		<official-title>To expand the boundaries of the Thunder Bay National
		  Marine Sanctuary and Underwater Preserve, and for other
		  purposes.</official-title>

		<section id="ID631A0463E956433DA4F488723C3E676D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Thunder Bay National Marine Sanctuary
			 and Underwater Preserve Boundary Modification Act</short-title></quote>.</text>
		</section><section id="ID8CB6CEF522734D6583C8DA63EBCD5015"><enum>2.</enum><header>Findings and
			 purposes</header>
			<subsection id="ID7236F5A4F0644CC18AA035E802ADEE7A"><enum>(a)</enum><header>Findings</header><text>Congress
			 makes the following findings:</text>
				<paragraph id="ID12F4BC09A4AA48FC964EAF03890B8C38"><enum>(1)</enum><text>Thunder Bay
			 National Marine Sanctuary and Underwater Preserve in Lake Huron contains more
			 than 100 recorded historic vessel losses.</text>
				</paragraph><paragraph id="IDA508F22E25F84DBDA7255DB3129FABB1"><enum>(2)</enum><text>The areas
			 immediately surrounding the Sanctuary, including the offshore waters of Presque
			 Isle and Alcona counties, Michigan, contain an equal number of historic vessel
			 losses.</text>
				</paragraph><paragraph id="ID2C33EE328BC944AEAFD09B079B4A0331"><enum>(3)</enum><text>Many of these
			 shipwrecks and underwater cultural resources are popular recreational diving
			 destinations and all contribute to our collective maritime heritage.</text>
				</paragraph><paragraph id="ID8900A89773E74C699D723AF50DCBA4F2"><enum>(4)</enum><text>These resources
			 are susceptible to damage from human activities and must be properly preserved
			 for their innate value and to protect the economic viability of their
			 contribution to national and regional economies.</text>
				</paragraph></subsection><subsection id="ID461CCA24D91A41FCAFF5DDA35A7C5E62"><enum>(b)</enum><header>Purposes</header><text>The
			 purposes of this Act are—</text>
				<paragraph id="ID63A3B796E072496BBD96157D903E9567"><enum>(1)</enum><text>to expand the
			 Thunder Bay National Marine Sanctuary and Underwater Preserve boundaries to
			 encompass the offshore waters of Presque Isle and Alcona counties, Michigan,
			 and outward to the international border between the United States and Canada;
			 and</text>
				</paragraph><paragraph id="ID632CE7A6E4D84F0A98A50C273F83F58E"><enum>(2)</enum><text>to provide the
			 underwater cultural resources of those areas equal protection to that currently
			 afforded to the Sanctuary.</text>
				</paragraph></subsection></section><section id="ID4C1C8668CAC940368014C3F6DF8FB3A3"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="ID4FB27375E88F4BF780378C9C06ED3C7C"><enum>(1)</enum><header>Sanctuary</header><text>The
			 term <term>Sanctuary</term> means the Thunder Bay National Marine Sanctuary and
			 Underwater Preserve.</text>
			</paragraph><paragraph id="IDC673E27DDC524428AE8A8C534F148B5E"><enum>(2)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Commerce.</text>
			</paragraph></section><section id="IDC016DAAF7CBE4187B89F20A2604FAC8E"><enum>4.</enum><header>Sanctuary
			 boundary adjustment</header>
			<subsection id="IDB8595A2F46E74B618D7A43FAAAAB3229"><enum>(a)</enum><header>Boundary
			 adjustment</header><text>Notwithstanding any other provision of law, including
			 section 922.190 of title 15, Code of Federal Regulations, as in effect on the
			 date of the enactment of this Act, the Sanctuary shall consist of the
			 geographic area described in subsection (b).</text>
			</subsection><subsection id="ID0ED27E45947744B18A37590DF78F3A16"><enum>(b)</enum><header>Expanded
			 sanctuary boundary</header><text>The area referred to in subsection (a) is all
			 submerged lands, including the underwater cultural resources, lakeward of the
			 mean high water line, within the boundaries of a line formed by connecting
			 points in succession beginning at a point along the mean high water line
			 located approximately at 45.628741N, 84.206983W (at Hammond Bay in Presque Isle
			 County) then due east to the international boundary between the United States
			 and Canada approximately located at 45.628741N, 83.163783W then following the
			 international boundary between the United States and Canada in a generally
			 southeasterly direction where it intersects latitude 44.511111N, then due west
			 to a point along the mean high water line located approximately at 44.511111N,
			 83.318483W (in Alcona County just south of the town of Greenbush) returning to
			 the first point along the mean high water line.</text>
			</subsection><subsection id="ID22574FFA0ACC4F40AA5DBDFBC1D65AE2"><enum>(c)</enum><header>Authority To
			 make minor adjustments</header><text>The Secretary may make minor adjustments
			 to the boundary described in subsection (b) to facilitate enforcement and
			 clarify the boundary to the public if the resulting boundary is consistent with
			 the purposes described in section 2(b).</text>
			</subsection><subsection id="ID4CDD1E3171B84E339501AA6F524715D0"><enum>(d)</enum><header>Inclusion in
			 the National Marine Sanctuary System</header><text>The area described in
			 subsection (b), as modified in accordance with subsection (c), shall be managed
			 as part of the National Marine Sanctuary System established by section 301(c)
			 of the National Marine Sanctuaries Act (16 U.S.C. 1431(c)), in accordance with
			 that Act.</text>
			</subsection><subsection id="ID51AA498E5E5445C7B8BDD1975D92EE59"><enum>(e)</enum><header>Updated
			 National Oceanic and Atmospheric Administration charts</header><text>The
			 Secretary shall—</text>
				<paragraph id="IDF237F9557CC34BAFA93E9AC7163DD8A3"><enum>(1)</enum><text>produce updated
			 National Oceanic and Atmospheric Administration charts for the area in which
			 the Sanctuary is located; and</text>
				</paragraph><paragraph id="ID1C4796228F7A4BB390B3CE17A4BEDE5E"><enum>(2)</enum><text>include on such
			 charts the boundaries of the Sanctuary described in subsection (b), as modified
			 in accordance with subsection (c).</text>
				</paragraph></subsection></section><section id="ID170DB99241B248BFA5EA5D22537BECD9"><enum>5.</enum><header>Extension of
			 regulations and management</header>
			<subsection id="ID1B08C545449348F18D469F9371ABF6E5"><enum>(a)</enum><header>Regulations</header><text>The
			 regulations applicable to the Sanctuary codified in subpart R of part 922 of
			 title 15, Code of Federal Regulations, as in effect on the date of the
			 enactment of this Act, shall apply to the geographic area added to the
			 Sanctuary pursuant to section 4, unless the Secretary specifies otherwise by
			 regulation.</text>
			</subsection><subsection id="ID585176C2F9F943F39055B99811E84406"><enum>(b)</enum><header>Existing
			 certifications</header><text>The Secretary may certify that any license,
			 permit, approval, other authorization, or right to conduct a prohibited
			 activity authorized pursuant to section 922.194 of title 15, Code of Federal
			 Regulations, that exists on the date of the enactment of this Act shall apply
			 to such an activity conducted within the geographic area added to the Sanctuary
			 pursuant to section 4.</text>
			</subsection><subsection id="ID55D8342ACC86451F8168F05E1EB16EB3"><enum>(c)</enum><header>Date of
			 Sanctuary designation</header><text>For purposes of section 922.194 of title
			 15, Code of Federal Regulations, the date of Sanctuary designation shall be the
			 date of the enactment of this Act.</text>
			</subsection><subsection id="ID0FC9B75971DD42D08A7EDB98F8282FD4"><enum>(d)</enum><header>Management
			 plan</header><text>To the extent practicable, the Secretary shall apply the
			 management plan in effect for the Sanctuary on the date of the enactment of
			 this Act to the geographic area added to the Sanctuary pursuant to section
			 4.</text>
