		<official-title display="yes">To amend the Endangered Species Act of 1973
		  to remove certain portions of the distinct population segment of the Rocky
		  Mountain gray wolf from the list of threatened species or the list of
		  endangered species published under the Endangered Species Act of 1973, and for
		  other purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>State Wolf Management
			 Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id550B4AA14E8E46C89B178F1A9A8EF27D" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Status of Rocky Mountain gray wolf as
			 endangered or threatened species</header><text display-inline="no-display-inline">Section 4 of the Endangered Species Act of
			 1973 (16 U.S.C. 1533) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id9BE9C2908A0749808F9794EED168127C" style="OLC">
				<subsection commented="no" display-inline="no-display-inline" id="idE3F01A7F661D405CAF41D1A46F23A99F"><enum>(j)</enum><header display-inline="yes-display-inline">Status of Rocky Mountain gray wolf as
				endangered or threatened species</header>
					<paragraph commented="no" display-inline="no-display-inline" id="ID01e26495a055409e9bf48f86d91175fa"><enum>(1)</enum><header display-inline="yes-display-inline">Definition of covered rocky mountain gray
				wolf</header><text display-inline="yes-display-inline">In this subsection, the
				term <term>covered Rocky Mountain gray wolf</term> means the portion of the
				distinct population segment of the Rocky Mountain gray wolf that is located
				in—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="id8F74410A17354A6FA3637D76E16C9FFD"><enum>(A)</enum><text display-inline="yes-display-inline">the portion of the State of Washington that
				is located—</text>
							<clause commented="no" display-inline="no-display-inline" id="idD86118AE2B6A4FC0BBB131FD46F4BB97"><enum>(i)</enum><text display-inline="yes-display-inline">east of the centerline of Highway 97 and
				Highway 17, north of Mesa; and</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="id82BE17333DFE4D73A8CBAA4ED01EFA3C"><enum>(ii)</enum><text display-inline="yes-display-inline">east of the centerline of Highway 395,
				south of Mesa;</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE35B23AF48EB46C2ABB2D441286F8A45"><enum>(B)</enum><text display-inline="yes-display-inline">the portion of the State of Oregon that is
				located—</text>
							<clause commented="no" display-inline="no-display-inline" id="id636C8EFC17554CFBA4738CA052EB4F45"><enum>(i)</enum><text display-inline="yes-display-inline">east of the centerline of Highway 395 and
				Highway 78, north of Burns Junction; and</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="id3CEB13F224DA49FDAAD04C9FA32A09FA"><enum>(ii)</enum><text display-inline="yes-display-inline">east of the centerline of Highway 95, south
				of Burns Junction;</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id118B90F3F8094AD6B9ECBBAF29396D12"><enum>(C)</enum><text display-inline="yes-display-inline">the portion of the State of Utah that is
				located east of the centerline of Highway 84 and north of Highway 80;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9F79D8EB4A694C6D86C486B6B6B8E085"><enum>(D)</enum><text display-inline="yes-display-inline">the entire State of Idaho; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA170EB7ED00A4998BCE89CD1C8758D41"><enum>(E)</enum><text display-inline="yes-display-inline">the entire State of Montana.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1CE2444DFD864EBCB57EC242FE1197EC"><enum>(2)</enum><header display-inline="yes-display-inline">Status of covered Rocky Mountain gray
				wolf</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="id06EFA83CCAA345D6935712030439A181"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The inclusion of the covered Rocky Mountain
				gray wolf on any list of endangered or threatened species under subsection (c)
				shall have no force or effect.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID2cfd23cc3a2349ab95cebfa7f4d5f7b1"><enum>(B)</enum><header display-inline="yes-display-inline">State management plans</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law
				and effective beginning on the date that is 5 years after the date of enactment
				of this subsection, the Secretary may initiate a process to include the Rocky
				Mountain gray wolf on a list of endangered or threatened species pursuant to
				subsection (c) if the Secretary certifies to Congress that a State, by and
				through the management plan of the State, has not provided for the maintenance
				within the State of not less than 10 breeding pairs and an aggregate of 100
				Rocky Mountain gray
				wolves.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
