e0"><enum>(D)</enum><text display-inline="yes-display-inline">provide training or related professional
				development for formal and nonformal environmental educators or related
				personnel;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID179c8bf8b5a84b378660873a4f069861"><enum>(E)</enum><text display-inline="yes-display-inline">design, demonstrate, or disseminate
				environmental curricula and encourage the adoption of the curricula by
				educational institutions, including development of environmental education
				tools and materials;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID97a521c9d7204e5d8ddca40a31bf4217"><enum>(F)</enum><text display-inline="yes-display-inline">encourage the integration of environmental
				education into science, technology, engineering, and math education,
				after-school education, graduation, and promotion requirements, service
				learning, and civic education;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID7d8e4a55306c4bdb9e4a76fa34c5df23"><enum>(G)</enum><text display-inline="yes-display-inline">design and demonstrate innovative field
				methods, practices, and techniques that advance environmental education;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID2a5839b076404f96bd1bc55f1b665db8"><enum>(H)</enum><text display-inline="yes-display-inline">promote the study and use of how human and
				natural systems interact together to address domestic and international
				environmental problems;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID0f0b695425a24b5881dd093945a3cdb1"><enum>(I)</enum><text display-inline="yes-display-inline">promote understanding of the impacts of
				large segments of society spending increasing amounts of time indoors and
				assess the value of exposure to the natural environment on physical and mental
				health;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDc58ad77cd5a0429981822107e531c473"><enum>(J)</enum><text display-inline="yes-display-inline">improve understanding and assessment of a
				specific environmental issue or a specific environmental problem;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID46df73b92f5546a39801d07ba5d08d21"><enum>(K)</enum><text display-inline="yes-display-inline">promote the implementation of comprehensive
				green school initiatives that seek—</text>
								<clause commented="no" display-inline="no-display-inline" id="idA6ECFA38F7F34D2D917554E32B5CE588"><enum>(i)</enum><text display-inline="yes-display-inline">to produce environmentally literate
				students while minimizing or eliminating the environmental footprint of a
				school; and</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="id3352DC19CBA54F33B963AD12A2008327"><enum>(ii)</enum><text display-inline="yes-display-inline">to assist those students in using the built
				and natural environments as learning laboratories and models of best practices
				for local communities;</text>
								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID50a6ff1a6f774b21af626678dc0384d7"><enum>(L)</enum><text display-inline="yes-display-inline">foster international cooperation in
				addressing environmental issues and problems involving the United States and
				Canada or Mexico;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID76a32a86fe494cff857188bbe6e573a7"><enum>(M)</enum><text display-inline="yes-display-inline">encourage new, leveraged public or private
				funding for environmental education; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID17cd78c7edfb4787ac552997be2f76de"><enum>(N)</enum><text display-inline="yes-display-inline">support a professional network of
				environmental education researchers.</text>
							</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID75C04C2144D148E88CE91FCE5FDE8ADC"><enum>(c)</enum><header display-inline="yes-display-inline">Priority</header><text display-inline="yes-display-inline">In providing grants pursuant to this
				section, the Administrator shall give priority to those proposed projects that
				will develop—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="IDD4E5B09CE2E4456DB29D610327E97756"><enum>(1)</enum><text display-inline="yes-display-inline">a new, innovative, or significantly
				improved environmental education practice, method, or technique that is likely
				to result in increased environmental literacy or educate and train citizens in
				fields that promote the sustainability of natural resources;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID8183B223C52447D3A6BB052561A64B2B"><enum>(2)</enum><text display-inline="yes-display-inline">an environmental education practice,
				method, or technique that—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id8346C50F733346ABA5E42E3679A4AD1C"><enum>(A)</enum><text display-inline="yes-display-inline">may have wide application;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8B3594B54B014987BB5E86135DBB079C"><enum>(B)</enum><text display-inline="yes-display-inline">can be easily replicated; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD02D51AF62A540FAAACF3475E6256840"><enum>(C)</enum><text display-inline="yes-display-inline">can improve the systems for delivery of
				effective environmental education at the national, regional, and local
				levels;</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID807059CC41BA477AA3AFEC0462009155"><enum>(3)</enum><text display-inline="yes-display-inline">adequate capacity within organizations for
				the education of citizens and the use of multidisciplinary approaches with
				respect to environmental issues;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4CE85CA040EC43C986684A9472B41BD7"><enum>(4)</enum><text display-inline="yes-display-inline">an environmental education practice,
				method, or technique that—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="idC01E2D4EEBE5465292DFF3D304B0F87E"><enum>(A)</enum><text display-inline="yes-display-inline">addresses an environmental issue through
				field-based, quantitative, qualitative, or mixed methodological
				research;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idEF8BFD2042C24F9A9BAF97EADBC55BD2"><enum>(B)</enum><text display-inline="yes-display-inline">has applicability at the community level;
				and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idBC87121AEC0C4E0EA7ED9444277AB2BA"><enum>(C)</enum><text display-inline="yes-display-inline">encourages service learning through
				volunteerism;</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA833DB23D7484BD589DB817A3D3B5DA7"><enum>(5)</enum><text display-inline="yes-display-inline">effective national, regional, State, and
				tribal environmental education-related organizations, consortia, and alliances
				to educate citizens regarding how their actions, individually and collectively,
				affect environmental quality;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6faeef27555945c6a4af29eb6fa06830"><enum>(6)</enum><text display-inline="yes-display-inline">collaboration, including sharing of
				resources and expertise, among environmental education organizations and across
				sectors; or</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5BCF53C863FC417CB3E7051F2154ABBB"><enum>(7)</enum><text display-inline="yes-display-inline">an environmental education practice,
				method, or technique that addresses an environmental issue which, in the
				judgment of the Administrator, is of a high priority.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDCE8AE8E3DCCF4468B356ABBE81A528E1"><enum>(d)</enum><header display-inline="yes-display-inline">Eligible applicants</header><text display-inline="yes-display-inline">Any local, State, or tribal agency, college
				or university, not-for-profit organization, or noncommercial educational
				broadcasting entity may submit an application to the Administrator in response
				to a solicitation published under paragraph (1).</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="IDEAE840E34C874FFDAAA6CC5BE1787C34"><enum>(e)</enum><header display-inline="yes-display-inline">Performance of project</header><text display-inline="yes-display-inline">Each project covered by an application
				approved under this section shall be performed by the applicant, or by a person
				satisfactory to the applicant and the Administrator.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="ID12E4903DABC54162A5AD9719958FF683"><enum>(f)</enum><header display-inline="yes-display-inline">Cost-sharing</header>
						<paragraph commented="no" display-inline="no-display-inline" id="id05337E4088784BC5B45084A21693B03F"><enum>(1)</enum><header display-inline="yes-display-inline">Federal and non-Federal
				shares</header><text display-inline="yes-display-inline">Except as provided in
				paragraph (2)—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id5C241F5668AC4A77B2E1A7AC63BC26CB"><enum>(A)</enum><text display-inline="yes-display-inline">the Federal share of the cost of a project
				funded by a grant provided under this section shall not exceed 75 percent of
				the total cost of the project; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE289382F9D064D609E956BBD236547B3"><enum>(B)</enum><text display-inline="yes-display-inline">the non-Federal share of the cost of a
				project described in subparagraph (A) may be provided in the form of in-kind
				contributions and other noncash support.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id696E318CFFE0421FB31E9D890D75497E"><enum>(2)</enum><header display-inline="yes-display-inline">Exception</header><text display-inline="yes-display-inline">In a case in which the Administrator
				determines that a proposed project merits support and cannot be undertaken
				without a higher rate of Federal support, the Administrator may approve a grant
				under this section with a matching requirement other than that specified in
				this subsection, including a Federal share of up to 100 percent.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID3F6D84A314C64B2BBC1C9324AD9C7A87"><enum>(g)</enum><header display-inline="yes-display-inline">Maximum grant amount</header><text display-inline="yes-display-inline">A grant provided under this section shall
				not exceed
				$500,000.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="ID8258941665ef49428fa69b64fdab33c5" section-type="subsequent-section"><enum>7.</enum><header display-inline="yes-display-inline">Environmental fellowships</header><text display-inline="no-display-inline">Section 7 of the National Environmental
			 Education Act (20 U.S.C. 5506) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="id0256364E2B714BBAA1088F9E05EE134B" style="OLC">
				<section commented="no" display-inline="no-display-inline" id="ID6ccd67bc07ff4ffca7e68ebcc1daaa1e" section-type="subsequent-section"><enum>7.</enum><header display-inline="yes-display-inline">Environmental fellowships</header>
					<subsection commented="no" display-inline="no-display-inline" id="IDe0d9334b69cc47a08b780042eb858d50"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administrator may enter into a
				cooperative agreement or provide financial assistance in the form of a grant to
				establish a program to provide for fellowships to postsecondary-level
				students.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="ID4b087ebe6c554f58a35a86f8ac47a034"><enum>(b)</enum><header display-inline="yes-display-inline">Purpose</header><text display-inline="yes-display-inline">The purpose of a fellowship provided
				pursuant to this section shall be to provide students with an opportunity to
				train with professional staff of the Environmental Protection Agency and
				nongovernmental organizations involved in environmental issues to gain an
				understanding and appreciation of issues addressed by, and the skills and
				abilities possessed by, those staff.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="IDfe3bee0422a34e9aa55a6c029ca29654"><enum>(c)</enum><header display-inline="yes-display-inline">Management</header><text display-inline="yes-display-inline">The fellowship program shall be managed by
				the Office of Environmental Education.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="IDb5f6088e6c01417583737e31aa19d601"><enum>(d)</enum><header display-inline="yes-display-inline">Eligible participants</header><text display-inline="yes-display-inline">Individuals eligible for participation in
				the fellowship program shall be students enrolled at accredited colleges or
				universities who have successfully completed not less than 4 courses (or the
				equivalent) in environmental sciences or related studies, as determined by the
				Administrator.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="IDc45df3d6e2f44973a3fb9869fe6763df" section-type="subsequent-section"><enum>8.</enum><header display-inline="yes-display-inline">Environmental education
			 awards</header><text display-inline="no-display-inline">Section 8 of the
			 National Environmental Education Act (20 U.S.C. 5507) is amended to read as
			 follows:</text>
			<quoted-block display-inline="no-display-inline" id="id4BDD366B870C4BC0A8EDCFC96F4EB75E" style="OLC">
				<section commented="no" display-inline="no-display-inline" id="ID8d6ffa60f8dd4b60a47da1a29cd5e86c" section-type="subsequent-section"><enum>8.</enum><header display-inline="yes-display-inline">Environmental education awards</header>
					<subsection commented="no" display-inline="no-display-inline" id="ID96ec4f39b56140cda32597ce9f185cf7"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administrator shall provide for
				national awards recognizing outstanding contributions to environmental
				education.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="IDe80fbfb977f24bbf94929becd37d52bb"><enum>(b)</enum><header display-inline="yes-display-inline">Specific awards</header><text display-inline="yes-display-inline">In carrying out this section, the
				Administrator may develop and administer awards to be known as the
				<quote>President's Environmental Youth Awards</quote>, to be given to children
				in grades kindergarten through 12 for outstanding projects to promote local
				environmental
				awareness.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="ID5b7a806834a441d09db7b949a774f9ca" section-type="subsequent-section"><enum>9.</enum><header display-inline="yes-display-inline">Environmental Education Advisory
			 Council</header><text display-inline="no-display-inline">Section 9 of the
			 National Environmental Education Act (20 U.S.C. 5508) is amended to read as
			 follows:</text>
			<quoted-block display-inline="no-display-inline" id="id82A9A0C655564FF7956C925511B63E45" style="OLC">
				<section commented="no" display-inline="no-display-inline" id="ID45f5ae8a988348ff8f639eac46b123f1" section-type="subsequent-section"><enum>9.</enum><header display-inline="yes-display-inline">Environmental Education Advisory
				Council</header>
					<subsection commented="no" display-inline="no-display-inline" id="IDbead5398641d494d9769fe72b548c22a"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment</header>
						<paragraph commented="no" display-inline="no-display-inline" id="id4DDC024C444E4DB4A17F62BD4649CEEB"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There is established a council, to be known
				as the <quote>National Environmental Education Advisory Council</quote>.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID91d1b7ff6129428aae2e958e3582fedb"><enum>(2)</enum><header display-inline="yes-display-inline">Membership</header><text display-inline="yes-display-inline">The Advisory Council shall consist of up to
				11 individuals, appointed by the Administrator, with expertise in environmental
				education.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDe8f380aa089347e1a497e26701552a91"><enum>(3)</enum><header display-inline="yes-display-inline">Term</header><text display-inline="yes-display-inline">Each member of the Advisory Council shall
				hold office for a term of 3 years, except that—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="IDcac08e5de76d4e75a459ff3c58b011b6"><enum>(A)</enum><text display-inline="yes-display-inline">any member appointed to fill a vacancy
				occurring prior to the expiration of the term for which the predecessor of the
				member was appointed shall be appointed for the remainder of that term;
				and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDa47876fb07f44906b974221f8748ac7b"><enum>(B)</enum><text display-inline="yes-display-inline">the terms of the members first taking
				office, as designated by the Administrator at the time of appointment, shall
				expire as follows:</text>
								<clause commented="no" display-inline="no-display-inline" id="idA565046217D94B15887C2198A6DB4D8E"><enum>(i)</enum><text display-inline="yes-display-inline">4 shall expire 3 years after the date of
				enactment of the <short-title>National Environmental
				Education Reauthorization Act of 2010</short-title>.</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="id9D81750485D6455B989146C5687C2F8C"><enum>(ii)</enum><text display-inline="yes-display-inline">4 shall expire 2 years after that
				date.</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="id1B06B0FFF02148A5B7438A57CBC8AB36"><enum>(iii)</enum><text display-inline="yes-display-inline">3 shall expire 1 year after that
				date.</text>
								</clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idB00312286DFD4D23B39FE372D472D8E4"><enum>(b)</enum><header display-inline="yes-display-inline">Duties</header><text display-inline="yes-display-inline">The Advisory Council shall advise, consult
				with, and make recommendations to, the Administrator on matters relating to
				activities, functions, and policies, including grants, of the Agency under this
				Act.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="ID46b804b5bcd543cca9fe72a4c92753b6"><enum>(c)</enum><header display-inline="yes-display-inline">Compensation of members</header>
						<paragraph commented="no" display-inline="no-display-inline" id="idA4CCCA3C598844B39F2BB140E8E539F4"><enum>(1)</enum><header display-inline="yes-display-inline">Non-federal employees</header><text display-inline="yes-display-inline">A member of the Advisory Council who is not
				an officer or employee of the Federal Government may be compensated at a rate
				fixed by the Administrator, but not exceeding the daily equivalent of the
				annual rate of basic pay in effect for grade GS–15 of the General Schedule
				under section 5332 of title 5, United States Code, for each day (including
				travel time) during which the member is engaged in the performance of the
				duties of the Advisory Council.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB886F9AC34774CA3845BC9002E58194A"><enum>(2)</enum><header display-inline="yes-display-inline">Federal employees</header><text display-inline="yes-display-inline">A member of the Advisory Council who is an
				officer or employee of the Federal Government shall serve without compensation
				in addition to the compensation received for the services of the member as an
				officer or employee of the Federal Government.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE7727F817DF943BBB6436944A20E4662"><enum>(3)</enum><header display-inline="yes-display-inline">Travel expenses</header><text display-inline="yes-display-inline">A member of the Advisory Council shall be
				allowed travel expenses, including per diem in lieu of subsistence, at rates
				authorized for an employee of an agency under subchapter I of chapter 57 of
				title 5, United States Code, while away from the home or regular place of
				business of the member in the performance of the duties of the Advisory
				Council.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID4d91c4c12c4c45c2b5605a271b1be4d9"><enum>(d)</enum><header display-inline="yes-display-inline">Applicability of FACA</header><text display-inline="yes-display-inline">Section 14(a) of the Federal Advisory
				Committee Act (5 U.S.C. App.) shall not apply to the Advisory
				Council.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="ID485d76ef5b41424383b22fcda6f609db" section-type="subsequent-section"><enum>10.</enum><header display-inline="yes-display-inline">National Environmental Education
			 Foundation</header><text display-inline="no-display-inline">Section 10 of the
			 National Environmental Education Act (20 U.S.C. 5509) is amended—</text>

			 <quote>advanced educational system</quote>;</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id068599DE0EC948CBA9792ADC43C17101"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (b)(1)(A), in the first
			 sentence, by striking <quote>13 directors</quote> and inserting <quote>not
			 fewer than 9 nor more than 15 directors</quote>; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDf0848839cbb14616816c31eb9d5e30d3"><enum>(4)</enum><text display-inline="yes-display-inline">by striking subsection (d) and inserting

				devise, bequest, property (either real or personal), voluntary services, or any
				other thing of value is for the benefit of the Foundation; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9ab447a792d7461fa315e24c933995fb"><enum>(2)</enum><text display-inline="yes-display-inline">any explicit or implied requirement of such
				a gift, devise, bequest, property (either real or personal), voluntary
				services, or any other thing of value is consistent with the environmental and
				education goals and policies of the Environmental Protection Agency and with
				the intents and purposes of this
				Act.</text>

			</paragraph></section><section commented="no" display-inline="no-display-inline" id="id30596E4ECCC44E4AB9CB66660DBDBA6A" section-type="subsequent-section"><enum>11.</enum><header display-inline="yes-display-inline">Funding</header><text display-inline="no-display-inline">Section 11 of the National Environmental
			 Education Act (20 U.S.C. 5510) is amended to read as follows:</text>

						<paragraph commented="no" display-inline="no-display-inline" id="idA6F425C078844D049F2F990CADE61336"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There is authorized to be appropriated to
				the Administrator to carry out this Act—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id48EFA6D495464922AA0E2093CCF8C1FA"><enum>(A)</enum><text display-inline="yes-display-inline">$40,000,000 for each of fiscal years 2010
				and 2011;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id421262B42E844A26ADC29C432938BBAD"><enum>(B)</enum><text display-inline="yes-display-inline">$42,000,000 for each of fiscal years 2012
				and 2013;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD41DD9C8C38B475DAC4C756CE2B40F68"><enum>(C)</enum><text display-inline="yes-display-inline">$44,000,000 for each of fiscal years 2014
				and 2015;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8631AEF31FEB4B66A360AF7DA268FF6E"><enum>(D)</enum><text display-inline="yes-display-inline">$46,000,000 for each of fiscal years 2016
				and 2017;</text>

							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID494435F8018A4D11BAEA7BF4FCCB9218"><enum>(2)</enum><header display-inline="yes-display-inline">Specific use of funds</header><text display-inline="yes-display-inline">Of the amounts made available under
				paragraph (1) for a fiscal year for environmental education activities, the
				Administrator shall distribute funds in the following manner:</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id81A798ED904F49698109C32D7EE9DA36"><enum>(A)</enum><text display-inline="yes-display-inline">Up to 30 percent for the activities of the
				Office of Environmental Education under section 4, environmental fellowships
				under section 7, awards under section 8, and the Environmental Education
				Advisory Council under section 9.</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idFA506BAF94144BBBA83C327267C3469A"><enum>(B)</enum><text display-inline="yes-display-inline">25 percent for the operation of the
				environmental education and training program under section 5.</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id52CCC75BFA004114B27F6E89184413D2"><enum>(C)</enum><text display-inline="yes-display-inline">At least 35 percent for environmental
				education grants under section 6.</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id018B652DE8AD46DF9E7F36347F03820A"><enum>(D)</enum><text display-inline="yes-display-inline">10 percent for support of the National
				Environmental Education Foundation under section 10.</text>
							</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID1DFF0F7B285B407194801CA2F5E430A6"><enum>(b)</enum><header display-inline="yes-display-inline">Amounts for Foundation</header><text display-inline="yes-display-inline">If the Administrator determines that funds
				provided to the Foundation will be used to carry out the purposes of the
				Foundation in a manner consistent with the goals, objectives, and programs of
				this Act, funds may be so provided—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="ID5F55E86B0779449D94928C4ECF1F50B1"><enum>(1)</enum><text display-inline="yes-display-inline">to match partially or wholly the amount or
				value of contributions (whether in currency, services, or property) made to the
				Foundation by private persons and State, local, and tribal governments;
				and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID793DB7EB772246F1A959D40BE3F492A0"><enum>(2)</enum><text display-inline="yes-display-inline">to provide administrative services under
				section
				10(e).</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>

			<subsection commented="no" display-inline="no-display-inline" id="idBDCECCA315044C82BD15F82011FA4F06"><enum>(a)</enum><text display-inline="yes-display-inline">Section 7(f)(2) of the National
			 Environmental Education Act (20 U.S.C. 5506(f)(2)) is amended by striking
			 <quote>local education agency</quote> and inserting <quote>local educational
			 agency</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id7608898080FD407A91DD3DBC0BBD0921"><enum>(b)</enum><text display-inline="yes-display-inline">Section 8(e) of the National Environmental
			 Education Act (20 U.S.C. 5507(e)) is amended in paragraphs (1) and (3) by
			 striking <quote>local education agency</quote> each place it appears and
			 inserting <quote>local educational agency</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idD6752A1C6FB342509FE5DB007A8E45F4"><enum>(c)</enum><text display-inline="yes-display-inline">The table of contents of the National
			 Environmental Education Act (20 U.S.C. prec. 5501) is amended by striking the
